Iraq: A parliamentary proposal to adopt the 2021 budget for the next three years
ERBIL (Kurdistan 24) - A member of the Finance Committee in the Iraqi parliament said that there is a proposal to approve the 2021 budget for the next three years.
Al-Sabah newspaper quoted committee member Muhammad al-Shabaki as saying that "holding parliamentary elections next October and ratifying their results, and forming the (new) government ... will delay approval of next year's budget and thus affect the disbursement mechanism in the governorates, ministries and contractors' obligations."
Al-Shabaki added that "there are three proposals to implement a mechanism for implementing the budget for next year, the first of which is the approval of data and accounts for the 2021 budget for the 2022 budget, while the second proposal included the approval of this year's budget for the next three years, which is an opinion submitted by MPs and political blocs."
He pointed out that "the third proposal is to adopt a 1/12 mechanism in the disbursement as a commitment to implementing the Financial Management Law by relying on the 2021 budget in the event that it is not possible to legislate the 2022 Budget Law for any reason whatsoever."
"The committee and the parliament are studying many proposals that lead to the approval of next year's budget smoothly and easily," Al-Shbaki said.
OPEC oil prices rise slightly
OPEC oil basket prices rose slightly on Wednesday to more than $65.36 on other oil ores.
"Opec's basket price of 13 barrels of crude rose 26 cents to $65.36, compared with Tuesday's price of $65.10," OPEC said in a report seen by Shafq News.
Some specialists attributed the rise as a result of its impact on other materials, which were also affected by the growth of china's economy, the world's second largest economy, and OPEC's commitment to restrict production.

Ministry of Agriculture: Chinese companies want to invest in Iraq
The Ministry of Agriculture has said chinese companies want to invest in Iraq in the agricultural sector, stressing the need for labor to be "Iraqi."
"Iraq has extended its hand to all countries of the world in order to attract investment, and there are Chinese companies that are serious about investing in Iraq," Agriculture Ministry spokesman Hamid al-Nayef told Al-Sabah newspaper. "There are several discussions on the issue of investment by Chinese companies, and this idea has been put forward with the relevant authorities, and China is serious about its work and we are optimistic about its investment in Iraq, especially since it is one of the major countries and rich in money, especially with thousands of well-invested dunums in Muthanna, Najaf and other provinces," he said.
"We hope that these investments will see the light of day, not just the signing of the paper," he said.
"The investment process is not carried out by a single ministry, agriculture prepares investment areas, and it is handed over to the National Investment Authority, which negotiates with countries and companies, in addition to the ministry of water resources preparing the water file, as well as security agencies and facilitating entry features," he said, adding that "the investor needs a safe and integrated environment, which we are working on."
"There are tens of thousands of agricultural engineers and veterinarians who do not have a job, and their competence in agriculture, and they cannot cultivate land, because they need money, support or loans, and therefore must be part of any investment agreement that includes the operation of Iraqi working hands," he said. This is what the ministry will confirm."

The budget is the heartbeat of what's going on...it is absolutely erroneous to believe the 1460 rate that they have right now is going to be the permanent rate for this budget...the tell tale sign is the international world pouring into Iraq. That's the biggest clue...article this week came out and said 'hey stop with all the rumors and negativity talk. We can retroactive this anytime we want.' Why would they bring that subject up? Because that's what their intentions are. Why would the CBI and the GOI say this? ...we are beyond very close...

They are working through rates and implementation of the budget. My contact there does believe this is our week. Cross your fingers…I feel like we are looking for a “AHA” moment…whatever that is. There's no need to talk about the white papers...A month ago the articles were saying they lowered the value of our currency...and it's going to stay that way for 4 years...everybody got discouraged...that's beyond stupid. None of that is logical. Then a little over 2 weeks we told you they were going to talk to you about the 3 zero notes and then they're going to talk to you about the 3 zero exchange rate. For the last 2 1/2 weeks articles...are saying they lowered the exchange rate and that was a dumb thing to do and we should increase it...so where's all the negativity? It was all garbage. Did you know that before Kuwait revalued…they first devalued and the rate was almost identical to what the Iraqi dinar is right now...we were told just last week that Iraq would have the strongest currency in their region...
