The budget is “locked in” by the Ministry of Finance.. The exchange after the local elections are held for this reason!
Political writer Issam Hussein said today, Friday, that until this moment the tripartite budget has not entered into force despite the approval of the Presidency of the Republic, noting that the reason is the fear of electoral investment, and this does not mean that they are afraid of stealing the budget despite their professionalism in the art of banditry and theft without being affected by the law and in other ways. Multiple and impressive, but the fear of some conservatives participating in electoral lists competing with them in the Shiite and Sunni provinces to use them in the development of their provinces.
And he also stated in a publication he followed up ” that this means gaining more voters and perhaps a landslide victory for their lists, so the budget remains in the Ministry of Finance until the provincial council elections are over, and then the budget is released if they get enough votes to manage the governorate, otherwise this money remains locked up in the Ministry of Finance. They lost it, meaning no reconstruction or development without taking over all the provinces of Iraq, and he said, “Imagine these people calling themselves statesmen, and I say that they are election merchants who have no good in them.
Zero payments’ from Baghdad hurt Kurdistan Region citizens, says PM Barzani
Baghdad owes Kurdistan Region 1.375 trillion IQD (the Region's share in the Iraqi budget) for the past three months, per the chart.
Baghdad’s refusal to spend the Kurdistan Region’s financial entitlements hurt the Region’s citizens, Prime Minister Masrour Barzani said on Thursday.
"Zero payments from Baghdad hurt our citizens, erode trust, and blatantly violate the Iraqi Constitution," Barzani said in a social media post on X platform, formerly known as Twitter.
The premier's post includes a chart, on which "zero" Iraqi dinars are shown for the "money received" columns for the months of July, August, and September.
Baghdad owes Kurdistan Region 1.375 trillion IQD (the Region's share in the Iraqi budget) for the past three months, per the chart.
Barzani's social media post comes as the regional government has previously called on Baghdad to release the Kurdish share in the three-year budget.
Since its adoption in early June, KRG has alleged the budget has not been implemented properly by the government. Instead of paying the Kurdish share, they allege Baghdad has released allowances to Erbil in order to cover the public salaries. The KRG has previously said the 500 billion dinars (over $384 million) is not sufficient to pay the salaries.
Hailed as one of the country’s biggest budgets, the state expenditures were set at 198.91 trillion Iraqi dinars ($153 billion), with a deficit of more than 64 trillion dinars (over $48 billion).
The Kurdistan Region’s share in the federal budget is set at 12.67 percent, amounting to more than $12 billion annually.
The management of oil and gas has been among the thorny issues between Erbil and Baghdad for over a decade, leading to the suspension of the Region’s share in previous federal budgets.
The Kurdistan region is waving an international escalation to obtain its dues allocated in the budget
Political and popular parties in the Kurdistan region called on the central government to pay the suspended financial dues, in order to pay the salaries of employees and manage the remaining life matters.
Five hundred billion dinars in the form of loans for the months of September, October and the second, is the sum of the amounts decidedCouncil of Ministersspent to the provinceKurdistan, in which officials revealed that the amounts of salaries for the months of August and July have not been paid so far, despite the entry into force of the budget on the twenty-fifth of June and the fulfillment of the region’s legal obligations.
The region, which called on the central government to review its decisions and send the dues based on the numbers recorded in the tables, especially the portion allocated to monthly salaries, which is worth nine hundred billion dinars. monthly, calling on the political forces and parties that formed the government to pay the dues as stated in the schedules and laws that urged adherence to the ministerial curriculum and the political agreements that resulted in the formation of the government.
The region was not content with local claims, but rather appealed to the international community to support it in obtaining its constitutional rights and financial entitlements according to the constitution and signed agreements.

The Real Estate Bank denies stopping granting loans: the Central Bank will pump money soon
Promise the trackers
Today, Friday, the Director General of the Real Estate Bank, Abbas Shihab Ahmed, revealed the size of the housing units funded by the real estate initiative, and while he indicated that they would continue to be granted to citizens, he announced that measures would be taken to end the phenomenon of the disabled.
