A bold article from Al-Sudani.. This is what I will say to Biden in a few days

the video for this blog post is below:

The Iraqi government spokesman, Bassem Al-Awadi, confirmed today, Thursday (April 11, 2024), that the dollar file and the work of banks will be strongly present during the visit of Prime Minister Muhammad Shiaa Al-Sudani to Washington, suggesting that the dinar’s situation in the future will be better.

Al-Awadi said in an interview with “Baghdad Today” that “after the issue of activating the strategic framework agreement between Washington and Baghdad and the security aspect, the economic file will be present and strongly during the Prime Minister’s visit to the United States,” indicating that “the relationship with the US Treasury and the Federal Bank continues and the dialogues are ongoing.” "It did not stop with them over the past year, as there were several mutual visits, announced or unannounced, to discuss this file."

Al-Awadi added, “The Sudanese will discuss the issue of banks and the economic and administrative reform of financial institutions and banks, as well as the dollar file,” explaining that “the price of the dollar ranged within the range of 147 thousand dinars for every 100 dollars during the short period at a time when the government took over its duties and the price of the dollar against the dinar was approaching.” From 148 thousand, meaning that the price is lower than before.”

He stressed that "the solution to the dollar crisis does not come with the push of a button. Rather, it requires economic reforms and includes many aspects, including political and economic ones. It needs a period to regulate the banks and reap the fruits of the central bank's packages and the government's decisions, which as a whole have begun to bear fruit through a gradual decline in the exchange rate of the dollar against the dinar." ", stressing that "there are assurances from the economic team supervising the issue, and we expect that the situation of the dinar will be better in the future."

It is hoped that, a few days from now, Prime Minister Muhammad Shiaa Al-Sudani will visit Washington and the White House to meet with US President Joe Biden.

Last March, the White House announced that on April 15, the White House would receive the Sudanese President, stressing that the leaders would reaffirm their commitment to the Strategic Framework Agreement, and would work to deepen their shared vision for a secure, sovereign, prosperous Iraq fully integrated into the broader region.

He pointed out that President Biden and the Sudanese Prime Minister will consult on a range of issues during the visit, including our shared commitment to the permanent defeat of ISIS and the development of the military mission nearly ten years after the formation of the successful global coalition to defeat ISIS.

He stated that they will also discuss the ongoing Iraqi financial reforms to promote economic development and progress towards Iraq's energy independence and modernization.

Government spokesman, Bassem Al-Awadi, said on Monday, April 8, 2024, that the government has followed the principle of productive borrowing and integration into the international economic cycle.

Al-Awadi issued a statement, seen by Ultra Iraq, which came as “an emphasis from the government on transparency in economic work, and informing public opinion and the national and international media of Iraqi economic performance.”

He added: “In light of the Council of Ministers’ approval of the recommendations of the Diwani Order Committee 23942, related to regulating external borrowing and structuring Iraqi public external debt, the government took a series of executive measures and adopted a package of financial decisions, which ended in reducing external public debt by more than 50%. The debt will decrease from $19.729 billion in late 2022, to $15.976 billion in 2023, reaching approximately $8.9 billion in the current year.”

Mazhar Muhammad Salih, the Sudanese advisor, spoke about “Iraq’s regularity in paying its external debts due annually, of which only approximately 20 billion dollars remain.”

Al-Awadi said, “These financial steps, (which included halting a number of borrowing operations due to their delay and unproductivity, organizing and managing debts and auditing them, and restructuring some debts and directing them to create strategic projects), aim to prevent the Iraqi economy from mortgaging obligations that may affect, in the future, the political decision.” Or in the path of national development, which coincides with an urban renaissance and infrastructure reconstruction, which opens the way to a promising future and a revitalized economy, in which our current and future generations perform best and obtain the greatest opportunities.

In its latest report , the International Monetary Fund  warned  of the doubling of debt in Iraq, through an increase in the deficit, as it expected “the public finance deficit to reach 7.6% in 2024 and to expand further after that with the expected gradual decline in oil prices in the medium term.” Leading to “a near doubling of public debt from 44% in 2023 to 86% by 2029.”

Al-Awadi pointed out that his government “organized the process of financing cooperation with the international community in specific contexts, including direct productive borrowing, providing sovereign guarantees to ensure the production of projects undertaken by the private sector for the benefit of the government, and sovereign guarantees provided by the government for the benefit of institutions that finance the Iraqi private sector importing production lines from In order to build factories inside Iraq.

He explained, "These steps pave the way for our country's further integration into the international economic cycle, and for the government to adopt the principle of productive borrowing only, which effectively leads to an increase in domestic product, and the financing of national service and productive projects with economic returns, in a way that ensures their completion and is not delayed."

