Al-Kazemi's advisor: The growth rate expected to be achieved during the current year is unprecedented
The financial advisor to the Prime Minister, Mazhar Muhammad Salih, described, on Monday, the rate of growth expected to be achieved during the current year as "unprecedented", expecting the rates to continue to increase during the next year.
Saleh said in a statement to the official newspaper and followed by / Mawazine News /, that "the World Bank estimated that the growth rates in Iraq's gross domestic product would reach 9 percent during 2022, according to a report it launched during the current year."
Salih considered, "the expected unprecedented growth rate in Iraq," attributing the reasons for achieving it to "the increase in the quantities produced of oil and their reaching broader production capacities after removing the restrictions imposed by the (OPEC +) agreement in the year 2020, which provides for reducing the quantities of oil produced by about an increase One million barrels to remove the glut in the oil market during the Corona crisis.
He explained, "Economic growth in Iraq decreased to (minus 11) percent during the Corona pandemic, after the sectors of the economy stopped working for about six months," adding that "the operation of the economic sectors made the economic cycle of Iraq reach its peak, according to World Bank estimates. , as reinforced by the high growth figure in GDP.
Salih expected that "the estimates of growth during the year 2023 range between 5-4%, a percentage that we find reasonable after the stability of the economic cycle, especially since the growth rate exceeds the growth rate of the population in all cases, which should be reflected on the relative economic well-being."
Talabani visits Erbil to resolve the presidential file
A member of the Kurdistan Democratic Party, Wafa Muhammad Karim, told {Euphrates News} that "Talabani is on the way to meet the head of the Democratic Party, Massoud Barzani, in the Bayramam resort (Salah al-Din), which is the location of the party's headquarters."

Iraq is waiting for a new financial crisis before the end of this year
The country needs to legislate an emergency law to replace the budget
On the Iraqi scene, the budget crisis, whose political obstruction led to its failure to legislate for the year 2022 and its replacement by the Emergency Food Security Support Law, with the aim of continuing the work of the state and meeting the requirements and needs of Iraqi citizens in various fields, appears once again on the Iraqi scene.
The Iraqi parliament voted in early June on the emergency food security support law, whose expenditures were set at 25 trillion Iraqi dinars (17 billion dollars) to be an alternative to the 2022 budget after the failure of the political blocs to form a new government that would have full powers to pass laws, including the budget.
budget alternative
In light of the continuing political stalemate and the inability to form a new Iraqi government, and the Sadrist movement’s demand to dissolve parliament and organize early elections, the budget legislation, according to followers, “has become impossible,” and therefore the possible alternative is emergency food support that may see the light before the end of the current year to manage the affairs of the Iraqi state and its citizens until a new government is formed.
The financial advisor to the Prime Minister, Mazhar Muhammad Salih, believes that it is not possible to approve a general budget in the country without the presence of an elected government, while he suggested the possibility that the Federal Court would issue a legal opinion on this matter, and said that “the legal path in preparing the budget of the Republic of Iraq was organized in accordance with the provisions of the chapter. The third of the amended Federal Financial Management Law No. 6 of 2019, indicating that Article 11 of the law clearly and explicitly states the following: “The Council of Ministers shall discuss, approve and submit the draft federal budget law to the House of Representatives before mid-October (October) from every year".
Federal Fatwa
Saleh added that it is not possible to approve a general budget for the country without the presence of an elected government that submits it to the legislative authority to issue the federal general budget law, expecting that the Federal Supreme Court will enter through a fatwa with a legal exit because it is the highest legal authority in the country.
EXCLUSIVE POWERS
The financial advisor to the Prime Minister continued that Article 80 of the constitution clearly indicates that the general budget is submitted exclusively by the authority, explaining that Article 62 of the constitution explicitly stipulates that the Council of Ministers submits the budget bill and final accounts to the House of Representatives.
legal conflict
He considered that Article 60 of the Constitution contradicts the text of Article 60/Second of the Constitution itself, which authorized 10 members of the House of Representatives or one of the Council’s competent committees to submit a proposed law for legislation similar to what happened in the legislation of the Emergency Law for Food Security and Development No. 2 of 2022 (provided that it does not It includes financial burdens), pointing out that it is possible for the executive authority to challenge it before the Federal Court if it is elected and with full powers.
And Saleh indicated that "due to the exceptional circumstance we live in with the presence of a daily caretaker government, we will have an experience that the country has not previously witnessed in legislation that carries financial burdens submitted by Parliament based on the provisions of Article 60 / Second of the Constitution."
within weeks
For his part, MP Ahmed Al-Haj Rasheed said that "the draft budget law should be approved by the Council of Ministers on September 15, and it should reach the House of Representatives on October 10 to be voted on before the end of the year."
There are no permissions
He declared that the current government does not have the authority to approve the budget, as it is a caretaker government, which lacks powers and cannot send bills to Parliament for approval.
He added that not approving the budget this year will mean resorting to the financial management law at a ratio of one to 12 from the previous year, indicating that this means relying on the operational expenditure mechanisms for the year 2021 as a measure in the next exchange.
Legal difficulties
Rashid explained that it is difficult to legislate another emergency support law because there is no legal document to refer to in this case, noting that the law on emergency support for food security has a specific time limit with clear paragraphs and cannot be reproduced again, and pointed out that the budget law is one of the important laws considering the financial plan For the government starting from the first of January of each year, indicating that no time has been set for legislating the budget law, and the House of Representatives can vote on it at any time when the bill reaches it.
other legislation
While the legal expert Ali Al-Tamimi indicated the possibility of legislating an emergency law for food security and development, provided that the government did not challenge it, and said that “the legislation of the Emergency Support Law No. To avoid appealing the draft law, according to Federal Court Decision No. 21 of 2015, which necessitated the introduction of financial bills from the government.
Avoid appeal
The House of Representatives voted on this law when enacting it with a proposal from one of the committees to avoid being challenged by others because the current government is a caretaker government and is not entitled to send bills in accordance with Federal Court decision 121 of 2022, according to Al-Tamimi, who indicated that the appellant should have an interest in The appeal is in accordance with Articles 1 to 7 of the Pleadings Law, and 20 of the Federal Supreme Court system, which means that the court enters into the Council of Ministers a third party to the case, who will refrain from objecting to the law because it agreed in principle.
He considered that the legislation of this law was correct and expected that the Federal Court would reject any case against him, even if the final decision belongs to this court.

