PUK's Arez Abdulla warns of economic problems if KRG fails to reform
http://iraqdailyjournal.com/ story-z19772462Iraq, November 14, 2019
SULAIMANI — A member of the Patriotic Union of Kurdistan's (PUK) Political Bureau has warned that there is a possibility that the Kurdistan Region could still experience a financial crisis, given the amount of debt the government is carrying.
“I want to tell the people of the Kurdistan Region that they should expect the financial crisis to return because the government owes a lot of money,” Arez Abdulla told NRT’s Tawtwe interview program on Tuesday (November 12).
He also argued that the Region's economic relations with its neighbors were less stable than they appeared.
“The oil that the Kurdistan Region exports through Turkey cannot be trusted. The threats from Turkey, especially after the Syria incursion and not listening to all the criticism from all around to world and their threats towards the Kurdistan Region, show that trading and business with Turkey is not reliable and cannot be trusted,” he continued.
One way of ensuring some stability, he said, was reconciling with Baghdad and at least partially fulfilling the Kurdistan Regional Government's (KRG) obligations under the 2019 Federal Budget Law, but warned that would not be sufficient to avoid a future crisis.
“In either case, the Region’s budget will decrease and it will not be enough for the Kurdistan Region. The only way to solve this is for the KRG to undergo fundamental reform and reorganize the lives of the population,” he said.
Abdulla also emphasized that the political parties, the KRG, and the Kurdistan Parliament must work together to undertake serious reform to forestall this possibility.

11-13-2019 Intel Guru Frank26 IMO there is only so much time left for what I call a ‘receipts schedule’…watch once again but this time watch the reinstatement and the CBI travel at a much faster speed than we have ever seen…this receipt schedule is not a piece of paper. It’s a date. Were the lower denoms delivered? Oh, hell yes! IMO they were delivered…Allaq is still pounding for a suitable environment…watch the speed of return…
11/13-2019 Intel Guru MarkZ [via PDK] [What happened to China taking over?] I think they are very much at the helm…but not completely taken over…they still need the US…. and that’s why things are moving now... At redemption centers…they are ramped up and expecting a long weekend of exchanging folks. I really think we are going to see it in the next few days at our level. Noone knows the exact date...all we can do is guess based on sources, intel and world news.
11-13-2019 Newshound Guru Adam Montana The good news is that I see lots of good reasons to come back with more updates before next Wednesday... It looks like the protest situation is coming to a head, all while budgetary and other government issues are also moving forward. The US is putting pressure on Iraq to do something about the protests, which really means the US is putting pressure on Iraq to get their butts in gear...the Iraqis are grumbling about "US interference", but the fact of the matter is this: if the US is putting pressure on them, they are going to do something. And they are going to do something that moves Iraq in the direction we want, and it's not going to drag out forever. Personally, I see that as a positive sign and I'm looking forward to the next week... We are looking at a positive situation, friends. I'll be back with more as it develops - hopefully even before the weekend, if the rumors I'm hearing are correct. This can all come to a head very quickly.

11-13-2019 Intel Gurus Walkingstick & Frank26 A ultimatum has been issued. A warning to Mahdi from the United Nations…that within the next couple of days-weeks to meet all the demands of the protesters and stop firing on them because “daddy” is home. ‘Hey, elite Iranian forces make our day because our troops are watching every move you make as of now.’ …[Guru Walkingstick] You know who is asking the United Nations to do this? We are. No Sir. It’s the Iraqi people. [Guru] Frank you understand the importance of that? We’re not infidels we’re heroes. Protecting the citizens of Iraq…U.S. troops are looking at Mahdi. Looking at Mahdi’s forces to keep them in check…So he [Trump] moved the troops like a chess piece…Mahdi you had a chance and blew it. Now we’re going to give you one more chance. Give those people what they are asking for. NOW.
11-13-2019 Newshound Guru Jeff Article “Secretariat of Council of Ministers: Adding allocations for reform packages to the budget of 2020 without moving the doors” …I have an article that tells you the reforms are in the 2020 budget. That’s huge…remember most of the major reforms are post rate change steps…notice how I told you the rate cannot change until after the 2020 budget because of what’s inside of it. This is huge. I hope you’re seeing how important the 2020 budget is…they’re telling you from many different angles how important this budget is and how much post rate change money is inside the 2020 budget.