He concluded by saying: “With these firm steps, the government renews its determination to continue making a qualitative shift in the Iraqi economy, in parallel with tangible development in the services, infrastructure and social care sectors, which are all the pillars required to meet the aspirations of our people throughout Iraq, and implement the government program with its priorities.” And its targets.

Iraq's external debt in 2021 amounted to about $13 billion, and it arose while financing the war on ISIS after 2015, as the government advisor stated 3 years ago.

A positive atmosphere prevails in the 140 regions of Diyala Governorate, after the salaries of employees of the Kurdistan Regional Government were released, after a long period of hiatus that contributed to a decline in the standard of living of employees and a decline in shopping activity in the markets of those regions.

Ismail Hama Khalil, an employee in the departments affiliated with the Kurdistan government, confirmed in his interview with “Baghdad Today” that “the distribution of late salaries was an urgent rescue dose for thousands of families who had reached the stage of poverty due to the delay in disbursing salaries,” adding that “most of the salaries received were gone.” To pay off previous debts,” he concluded by saying: “The 140 areas in Diyala are in an unenviable situation.”

Hadi Rizkar, a shop owner in those areas, spoke of what he described as an “unprecedented” recovery in shopping activity ahead of Eid al-Fitr, stressing that “the rate of commercial activity after disbursing salaries doubled, and many citizens began paying off their old debts to shop owners.” .

As for Hoshyar Ali, a retired employee, he hoped that “there would be a final and radical solution to the issue of the region’s employees’ entitlements, and that this issue, which is linked to people’s livelihood and livelihood, not be related to political disputes and crises, and that this scene that is repeated with every political crisis between Baghdad and Erbil should end.”

Towards a more sustainable relationship

A bold article from Al-Sudani.. This is what I will say to Biden in a few days

Iraqi Prime Minister Muhammad Shiaa Al-Sudani published an article in the American magazine “Foreign Affairs” in which he spoke in clear and bold language about his aspiration for a sustainable and deep relationship with the United States. He pointed to the sacrifices of the Iraqi and American peoples, and said that they deserve to see greater benefits to the relationship between the two countries. He said He refuses to give up the state’s right to make decisions on war and peace, and expressed his refusal to attack American forces in Iraq or in neighboring countries. He said that armed groups in Iraq arose due to complex circumstances, but the need for weapons outside the state is fading little by little, and that the government is working to Reach this end.

Al-Sudani said that when he visits Washington and meets President Joseph Biden, in mid-April, he will discuss ways to make Iraqi-American relations more sustainable.

The article was titled “Iraq needs a new type of partnership with the United States...the path to sustainable cooperation.” It touched on the role of “Iraq’s friends, especially the United States” in defeating ISIS, and pointed out that the Iraqi forces have become among the best armies and are capable of To pursue the remnants of the organization, and therefore the joint committees between the two countries agreed to end the international coalition and move towards a relationship that goes beyond mere security and military cooperation.

The text of the article as it appeared in the newspaper:

Two decades ago, the United States helped the Iraqi people overthrow the dictatorial regime of Saddam Hussein and lay the foundations for a democratic system. Iraqis were able to taste freedom for the first time, eliminating the oppression and misuse of resources that had caused problems not only for my country, but also for the region. Wider scope.

Since then, US-Iraqi relations have gone through periods of ups and downs, and periods of engagement and disengagement, where positions were sometimes close and sometimes tense, but throughout, there was a common understanding between the leaders of the two countries that our relationship would remain a strategic priority, supported by common interest and cooperative efforts. To overcome difficulties.

We defeated terrorism together, and security cooperation allowed us to rebuild the Iraqi army and effective security forces. Today, we need to protect our strategic partnership by moving it to a new phase... a phase that supports Iraq’s sovereignty and independence without abandoning the fruitful cooperation between Baghdad and Washington.

In late January, we formed the Supreme Military Committee, composed of senior military officials from both the United States and Iraq, to assess the continuing threat posed by the so-called Islamic State (also known as ISIS), the capabilities of the Iraqi security services, and operational conditions in Throughout the country, this effort has led to an agreement among all stakeholders to end the international coalition in a gradual and orderly manner according to an agreed upon timetable. (The coalition was formed in 2014 to fight ISIS, and includes 86 countries, led by the United States and at the invitation of Iraq). Going forward, the Supreme Military Committee will develop a road map for future relations, including the presence of American advisors. These are the moves that will prevent a decline in our relationship with The United States will allow us to move to a new phase of partnership, based on cooperation that goes beyond mere security and military affairs.

