The statement also quoted the delegation members as saying that they "congratulated Al-Sudani on Iraq's success in holding the two Arab political and development summits, and the country's potential contribution to achieving regional stability in light of its growing role in this field. Foreign Minister Fuad Hussein affirmed on Saturday that Iraq is working towards achieving energy self-sufficiency and independence, while expressing his regret that a number of Western countries continue to classify Iraq as a high-risk country.

This came during his meeting with US Senators Angus King, an independent from Maine, and James Lankford, a Republican from Oklahoma, according to a statement issued by the Ministry of Foreign Affairs.

The statement quoted Hussein as saying that Iraqi-American relations are strategic, extending from partnership in the war on terrorism to cooperation in reconstruction and enhancing stability in the region, as well as other vital areas, including energy and education.

He also noted Iraq's aspiration to expand the horizons of these relations and increase the presence of American companies to take advantage of promising investment opportunities and contribute to construction and development efforts.

In a related context, the minister affirmed that Iraq is working rapidly to achieve self-sufficiency and energy independence by investing in associated gas, enhancing electricity interconnection projects with neighboring countries, and exploring new gas fields. This will position it as a gas-producing country, in addition to being a major oil producer. In this context, he called on specialized American companies to invest in this strategic sector.

He also pointed out that Iraq is set to hold its sixth legislative elections in November of this year, reflecting the consolidation of the democratic experience among the population and contributing to achieving stability and reconstruction.

Hussein expressed his regret that a number of Western countries continue to classify Iraq as a high-risk country in travel advisories for their citizens, which negatively impacts foreign companies' entry opportunities and hinders the development of tourism and cultural exchange.

On the other hand, the two sides affirmed that the terrorist organization ISIS continues to pose a significant threat to countries in the region and the world alike, and emphasized the importance of unifying international efforts to eliminate it and prevent its return.

They also discussed developments in the ongoing negotiations between the United States and Iran, agreeing that dialogue is the best way to resolve outstanding issues, achieve stability, and avoid escalation and confrontation.

In conclusion, the two parties affirmed their support for a political process in Syria that ensures the establishment of a comprehensive democratic process that reflects the aspirations of the Syrian people and leads to the formation of an elected government that represents the various components of society and protects their rights.

Economist Mahmoud Dagher revealed that the currency issue in Iraq will decrease from 103 trillion dinars to 98 trillion by the end of 2024.


Dagher said in a televised statement followed by "Al-Eqtisad News", "At the end of 2024, we had 103 trillion dinars, but now it has decreased to 98 trillion." He pointed out that "the amount of money held by the public is estimated at 90 trillion, and the remaining 8 trillion is within the banking system. Over the past months, it has decreased for many reasons."

He stated that "one of the most prominent reasons is the issuance of bonds and the large volume of dollar supply," explaining that "the dollar is available as a result of the Ministry of Finance selling it to the Central Bank, which transfers the dollar through the foreign exchange sales window, leaving the dinar issued by the Central Bank to form these dollar volumes."

The Prime Minister's economic advisor, Mazhar Mohammed Salih, affirmed that restructuring the banking sector is a fundamental and important step toward enhancing the stability of the financial system and supporting economic development in Iraq.

Saleh explained in a press statement that this restructuring aims to better organize cash flow management and improve the efficiency of the state's financial liquidity, which will contribute to alleviating financial pressures on the public treasury. He pointed out that there is a clear division in the banking market, as private banks own more than 78% of capital, but contribute a limited percentage not exceeding 20% of financing and deposit operations.


Saleh stressed that the banking restructuring is a comprehensive process that includes modernizing the infrastructure of government banks, enhancing the efficiency of asset and liability management, and developing governance systems in line with international standards. 

He added that these measures will increase the banking sector's ability to effectively contribute to the gross domestic product, expand the scope of financing and lending for development projects, which supports economic growth and reduces dependence on oil revenues.


He emphasized that the current financial and monetary challenges, particularly oil price fluctuations and liquidity pressures, require accelerating the implementation of reforms, including increasing bank capital and modernizing operating mechanisms, to enhance the stability of the banking sector and improve the management of public financial resources.
At the beginning of this year, the Iraqi government announced plans to restructure state-owned banks, most notably Rafidain and Rashid Banks, with the aim of transforming them into more modern and efficient financial institutions capable of meeting the needs of the growing Iraqi economy.

In its session held on January 13, 2025, it also decided to establish a completely new bank based on the latest digital banking technologies, aiming to provide integrated banking services to individuals and companies, both inside and outside Iraq.
This new bank has been named "Rafidain First Bank" and will start with an initial capital of 500 billion Iraqi dinars (approximately $381.8 million), with the goal of reaching a final capital of one trillion Iraqi dinars (approximately $763.7 million). The state's contribution to this capital will be 28%.

Economic expert Abdul Rahman Al Mashhadani ruled out the existence of budget schedules for 2025, and that 2026 will also not witness a budget.

Al-Mashhadani confirmed to Al-Furat News Agency that government spending will be done according to the 1/12 rule of the 2024 budget.

Al-Mashhadani pointed out that the 2024 budget deficit is clear and ranges between 15 and 16 trillion dinars.

The economic report predicted that "projects that are currently being spent and implemented may stop, and spending will be limited to salaries only."

Regarding next year's budget, he also expected that "the budget deficit will be lower, given that spending will be restricted to the 1/12 system of what is spent in the 2024 budget."

Independent MP Hussein Al-Sa'bari on Friday held the government, represented by the Ministry of Finance, responsible for not submitting the 2025 budget schedules despite the halfway mark. He asserted that this delay has negatively impacted the governorates' ability to receive their entitlements, particularly those below the poverty line .

