Generations Fund: A New Developmental Beginning
The government’s move to establish the Generations Fund was described as a bold step, as an economic approach aimed at transforming wealth into sustainable investment and linking the potential of the present with the requirements of the future.
The video for this My FX Buddies Blog post is below here:
This trend has raised many questions and opened the door to differing positions between supporters, opponents, and those who are waiting, while analysts and economic experts have been busy discussing its dimensions, chances of success, and the challenges it may face. The most prominent questions raised can be summarized in three main axes: What is the legal basis for the fund? What are its sources of funding? And what is the nature of the projects that it will finance or invest in?
These are legitimate questions, indeed necessary, given the importance of the experience and the novelty of its presentation in its anticipated form. The fund can be transformed into an economic and investment tool that transcends the limits of immediate spending, to contribute to supporting development during the current stage, and at the same time establish wealth that future generations will benefit from.
Iraq is not far removed from the experience of investment and development funds, as it possesses institutions and experiences that can be utilized in building this approach, most notably the Iraq Development Fund, with the need to define the nature of the institutional and functional relationship between it and the Generations Fund, in order to ensure integration of roles.
As for the legal aspect, it represents the cornerstone in building the fund, and it is expected that including clear texts about it in the general budget for 2027, if this is approved within the approved legislative path, will constitute a foundational step to determine its financial and administrative framework and sources of funding, provided that the law specific to the fund, including the controls of governance, oversight, investment and mechanisms to protect its funds, remains a necessity to ensure its sustainability and the clarity of its powers.
Regarding financing, the Iraqi economy is experiencing significant financial activity across multiple sectors, which opens the door to exploring sustainable revenue sources for the fund. This could be achieved either by allocating specific percentages of revenues or returns, selected based on sound legal and economic principles (including oil), or by reinvesting profits and returns generated from its assets and projects. Perhaps the most promising avenue for the fund lies in long-term investment in productive assets and projects, ranging from airports, highways, and economic, industrial, and residential cities, to commercial facilities, tourism, agricultural, and healthcare projects. These sectors offer returns that extend beyond financial revenues, stimulating the economy, creating jobs, revitalizing the private sector, and expanding the country's productive base.
Iraq has international experiences in this area from which it can learn, most notably those of our neighbors Kuwait, Norway, and Alaska, which have, through different mechanisms, transformed a portion of their natural resource revenues into assets and investments that benefit future generations. This does not mean replicating their experiences, but rather extracting lessons that suit the specific characteristics and challenges of the Iraqi economy.
Yes, the step came late, but it is better to come late than never, and a journey of a thousand kilometers always begins with the first centimeter.
The "Generations Fund" is a model for the government's approach to nation-building.
In parallel with consolidating state authority and strengthening national decision-making, the government is proposing an integrated path to build a more sustainable economy based on reforming public finance management, establishing a “Generations Fund,” diversifying income sources, attracting investments, developing the electricity sector, and increasing oil production.
Parliamentary and economic perspectives confirm that the success of these measures remains linked to consolidating political and security stability, restricting weapons to the state, and distancing Iraq from the repercussions of regional conflicts.
Al-Zaydi meeting
MP Mustafa Abdul-Hadi told Al-Sabah: “Prime Minister Ali Falih Al-Zidi stressed the importance of transitioning to a more sustainable economy by adopting a program and performance budget and developing infrastructure, especially in the electricity sector, in addition to working on building an economic identity capable of attracting foreign investments and strengthening international partnerships with developed countries, which contributes to diversifying the economy and reducing dependence on traditional revenues.”
He pointed out that “one of the most prominent things presented by the Prime Minister is the government’s vision to raise oil production capacity to 10 million barrels per day by 2031, which will enhance the state’s financial resources and support the implementation of development and service projects.”
Abdul-Hadi explained that “establishing the Generations Fund represents an important step to guarantee the rights of future generations,” noting that “allocating 1.5 trillion dinars to the fund and adding the funds recovered from anti-corruption cases to its accounts reflects a governmental trend to transform recovered resources into development projects and long-term investments.”
The long term serves the future of the country.