Delicate balance

US-Iraqi relations constitute an essential element in the stability of the Middle East, as well as the prosperity of the peoples of the region. In recent years, tensions have arisen from time to time between our two countries as a result of the conflict with armed groups that have been present in Iraq over the past two decades. These groups have arisen from the complex circumstances that Iraq faced while confronting terrorism, but little by little, as security and stability are restored, they will disappear. The need for weapons is beyond the control of the state and its institutions, and we are working in concert to reach that end.

Iraq has a long road ahead full of challenges, and my government is aware of its sensitive position and the delicate balance that it must maintain between the United States and the groups that sometimes enter into direct conflict with American forces, but our vision of this situation is clear: We reject attacks on American interests in Iraq or in neighboring countries. At the same time, we need time to manage internal complications and reach political understandings with various parties. The decision on war and peace must be a private matter for the state, and no other party can claim this right.

With the help of its friends - especially the United States - Iraq was able to defeat the most brutal terrorist organization in modern history, and now, only small groups of ISIS remain; Our security forces are pursuing them across deserts, mountains and caves, but they no longer pose a threat to the state. This conflict has greatly enhanced the experience of our security forces, placing them among the best armies in combating terrorism. It is time to turn the page and redirect our resources and capabilities from waging wars to promoting development.

Final victory over terrorism is elusive without real development, including the provision of a decent level of health care, education and other basic services, and this is the goal of the program that my Government has developed and is determined to implement: to advance economic and financial reforms, promote human rights, Empowering women, and promoting the principles of freedom and democracy in general. It is also important that we fight corruption, which is the other side of terrorism, as its impact is no less devastating, and that we ensure that the Iraqi people’s money is directed toward meaningful goals. We must also work to diversify our economy away from dependence. On oil, even as we are the second largest oil exporter in OPEC (in addition to having large natural gas reserves). To this end, we are developing cross-border projects (such as industrial zones with neighboring countries) and a development road, which connects the Gulf region with Turkey and Europe.

As part of this effort, we now have an opportunity to transform the relationship between Iraq and the United States from one-sided to comprehensive. The time has come to activate all provisions of the Strategic Framework Agreement signed in 2008 between Iraq and the United States. This agreement goes beyond just security and military affairs, which have dominated the relationship for most of the past two decades, and includes conditions for cooperation in areas such as economy and investment, energy and climate, agriculture and industry, technology and education.

Given the joint and continuing sacrifices of the Iraqi and American peoples, they deserve to see continued benefits from this partnership. The current stability in Iraq should encourage companies.

The American government will participate in important development projects in the fields of energy, communications, housing, health care, education, transportation, and others.

Our urgent need for American expertise and technology extends to clean energy and the green economy, where we aim to develop sustainable and renewable sectors. The Strategic Framework Agreement established the legal foundation for these activities, and by investing in them, we can position Iraq to consolidate its democracy, strengthen the state, and strengthen the rule of law – pillars that will allow us to restore Iraq to its historical splendor.

Iraq first

The guiding principle of our foreign relations is “Iraq first,” that is, building strong partnerships based on common interests with friendly countries in our region and beyond. This principle means that we deal with every country equally, so that Iraq does not turn into an arena for settling the scores of any external party. Iraq must be dealt with on the basis of sovereignty and mutual respect, and not as a proxy for other conflicts. This is also why we seek to restore Iraq's pivotal role in the Middle East, taking advantage of our strategic location. We welcome the opportunity to work with the United States to defuse crises and reduce tensions in the Middle East. However, we are determined to avoid a conflict between two of our partners, Iran and the United States. We believe that a comprehensive calm in the Middle East is in the interest of Iraq and the United States. This requires, above all, an urgent end to the war in the Gaza Strip and respect for the legitimate rights of the Palestinian people.

When I visit Washington and meet with President Joe Biden on April 15, this will be an opportunity to put the US-Iraqi partnership on a new, more sustainable footing, and our discussions will underscore the continuing importance of our economic relations, cooperation in combating money laundering and terrorist financing, and using political and diplomatic tools to defuse regional tensions. . The fight against terrorism will remain a central topic for our governments.

We recognize and appreciate the critical role that the United States and other members of the global coalition to combat ISIS play in defeating terrorism. This support has helped Iraq achieve stability, make significant strides on the path to democracy and the rule of law, and ensure the government's monopoly on the use of force. However, we believe that the time is right for our relationship to become broader, recognizing the growing capabilities of our forces to defend Iraq and ensure the safety of its citizens - and to contribute in essential ways to Building a prosperous and stable Iraq In its new form, our partnership can be a source of mutual benefit for both our countries and a driving force for stability in the Middle East.

The Defence Industry Commission of Iraq (DICI) posted a video on its Facebook page on 1 April in which engineer Mustafa Ati Hassan, the president of the Military Industrialization Authority, stood next to a VN22 to announce the start of production of a 6×6 vehicle he did not name at the Al-Rabie factory, which is in southeast Baghdad. He provided no further details of the programme, with the video showing a production line for 4×4 light armoured vehicles, not the VN22.

