KRG to work with USAID, UNDP to reorganize electricity ministry
Iraq, November 19, 2019
SULAIMANI — Kurdistan Regional Government (KRG) Minister of Planning Dara Rashid said on Monday (November 18) that the government has concluded a deal with two major donor organizations to help improve the Ministry of Electricity.
Rashid said that the US Agency for International Development (USAID) and the United Nations Development Programme (UNDP) will help reorganize the electricity ministry and advise the government about how to write new legislation to improve electricity provision for residents.
Blackouts are common in the Kurdistan Region, which suffers from supply-side problems like aging and inefficient infrastructure, as well as surging overall demand from a growing population. Problems are particularly acute in both the summer and winter when demand is highest.
Despite repeated government promises, many people still rely on costly and inefficient private generators to fill in the daily gaps when government provided electricity fails.
The Ministry of Electricity said on November 11 that they plan to resolve the Region's electricity problems before winter and have started reorganizing electricity sub-stations to enable them to distribute the power supply more efficiently.

WASHINGTON (Reuters) - The United States is prepared to impose sanctions on any Iraqi officials found to be corrupt as well as those involved in the killing and wounding of peaceful protesters, US Secretary of State Mike Pompeo said on Monday.
Pompeo told reporters at the State Department: "We will not stand idly by while corrupt officials cause the suffering of Iraqis."
He continued: "The United States will use its legal authority to impose sanctions on corrupt individuals who steal the wealth of Iraqis and those who kill and injure peaceful protesters."
At least 315 people have been killed since mass protests began in Baghdad and southern Iraq on October 1, the largest since the fall of Saddam Hussein's regime in 2003.
The protests erupted because of the public's anger at a ruling elite that they consider enriching themselves at the expense of the state and serving the interests of foreign powers, especially Iran.

Oil denies damage to Iraq due to demonstrations
Release date:: 2019/11/19 12:44 • 52 times read
BAGHDAD (Reuters) - The Oil Ministry confirmed on Tuesday that Iraq has not suffered any losses due to popular protests that have hit the country since the beginning of last October, after demonstrators cut roads leading to sites and oil fields.
The ministry spokesman Assem Jihad said in a press statement that "production and export continues and stable without any obstacles after the demonstrations taking place in the country, although citizens demonstrated near oil fields in the province of Basra."
He added, "The work continues in the oil fields in all provinces without disturbing the volume of oil production."
He also stressed that "there is a concern by the demonstrators not to be exposed to workers and the oil sector," noting that "the ministry responded to a lot of requests regarding employment and improvement of services and has provided more than 2800 jobs."
According to data from the Organization of Petroleum Exporting Countries (OPEC), Iraq's oil production reached 4.5 million barrels per day last October, making it the second largest crude producer in the organization after Saudi Arabia (10.3 million barrels).
On Tuesday, demonstrators blocked roads leading to oil fields in Basra province.
The second round of popular protests in Iraq entered its 25th consecutive day, while the general strike in many cities intensified demonstrations.
Since the beginning of last October, Iraq has been witnessing popular protests demanding the resignation of the government, due to corruption and lack of job opportunities, and others linked to the weak infrastructure in the country such as water, electricity and housing.

Alliance disagreements greater than IS
November 19, 2019
Finally, after controversies reflected in the media, the foreign ministers of the International Coalition Against Terrorism met a few days ago in Washington. Other aspects of the dispute remained out of the spotlight, but they deserved a signal from NATO Secretary-General Jens Stoltenberg, as well as from the State Department's counterterrorism coordinator, Nathan Sills. Both described the situation in Syria as "fragile and difficult" and could That changes in a glance. ” What is the dispute then? It is based on the fluctuations of the American positions and the lack of a common assessment of the level of danger that ISIS continues to form despite its defeat and the demise of its state. Therefore, Secretary Mike Pompeo's opening speech seemed aware of the allies and attempted to respond to them. While ignoring the controversy over the “American withdrawal,” he made sure that the United States continued to “lead the battle” and that the goal was to prevent the organization from regaining power.