The MP stressed that “the government is proceeding in parallel with the paths of economic reform, international openness and the protection of internal stability, which will enhance Iraq’s regional and international standing and lay the foundation for a more stable development phase.”
State building
For his part, MP Khaled Seido told Al-Sabah: “Prime Minister Ali Faleh Al-Zaidi’s emphasis on strengthening state-building focuses on key issues, foremost among them the control of weapons and the consolidation of the authority of institutions, which contributes to strengthening political and security stability and creating a more stable environment for economic activity.”
He added that “the stability of the security and political decision directly reflects on the state’s ability to implement its economic programs and attract investments.”
Sido pointed out that “keeping Iraq away from the repercussions of regional conflicts and maintaining balanced relations with neighboring countries and the international community are two essential factors in protecting stability,” stressing that “political and security stability forms a necessary foundation for supporting the economy.”
And improving the investment environment.”
He explained that “the next stage requires the integration of political, security and economic measures, so that the national decision is unified and state institutions operate within clear powers, which allows the government to proceed with reform and development programs away from the influence of surrounding crises and conflicts.”
Political files
Political analyst Ali Al-Sabahi explained in an interview with Al-Sabah that “Prime Minister Ali Falih Al-Zaidi had previously focused on a number of political issues, foremost among them strengthening the authority of the state, restricting weapons to its control, and preserving Iraq’s independent decision-making.”
Al-Sabahi pointed out that “the Prime Minister’s talk about relations with major powers and neighboring countries reflects a trend towards expanding international partnerships and addressing outstanding issues through political and diplomatic channels, especially with regard to Turkey and Kuwait.”
He explained that “the emphasis on keeping Iraq away from the region’s conflicts is linked to a foreign policy based on not turning Iraqi territory into an arena for conflict while maintaining balanced relations with regional and international parties.”
He added that "the issue of sovereignty and limiting decision-making to the state is also linked to the withdrawal of foreign forces, regulating relations with armed groups, and strengthening the ability of government institutions to manage these issues."
Security and political matters.
Economic Vision
Economic expert Dr. Qasim Al-Sultani believes that “the measures announced by the government, foremost among them the establishment of the (Generations Fund) and the allocation of 1.5 trillion dinars to it, represent a step towards managing a portion of oil revenues in the long term,” indicating that “adding the funds recovered from anti-corruption cases to the fund can enhance its resources.”
Al-Sultani told Al-Sabah: “The government’s move towards a program and performance budget is linked to improving the efficiency of public spending, by directing allocations to specific projects and measuring their results,” noting that “focusing on infrastructure projects, especially electricity, can reflect on economic and investment activity.”
He pointed out that “plans to increase oil production represent an important resource for the economy, but benefiting from them requires directing the additional revenues towards investment and the development of non-oil sectors instead of increasing reliance on current spending.”
Al-Sultani explained that “government measures related to paying farmers’ dues can support liquidity in the agricultural sector, while achieving a sustainable economic impact requires linking financing to increased production and reducing the need for imports.”
He pointed out that “attracting foreign investments is another key aspect of economic measures and requires facilitating procedures, improving the legislative environment, and developing infrastructure to enable the private sector and investors to engage in productive projects.”
Al-Sultani stressed that “the importance of these measures lies in their interconnectedness. Managing oil revenues through the (Generations Fund), improving spending efficiency through program budgeting, supporting agriculture, developing electricity, and attracting investment, all together form a path that can support economic diversification if coupled with implementation, follow-up, and measurement of results.”
The Iraqi government will hold an extraordinary session on Saturday to vote on the 2027 budget.

A government source reported on Tuesday that the Iraqi cabinet will hold an extraordinary session next Saturday, chaired by Prime Minister Ali al-Zaidi, to vote on the draft general budget law for 2027.
The source told Shafaq News Agency that the session will be dedicated to voting on the draft budget, in preparation for sending it to the House of Representatives for a vote before the end of this year.
The Ministry of Finance had referred the draft 2027 budget law to the Ministerial Council for the Economy on September 27, after completing its preparation stages, before the Council approved it and referred it to the Cabinet.
On October 4th, the parliamentary finance committee decided to host Finance Minister Faleh Sari to discuss budget priorities and the date for sending it to parliament, and expressed its displeasure at not having been informed in advance about the draft of the project and its articles.
