The researcher in economic and financial affairs, Nabil Jabbar Al-Tamimi, revealed today, Sunday, the existence of a government approach aimed at ending the phenomenon of "dollarization", that is, reducing the circulation of the dollar in the hands of citizens.

Al-Tamimi said, to "Baghdad Today", that "the Iraqi government is currently working to end the phenomenon of dollarization in the local market, meaning that it is working to end any dealings in dollars and abbreviate only dealing in Iraqi dinars, and this is part of the solution to the dollar crisis that the country has been witnessing for months." ".

He added, "This approach is very important in order to strengthen the Iraqi economy, and it prevents any financial collapse in Iraq, as it depends on the local dinar," considering that "any country that relies on a currency other than its official currency is threatened with collapse, as happened with Lebanon now, and for this reason." The government's approach towards ending the "dollarization" phenomenon is a very important step.

Citizens who spoke to "Baghdad Today" reported that most transfer companies refuse to hand over citizens who receive remittances in dollars, and hand them over their remittances in Iraqi dinars and at the official exchange rate.

Al-Ataba publishes a package of fatwas from the Grand Ayatollah Sistani on selling and renting banknotes

link

The "Twelve Imams" website has re-published a set of legal questionnaires from the archives of the office of the supreme authority, Ali al-Sistani, on "selling currencies."

Question: Does the bank have the right to buy and sell foreign currencies for cash with a financial increase?

Answer: He has the right to do so

Question: Is it correct to deal with counterfeit (adulterated) paper money?

Answer: It is forbidden and not valid to deal with counterfeit or invalid banknotes - those with which the dealer deceives people - if the person to whom the currency is paid is ignorant that it is adulterated or counterfeit.

Question: If a Muslim borrows a sum of money from a Muslim, then after a period of time the market value of that currency declines, is he obligated to pay the lender the amount he borrowed himself or what is equal to its market value at the time of fulfillment? Is there any difference if the lender is an infidel?

Answer: He pays the same amount borrowed, without any difference in the lender between a Muslim and an infidel.

Question: Is it permissible to sell banknotes?

Answer: Banknotes, since they are numbered, may be sold to each other differently, regardless of their gender, for cash or credit, so it is permissible to sell five Kuwaiti dinars for ten Iraqi dinars absolutely, and with the union in gender it is permissible to differentiate in selling them for cash, and as for credit, it is necessary to leave it as a precaution.

Question: Is it correct to rent a currency in a currency other than it, such as renting a dollar for a specific period in an Iraqi dinar?

Answer: It is not valid to rent paper currency.

Question: Is it permissible to buy the US dollar against the Australian dollar from exchange shops? Is it permissible to work in exchange shops in Dubai, including the exchange of currencies?

Answer: It is permissible to sell banknotes to each other equally or preferentially with different genders, or with their union if the sale is for cash, as well as on credit with different sex, but with the union, it is not without problems.

There is nothing wrong with working in exchange shops, while avoiding illicit and usurious transactions.

Question: Is it permissible for a person to buy cash and give a specific profit in exchange for it?

Answer: There is nothing wrong with selling foreign currency in the local currency, even if it is for more than the market value (forward), but it is not permissible to increase the named price in return for extending the period.

After sending it to the government.. Was the region's share in the draft budget decided?

link

A member of the House of Representatives, Thaer Makhaif, revealed, on Sunday, the continuation of the Kurdish parties’ controversy by demanding that their percentage in the general budget be fixed at 14%, while he confirmed that the government confirmed 12% of the region’s share after meetings and studies.

Makhaif said in an interview with Al-Maalouma agency, "The region's share, according to the population census, is 12%, and this is what the government did during the current budget."

He continued, "The Kurdish parties threatened to exit the political process as a result of the government's refusal to increase the region's share of the general budget," pointing out that "the government confirmed the region's share of the general budget law at 12% after many meetings and studies."

And regarding the region's policy during the negotiations of the political forces, it shows that "the Kurdish parties use political pressures in the event that the negotiator is easy with them, but the Iraqi will of the national forces is not flattering by increasing the percentage at the expense of the rights of the Iraqi people."

A member of the Kurdistan Democratic Party, Mahdi Abdul Karim, told Al-Maalouma that "the most important axes that were discussed between the Kurdish delegation and the central government is the approval of the oil and gas export law from the Kurdistan region," adding that "the delegation demanded an increase in the region's share by a rate ranging between 14% to 17% of the general budget.