The DICI released a second video on 3 April showing the VN22 being demonstrated for Minister of Interior Abdul Amir al-Shammari and federal police personnel. Shammari said a technical committee has been formed to assess the vehicle and, once that process is complete, a contract will be signed to acquire it for the federal police. The Federal Police Forces Command released a similar video showing what it said was a vehicle that is expected to enter service with its forces.

Norinco unveiled the VN22 in 2021, with an Arabic-language brochure released the following year saying it has a combat weight of 25 tonnes when fitted with a remotely operated 30 mm weapon station, which leaves space for eight dismounts in addition to three crew members. The brochure says the vehicle has Level 14 ballistic protection (up to 14.5 mm rounds under the VPAM standard) and Level 4A and 4B landmine protection.

Parliamentary integrity demands the issuance of the Sharq Charter to ensure that Iraq’s money is not plundered

A member of the Parliamentary Integrity Committee, Representative Alia Nassif, revealed the involvement of what she called some of Prime Minister Muhammad Shiaa Al-Sudani’s tools in projects to remove bottlenecks with corruption, while she pointed out that the only solution for Iraq is a “code of honour” whose content is “We will not plunder the state.”

Nassif said during a televised statement followed by Mawazine News: “A general director in the Ministry of Construction and Housing was summoned, and we then focused on the presence of Minister Benkin Rikani as well. He was interrogated regarding the 14 billion that “Green Tahouat” carried, and his answer was that he absolved himself of any responsibility for any action after that. The money was delivered to the contractors and the rest of the details are in the judiciary and we are awaiting the results.”

She added, "The two companies (Danube and Emaar Al Badia) are the ones working within Al-Khadraa and the money was going to them, and so far they do not have final accounts. Their capital is 5 billion for each company and they receive projects worth 41 billion. If there is delay, the government will not be able to deal with them."

She continued, “The House of Representatives is relinquishing its supervisory and legislative role, and in every session it suffers a kind of weakness due to political conflicts and interests, and the parliamentary oath is not implemented 100%, and (Cover me and cover you) played a role many times greater.”

She explained, “Parliamentary Integrity is a committee (inhibition), and when any file is opened, everyone gets upset. It is the most active work within Parliament, and all the files that reach us are important and belong to influential parties and have a media system, and they all work against the representative who opens their files.”

Nassif explained, “During this session, I have problems with the general director of the Central Refineries. He has a terrible media army and his power is comparable to a minister, and all the general directors have political parties behind them,” adding that “most of the files that I am committed to in the Integrity Committee, I bear personal responsibility for without relying on the rule of law.” They did not ask me to stop any file, and I bear most of the media and political attacks alone.”

Nassif revealed that there are “two files that we are working on, the first for ports and the second for roads, and they contain inhabited funds, in addition to the ports that contain money laundering, which the state can invest to maximize its reserves if it is controlled,” stressing that “some of the Sudanese tools in our bottleneck relief projects have indicators of corruption.” It is the one that tampered with contracts

Former member of the House of Representatives, Kazem Al-Sayadi, commented on the violations that affected the Federal Supreme Court and the Iraqi judiciary.

Al-Sayyadi said, in a televised interview followed by Mawazine News, that “The head of the State of Law coalition, Nouri al-Maliki, is the king of the political process, and if he had not been in place, the political process would have ended, accompanied by the fall of the judiciary and the Federal Court.”

He added, "Al-Maliki is the first supporter and implementer of the Federal Court's decisions when there was an alliance between the obstructing third, which included Al-Halbousi, the Kurds, and Al-Sadr."

He pointed out that "the political process in Iraq is a democratic process that works on the basis of the needs of one individual, and no alliance can be called an obstructive alliance."

The financial and economic advisor to the Prime Minister, Mazhar Muhammad Saleh, explained today, Thursday, that the summer season generates economic activity in personal income that exceeds the state of recession.

Saleh told Al-Furat News Agency: “I do not think there will be a recession in the markets and the country is heading into the summer, as each season has its conditions and life, economic and social requirements.”

He explained, "Markets adapt in organizing their offer to meet seasonal changes, especially the needs of the summer season due to the temperature of the weather and the requirements of living."

He added, “Business activity in construction and construction requires the creation of a demand for goods and services that suit the country’s season, which is characterized by high temperatures, taking into account that the summer season is considered one of the best prosperous seasons in providing a local supply of agricultural products, which generates high-employment internal economic activity. There is an abundance of personal income and an increase in demand or total spending, which encourages economic activity, which goes beyond the state of recession.”