The preparation of the 2027 budget comes after the failure to approve the 2025 budget schedules and the failure to approve a budget law for 2026, which kept government spending during the two years according to the temporary spending mechanism at a rate of 1/12, based on the Financial Management Law.
The 2027 budget: Financial resilience faces funding challenges
The oil revenue estimates in the draft budget for the year (2027), amounting to about (217) trillion dinars with a financial deficit of (42) trillion, are based on an export rate of (4) million barrels per day and an estimated price of (58) dollars per barrel, amidst governmental and parliamentary efforts to address the funding gap and achieve financial stability.
Riyadh Al-Tamimi, a member of the parliamentary finance committee, explained in an interview with Al-Sabah that the actual spending in the budget amounts to about (175) trillion dinars, noting that non-oil revenues should not be less than (28) trillion dinars, which can be maximized through taxes and border crossings.
He added that there are agreements with Chinese companies to increase refinery production from (100) thousand to (175) thousand barrels per day, indicating that the estimated oil quantities are distributed flexibly between export outlets via the port of Ceyhan, the Kurdistan Region, tanker transport, and production governorates.
Regarding addressing the deficit, Al-Tamimi warned against the burdens of internal and bank borrowing, suggesting that external borrowing under sound agreements would be less costly if directed towards investment projects that achieve real growth.
Regarding monetary stability, the indicators of the Central Bank of Iraq have demonstrated remarkable success in protecting the national currency through disciplined management of the money supply and the growth of foreign reserves. Dr. Mazhar Muhammad Salih, the financial advisor to the Prime Minister, explained to Al-Sabah newspaper that the bank's effectiveness was reflected in the efficient financing of foreign trade, the astute management of liquidity to curb inflation, and the growth of foreign reserves for asset management.
In a positive development, Iraqi oil exports rose by 9.5% to 3.35 million barrels per day, supported by increased shipments from the port of Basra and a doubling of exports via the northern route through Turkey. According to Bloomberg data, total exports from the four major oil-producing countries in the region (Iraq, Saudi Arabia, the UAE, and Kuwait) increased by 10% to 15.53 million barrels per day, with Iraq ranking second among these countries in terms of the size of the increase in revenu
MP: The region's demand for 14% of the budget is "impossible"
Rabie Abdul Jalil, a member of the Parliamentary Oil, Gas, and Natural Resources Committee, confirmed on Tuesday that it is impossible to meet the Kurdistan Region's demands for 14% of the general budget. He stressed that the federal government is committed to adopting the percentage officially determined by the Ministry of Planning, which is 12%.
Abdul Jalil told the Information Agency, "The region's demand to raise its financial share to 14% is impossible and completely unfeasible." He explained that "the government is serious and firm in implementing the percentages determined according to the surveys and data approved by the Ministry of Planning, which stipulate that the region's entitlement is only 12%, without any increase."
The committee member added, "Raising this demand within the halls of Parliament will be met with strong and decisive parliamentary rejection from most blocs and representatives from various governorates." He pointed out that "the government is legally and morally obligated to adhere to the 12% quota, and that the distribution of federal wealth must be based on fairness, population size, and indicators of deprivation, without yielding to any pressure or attempts to impose percentages outside the state's official planning framework."
Al-Kinani: The region is demanding a 14% share of the budget without committing to handing over the revenues.
Economic expert Nasser al-Kinani criticized on Tuesday the ongoing disputes between the federal government and the Kurdistan Region regarding oil and financial obligations, particularly the issue of exporting 400,000 barrels of oil per day and including the resulting revenues in the general budget. He pointed out that the region is demanding a 14% share of the budget despite not delivering the required quantities of oil and revenues.
Al-Kinani told Al-Maalouma, "The Kurdistan Region is dealing with the financial file as if it were a separate entity from the Iraqi state, demanding its share of the federal budget without fulfilling its obligations. The budget represents an entitlement for all Iraqis, and the rights of the provinces and the region cannot be addressed separately from financial and oil obligations to the central government."
He added, "The continuation of this approach raises questions about the region's approach to agreements concluded with Baghdad, especially since delaying oil exports or failing to deliver revenues impacts the state's general revenues and affects the government's ability to secure financial obligations and meet the needs of citizens in all provinces."
