He added, "The Cabinet approved the Ministry of Planning's contracting with international and local companies and consulting offices specialized in the field of project management and implementation, and the preparation of feasibility studies to ensure the best consistency and speed of project management and implementation.
Parliamentary demands for the government to adopt a transparent fiscal policy regarding excess oil revenues
link
The Parliamentary Finance Committee called, on Wednesday, for the government to adopt a financial policy and announce how to dispose of the surplus funds from oil revenues after their prices rose globally, indicating that, the rise in revenues should go to address the deficit in the federal budget for the year 2021 .
Committee member Shirwan Mirza said that "the price of a barrel of oil was set in the budget law at 45 dollars, but the prices rose during the time to about 76 dollars ."
Merz added, "The government should use the revenues generated by the rise in oil prices to fill the deficit in the budget, and it must also send data on the increase in revenues to the Finance Committee and ways to use it ."
He explained that "the government can use the imports generated from the increase in oil prices to bridge the financial deficit or to deliver the revenues to the Central Bank of Iraq to raise the financial reserve ."
International oil prices continue to rise, reaching more than 77 dollars per barrel, while the government estimates prices at about 45 dollars within the current year's budget.
Parliamentary Finance: The rise in oil prices will provide 24 billion dollars to the state treasury
link
The Finance Committee in the House of Representatives clarified, on Wednesday, July 7, 2021, that the difference in the price of oil approved in the budget at the end of this year will provide about 29 trillion dinars after the improvement .of oil prices in global markets
The committee’s reporter, Ahmed Al-Saffar, said in a statement to “The Obelisk” that all the numbers and data contained in the state’s general budget law are in fact estimates as they were drawn up for a future period, and these numbers may correspond to .reality and may differ with it, and in most cases the difference occurs
He added that the amount through which the deficit will be covered in full, while I talked about the possibility of achieving an abundance of it that goes to the payment of previous debts, and I talked about indications that the price of a barrel will reach next .December between 80 to 100 dollars
He added that the budget was set in light of the presence of two financial and health crises, accompanied by a decrease in oil prices on which Iraq relies by about 93% to feed its revenues, indicating that determining the price of oil is the main influencing factor in .the volume of revenues, and it also determines the deficit in the law
He pointed out that the budget was based on the price of a barrel of $45, at a time when the current price was $50, i.e. a difference of five dollars, and what was approved in the budget, I was at odds with him, because I followed the oil agencies and had a .perception that the price of a barrel might reach $100. Next December, or at least $80 to $90
He added that the adoption of the price of $ 45 was completely contrary to reality and is more conservative than what the economic reality requires, and it would have been better to put it at about $ 50, the difference for the current month is about $ 30, and this .figure is able to cover the deficit completely
He stressed, that the financial deficit in Iraq is imaginary and unreal, and as soon as the year ends, this deficit disappears through the difference in the price of a barrel of oil between what is put in the budget and what is in the markets, stressing that some years have witnessed a surplus and the reason is the price difference, as Iraq used to Not to implement its budget by 100%, and in the best case, the implementation did not exceed 80%, and the average price difference for the total of the current year, if we take into .account the past months, is estimated at 22 dollars per barrel
Al-Saffar added that this provides 24 billion dollars, and this amount, according to the current exchange rate, constitutes 29 trillion dinars, while the amount of the deficit is 28 trillion dinars, and if there is any financial abundance from selling oil, the Financial Management Law stipulates that either The following year, in the event that there is no intention to present a supplementary .budget, or the government is given powers to use this abundance to finance the stalled and stalled projects
He concluded his speech by saying that the existing data do not show the possibility of submitting a supplementary budget, because the original budget has not been implemented so far despite our arrival in the seventh month, and therefore the amounts resulting from the oil price difference will revolve to the next year, and that the complete lack of budget is due to several reasons, the most important of which Presenting it late to the House of Representatives, as well as the circumstances that accompanied its legislation to its approval at the end of last March, and it also needs ratification, and that the issuance of implementation instructions from the .Ministry of Finance requires a full month

Iraq is moving with unremitting government efforts to remove its name from the list of high-risk countries to get rid of some restrictions. At a time when the government is relying on the importance of removing the name of Iraq from the list of high-risk countries in the process of recovering the smuggled funds, economists believe that the government’s efforts to recover the funds will not succeed without international cooperation that lifts the immunity of the corrupt and their money outside Iraq

Fiscal reform.. rationalizing spending and maximizing revenues

The financial reform process includes a number of basic and radical steps that go in two main directions: the first, reforming expenditures through rationalization and controlling the volume of public spending, while the second aspect includes reforming revenues, maximizing their collection and inventing new means to increase them.
finance sector
Academic Dr. Imad Al-Ani said: {The reform of the financial sector constitutes a driving force for bringing about economic and social reform, as it is a basic and necessary requirement for building a society on sound economic foundations focusing on private economic activity and giving it the opportunity to participate in building the Iraqi society.}
He added that "financial reform needs spending technology through a team with competence and knowledge of everything related to spending, meaning that spending should be gradual until its percentage begins to decrease gradually."
He continued, "The public spending technology means the use of modern methods in the process of privatizing it, where the best use of that allocation is," explaining that "this is done by tracing the alimony path since its allocation and approval, through the stage of its implementation and its exit from the government's financial disclosure, and monitoring the effects resulting from it in all stages it goes through. Reaching the desired goal," stressing that "financial reform is based on a re-distribution of quality."

And he indicated that {in light of the structuring of financial resources and the multiplicity and diversity of their development needs and with the existence of defects and shortcomings in the general budget, the need to rationalize public spending and achieve efficiency and effectiveness requires the use of the technology required to raise the efficiency of expenditure and its returns, as well as activating and maximizing public revenues in a way that ensures the safety of the government's financial position} .
financial discipline
In her turn, a member of the Iraqi Economists Association, Dr. Ikram Abdel Aziz, indicated that {financial reform aims to improve the performance of public finances, achieve financial discipline and manage local and external government debt, and also aims to ensure integration between the state's fiscal and monetary policy}.
It cautioned that {the purpose of the financial reform measures and measures is to control the public budget deficit and the balance of payments by reducing the public debt-to-GDP ratio with tax reform measures; Therefore, the improvement in the national economy results from the implementation of financial reforms.
sustainable growth
Academic Dr. Amr Hisham stressed the need for the government to work to coordinate and harmonize its fiscal and monetary policies, in a way that leads to sustainable growth that is not based on an excessive expansion of public spending or a continuous increase in the ratio of public debt to GDP.
He continued: {The debt market can be a means to reform the financial sector by strengthening the financial structure, and this source provides additional financing for the government and works to achieve economic stability by supporting growth and cooperation between the public and private sectors, and thus achieves economic stability

The training program “Organized and Financial Crime Investigations” focuses on implementing an integrated approach that will develop relevant skills, expertise, techniques and procedures for the benefit of Iraqi judges and other stakeholders in order to support effective investigations into complex financial crime cases. The program also raises a number of recommendations to improve policies and procedures for the investigation and prosecution of complex organized and financial crimes, and contributes to preparing a road map for implementing those policies.

The head of the Supreme Judicial Council in Iraq, Judge Faiq Zaidan, said that the goal of the program is to “strengthen the procedures and work of investigative judges to deal with and technically lead complex financial crimes investigations, in close cooperation with colleagues from the investigative bodies represented by the Integrity Commission, the Financial Supervision Bureau, and the Anti-Terrorism Office Money laundering and terrorist financing at the Central Bank, and the relevant investigation directorates at the Ministry of Interior.
