Iraq to invest $168 b. in five years

Baghdad/ Iraq TradeLink: Iraq will invest about 168 billion dollars in different fields during the
coming five years, where the private sector will participate by more than 40%.
 
Iraqi Planning Minister Salman al-Jumaily pointed that the oil and gas fields will have the biggest priority, where they will have the biggest share by 38% of these investments and the infrastructures will have 20%.
 
In a statement, Minister Jumaily added that Iraq is planning to initiate projects related to infrastructure fields with the amount of five billion dollars as investment opportunities with the participation of local and foreign sectors.
 
The projects shall concentrate on energy, water, drainage, renewable energy, transport and green economy.
 
The statement added that Iraq expected to achieve 7% as economic growth in the national development plan of 2018-2022.
 
The national plan, according to Iraqi vision till the year 2030, is to increase the local gross production to 292.5 trillion dinars in 2022, earlier official statements said.

 Hundreds of thousands of Shiites in Iraq on Thursday commemorated the martyrdom of Imam Hussein bin Ali bin Abi Talib in Karbala about 14 centuries ago.
 
The ceremony was launched in all Shiite cities in the early hours of the morning, especially in the province of Karbala at the tomb of Imam Hussein.
 
The security authorities deployed tens of thousands of members of the army, police, security services, volunteers and members of the popular crowd to secure the atmosphere of revival of the occasion in all areas of the Shiite provinces, with the support of helicopters of the Iraqi army.

Hashd al-Shaabi Militia Threatens US Presence in Iraq

ERBIL - If Washington imposes any sanctions on Qais al-Khazali’s As-Saib Ahl al-Haq (AAH) and Akram al-Kaabi’s Harakat Hezbollah al-Nujaba, the US's political interests in Iraq will be in danger, deputy secretary of al-Nujaba, Nasr al-Shamari, warned on Thursday.
 
The US House of Representatives in May approved a proposal suggesting sanctions to be imposed on the two major components of the Iran-backed Hashd al-Shaabi
 
"The US sanctions will open the door for a clear war against Washington's interests in Iraq, and we can easily get our hands on those interests," Shamari said, adding that it is not impossibe to target the US Embassy in Baghdad.
 
"The US's sanctions come after its failure in destabilizing the situation in Basra."
 
In the meantime, Sumariya News citing the Saudi Okaz Newspaper, said on Thursday that the US has warned Iraq to hold it responsible if the western forces across the country come under attack.
 
 
Iraq oil production to be ‘squeezed for next decade’

Growth in Iraqi oil production will be squeezed for the next decade despite the country being the second largest OPEC producer after Saudi Arabia and the fourth biggest in the world, according to a report by US consultancy IHS Markit.
The findings come after a week when the price of Brent crude reached $80 a barrel, with supply worries having been heightened by Hurricane Florence heading toward the US, threatening to derail US oil pipelines. Also looming large was the expected effect on supply by the reimposition of US sanctions on Iran.
IHS said that Iraq, which theoretically could produce about 7 million barrels per day (bpd), would only marginally boost output to 2028. The current 4.5 million bpd would only increase to 5 million bpd over the next decade, said IHS analyst Christopher Elsner in an interview with Arab News.
Elsner said that he may revise his forecast upward if conditions in the country improve, but on current thinking, even by 2036 Iraq’s production would only reach 6 million bpd, he said.
A former international energy infrastructure analyst at the US Department of Energy who has worked on Iraqi projects, Elsner commented: “Yes, our numbers are conservative against the official Iraqi data. There is a lot of investment in getting wells out of the ground. And there’s a lot of investment in exporting that oil. But the connections between the oil fields and the storage farms in the south and the export points have been what has really led to the bottlenecks in Iraq.”
Other impediments were the absence of electricity to run some oil fields, as well as the lack of pipelines, pumping stations and storage space — all of which have constrained capacity.
“Coordinating the purchase of various components such that you can progress without delay … has been another major issue,” said Elsner.
The state-run company responsible for oil projects in mid-stream had “a spotty execution track record,” he added. There was legal uncertainty around contracts, security risks, and water and electricity services were unreliable.
The IHS report added that Iraq’s crude oil consumption is currently 0.7 million bpd, and this was expected to grow very slowly, to 0.8 million bpd by 2030. Iraq’s crude exports are the difference between production and consumption.
The oil-rich Basra province was rocked by renewed violence earlier this month as political protests regain momentum, threatening oil facilities. Thousands of Iraqis have been taking to the streets daily over the past week, torching government buildings and political party offices.
The demonstrations have added to oil supply concerns, although these turn principally around worries about the absence of Iranian crude later this year when US sanctions kick in. India and China have begun to reduce their purchases of Iranian oil while South Korea has already dropped imports to zero on the orders of the Trump administration, according to the Financial Times.
 