Al-Kinani stated that "receiving a share of the budget must be accompanied by a clear commitment to fulfilling the stipulated obligations, foremost among them exporting the agreed-upon quantities of oil and delivering the revenues to the federal government." He stressed the necessity of not allowing political and administrative disputes to be used as a means to obstruct the rights of other Iraqis
He pointed out the need to include clear conditions and mechanisms in the budget to address this issue, including obligating the region to export the agreed-upon quantities of oil and deliver the revenues to the central government. In the event that exports are impossible or the specified quantities are not met, the regional government must send the oil to the central government.
MP reveals when the draft budget will reach the Finance Committee

Member of Parliament Mohammed al-Ziyadi revealed on Tuesday the latest developments regarding the draft federal budget law, confirming that the draft is currently with the Cabinet for official approval before being sent to Parliament for legislative and ratification procedures.
Al-Ziyadi told the Information Agency that "available information confirms the completion of the initial draft of the law and its submission for final review by the government in preparation for a vote." He explained that "the anticipated government step will be followed by a direct and swift referral of the budget tables and texts to Parliament to begin the constitutional and oversight process."
Al-Ziyadi added that "the draft law is likely to reach the Parliamentary Finance Committee within the next week or, at the latest, within ten days." He noted that "the committee will hold a series of intensive meetings to discuss expenditure items, the deficit, and allocations, and prepare a detailed and comprehensive report to be presented to the Speaker and members of Parliament."
He indicated that "Parliament is determined to proceed with the first and second readings immediately upon receiving the parliamentary report, leading to a final vote and the passage of the law in a manner that meets the country's developmental and service needs.

An economist says that the drop in the dollar's value will not solve the problem of high prices in the
Iraqi market.

Economic expert Ziad Al-Hashemi criticized Deputy Prime Minister Mohammed Tamim's statements regarding the imminent decrease in the dollar exchange rate in the parallel market, considering that linking the decline in prices to the strength of the relationship with the United States and the increase in cash dollar shipments does not provide a real solution to the economic crisis.
Al-Hashemi said the government is repeating a speech that focuses on the dollar exchange rate, without clarifying the measures it intends to take to limit the continued rise in prices of goods and services, noting that prices will not automatically decrease even if the exchange rate declines.
He added that officials’ statements ignore the basic problems affecting citizens and do not include clear solutions to address the repercussions of rising prices, considering that this discourse contributes to weakening credibility and trust among the public.
Deputy Prime Minister Mohammed Tamim had predicted a decrease in the dollar exchange rate in the parallel market and its approach to the official rate, attributing this to the increased supply of cash dollars to Iraq, which rose to $3 billion within two months, with the arrival of new installments and the expectation of others exceeding $500 million per installment.

The inevitability of international investments
Dr. Salwan Al-Nouri
Attracting international investments has become an economic option that cannot be postponed, and has become a necessity imposed by Iraq’s need to diversify sources of income, revitalize the productive and service sectors, and reduce dependence on oil as the main source of public revenues.
An economy that possesses human and natural resources and an important geographical location needs to invest in these assets and transform them into real projects that provide job opportunities and support growth.
Iraq possesses vast opportunities in the industrial, agricultural, tourism, transportation, energy, and services sectors, and needs to develop its infrastructure and modernize its production technologies. These areas can be significant attractions for international investors, provided a suitable business environment is established and procedures are streamlined.
Governmental bodies are more flexible and transparent.
But opportunities alone are not enough. Investors seek legislative stability, ease of company registration, clear tax and customs regulations, and swift transaction processing, in addition to guarantees that protect their investments and give them the confidence to expand in the long term. Therefore, we emphasize that improving the business environment must go beyond simply announcing investment opportunities or holding conferences and economic meetings.
The influx of foreign capital into the productive sectors can contribute to the establishment of factories, the development of agricultural projects, the improvement of the quality of local products, and the transfer of technology and managerial expertise, thereby helping to reduce imports and increase the competitiveness of Iraqi products. In the service sectors, investment in transportation, storage, communications, tourism, and financial services opens new horizons for local companies, stimulates commercial activity, and provides broader opportunities for young people.
