Parliament Presidency: Today, the completion of the vote on the draft Federal Court bill .. and discussion of the requirements of budget legislation legislation

The House of Representatives announced: "Today's session will be held at four o'clock in the afternoon to complete the vote on the Federal Supreme Court law."

The office of the Speaker Muhammad al-Halbousi said in a press statement: “The Presidency of the Council of Representatives will hold a meeting with the members of the Finance Committee and heads of the blocs, at six in the evening, to complete the requirements of legislating the budget law.”

Al-Maliki: Iraq is heading towards correcting the course of the political process

The leader of the State of Law Coalition, Nouri Al-Maliki, called on Wednesday, March 18, 2021, for more international support to .Iraq, while he confirmed that Iraq is moving towards correcting the course of the political process

Al-Maliki's office said in a statement that Al-Maliki "received in his office Wednesday, the new Australian ambassador to Iraq, Paula Ganley, who ".welcomed her, wishing her success in her new mission as her country's ambassador to Baghdad

Al-Maliki pointed out that "Iraq today is looking for more support from the international community and all countries of the world, especially as it prepares to hold elections and move towards a correction of the course of the political process in the country, and the launch to form a strong government that works to raise the level of services and rebuild the infrastructure, and address the unemployment crisis and provide Job opportunities " .for the unemployed ".

He called for "continuing cooperation between Baghdad and Canberra in all fields, especially in the oil sector, agriculture and education In turn, Ambassador Ganley expressed her country's government's support for Iraq and its people in all fields, in order to achieve its internal and .regional stability

3-18-2021   Newshound Guru MilitiaMan  Article quote:  "Passing the budget bill with the postponement of the vote on the Kurdistan quota and the exchange rate due to deep disagreements about them is impossible." ...talk about the postponement of the Federal Budget Law for 2021 is about the resolving of the exchange rate until a final agreement in that regard. Then look a bit further they have it ready and it is inevitable. So to have it resolved means they have already decided the exchange rate. They have agreed to...21-50% deductions in pay... All projects are stalled until the exposure of the rate...imo...  This data supports we are all in a good place... There is no way the Kurds would agree to deductions in salaries without an exchange rate to support it and that off sets the loss. Gear up it is getting real!...imo...
3-17-2021   Intel Guru Frank26   I'll say this, when they do reach that benchmark, we walk into phase 3...conclusion...an area which we say all 3-zero notes that have been withdrawn from circulation allows them to finish their monetary reform and establish REER.  1 to 1 is not the Real Effective Exchange Rate and nor will  [phase 2's possible $1.45]  IMO.  This country is too powerful.  I have no idea what this [REER] is... [Post 2 of 2]

3-17-2021   Intel Guru Frank26    Phase 2 - a second rate change...higher than 1 to 1?   Yes.  [IHO]  $1.45...how long will it take to collect the 3 zeros before the citizens have a second rate change increase?  I don't know...IMO it's the same amount of time that they gave them to turn in the 50 dinar note...Is that second rate increase only domestically or domestically and international?  It's for both sides. [Post 1 of 2....stay tuned]

3-17-2021   Intel Guru Bruce   [via WiserNow]   ...things are relatively quiet – and I think we have a pretty good idea that is there for a reason - that things have slowed down and seem quiet because we are just about there – at least that is what we hope...we are hearing that we should be looking for notifications based on a...source...that is very high up...very strong bank source – suggesting that tomorrow [Wednesday] afternoon would be a great time for us to be notified...in preparation for exchanges on Thursday...the 18th...we don’t know for sure how soon we would start the exchange but I think if we did receive notifications tomorrow [Wednesday] Thursday is definitely in play for us...

3-17-2021   Newshound Guru Pimpy  ...you get people out there saying, 'Hey, I'm going to get you a special contract rate.'  Does that make sense to you?   You think there's a contract that some group of people are going to get a special rate more than other people for whatever reason?  Does that make sense? ...if a bank gave groups of people different types of rates that would be a violation of the law.  We're talking about banking here people.  You can't just hand pick what rate each different group of people get...there has to be some consistency there...nobody is going to get you a special contract rate...

3-17-2021   Newshound Guru Jeff   What's the #1 thing that they're hiding from you....?  It's the budget...why is the budget so important?  What does it mean?  What does it signify?  The reason I put a linchpin on it is because the budget itself is the linchpin to the rate change.  That's why they're playing the games in the media...when they finish the budget on Saturday the 20th IMO they're probably going to change the rate about 24 hours later.

