A split hits the frame because of Al-Maliki, and Al-Kazemi's nomination for a second term returns to the fore

link

Sources from within the coordination framework revealed, on Saturday, some details of their meeting yesterday at the home of the leader of the Wisdom Movement Ammar al-Hakim, which indicated a split between the Shiite political forces affiliated with the framework over the nomination of the leader of the Law Coalition, Nuri al-Maliki, for himself for the position of Prime Minister of the next Iraqi government.

The coordination framework, which includes all Shiite forces except for the Sadrist movement, had called yesterday for the Iraqi parliament to convene this week and elect a President of the Republic in preparation for the formation of the next federal government.

The sources told Shafaq News Agency, "The meeting, which included all the Shiite political forces in the framework, discussed a number of issues concerned with forming the government, including the nomination of candidates, and the matter was not without tension and attraction between the parties, especially after it was revealed to them that the leader of the State of Law coalition will enter the race circuit." for the position of prime minister.

She explained that "most of the leaders of the framework reject Maliki's candidacy on the grounds that they agreed to nominate candidates from the second line in the parties and currents for the position, while (Al-Maliki) reverses that," adding that "the withdrawal of the Sadrist bloc changed the numerical equation for the seats of most Shiite forces, which gave (Al-Maliki) The opportunity to prevent the attempts of some to confront or be unique in the decision.”

Those sources also pointed out that "it was agreed in principle that whoever holds the highest number of parliamentary seats will have the right to nominate a candidate for prime minister, meaning that the Al-Fateh coalition led by Hadi al-Amiri, who has become 45 seats after the withdrawal of the Sadrist bloc, has the right to nominate a candidate for prime minister." .

According to the data that the sources noted to them, "the former Minister of Interior Muhammad Al-Ghabban, the Minister of Labor and Social Affairs Muhammad Al-Sudani, and the head of the caretaker government, Mustafa Al-Kazemi, will enter the race for the prime minister's chair."

The sources summarized the voting mechanism for the prime ministerial candidate, and said that "it will be by adopting the votes of the framework's general body, which includes the framework's deputies along with the forces allied with it."

Regarding the Friday sermon of the leader of the Sadrist movement, Muqtada al-Sadr, the sources stated, “The conferees were also divided over what al-Sadr proposed in his sermon that was recited at the Friday prayer that was held in Sadr City yesterday. To form the government in the sense of introducing paragraphs that can be applied or support the proposals of the framework, while others suggested that al-Sadr withdrew from the entire political process and therefore the framework must proceed with the formation of the government according to the plans prepared for that.

And the sources continued by saying that "the meetings of the coordination framework will be held at the house of the leader of the Wisdom Movement (Al-Hakim), considering that the latter decided not to participate in the political process, which means that he stands on the sidelines."

Yesterday, Friday, the leader of the Sadrist movement, Muqtada al-Sadr, renewed his call for the dissolution of armed factions operating outside the framework of the state, while stressing the need for "tested" political figures not to take positions in the next federal government.

It is noteworthy that the political blocs agreed in the parliament session that was held on Thursday, June 23 of this year, to proceed with the formation of the new federal government, according to the principle of "partnership, balance, and consensus", which are the conditions announced by Kurdish leader Massoud Barzani.

This agreement came after the breakdown of the tripartite alliance between the Kurdistan Democratic Party led by Masoud Barzani, the Sovereignty Alliance headed by Khamis al-Khanjar, and the Sadrist movement led by Muqtada al-Sadr following the resignation of the Sadrist bloc’s deputies, and the current’s withdrawal from the political process by order of al-Sadr.

The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.

Today, Saturday, Prime Minister Mustafa Al-Kazemi proposed the establishment of the Middle East Bank for Development and Integration.

In his speech during the Jeddah Security and Development Summit, Al-Kazemi said: "Iraq seeks to strengthen the language of dialogue in logic," stressing that "crises in the region call for cooperation between all countries."

The following is the full text of the Prime Minister's speech at the Jeddah Summit for Security and Development:

In the name of of Allah the Merciful

Your Highness, Crown Prince Mohammed bin Salman,

The President of the United States of America, Mr. Joe Biden,

Your Majesties, Highnesses and Highnesses,

Your Excellencies,

Peace, mercy and blessings of God,

I am pleased to extend my sincere thanks and appreciation to the brothers in the Kingdom of Saudi Arabia, the king, the government, and the people for the warm reception and generous hospitality and the good organization of this important summit, which we hope will contribute to the consolidation of cooperation and integration in our region.

We meet today amidst sensitive regional and international challenges, as well as amid great hopes and aspirations that cooperation efforts, building bridges of trust, and giving priority to the language of dialogue will bear fruit in order to achieve a secure and stable environment that guarantees a decent life for the peoples of the region.

Iraq, with the cooperation of its brothers, neighbors and friends, played a key role in fighting terrorism and defeating ISIS, but we still have an additional path to root out terrorism, which calls for strengthening national, regional and international efforts to develop a comprehensive strategy to combat terrorism and dry up its sources of financing through joint security cooperation and the exchange of information and expertise.

The risks created by the repercussions of the crisis in Ukraine require intensifying regional and international efforts to find quick solutions and unify efforts in the field of ensuring food security for our peoples and securing energy supplies.