It must be emphasized here that international investment should be a partner to the Iraqi private sector, not a competitor that limits its role. Cooperation between local and foreign companies can create common interests, expand markets, and enhance the participation of Iraqi producers in supply and production chains.
The responsibility for attracting investments does not fall on the government alone, but requires genuine coordination with professional associations and the private sector to identify and address obstacles and promote available opportunities in a professional manner.
Investment successes are not measured by the number of agreements signed, but by what is achieved on the ground in terms of productive projects, job opportunities, revenues and new exports. Today Iraq needs investments that create sustainable economic value and give the economy greater ability to grow away from the fluctuations of oil markets. This is the most important step towards a diversified, stronger and more stable economy.
Al-Mandalawi emphasizes the activation of memoranda of understanding with two American companies in the energy sector.

Deputy Prime Minister for Energy Affairs, Mohsen Al-Mandalawi, stressed on Monday evening the need to finalize and activate the memoranda of understanding with the American companies “Chevron” and “Exxon Mobil” in the field of energy.
The media office of Al-Mandalawi stated in a statement received by Shafaq News Agency that the latter chaired an expanded meeting that included the Ministers of Oil and Electricity, the Director of the Iraqi Oil Marketing Company “SOMO”, senior staff in the Ministry of Oil, and a number of agents and general managers, to discuss plans and procedures to enhance the capabilities of the oil sector, increase Iraqi production and exports, and confront the challenges imposed by the Strait of Hormuz crisis on the movement of oil exports.
Al-Mandalawi stressed the need to finalize and activate the contracts and memoranda of understanding with the American companies “Chevron” and “Exxon Mobil” in order to contribute to raising the production capacity of crude oil and increasing daily export rates. The search for new export outlets and routes that would ensure Iraqi oil reaches global markets was also discussed.
The meeting discussed the needs for electrical energy and the technical requirements for developing distribution networks, as well as examining the agreements concluded to secure gas and future plans aimed at developing the electricity sector, in preparation for the coming summer, in line with the priorities of the government program, and the level of services provided to citizens.
The meeting emphasized the importance of revitalizing plans to rehabilitate and develop oil pipelines and infrastructure projects for oil fields.
Al-Mandalawi stressed the need to provide the requirements of oil companies operating in Iraqi fields and to remove the obstacles facing their work, in order to support raising production rates and achieving tangible increases in production capacity within short time periods, and in line with the requirements of the current challenges.
American refueling aircraft are currently the most frequently observed in the region's airspace.
Flightradar24, a website specializing in monitoring air traffic, revealed on Tuesday evening that American refueling aircraft are currently the most frequently observed in the region.
The website, in its navigational monitoring report seen by Shafaq News Agency, said that US Air Force aerial refueling aircraft top the list of most monitored flights currently.
He added: Flightradar24 users also closely monitor other aircraft in the region, especially those flying to and from Riyadh.
These moves come as the likelihood of a renewed war with Iran rises, and following US President Donald Trump's announcement on Tuesday that the United States had carried out a limited military strike targeting an air defense facility in Iran.
These developments also coincide with the US midterm elections, which began on Tuesday, amid internal pressure on the Trump administration over the repercussions of the war with Iran and its economic costs.
In recent weeks, Trump has hinted at the possibility of resuming attacks on Iran after the midterm congressional elections. But on Monday, he indicated that he might change his mind.
Iran's Revolutionary Guard activates "maximum deterrence" in anticipation of a possible strike

Iran's Islamic Revolutionary Guard Corps (IRGC) affirmed in a statement on Tuesday that maximum deterrence with full force remains on the agenda.
The IRGC statement, issued on the anniversary of the 1979 storming of the US embassy in Tehran and the National Day of Fighting Global Arrogance, read: "November 4th represents a firmly established symbol of the Iranian people's resistance to global arrogance. The day on which Imam Khomeini was exiled in 1964, the massacre of students and university pupils during the previous regime in 1978, and the storming of the American spy den in 1979 are recorded in the history of this land, have proven that the faithful and revolutionary Iranian people will never surrender to the hegemony and deception of the arrogant powers."