In fact, this danger exists if the coalition stops its war or reduces its capabilities, precisely because the final solution to the Syrian crisis is delayed. Thousands of ISIS members who have not been captured are distributed in northern Syria, especially in Idlib, and could form the nucleus for the emergence of ISIS. " next one. The wings of the administration in Washington seem to have come up with a formula for redeployment in northern Syria, thus persuading President Donald Trump to market it as he wants. He set out to stay around 600 soldiers there to “protect the oil fields” and enable the Kurds to finance using their resources, but they are stationed in an articulated area continuing with Iraq to keep up the pressure on ISIS remnants and monitor the movements of Iranians and their militias near the border with Syria. This arrangement did not refer to the fate of the participation of Western countries such as France and Britain in the "coalition" and its few elements deployed in that region.
Many members of the coalition wanted to discuss the Turkish operation in northern Syria and the dangers it caused to the "war on IS." Certainly, European NATO members and Arab coalition partners have many question marks on the significance of the separate agreements between Ankara and Washington and Moscow. It is not clear whether the Washington meeting was able to dispel the ambiguity of the context in which Turkish intervention was put in place, taking into account the necessities of Turkish national security, or a deliberate expansion of Turkish influence and its subsequent employment in Syria, or is Turkey exploiting US-Russian competition for its position? In any case, the allies and partners believe that Washington does not seem interested in the worrying aspects of Turkish behavior.
The reasons for the refusal of States to take over or withdraw from ISIS nationals are not fully understood. There is a fate that must be drawn for these and their women and children, and perhaps their countries have calculated that they will never return and that war will take care of them. Pressure to keep them in Iraq or with the Kurds of Syria is not an option. Some countries, such as France, have offered to pay a financial contribution to the costs of their trials and “permanent” detention, but the burdens and problems are too much to be addressed in this way, especially for the Kurds. Washington has been the most urgent to solve this dilemma, and while few Americans are willing to return, it has not provided a model for their speedy recovery. Obviously, the legal complexities of the problem were many, and States were supposed to pre-empt them in consultation to develop appropriate solutions.
When the battles against ISIS came to an end, the countries rushed to coordinate among themselves to evacuate their agents who were sent to penetrate ISIS, and they are now reluctant to take the fighters and risk making them a “time bomb” that generates the next generation of ISIS. No one forgot that this organization was practically born in Iraqi prisons. This concern may have prompted Ankara to settle the controversy and start deporting foreigners detained to their countries unwilling to return but having to deal with the fait accompli. Russia alone is interested in rushing to hand over those who are its dependents or its affiliated states and there is no "difficulty" in prosecuting them.
US threatens to impose sanctions on Iraqi officials over protester deaths
Tuesday، 19 November 2019 02:44 AM
The United States is ready to impose sanctions against any Iraqi officials who proved to be corrupt or responsible for the deaths and causing injures of unarmed protesters, US Secretary of State Mike Pompeo said on Monday. He added that the U.S. would not stand idle while the corrupt officials make the Iraqi people suffer, adding that his country is prepared to use its legal authority to sanction corrupt individuals that are looting Iraqis' wealth and those killing and injuring peaceful protesters."
At least 315 people have been killed since the start of mass unrest in Baghdad and southern Iraq in early October, the largest demonstrations since the fall of Saddam Hussein in 2003.
The protests are an eruption of public anger against ruling elite seen as enriching itself off the state and serving foreign powers, especially Iran, as many Iraqis languish in poverty without jobs, healthcare or education
It is noteworthy that a senior official at the White House has previously said that the US would impose sanctions if Iraqi officials were found to be involved in the crackdown on demonstrations, a senior White House official said, noting that Washington knew that Iranian General Qassem Soleimani was behind the suppression of the protests and had been to Baghdad.
He said that the US does not want to give the impression that the United States is intervening in Iraq because some will use this and use it as evidence of Western intervention and this is the case In Lebanon, where we are accused of being behind the demonstrations.
Washington knows that Iran was behind the attempts to suppress the revolutions, he said.
