Al-Hafez believes that the Russian-American rivalry and other problems between the various forces in the region have led to "the failure to resolve the issue of the organization in Syria," noting that "the exploitation of these differences by the organization appeared clear in October 2019 when the Turkish Peace Spring operation began. Al-Hafez reduces the possibility of "ISIS" infiltrating Lebanon, indicating that "security controls on the borders between Syria and Lebanon complicate the possibility of this."

Despite widespread warnings of a possible return of the organization’s activity, the leadership of the international coalition led by Washington in Iraq denied any indication of the re-emergence of ISIS, while affirming its continued cooperation with the Iraqi forces by exerting pressure on the remnants of the organization.

The continuation of "ISIS"

Despite the fact that the main strongholds of "ISIS" are concentrated in Iraq and Syria, Egypt also has a share of these problems and constant anxiety about the growth of the organization's operations, especially in Sinai, which is witnessing an increase in its pace.

Regarding the resurgence of the organization’s activity in Syria, Iraq and Sinai, the researcher explains that “these countries suffer severe failures to extend their influence over all national soil, and represent attractive countries for the organization that is looking for places full of political chaos and security turmoil to make it a home, in addition to insufficient measures. Government in those countries to confront terrorism. " 

He continues that the strategy that these countries adopt is content to "track down terrorists, but it does not address the phenomenon from its roots," adding that "even if there is a strategy to eradicate terrorism, it will take a long time."

The cabinet session witnessed the hosting of the head of the Independent High Electoral Commission, as he reviewed the ongoing preparations by the Commission for the upcoming elections, and the necessary measures it took, and in this regard, the Cabinet issued the following decision:

1- Approval of the Independent High Electoral Commission contracting by direct contracting with the Iraqi Media Network Press to print the final public and private voter register, the candidates ’handbook, and the voter register poster, with an exception from Article 3/7 of the Instructions for Implementing Government Contracts (2 of 2014).

2- The authority of the Independent High Electoral Commission to negotiate and contract directly with a reputable international company to print and prepare ballot papers and forms for the House of Representatives elections / 2021, with an exception from the instructions for implementing government contracts and the controls attached to them.

The Council of Ministers also discussed the topics on the agenda and issued the following decisions:

First / Increase the scale of the social protection subsidy starting from the beginning of the current fiscal year and proposed by the Social Protection Authority in light of the economic challenges that the country is going through that negatively affect the most vulnerable group of society, which is the category of the poor, and according to the following:

Third / Approval of the recommendation of the Ministerial Council for Energy (63 for the year 2021) according to the following:

- The government company affiliated with the relevant Ministry of Electricity bears the tax amounts owed by the Qiwan Company, and this is regulated by the contract concluded between them.


Fifth / Approval of the following:
1 - The receiving price of the fodder barley crop from my company (Between Two Rivers General for Seed Production in the Ministry of Agriculture, and the Iraqi Company for Seed Production / Mixed Sector) is 300,000 dinars, only three hundred thousand dinars per ton.

2- The local sale price for the beneficiaries is (250,000 dinars), only two hundred and fifty thousand dinars per ton.

3- Setting up reception specifications according to the standards set by neighboring countries.

4 - Stop subsidizing the inputs for the production of barley for irrigated areas.

5- The Ministry of Finance shall pay the subsidy amounts through the Farmers' Support Fund.

6- The fodder barley crop for the next season will be marketed in the local markets by producers without the intervention of the two companies mentioned in paragraph (1) above.

Sixth / Issue the instructions of the Dhi Qar Governorate Reconstruction Fund, based on the provisions of Article 47 of the Federal Budget Law of the Republic of Iraq for the fiscal year / 2021, and Clause Three of Article 80 of the Constitution. Expectations of deterrent measures against those who fall short of the tragedy of Ibn Al-Khatib

The Al-Rafidain Parliamentary Bloc expected, on Monday, to take deterrent measures against those neglecting the Ibn Al-Khatib Hospital fire accident, while it recommended that public facilities, malls and hospitals be subjected to safety precautions and to ensure the availability of safety conditions.
The head of the bloc, Yonadam Kanna, said, "The government has formed a committee to investigate the accident and its outcomes are what will lead us to measures that may be taken against negligent ones. It is not possible to predict what will happen now, but we expect, it will be a deterrent."
He added, "There is a deficiency in oversight, as thousands of fire accidents occurred in the country within a year. This is an indication of the absence of the rule of law, the fragility of institutions and the absence of technical oversight in design, implementation, delivery and perpetuation."
He continued: "I asked the prime minister to issue a decision to subject public facilities, malls, hospitals and others, to continuous examination, control and maintenance that confirms safety precautions and ensure that safety conditions are periodically met, and take deterrent measures against negligent ones. There are major violations of design and control."
He called for "seriousness in dealing with the recent breach and failure to protect the designers, implementers and officials who are negligent."
Today, Monday, the House of Representatives held an extraordinary session chaired by the First Deputy Speaker, Hassan Al-Kaabi, to discuss the Ibn Al-Khatib Hospital incident.

Lebanese media reported, Tuesday, that the Iraqi government had agreed to assist the Lebanese army.
The Lebanese mtv channel stated, "The Iraqi Cabinet approved today a sum of 3.5 billion Iraqi dinars for the Lebanese army, or about 2.4 million dollars, which will be provided in the form of material and in-kind assistance."
And she added, "Prime Minister Mustafa Al-Kazemi followed this file, and he was one of the most advocates of the decision to assist the Lebanese army."