3-17-2021   Intel Guru MarkZ   [via PDK]   [From everything I’m hearing from Iraq- looks like they are going back to a 1200 dinar to the dollar.]   I don’t think so...it would not fit their budget and goes against everything I am hearing in Iraq now…..also keep in mind when you see this stuff…..its exactly what we were hearing in Kuwait before they revalued….and exactly what we saw in China before they revalued last time…don’t let that shake you...

3-17-2021   Intel Guru Frank26   You're going to have the new small category notes that will be given to the citizens and they will coexists with a specific amount of 3 zero notes...as they get phased out inside of Iraq, they get phased out outside as well...5 or 6 years ago the 50 note was cancelled by the Central Bank of Iraq - they gave everybody 90 days.  So you had 90 days to turn in those 50 notes...

3-17-2021   Newshound/Intel Guru Mnt Goat   Article:  "MEMBER OF PARLIAMENT: PARLIAMENTARY SIGNATURES SUBMITTED TO RESTORE THE DOLLAR’S EXCHANGE RATE"   More pressure but many of these PM also want the project to delete the zeros and not just to go back to 1200 rate. They want at least a 1:1 and the lower denominations to come back.

3-17-2021   Intel Guru MarkZ   [via PDK]  [What ID's do we need to take to exchange.]  I was told take whatever you would usually take to open bank accounts…call your bank if you want to verify this…i am told a current picture ID like drivers license and passport. I would suggest bringing your SS card or whatever correlating ID you have in whatever country you are in as well. Basically call your bank and ask them what ID’s you need to bring to open an account.

3-17-2021   Newshound Guru Pimpy  Stay away from anybody that gives you a date, anybody who give you a rate.  The best anybody could do is speculate.  Some people take a more educated stab at that date and rate...some people are just farting in the wind hoping something sticks.  Don't get caught up in that stuff.  Stay grounded...does that mean that an RI or an RV won't be announced?  I didn't say that.  It could be announced any day.  But there's no guarantees out that that day is going to be here any day soon.

The Commander in Chief of the Armed Forces, Mr. Mustafa Al-Kazemi chairs a meeting of the Ministerial Council for National Security.

Today, Wednesday, the Ministerial Council for National Security held a meeting chaired by the Commander-in-Chief of the Armed Forces, Mr. Mustafa Al-Kazemi.

During the meeting, they discussed the general security developments in the country, and the measures taken to raise the level of efficiency and professionalism of the security services, whether at the level of institutions or individuals, in order to enable them to face major security challenges.

Mr. Al-Kazemi praised the role of our security forces in confronting terrorist and criminal gangs, and their efforts to impose security and stability, affirming his full support for the army and police forces and all employees of the security services.

The Commander-in-Chief of the Armed Forces stressed the importance of maintaining societal security, and not allowing attempts to encroach on public and private property, and at the same time the necessity of commitment not to use live ammunition during securing civil protests.

He also directed his Excellency to expedite the provision of the security forces with the equipment required to maintain security and order, in a manner that ensures the regularity of public life, and enables the security services to carry out their duties in a manner that preserves the lives of civilians and does not expose them to danger.

The Council discussed cases of attacks on some service projects and electricity towers by criminal groups that threaten the national security of the country, and this matter will not be allowed and tolerated under any framework, and all measures are taken by our security forces to pursue these elements.

The Commander-in-Chief of the Armed Forces instructed the necessity of the presence of security leaders in the field during the demonstrations, and the focus on protecting citizens and public and private property.

The Council also approved the project of Iraq's joining the joint task force in the Middle East and North Africa regions specialized in combating terrorism.

Cabinet discusses latest security and health developments

The Cabinet held its weekly meeting on Tuesday under the chairmanship of Prime Minister Mustafa Al-Kadhimi.

At the start of today’s Cabinet meeting, the Prime Minister expressed his solidarity with the Kurdish people on the anniversary of the Halabja tragedy saying that the pain of Halabja is the pain of Iraq.

The Prime Minister recalled other crimes of the previous regime including the tragedies of the Anfal campaign, the popular uprisings, the mass graves and the tragedy in Anbar, saying that these terrible events must spur us into building a better future for Iraqis.