Iran before the International Court of Justice to recover assets frozen by the United States
Iran is defending, on Monday 19/19/2022, before the highest court of the United Nations to recover about two billion dollars of frozen assets in the United States, which wants to use the funds to compensate victims of attacks attributed to Tehran.
The International Court of Justice, based in The Hague, is holding its first hearing on the issue this week as nuclear negotiations between major world powers and Iran falter.
The Islamic Republic went to court in mid-2016 to release its funds following a US Supreme Court decision that allowed for their confiscation.
Courts in the United States had earlier decided to allocate it to compensate American victims of terrorist attacks, a move Iran considered illegal.
Thousands of victims and families of victims of attacks attributed to Tehran, who are allegedly planning or supporting them, demanded compensation from those funds, according to the US judiciary.
Among them are relatives of 241 American soldiers killed on October 23, 1983 in two suicide attacks targeting the American and French units of the multinational security force in Beirut.
But in its complaint to the International Court of Justice, Tehran said Washington had violated a bilateral treaty signed by the Shah of Iran in 1955 with the US government, covering economic relations and consular rights.
That treaty was concluded before the 1979 Islamic revolution in Iran, which led to the severing of diplomatic relations with the United States.
The International Court of Justice announced in 2019 that it was competent in the case, and rejected an objection from Washington, which believes that Tehran has links to terrorism.
This is not the first time that the International Court of Justice has refuted Washington's arguments. After it unilaterally withdrew from the Iran nuclear deal in 2018, the court ordered the administration of former President Donald Trump to end new sanctions against Tehran that targeted goods with humanitarian purposes.
Washington announced shortly thereafter that it would end the 1955 Treaty of Amity, which the court relied on to justify its decision.

Economy in Iraq: The Art of the Possible or the Art of the Impossible
Politics has acquired its description as "the art of the possible", as it fosters the realization of society's interest, in the logic of the possible, away from idealism, through the management of the public and private resources of society, according to the objective reality. and reconciliation among them to achieve the general objectives .
Since economics belongs to the field of social sciences, including the study of human behavior in the context of society's endeavor to satisfy its daily needs through efficient selection from among the limited and scarce resources, and its reflection in the provision of goods and services. Therefore, economics meets politics in that it works to achieve social benefit by taking care of the activities of individuals and institutions under the philosophy of the state. But it differs from politics in that it uses the direct, purely technical method in dealing with economic phenomena represented by numbers and mathematical equations, and since this technical and direct quality gives the economy a strategic role in the reality of politics and government work, there is no politics then without an economy and thus the economy will be the other “art of the possible” ".
Where the vision of the economist differs from the politician in that the second presents promises of a decent life and a comfortable life, while the first diagnoses to politics the reality of our matter and the standard of life we live and the risks and failures it includes and to what extent these failures can continue and explains to us what are the solutions and treatments to get rid of social suffering, which With its artistic content, it will face many criticisms and reservations by many politicians .
What we see is a blockage in the course of the political reality, and the absence of the legislative role in issuing important laws and legislation for economic reform and other laws related to the interest of the country and the citizen, as well as the lack of approval of the government budget and the resulting negative effects on the movement of investment and growth, according to numbers and data. Published by official and unofficial websites from a sharp decline in the performance of the Iraqi economy, it can be diagnosed that the economy is oscillating with the absence of politics for many options of the economy as "the art of the possible ."
In this atmosphere, “politics” and “economy” will bear many of its sins that will lead it to the abyss of error and abyss. How can this not be when politics is incapable of recognizing the role of economics and the many facts it reveals and the sincere advice it provides to it? society to safety .
From it, it is clear, and from careful observation and induction of the facts of the economic problem in Iraq, and with the entrenchment of the roots of political differences and conflicts, that the economy is no longer the “art of the possible”, but rather is almost “the art of the impossible ”.