He added that the US regime's hostility toward the Iranian people is not a passing disagreement or a political misunderstanding, but rather is rooted in a structural and strategic conflict of interests that has persisted since the 1953 coup and throughout the past forty-seven years, continuing through the victory of the Islamic Revolution.
He pointed out that, "Given the situation in which the American-Zionist enemy, after suffering severe and painful blows in the imposed twelve-day and forty-day wars and the battles that followed, has lost the ability to launch another aggression, thanks to the unity of the Iranian people and the readiness of the Iranian armed forces."
He stated that the United States and Israel are promoting a rhetoric of threats and waging a psychological and media war, having declared an existential war by creating the illusion of the possibility of destroying Iran.
The Revolutionary Guard announced that "all the recent measures and orders issued by the Commander-in-Chief of the Armed Forces at the meeting of the Armed Forces commanders have been placed on the agenda in accordance with the principle of maximum deterrence," and stressed that it "will not hesitate for a moment to implement them in coordination and cooperation with the other branches of the armed forces and the defenders of the homeland."

“The factions’ weapons will not be surrendered as long as there is war”: Shiite sources present scenarios for an agreement
link
Al-Mada newspaper, citing political and parliamentary sources, revealed that the issue of weapons held by factions in Iraq remains unresolved despite reaching what were described as final understandings, amid “ambiguity” surrounding the nature of the agreement and its implementation mechanisms. The sources presented varying scenarios for the issue, ranging from depositing the weapons in Popular Mobilization Forces (PMF) depots and subjecting their use to the orders of the Commander-in-Chief of the Armed Forces, to redistributing positions and influence within state institutions in exchange for a settlement with the factions, and even the possibility of armed groups retaining their weapons and not surrendering them. A Shiite MP, who declined to be named, told Al-Mada that “the weapons will not be surrendered as long as there is a war,” stressing that regional military preparations and anticipation of a possible confrontation between Washington and Tehran prevent these groups from giving up their arsenal.
While sources confirm to Al-Mada that all parties have signed the memorandum of understanding on the weapons file, other parties deny its completion, stating that Prime Minister Ali al-Zaidi has not yet signed it. The new deadline proposed for closing the file, next June, does not appear decisive for the fate of the weapons, as long as the disagreement persists regarding the meaning of the handover itself, and whether it means actually relinquishing them or placing them under state authority.
Statement:
Nearly two years after talks began with armed groups, and a month after the signing of what was supposed to be a final agreement, the issue of weapons remains unclear. The parties to the agreement are not clearly defined, and its contents are not settled, amid disagreement over whether the goal is disarmament, restriction and regulation of weapons, or their integration into state institutions.
Three Shiite sources who spoke to Al-Mada offered differing conclusions to the issue, ranging from storing weapons within state institutions and redistributing influence and positions, to the possibility of factions retaining their weapons as long as the region prepares for a new confrontation between Washington and Tehran. Between one account confirming that all parties signed the agreement and another denying the prime minister's signature, it appears that Baghdad has reached a political understanding, the details of which, or even the terminology used to conclude the agreement, remain undisclosed.
“He will not surrender the weapon.”
A Shiite member of parliament, who asked not to be named, summed up the most pessimistic scenario by saying, “Weapons will not be surrendered as long as there is war.” He was not referring to a confrontation within Iraq, but rather a potential war between Washington and Tehran, given the military preparations and regional precautions.
He tells Al-Mada: “How can weapons be delivered when the region is taking precautionary measures against war? The Gulf and Iran have already done that, and America wants to keep its troops away from Tehran and remove them from the Gulf… It seems that war is coming inevitably.”
This perception intersects with the position of the largest armed factions, which do not declare their readiness to give up their weapons, even during periods of rapprochement with the government, and put forward conditions, some of which are difficult to achieve.
She speaks of participating in discussions on regulating weapons, without declaring her acceptance of surrendering them. Indeed, some groups have previously stated that what they possess is not their own weaponry, but rather "the weapon of the Hidden Imam," which will only be surrendered upon his reappearance.
According to the same deputy, the actual negotiations began after the summer of 2024, when messages reached the forces of the Coordination Framework warning that Donald Trump’s return to the White House could mean launching strikes against armed groups.