Ahmed said in an interview with the official agency,
The real estate bank is a government bank owned by the Ministry of Finance and is subject to the instructions and supervision of the Central Bank and under the supervision of the Office of Financial Supervision. The administrative authority responsible for the tasks and business of the bank is the Ministry of Finance,” noting that “the real estate bank’s capital is fifty billion dinars.”
Capital increase
He added that “the bank aspires in the coming periods to increase the capital in order to be able to carry out tasks and activities without challenges,” stressing that “the real estate bank is dependent on the initiative of the Central Bank, and it has many activities and fields, including those related to financing investment complexes and commercial projects, as well as lending housing units to citizens.” over the previous years.”
He explained that “the bank financed more than fifty thousand housing units throughout Iraq, and the completion rate was 100 percent, and we are continuing to cooperate with the Central Bank to support citizens in all governorates,” noting that “the real estate bank is specialized in supporting the field of real estate and providing housing units for citizens.”
Financing investment projects
Ahmed continued, "There is financing for investment projects and commercial projects, as well as financing for citizens to buy housing units in all Iraqi governorates, if they are inside investment complexes or outside investment complexes," noting that "the bank has 16 branches in all Iraqi governorates, through which the Central Bank's payments to finance are reflected." Residential units for citizens according to the instructions and controls.
housing initiative
He emphasized that “the housing initiative is a lending contract between the Real Estate Bank and the Central Bank, according to the government’s directives, to support citizens with reduced interest and with the support of the Central Bank of Iraq,” noting that “the Central Bank contributed during previous years to support the Real Estate Bank and citizens to purchase housing units that exceeded fifty thousand housing units.” throughout Iraq.”
And he indicated that "what is rumored about the stopping of the real estate initiative is not true, especially since during the past days the amounts allocated within the lending contract ended with a 100 percent completion rate."
He pointed out that “the Central Bank sent official books that the real estate initiative will continue and will pump money in the coming days until the bank reverses it on the citizens,” pointing out that “the citizen is free to deal with the amount, whether in his purchase of housing units inside or outside investment complexes, whether the unit is horizontally or vertically.”
Loan instructions and controls
The director of the Real Estate Bank explained that “there is a mechanism, instructions, and controls for loans, which are available to all citizens after submitting an application, filling out the necessary forms, and submitting the required documents,” stressing that “before the lending process, a current account must be opened for the citizen, and this account is subject to scrutiny and control in relation to the borrowed name.” If the borrower is from another bank, it is checked for the integrity of his position regarding the credit query and the database.”
And he continued: “The borrower completes the required procedures and brings the housing unit that he wants to buy so that the bank starts reserving the housing unit and releases the amounts to him, and then brings the sponsor in case of non-payment, provided that the sponsor is a government employee, while if he is an employee, there is no need for the sponsor, and these are all determined by Central Bank controls and instructions.
Bail
He stated that “the bank has recently taken a series of procedures to facilitate the issue of sponsorship. Previously, the sponsor had to be from the same province, but the bank allowed the sponsor to be from outside the province, and it was also possible to provide two sponsors instead of one sponsor,” pointing out that “The new instructions that have arrived have a slight difference from the previous instructions. For example, in the past, the amount we give to the citizen was an administrative commission of five percent. Now there is an annual surplus that is divided according to the council’s decision, and the instructions of the Central Bank divide two percent to the Central Bank and two percent to the Real Estate Bank until 15 years and the citizen is free in relation to the value of the loan amount.
And he noted that “the land also plays a role because the plot of land is the guarantee that it provides when it is evaluated by the real estate registry in the light of which the amount is covered,” stressing that “the higher the loan amount, the fewer the number of lending, because the amounts are not very large, but rather studied by the Central Bank.” ".
And he went on to say: “The bank is trying as much as possible to provide the service and support the citizens,” stressing that “the amounts allocated for the initiative are specific and not open.”