A member of the coordination framework, Ibrahim al-Sukaini, revealed in an interview with Al-Maalouma, "One of the reasons for the delay in completing the general budget is the government's endeavor to impose its control over all the country's imports," stressing that "the new government is conducting discussions and understandings with the leaders of the region in order to regulate the export of oil and make it within the framework of the law."

The 2023 budget sees the light with 4 “historic” features that were not witnessed in previous budgets

link

The 2023 budget is preparing to see the light after leaving the folds of the Ministry of Finance to move to the final stage in the government corridors, specifically to the Council of Ministers, which it is hoped will approve it tomorrow, Monday, to send it to the House of Representatives, to enter a new phase in the legislative corridors and enter the stage of revealing and amending the numbers that will be The Iraqi people are fully aware of it.

And the Minister of Finance, Taif Sami, announced the completion of the draft federal budget law for the year 2023 and sending it to the Council of Ministers for the purpose of discussing and voting on it, indicating that "the completion of the preparation of the project comes under exceptional circumstances witnessed by the global economy, and it came to deal with the effects of international, regional and local economic challenges."

And the Minister of Finance indicated that "the next draft budget will focus on development priorities, support for the social protection network, and the most needy groups, as well as providing a secure cover for strategic and sustainable development projects," noting that "during the past months of the life of the new government, we worked to extract a budget responsive to the need." The Iraqi economy is consistent with the plans of the government curriculum and the package of financial and economic reforms that the ministry is working to achieve.

For his part, the advisor to the Prime Minister, Diaa Al-Nasseri, confirmed that the draft budget law for the current year 2023 will be approved in a special session of the Council of Ministers tomorrow, Monday.

3 "historic" features

This budget does not acquire its importance from being the first budget more than a year after the approval of the last budget, and the end of last year 2022 without a budget. 130 trillion dinars in the 2021 budget.

The other advantage is that the budget will include a focus on caring for vulnerable groups, in addition to the fact that it will include huge allocations for investment projects and not focus on the operational side only, as it is expected that 40% of it will be allocated to investment projects, which is unprecedented in the history of Iraqi budgets as well.

And the government economic advisor, Mazhar Muhammad Salih, the advisor, explains that “social spending, according to the government program approved by the House of Representatives last October, is the most prominent issue in the operational side of the budget,” noting that “what is meant here is social welfare and the fight against poverty and unemployment.”

Saleh continued, "As for the investment side, it will have priority for infrastructure or basic services, especially municipal services related to people's lives, such as water and sewage networks, roads, schools, hospitals, and others."

Thus, the budget is characterized by 3 unprecedented "historic" features, starting with its size as well as its priorities towards social concerns, in addition to the large amount of money that will be allocated for investment projects.

How long will it take?.. Another historical feature

Beliefs and indications are that this budget will be passed in "record time" compared to previous budgets, which is "unprecedented" and additional historical.

A member of the Parliamentary Finance Committee, Jamal Cougar, said in a televised statement followed by “Baghdad Today” that “according to the contexts, after the Ministry of Finance and Planning finished preparing the budget, it will be sent to the Council of Ministers for a vote,” noting that “in the event that there are objections or observations by the ministers Each according to his ministry on the budget is amended and the amendment is voted on and returned to the Ministries of Finance and Planning to make final amendments to it and then re-send it to the Council of Ministers for a final vote on it,” noting that “this process is supposed to take no more than a week.”

And he explained, "After that, it is sent to the House of Representatives, and the period of its approval depends on the mechanism for formulating the budget, where if justice and legal observations are achieved, that is, there are no violations. Therefore, the representatives will defend the budgets of their governorates, constituencies, and ministries affiliated with their political party."

Cougar indicated that "this time the administration of the state coalition that forms the government is the same that controls the House of Representatives, so it is assumed that there will be a shortening of time in approving the budget," believing that "it will be passed in record time and not as we have seen in other budgets."

Regarding the differences over the percentage of the share of the Kurdistan region, Cougar considered that the article of the region's share is not the article that obstructs the budget and is usually postponed to the last two days before the budget is approved and an agreement is reached on it, noting that "the two parties confirmed that they had reached an agreement in this regard."