In September of that year, the government of Mohammed Shia al-Sudani revealed political talks with the factions, coinciding with the agreement for the withdrawal of US forces, which was completed in September 2026.
According to sources who spoke to Al-Mada previously, the agreement was one of Al-Sudani's most significant achievements, which he hoped to leverage to secure a second term. However, the attempted assassination of an American journalist, following her release after being kidnapped in Baghdad, contributed, according to those sources, to undermining this strategy.
Sources say the incident changed Trump's calculations, prompting him to consider Ali al-Zaidi, whose name had also been put forward, as a different option.
Al-Zaydi reopens the case... but who set the deadlines?
Last July, Ali al-Zaidi launched the second round of negotiations with the factions, but the Shiite forces have not yet agreed on who imposed the September 30 deadline to close the weapons file, before it was extended to next June.
Accounts vary regarding the timing. Some say al-Zaydi set it himself after being surprised during his first meeting with Trump, and that he tried to avert an American plan to cut the Popular Mobilization Forces' salaries. A second account speaks of a direct American request, while a third attributes the decision to an agreement between al-Zaydi and the coordinating framework.
However, a three-member committee within the framework, which later became a four-member committee, succeeded in pushing the factions toward an understanding regarding the handover or regulation of weapons. But the agreement on this understanding did not clarify the meaning of the handover or the implementation mechanisms, and the new deadline remains uncertain in terms of the parties' ability to adhere to it.
A leader in one of the Shiite coalition parties says that June is the proposed date for closing the file, without this meaning that all factions agree to hand over their weapons in the literal sense.
In contrast, Shiite forces and circles close to al-Zaidi promoted the idea that the latter, during his second meeting with Trump in New York last September, and with the help of his envoy to Iraq, Tom Barrack, succeeded in convincing the American president to extend the deadline.
The Shiite leader believes that the effects of the understanding were evident in the government's composition itself. The expansion, described as a "conciliation government," the redistribution of ministries, the separation of some institutions and the linking of others, and the creation of new positions are all indicators, in his view, that the settlement has moved beyond the issue of weapons to a redistribution of power.
However, these arrangements did not include all factions. According to the prevailing narrative, Kataib Hezbollah and Harakat al-Nujaba remain outside the government's power-sharing arrangement. Nevertheless, the leader says, "Everyone will participate, but they won't announce it."
Al-Mada had previously revealed leaks regarding a long list of positions that the “Kataib” were demanding within the government, including the presidency of the intelligence service.
But the Rights Movement, the political wing of the Kataib Hezbollah, denies that the agreement is even finalized. Its parliamentary bloc leader, Saud al-Saadi, says that Prime Minister Ali al-Zaidi has not yet signed the agreement.
Al-Saadi’s account clashes with the Shiite leader’s assertion that all parties signed the agreement, arguing that the distribution of positions and the restructuring of institutions cannot proceed without prior understanding.
A committee without a government decision
In another explanation of the nature of the negotiations, researcher and politician Zulfiqar Hussein says that the committee that took over the negotiations with the factions is not official in the administrative sense, but was formed by consensus within the coordination framework, without a government order to establish it.
He explained to Al-Mada: “The committee is a consensus committee and not an official committee, and therefore there was no administrative order or ministerial order to form it, considering that the committee is made up of the leaders of the framework, who are the highest authority in Iraq, so they cannot be placed in a committee issued by order.”
Hussein downplays Prime Minister Ali al-Zaidi’s role in its work, saying that his relationship with the committee is limited to being a framework for consensus aimed at reaching understandings with the factions regarding disarmament.
But according to Hussein, time is not on the negotiators' side. The June 30th deadline is fast approaching, while the factions are trying to buy as much time as possible, taking advantage of the tense atmosphere in the region and the possibility of a new war breaking out.
He believes that these developments could turn into bargaining chips used by armed groups to improve their conditions.
In contrast, the head of the parliamentary rights bloc, Saud al-Saadi, is demanding that the agreement be made public if it has indeed been signed. He stated in a television interview: “If there is an agreement signed by the Prime Minister, then let them announce it.”