The Middle East region has been significantly affected by the consequences of climate change, the water crisis and the dangers of desertification, in addition to all the health challenges following the emergence and spread of epidemics such as the Corona pandemic. All these crises require that we move together and united to confront them.

Your Majesties, Excellencies and Highnesses,

The age of the constitutional democratic system in Iraq is approaching two decades, after decades of dictatorship, and this emerging democracy is still progressing despite major challenges and crises. But there are still political difficulties after the elections, which underscore the need to preserve the principles of democracy in public life, a path that requires more time and accumulation of experience.

After we passed the stage of expelling ISIS from our land, our military and security forces took hold of the security file, and they are constantly evolving to preserve the security of Iraq and the capabilities of our people.

Iraq seeks to enhance the environment for dialogue in the Middle East, and considers that the atmosphere of economic cooperation and security coordination between all brothers in the region directly serves the interests of our people as well as the interests of all the peoples of the region.

The tripartite meetings and conferences that brought together Iraq, the Arab Republic of Egypt and the Hashemite Kingdom of Jordan have produced a common vision to open up the scopes of cooperation and integration in various fields, just as the Baghdad Conference for Cooperation and Partnership was an expression of the historical ties that unite all the countries of the region. Iraq and the Gulf Cooperation Council countries have taken important steps to strengthen their relations aimed at achieving integration in various fields. From this point of view, we have concluded two electrical interconnection agreements with the Kingdom of Saudi Arabia and with the countries of the Gulf Cooperation Council, and we are proceeding with the electrical linkage with Jordan and Egypt.

We have taken initiatives to enhance dialogue, cooperation and partnership in the region, and Iraq is following this approach in what is in its national interest and the interest of the region in general.

In this context, Iraq supports the path of dialogue and negotiations to remove nuclear weapons from the region and make it a safe area in the interest of the countries of the region and the world at large.

In this regard, the priority of finding a comprehensive, just and lasting solution to the Palestinian cause that meets the aspirations and legitimate rights of the Palestinian people, and the need to stop all aggressive measures, violations and attacks against the Palestinian people, is highlighted.

Iraq affirms that resolving the conflict on the basis of international legitimacy resolutions is the only way to achieve stability in the region.

Iraq supports the existing Yemeni armistice as a fruitful beginning to end the Yemeni crisis and restore stability, and support international and regional initiatives aimed at ending the conflict.

Iraq also supports regional and international efforts aimed at resolving the Syrian crisis, addressing its repercussions, and stopping its humanitarian suffering.

Iraq renews its stand by Lebanon in order to overcome its political and economic crisis, and to build bridges of dialogue and cooperation to restore stability to the country.

In the context of environmental cooperation between brothers, I would like to remind that Iraq, although it remains an important oil producer, but this economic artery increases our environmental challenges. Therefore, we are working quickly to invest gas that is flared in oil fields, and we are expanding the scope of investment in alternative energy.

Our countries, of which the younger generation constitute the largest proportion, face additional entitlements in terms of understanding the requirements of these generations, eager for progress and achievement, and their aspirations to exploit potentials and transform crises into opportunities.

In this context, Iraq also proposes to establish the Middle East Bank for Development and Integration in partnership with the Gulf Cooperation Council countries, Egypt and Jordan. The Bank is interested in sustainable regional development by financing infrastructure projects that will help connect the economies of the region. The Bank places in priority the development of regional electricity networks, oil and gas pipelines, highway networks, ports, airports and heavy industries with a broad regional market. It also finances Projects in the field of water resource management, desertification and climate change mitigation.

In conclusion, we hope that this summit will achieve its desired goals in the service of our countries, and that we will always meet to build a better future for the peoples of the region.

Peace, mercy and blessings of God.

He continued, "I invite them to browse the papers of the past, starting with the occupation of the American spy den in Tehran, the burial of the American soldiers in the Tabas desert, the Americans' defeat in imposing the 8-year war, the flight of the American occupiers from Afghanistan, the destruction of the American base of Ain Al-Assad in Iraq, and the seizure of the latest American spy planes." A development in the Persian Gulf and the failure of the American project in the invasion of Iraq and Syria, the defeat of America and its allies against Ansar Allah in Yemen, the war against Hezbollah that lasted 33 days, and the war against the resistance in Palestine that lasted 22 days.

He also said: "The Americans and the Zionists should review the past and the repeated defeats they suffered in the destruction of the spy base of the Zionist entity in Erbil Iraq and the destruction of the Zionist bases in the Golan Heights and the fear that befell the American soldiers in the Persian Gulf (...) and consequently the fear and panic that seized The American and Zionist soldiers should be afraid of their presence in the region for fear of punishment that will inflict on them because of their injustice and heinous crimes against humanity.”

This prominent military official in the Iranian armed forces considered Biden's launch of the term "resort to force" against Iran that it might aim to "milk more milking cows in the region, plunder more oil for free, slow the decline of American hegemony, prevent the collapse of the Zionist entity, and save the crumbling American economy through Selling more weapons to the countries of the region and thus sympathizing with the criminal Zionist entity that kills children, which is the dog that guards American interests in the region."

In conclusion, he said: "They know very well that they will receive a strong blow from Iran for launching this threat, so they should study the situation in the region and the world well and look through the papers of the past so that they can analyze the future better