The Prime Minister directed all ministers to continue their visits to the provinces in order to learn first-hand the impact on citizens of the great challenges facing the country.

The Prime Minister also directed all ministries to support the Ministry of Electricity to enable it to carry out its tasks in  providing electric power to citizens during the approaching summer season, stressing that red-tape remains a major obstacle.

The Prime Minister referred to a recent sabotage attempt to damage transmission lines in Al-Rashidiya district in Baghdad, and told the Cabinet that the saboteurs were arrested. The Prime Minister underscored that Iraq’s power infrastructure is a national security issue and any attempt to damage it will be firmly dealt with.

On security, the Prime Minister said that attempts to undermine local security in a number of provinces will not be tolerated,  and directed the Ministry of Interior to carry out its duties in protecting citizens throughout the country.

The Minister of Health presented a report on the latest Covid-19 related developments, and the government efforts to contain the spread of the Coronavirus.

Following discussions, the Cabinet decided to:

  • Approve the purchase the Coronavirus vaccine from the US company Pfizer on the basis of the manufacture and supply agreement between Pfizer Export BV and the Iraqi Ministry of Health
  • Approve a national plan for the return of displaced people to their liberated original areas

Parliamentary proposal to vote on the Federal Court and the budget with "one basket"

A representative source said, on Wednesday, that there is a political proposal to vote on the laws of the Federal Court and the budget in one basket.
The source said, "There is a proposal among some political blocs that the vote on the Federal Court and the budget be in one basket, provided that the political blocs offer their concessions in exchange for voting on the two laws at tomorrow's session, Thursday."

The source pointed out that "the Shiite blocs have no objection to voting on the region’s share of the budget, as stated in the government text that the Kurdish blocs give up on the unanimous voting clause in the Federal Court Law."

The Federal Supreme Court is the highest court in Iraq, which has jurisdiction over constitutional disputes. It was established by Law No. (30) of 2005 in accordance with Article (93) of the Constitution. Its decisions are binding on all authorities, and it is completely independent from the regular judiciary and there is no connection between them. It is based in Baghdad and consists of a president and eight members.

Parliament had voted to amend a number of provisions of the Federal Court Law in effect on Monday, after it was unable to overcome differences over three articles in the new draft law for the Federal Court.

This amendment contravenes the Iraqi constitution, which stipulates in Article 92 / Second: “The Federal Supreme Court consists of a number of judges, experts in Islamic jurisprudence, and legal scholars, whose number is determined, the method of their selection and the work of the court shall be regulated by a law enacted by a two-thirds majority of the members of the House of Representatives. ".

Discussions are still ongoing in the corridors of Parliament to agree on the remaining articles to pass the new bill, in order to remedy the constitutional breach.

The Financial Committee: blocs coordinate with Kurdistan in the elections in return for passing the budget

The Parliamentary Finance Committee accused, on Wednesday, a number of political blocs of coordinating with Kurdistan in the elections in exchange for passing the budget.
Committee member Thamer Theban said, in a televised interview, that "some political blocs deliberately delay the passage of the budget to achieve narrow electoral purposes," pointing out that "the lack of inclusion of the budget on the agenda of the parliament sessions is regrettable."
Theban added, "The disagreement with Kurdistan still exists, and any announcement of an agreement with Kurdistan on the budget aims to mislead public opinion only because some blocs seek to settle for electoral purposes," noting that "some blocs are coordinating with Kurdistan electorally in exchange for passing the budget."

Designed by the late "Zaha Hadid" ... Baghdadi people await the completion of the first landmark in the capital

Baghdadis are awaiting the completion of the construction of the first landmark of the late Iraqi global architecture, Zaha Hadid, in the heart of the capital.
According to sources in the Central Bank, "The end of this year has been set as an official preliminary date for the completion of the concrete structure of the Iraqi Central Bank building tower, to become the highest tower in the country in terms of roof height that exceeds 173 meters and consists of 37 floors."
The sources added, "The new building includes in its unique design (offices, meeting rooms and other conferences, a museum, coin and gold safes, and a monument to the architect Zaha Hadid in her honor)."
The sources pointed out that the building also includes "green spaces and parking spaces."
The new central bank is located in the Jadriya area near the Babylon Hotel, south of the capital, Baghdad. It is the implementation of the Daax Construction Company, which is the same entity that implemented the (Heydar Aliyev) Center and Flame Towers in the Azerbaijani General Baku. "