Al-Saabari said in a press statement followed by (Al-Mada) that “the three-year budget that was approved for the years ( 2023-2024-2025 ) included a condition, which was to vote on the schedules, and these schedules were supposed to be submitted on December 30, 2024, but after about six months, the government did not send the budget schedules to the House of Representatives for a vote on them .”

He stressed that "this delay has caused many problems in the governorates awaiting their share and entitlements from the budget, especially those below the poverty line such as Diwaniyah, Muthanna and Babylon. The Ministry of Finance's lack of concern and seriousness in sending the schedules has also affected job grades and caused embarrassment in many of the country's financial matter."

Al-Saabari pointed out that "the Finance Committee in the House of Representatives, as the body responsible for receiving budget schedules from the government, spoke out loudly, held meetings, sent letters to relevant parties, and made statements in the media, indicating that the ball is in the government's court, as the budget schedules were not sent to it in preparation for presenting them to the House of Representatives and voting on them ."

The MP considered that "if the government does not submit the budget tables to Parliament, this constitutes a clear constitutional violation, and the government and its prime minister bear full responsibility before the constitution and the people ."

It's worth noting that the Prime Minister's financial and economic advisor, Mazhar Mohammed Salih, attributed the delay in submitting the 2025 budget tables to the House of Representatives to "amendments related to the costs of extracting and transporting Kurdistan Region oil, which required restructuring the accounting methods ."

The Iraqi Parliament's Oil and Gas Committee confirmed that there is nothing in the constitution that prevents the Kurdistan Regional Government from concluding agreements with American energy companies.

 

Last Monday, the Kurdistan Regional Government announced the signing of two new agreements with American oil companies HKN Energy and Western Zagros, valued at tens of billions of dollars. These agreements are expected to usher in a new era in the region's development. The Iraqi Oil Ministry, however, rejected the new energy agreements, describing them as "unconstitutional" and stating that such agreements must be concluded through the federal government.

 

Member of the Iraqi Parliament's Oil and Gas Committee, Sabah Subhi Haider, said in a statement on Saturday, May 24, 2025, regarding the recent visit of Kurdistan Regional Government Prime Minister Masrour Barzani to the United States and the agreements concluded for the Jebel platform, that "Masrour Barzani's visit did not only include the economic axis, but also included political and security aspects. If we address the economic axis, it includes the issue of natural gas, which represents a global issue now, and achieving self-sufficiency in energy and energy sources is one of the duties of the Kurdistan Regional Government."

 

Subhi added, "The prime minister of the regional government has a comprehensive strategic plan that includes, in one part, the economy and welfare. The new agreement is leading the Kurdistan Region toward prosperity. The reason is that we have several service projects that rely on gas for their implementation. If we compare the size of the underground gas wealth, we will notice the limited production currently compared to the size of the existing gas reserves."

 

He said, "There are between 100 and 200 trillion cubic feet of underground gas reserves, and the new agreement stipulates the investment (production) of 13 trillion cubic feet of it, which is a very limited percentage compared to the size of the reserve. Nevertheless, this step is a good one and will benefit all of Iraq and the region as well."

 

Subhi spoke about the Iraqi Ministry of Oil's position on the two agreements, referring to two different statements issued by the ministry. "The first statement was characterized by a harsh tone, indicating that the contracts concluded under Iraqi law are invalid and contradict the provisions of the constitution, without specifying the conflicting legal provisions," Subhi stressed. "These agreements are constitutionally valid and do not conflict with any law, especially since we do not have a specific oil and gas law. Article 112 of the constitution clearly states that the federal government manages the oil and gas extracted from existing fields in cooperation with the governments of the producing regions and governorates. As for other fields, they require an oil and gas law, meaning that it does not prevent the conclusion of any contract. The current contracts are not new and were previously agreed upon, and the two American companies in question have been operating in the Kurdistan Region for 10 or 15 years."

 

Regarding the second statement issued by the Iraqi Oil Ministry, Subhi explained that "it appeared to back down somewhat, as the Iraqi government, through the Ministry of Oil, expressed its willingness to deal directly with oil companies."

 

The parliamentarian emphasized that "the economic agreements concluded between Erbil and Washington are not illegal and should have been concluded long ago. It is unfair not to exploit our vast wealth," noting that "we have a golden opportunity now. President Trump's administration is characterized by decisiveness and is pursuing a new policy that differs from that of former President Biden. It is based on the economy in dealing with all issues, and Trump is pursuing a new policy that brings change to the region."

 

According to Subhi, "The timing of Masrour Barzani's visit to the United States was significant. It coincided with US President Donald Trump's visit to the Gulf region, which resulted in resolving many of the region's problems." He noted that "the Kurdistan Region is gradually reducing its dependence on oil, and this visit will move the Kurdistan Region into a new phase."

An official document issued by the General Secretariat of the Council of Ministers - the Committee for the Implementation of Article (140) of the Constitution showed the committee’s approval to allocate residential plots of land for the benefit of citizens returning to Kirkuk Governorate, who are included in the compensation procedures in accordance with the provisions of the aforementioned article.

The document, signed by committee chairman Hadi Farhan Al-Ameri, included a directive to Kirkuk Governorate to complete land allocation procedures for a number of citizens who have returned to their original areas and have been compensated according to the approved mechanism, with residential plots being granted to them within the governorate.

This measure comes within the framework of implementing the committee's decisions regarding those covered by return decisions and displaced persons within programs to address the effects of demographic change policies.

He added, "It is natural that our country will not easily surrender to Washington's threatening rhetoric, and it should not."

All reformist newspapers also highlighted a message from former Iranian President Mohammad Khatami, who emphasized that negotiation does not mean surrender. He stipulated that Iran's ability to overcome its current problems must firstly be accepted by the government and submitted to its demands, and secondly, that the government possess the intellectual and practical capacity to plan and move toward change.