Al-Saadi believes that the lack of announcement may be related to fear of embarrassment and American pressure, wondering whether Washington would accept this agreement, before hinting that the available indicators do not suggest its approval.
Washington is not against negotiation... but where do its limits lie?
For his part, a Shiite politician attributes the stalled agreement to demands by some factions for positions he describes as unreasonable. However, he rules out the possibility that Washington is fundamentally opposed to the negotiation process, noting that US envoy Tom Barrack publicly supports al-Zaidi's actions, though this support, in his view, does not necessarily mean that the United States will accept everything that the settlement might produce.
The MP, who asked not to be named, goes further in his interpretation, considering that what is happening may be a settlement offered by Tehran to protect the factions, in exchange for obtaining important positions within state institutions.
According to this view, negotiations are no longer limited to the fate of weapons, but have extended to the redistribution of government influence, allowing armed groups to retain part of their power, even if the legal form of their existence changes.
However, the stances of some factions reveal that the dispute has not been resolved, even among the groups supposedly included in the agreements. The "Loyal Ansar Allah" movement, one of the five groups that al-Zaydi announced had surrendered their weapons, continues to reject this, according to its spokesperson, Ali al-Fatlawi.
Here the dispute returns to the meaning of surrender itself: Does it mean the physical abandonment of weapons, or the joining of the formations to the Popular Mobilization Forces, and the depositing of their weapons in its stores, so that they do not move except by orders of the Commander-in-Chief of the Armed Forces?
Political researcher Rahim Al-Aboudi adopts the second interpretation, and believes that the dispute revolves around the nature of the handover and its mechanisms, not around the principle of regulating weapons.
He tells Al-Mada that handing over the weapons does not necessarily mean physically removing them from the possession of the groups, but rather subjecting them to the institutions of the Popular Mobilization Forces and storing them there, while linking their use to the orders of the Commander-in-Chief of the Armed Forces.
But this interpretation is not universally accepted. The Shiite MP who spoke to Al-Mada believes that the use of weapons in the event of a war on Iran may remain outside the scope of the agreement, even if the factions reach an understanding regarding the storage or organization of their weapons under normal circumstances.
International Trade Centre: Iraq is qualified to become a regional hub for trade and investment.

No sé qué pasó.
1:01
Substack. Lo mismo.
2:09
Fallo. No recibiste la edición del lunes. Me disculpo. No sé. Estoy seguro de que fue error. ¿Qué es?
2:17
6:51
Vamos a hacer eólica. No hicieron solar. Hicieron otra cosa. Eólica y algo más. Pero perdieron y su
6:59
No
8:17
sé. Pero eso me lo recordó. Así que sí. Entonces hubo otro artículo sobre ellos. Así que en el pasado,
8:25
Van a
13:22
14:43
No es que esté intentando ser negativo.
14:45
Es que he estado leyendo estos artículos. Me mantienen sano.
14:51
Y no solo a mí, a mucha otra gente también. Así que… por eso lo hago. Vale.
15:01
17:14
[carraspeo]
17:16
Creo que cubrí eso en el último. No recuerdo.
19:32
Oh, déjame ver si tarda demasiado en aparecer. No lo haré. No, aquí está. Oh, no voy a decir tu nombre completo.
19:40
Sr. JS, me gusta ese apellido. Se parece a daddy. Muy cerca de daddy.
19:48
Gracias.
19:56
Muy bien. Así que sí. Y si te gustaría contribuir a mantenerme cafeinado,
20:02
[risa]
20:03
[carraspeo]
20:06
20:46
Y es un gran salmo aunque yo sé… pero lo es. Realmente lo es. Se llama
20:55
Aprecio tanto cualquier cosa
21:10
que entre. Realmente lo hago. No tienes idea. Vale, ahora esto… saltaremos
21:17
22:35
de las inversiones internacionales. Él dijo inevitable.
22:41
Y aquí está otro doctor. ¿Doctor de qué? No sé. Finanzas, economía, algo, ¿verdad? Pero este es un gran
22:50
33:20
Gracias. Gracias de nuevo. Aguanta. Oh, una cosa más sobre noviembre. No, ¿sabes qué?
No te saltes ninguna comida. Paga todas tus facturas.
33:46