“The Iranian intervention in Iraq is clear and we know that Qassem Soleimani went to Baghdad and told the government how to crush protestors. … the Iranians have a pretty well-established mechanism for doing that. And, you know, we have open-source reporting of snipers shooting protesters.”
Intelligence leaks reveal "wide influence" of Iran in Iraq
Iraqi demonstrators defy the security forces and gather at the highest barricades they have set up on the Free Bridge in Baghdad. Father
BAGHDAD - AFP
History:
Hundreds of leaked Iranian intelligence reports revealed the depth of Tehran's influence in Iraq, where anti-government protests have been going on for weeks. The ruling class, for their anger against the Iranian interference, and demanded to "overthrow the regime."
In detail, the New York Times and The Intercept website revealed hundreds of Iranian intelligence reports leaked showing the depth of Tehran's influence in Iraq.
The documents provide a "detailed picture of how powerful Tehran has worked to establish itself in Iraqi affairs and the role of (Qasim) Soleimani."
Soleimani, the commander of the Qods Force of Iran's Revolutionary Guards, is Tehran's main man in Iraq. He has been visiting Baghdad during political turmoil.
Amidst the biggest and bloodiest protests in Iraq in decades, Soleimani has chaired meetings in Baghdad and Najaf in recent weeks to persuade political parties to close ranks around Prime Minister Adel Abdul Mahdi.
In one Iranian leak, Abdul Mahdi is described as having a "special relationship" with Tehran, when he was Iraq's oil minister in 2014.
The prime minister's office said it had "no comment" on the report at the moment. The newspaper and the US website said they had verified nearly 700 pages of reports written in 2014 and 2015 by Iran's Ministry of Intelligence and Security and sent to The Intercept by someone who refused to reveal himself.
The anonymous source, who refused to meet the journalist in person, said he wanted to "see the world what Iran is doing in his country Iraq."
The documents also stated that former prime ministers Haider al-Abadi, Ibrahim al-Jaafari, and former speaker of parliament Salim al-Jubouri were politicians with close ties to Iran.
According to The New York Times, Tehran managed to reap more gains and influence after the withdrawal of US troops from Iraq in 2011, which it said left Iraqi informants to the CIA "unemployed and destitute."
They then sought refuge in Iran and provided information about the CIA's operations in Iraq in return for money, the report said.
In one example, an Iraqi military intelligence officer traveled from Baghdad to the city of Karbala to meet with an Iranian intelligence official.
During the three-hour meeting, the Iraqi official said that his head, Lieutenant General Hatem al-Maksousi, told him to convey a message to Iran that "all the intelligence of the Iraqi army, considered it under your command."
Maksousi offered to provide Iran with information about a secret system set up by the United States to eavesdrop on Iraqi phones, run by the Prime Minister's Office and military intelligence, according to the same report.
This allowed Iran to expand its influence through its close ties with a new generation of politicians who became leaders of Iraq, and helped it to form the Popular Mobilization Forces, which include pro-Shiite factions.
This has also made it a major trading partner for Iraq, which imports electricity and natural gas to support destroyed energy facilities, in a country that has become the second largest importer of Iranian products, including cars, carpets and foodstuffs.
Iran has used intelligence work to maintain its role in Iraq, according to the newspaper and the American website, to achieve the strategic objectives of «prevent the collapse of Iraq, and prevent the independence of (Kurdistan) northern».
The documents pointed out that the "biggest focus" was toward "preserving Iraq as an Iranian state, and emphasizing that the political factions loyal to Tehran remain in power."
This comes at a time, witnessed the cities of Hilla, Najaf, Nasiriyah, Diwaniyah and Kut south, yesterday, strikes and sit-ins anti-government, and closed government departments and schools.
Demonstrators yesterday in the oil-rich province of Basra, blocked roads leading to the oil fields in Shuaiba and Barjasiyah.
In Baghdad, sit-ins and demonstrations continued to expand from Tahrir Square to the al-Sunak and al-Ahrar bridges, despite tight security, according to AFP correspondents. Faced with the spread of the demonstrations, security forces put up concrete barriers around the building of the Central Bank of Iraq, in anticipation of any emergency, according to security sources.