And he indicated that “the amount of the loan covers the entire housing unit in most of the governorates,” pointing to “the endeavor to facilitate loans to citizens through the mechanisms that are followed up with the finance to increase the bank’s capital in order for it to have strength in lending, because the amounts specified by the Central Bank are not open but rather Specific according to the Bank's study and submitted to the Real Estate Bank within the initiatives.
Lending terms
And he explained that “the conditions are fixed for all banks if they are public, government banks or private banks,” stressing that “the citizen must attend in person and within the legal age, and he must present the fundamental documents in the event that he is a government employee who presents identification and comes with support regarding salary and other information.” And there is a form called (know your customer) that he must fill out and make the necessary undertakings in the event that he has a nationality or not.”
And he continued: “The information must be complete, and these have controls within the instructions with the Anti-Money Laundering and Terrorist Financing Office, and we have liaison officers in all branches who supervise the account opening process that is within the controls, and we seek with all procedures to facilitate the work of the citizen, as the bank always issues circulars and instructions in order to facilitate procedures".
And he went on to say: “In previous years, there were no accounts opened in all branches. Since we were assigned to the Real Estate Bank, we have carried out a series of regulatory procedures.”
Anti-corruption measures
He referred to “presenting anti-corruption plans and strengthening the supervisory bodies in the bank according to the Central Bank’s instructions,” noting that “a plan has been developed to follow up the work of the oversight committees.”
And he stressed, “taking measures to reduce the phenomenon of commenting,” referring to assigning inspection teams composed of lawyers who will undertake the task of completing the audit procedures in the event that the borrower is unable to attend in person, in order to end the phenomenon of commenting in the bank’s branches.
Electronic governance
Regarding the application of electronic governance, he explained that “this is among the bank’s priorities and strategies since we were commissioned, and we have worked on it, as the bank was one of the lagging banks in this aspect, pointing out that within the government curriculum supervised by the Ministry of Finance, electronic governance has been implemented.”

The Army Chief of Staff, Lieutenant General Abdul Amir Yarallah, accompanied by the Commander of the Ground Forces, Lieutenant General Qassem Al-Muhammadi, arrived yesterday, Thursday, in Kirkuk Governorate to supervise the security situation there.
A few days ago, dozens of demonstrators supporting “Arab and Turkmen” political parties in Kirkuk governorate blocked the main road linking the governorate with the city of Erbil, in protest against the Kurdistan Democratic Party’s intention to return to opening its headquarters in Kirkuk in accordance with the political agreement concluded with the State Administration Coalition, which includes forces. Iraqis accept "gas" cars... and difficulties in the spread of electric vehicles
link I couldn't help myself
The Ministry of Oil announced, on Friday, the increase in the number of vehicles equipped with the gas system in the capital, Baghdad, and the provinces, at a time when there are difficulties in the spread of electric cars in Iraq.
A source in the Ministry of Oil said, “All gasoline cars operating with the electronic injection system (taxi and private) are available for the service of adding the gas system for (500) thousand dinars, with a one-year warranty for the gas system.”
He added that "the total number of cars that added a gas system since the beginning of the project to convert cars to this system through updating and issuing the document for the vehicle until today, reached 47 thousand cars in the capital, Baghdad, and the provinces."
Last July, the Ministry of Oil announced the economic and environmental advantages of the gas system added to vehicles, while setting a date for implementing the decision to oblige taxis to add the system.
The spread of electric cars in Iraq is prevented by the cost, as electric cars are more expensive than conventional cars that run on gasoline or diesel.
Electric charging infrastructure in Iraq remains limited, making it difficult for electric vehicle owners to find charging stations.
Public awareness of electric cars in Iraq is still low, which may lead to some consumers being wary of purchasing them.
However, the Iraqi government must support the spread of electric cars, through several measures, including providing tax exemptions for electric cars, granting financial incentives to owners of electric cars, and developing the infrastructure for electric charging.
If these efforts succeed, it is expected that electric cars will become more widespread in Iraq in the coming years.
