She explained, "These funds are mainly allocated to certain matters without oversight and without final accounts, and therefore they are considered waste."

Al-Ali pointed out that "the allocated amount is very large, and even the governorates may not be able to spend it completely, which is what we are accustomed to every year, as the governorates always take the initiative to return the money to the state coffers."

Legal expert Ali Al-Tamimi disclosed the nature of the "emergency parliament session" in accordance with the constitution, noting that the substitutes have 30 days to take the constitutional oath.

Al-Tamimi said in a Facebook post, today, Tuesday: “The emergency session, according to Article 58 first of the constitution, is devoted to the (extraordinary session) to discuss the issues that necessitated the call, and the Speaker of Parliament or 50 deputies can call for the special session.”

He added, "The new deputies take the constitutional oath before Parliament, in the form stipulated in Article 50 of the Iraqi constitution."

And he indicated that "the Speaker of Parliament can call Parliament for an emergency session devoted to the replacement of the constitutional oath, in which other topics can be discussed, provided that they are included in the request."

He continued, "The new deputies can take the constitutional oath in accordance with Article 50 of the constitution collectively or individually before Parliament, and when the new deputies take the constitutional oath, they begin their work as representatives representing the people, and they deserve their dues."

 Al-Tamimi pointed out that “it is possible to discuss in the emergency session more than one topic, including taking the oath to the alternate representatives, and if the substitute does not attend to take the oath within 30 days, he will be replaced in accordance with Article 46 of the Elections Law with the highest loser next in the electoral district, which was confirmed by the Federal Supreme Court in Resolution 144 of 2021.

Brent crude rises to more than $115 a barrel

Oil prices rose 1%, Tuesday, to offset more of last week's losses as investors focused on tight supplies of crude and fuel products rather than worries about a recession that dampens demand ahead.

Brent crude futures rose $1.08, or about 1%, to $115.21 a barrel by 0400 GMT, extending its 0.9% gain on Monday.

The benchmark contract fell 7.3 percent last week, its first weekly decline in five.

US West Texas Intermediate crude futures for July, which expire later on Tuesday, rose to $112.01 a barrel, up $2.45, or 2.2%, from Friday's close. 


Iraq raises its holdings of US bonds

And the Treasury said in its latest table that “Iraq’s possession of US Treasury bonds for the month of April of 2022 increased by $2 billion and 107 million, or by 8.04%, to reach $28.310 billion, after it was 26.203 billion in the month of last March,” indicating that “these bonds It also rose from the same month last year, 2021, when Iraq's holdings of bonds amounted to $19.3 billion.

She added that "Iraqi bonds, including long-term guarantees amounting to 12.405 billion dollars, and short-term guarantees amounting to 15.905 billion dollars," noting that "these bonds represent 0.4% of the world's bonds."

In the Arab world, Saudi Arabia is at the forefront of the most possessing countries, reaching 115,743 billion dollars, Kuwait second with 46.134 billion dollars, the UAE third with 41.739, then Iraq fourth, Oman fifth with 5.993 billion dollars, then Morocco with 3.697 billion dollars, according to the statement of the US Treasury.

  As I've already stated there are two proposals in Iraq. The first proposal which is being taught to citizens is a currency replacement or a LOP.  The second proposal which I believe is the directive of the IMF is to allow the currency to gradually appreciate over time as their economy grows. This is not an overnight event but a long-term event.