Agence France-Presse: Saleh and Sadr Guerra tone towards Abdul Mahdi after their meeting "Soleimani"
2019/11/13 22:10
Iraqi President Barham Salih and Sadr leader Moqtada al-Sadr have changed their tone towards Abdul Mahdi after meetings with Iranian Quds Force commander Qasem Soleimani, the AFP news agency reported on Wednesday.
"Anti-government protests continue in and around the Iraqi capital on Wednesday," the report said, as authorities sought to counter street pressure, fueled by UN efforts to find a solution to the crisis that has plagued the country for several weeks.
Despite calls from the authorities for a return to normalcy, demonstrators continued to demand a new regime and change the political class in a country that is one of the world's richest in oil, and among the most corrupt.
Though the momentum of demonstrations has diminished in the past few days after violence in the face of demonstrations by security forces, demonstrators on Wednesday in Baghdad and southern cities returned to the squares, backed by students and the teachers' union, which continues to strike.
"We came in support of our fellow demonstrators, demanding the legitimate rights of the Iraqi people, including the rights of the teacher," Aqeel Atshan, a striking teacher in central Baghdad, told AFP.
In the southern oil city of Basra, about 800 students and teachers returned to the camp outside the headquarters of the provincial council, after the security forces broke up last weekend.
According to correspondents from Agence France-Presse, large demonstrations in the city of Diwaniya and Nasiriyah, with the almost complete closure of schools and official circles.
The highest Shiite religious authority in Iraq has given the street momentum in the face of the government's efforts to break up the demonstrations, noting that the protesters will not withdraw from the street unless real reforms are made.
Another student in Tahrir Square said that "the students, students and colleges all came today for civil disobedience."
"If the authority gives orders for civil disobedience, everything will close, the state, all the oil companies. This is how we reach a solution."
"Change in tone"?
The Iraqi parliament is expected to host on Wednesday the head of the United Nations Mission in Iraq (UNAMI), Jenin Hennes-Blachart, amid mounting diplomatic pressure on Baghdad.
The United Nations is seeking to be the godmother of the solution to the Iraqi crisis by drawing up a roadmap and meeting with Iraq's top cleric Grand Ayatollah Ali al-Sistani on Monday, after the country's political parties, under Iranian auspices, reached an agreement on the survival of power.
She is expected to brief members of parliament on her meeting with Sistani and the UN position on the events.
After meeting Sistani on Monday in Najaf, Balskhart announced that the march had approved a road map presented by the organization, which includes a review of the election law within two weeks.
Iraq is the 12th most corrupt country in the world, according to Transparency International.
Young people make up 60 percent of Iraq's 40 million population. The unemployment rate is 25 percent, according to the World Bank.
Unemployment was one of the most important motives of the protests, which began on October 1, and has so far killed at least 319 people, according to official figures.
The Shiite cleric Moqtada al-Sadr at the beginning of the movement to the resignation of the government, while President Barham Saleh proposed early elections, in exchange for support from other political parties to the government of Adel Abdul Mahdi.
But after a series of meetings sponsored by the Quds Force commander in the Revolutionary Guards, Gen. Qasem Soleimani, an agreement on the survival of power emerged, and Sadr and Saleh appeared to be no different.
As the Iraqi president appeared to back away from the idea of early elections, which Abdul-Mahdi ruled out a week ago, Sadr warned on Wednesday that "Iraq is not in the shadows of danger and the slippery vacuum."
"Radical reforms"
But at the same time, he called on parliament to "pass radical reforms" and continue to press the street (with a one-day strike).
Iraq has faced increasing criticism over the methods of suppressing the protests. Human rights organizations accuse the authorities of firing live bullets at protesters, curtailing freedom of expression by cutting off the Internet, blocking social media and arbitrary arrests.
US Secretary of State Mike Pompeo said in a telephone conversation with Abdul Mahdi on Tuesday night that he condemned the death toll among demonstrators as a result of the Iraqi government's repression and the use of lethal force.
Pompeo appealed to him to protect the protesters and respond to their legitimate demands.
In the context of political mobility, the President of the Kurdistan region of Iraq, Nechirvan Barzani, arrived in Baghdad for talks with senior officials.
Barzani met Saleh, Abdul Mahdi and Halbousi in Baghdad.
Barzani and Abdul Mahdi have a good personal relationship, and Erbil has announced its support for the current government, but the Kurds appear concerned that any amendments to the Iraqi constitution as part of the reform process could affect Kurdish gains.