 
Iraq's Oil Output Can't Exceed More Than 10% Growth in Next Decade – Report

A new report on Iraq's oil production capability says a series of problems, including export bottlenecks caused by a lack of infrastructure, will continue to limit the country's oil output for years to come.
 
The report, penned by the London-based consulting firm IHS Markit, found that while Iraq could theoretically produce about 7 million barrels per day (bpd), in practice, the connections between the supergiant oil field production points and storage farms and export points in the country's south have led to bottlenecks that hamper growth.
 
Speaking to Arab News, IHS Markit analyst Christopher Elsner said that Iraq would be lucky to reach 5 million bpd, up from the current 4.5 million bpd, by 2028, and 6 million bpd by 2036.
 
According to the analyst, other limitations to Iraqi output include the lack of electricity infrastructure at some fields, the lack of pipeline infrastructure, pumping stations and storage capacity, as well as legal uncertainty surrounding contracts, security risks, and the general unreliability of existing water and electricity infrastructure.
 
'Coordinating the purchase of various components such that you can progress without delay … has been another issue,' Elsner said. Finally, the 'spotty execution track record' of the state company responsible for oil projects in mid-stream is another concern, the IHS Markit analyst said.
 
Violence has been rocking the oil-rich southern Iraqi province of Basrah this month, with demonstrators protesting government corruption, water and electricity shortages, and clashing with police. A curfew has been imposed in the city of Basra after nearly a dozen deaths. Last week, Iraqi law enforcement arrested more than 30 people for the torching of the Iranian consulate building, with the headquarters of political parties, and provincial and city administration buildings, also attacked. On September 8, an unknown group fired a salvo of Katyusha rockets at Basra's airport, targeting the US consulate. Protesters also temporarily blocked Umm Qasr Port, Iraq's only deep water port, prompting concerns over possible global oil supply shortages.
 
Iraq is the world's second-largest oil producer behind Russia, Saudi Arabia and the United States, and has the world's fifth-largest proven oil reserves, sitting on an estimated 142,503,000,000 barrels spread throughout the country's north, south and center. The country's oil production figures have fluctuated violently over the last 40 years amid the country's many wars, including the 1980-1988 Iran-Iraq War, the Gulf War of 1990-1991, the violence following the US invasion in 2003, and Baghdad's campaign against the Daesh (ISIS/ISIL)* terrorist group from 2014-2018.

Finland to re-open embassy in Baghdad

in Iraq after a cut off of 27 years.

The election commission in the Kurdistan region has set the date of silence for the election campaigns for the provincial parliament elections.
"As per the instructions of the Commission, the election campaigns will continue until 8 am on September 28, with the start of the special vote for the parliamentary elections of Kurdistan," Commission Rapporteur Ismail Khormali said in a press statement.
"The special vote will start at 8 am on 28/9/2018, while the general vote will begin at 8 am on 30/9/2018, and the voting will continue until evening," Khourmali said.
The election campaigns for the Kurdistan Parliament elections were launched on September 11, 2018.

Sixty-four other candidates are competing in 19 entities to occupy the 11 Kota seats. Men will occupy 77 seats and women will hold 34 seats. The seats will be divided as follows: 5 for Turkmen, 5 for Syriacs and 1 Armenian.
Candidates are competing for votes in the provinces of Erbil, Dohuk, Sulaymaniyah and Halabja, which has recently become a province.
All citizens of the provinces of the region over the age of 18 years are entitled to vote by secret ballot, where 3 million and 100,000 voters are entitled to vote.
The Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) are among the most prominent parties in the elections. They have led the governments of the region for many years and are known as the ruling parties.
On the opposition side, there is the Movement for Change, the Alliance for Democracy and Justice, the New Generation Movement and the Islamic Group.
In the last elections in 2013, the Democratic Party came first with 38 seats, followed by the Movement of Change with 24 seats. Followed by the National Union with 18 seats, Islamic Union with 10 seats, Jemaah Islamiyah 6 seats, while three other blocs got one seat each.
The first elections took place in the region in 1992, followed by three elections in 2005, 2009 and 2013, and now the region is heading to the fifth parliamentary session.
The elections were due to take place last year, but political disagreements and conditions of war against the terrorist advocate have led to their postponement.

An American teenager stabs his mother 11 times

A 17-year-old boy was arrested on Wednesday on charges of stabbing his mother 11 times in an attack that left her in critical condition.
Police chief Keith Bisnell said Beeton Cook Juniors entered into a discussion with his mother Tammy Lee Watson all Tuesday night at their home west of Atlanta, according to Fox News.
Shortly before 1 am on Wednesday, Bessnell said Cook had attacked Watson with a kitchen knife and was lying, accused of aggravated assault, violence and cruelty to children.
Bisnil told the media that there were two other children aged 12 and 10 years inside the house at the time.
