According to a statement reviewed by the Washington-based energy platform, Oil Minister Hayan Abdul Ghani said the federal government is ready to receive the allocated amount of oil from the region and export it via Turkey. He confirmed that agreements with the Kurdish side are nearing completion, except for a contentious issue related to determining the volume of domestic consumption of the oil produced.

Abdul Ghani explained that the 2024 general budget obligated the Kurdistan Regional Government to deliver 400,000 barrels per day to the State Oil Marketing Organization (SOMO) for export. He noted that the delay in implementation prompted the government to make amendments to the budget law to expedite the process, including adopting a price of $16 per barrel produced in the region.

The minister added that the amendments were approved by the regional parliament, but a dispute remains over the amount allocated for domestic consumption. The Board of Supreme Audit approved 46,000 barrels per day, while Erbil is demanding an increase to 65,000 barrels per day. This constitutes a violation of the federal budget law and prevents the agreement from being finalized.

Abdul Ghani confirmed that the Iraqi government has informed both Turkey and the Kurdish parties of its full readiness to receive and export oil, and that Ankara, for its part, is technically and operationally prepared to resume pumping through the pipeline extending to the port of Ceyhan, pending the Kurdistan Regional Government's approval to deliver the agreed-upon quantity.

The role of oil companies in resuming exports

Despite government preparations, international oil companies operating in the region have expressed clear reluctance to resume oil exports via pipelines, in the absence of a comprehensive settlement that guarantees payment of overdue dues and fair future compensation.

These companies generate significant profits from selling oil locally at discounted prices, especially since operating costs in some fields do not exceed $4.40 per barrel, while the selling price reached approximately $26.80, according to Gulf Keystone Petroleum's results. This far exceeds the Iraqi proposal based on paying only $16.

 

In the same context, Shamaran Petroleum, which operates the Atrush and Sarsink fields, recorded a net average of $35.65 per barrel in 2024, compared to operating costs of $7.46, indicating that local arrangements are more financially viable for companies than the official Baghdad mechanism.

The regional government and local businesses, particularly those linked to the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), benefit from the status quo.

Sales are conducted through local refineries and informal sources, generating significant revenues, while high transit fees of between $600 and $1,400 continue to be collected for trucks heading to Sulaymaniyah and Iranian crossings.

From this perspective, observers believe the region lacks a real incentive to resume oil exports via pipelines under the federal government's terms, particularly given Baghdad's continued payment of salaries to the region's employees, despite Erbil's failure to deliver the required amount of oil stipulated in the budget law.

Iraqi Kurdistan oil exports

International oil companies have suspended investments estimated at $400 million in the region since Iraqi Kurdistan's oil exports via the Iraq-Turkey pipeline were halted in March 2023.

Today, the companies are demanding settlement of outstanding dues for barrels delivered in late 2022 and early 2023 that have not been paid by the Kurdistan Regional Government.

Although some companies are pushing through the APICORP Association to resume exports, they are demanding that their investments and contractual rights be protected and that they receive payment of past dues. These conditions have not yet been resolved.

Baghdad faces a complex dilemma. The International Court of Justice's ruling in its favor in March 2023, which affirmed its exclusive jurisdiction over oil exports, has not actually translated into a resumption of pumping. Instead, it has further complicated the political and economic landscape and deepened the dispute with the region.

The resumption of Kurdistan Region oil exports remains contingent on resolving delicate disputes related to domestic consumption and payment mechanisms, at a time when Iraq is incurring heavy daily losses and facing mounting pressure from companies and the international community alike.

Oil Minister Hayan Abdul-Ghani revealed on Saturday the reasons for the delay in resuming exports via the Turkish port of Ceyhan. He noted that Iraq is losing 300,000 barrels per day of its OPEC quota due to the region. He confirmed that almost all the clauses have been agreed upon, except for consumption and barrel liquidation.

Oil Minister Hayan Abdul Ghani said, "The budget specifies quantities of crude oil that must be delivered from the Kurdistan Regional Government to the federal government for export. This budget specifies 400,000 barrels per day that must be delivered to the federal government, specifically to the State Oil Marketing Organization (SOMO), for export via the Iraq-Turkey pipeline."

He added, "During this period, many focused discussions and negotiations took place regarding the implementation of this preliminary agreement or what was stipulated in the budget law. In light of these negotiations, an amendment was made to the budget law with the aim of accelerating the process of implementing this agreement and delivering the quantity within these amendments. It set $16 for each barrel produced from the region as an advance, and in light of this, a consulting company is being identified within a clear scope with the aim of determining the price of producing a barrel of oil for each field separately."

He pointed out that "this agreement and amendment were presented to the regional government, and there was genuine approval of it from all parties, because it was presented to Parliament, and all members of Parliament approved this amendment, and we demanded that the region implement it."

He explained, "There are some issues that have hindered the implementation of this agreement. One of these key issues, so far, is in the budget law and within the audit agreements of the Financial Oversight Bureaus of both the federal and regional governments. They agreed to specify the amount of refinery or domestic consumption, which was estimated at 46,000 barrels per day. The region is now demanding that this amount be 65,000 barrels per day. Therefore, there is a violation of the budget law."

He pointed out that: "We have agreed on almost all the paragraphs except this one, and we hope that in the final stages the region will accept this amount that was agreed upon within the Financial Supervision Bureau of the federal government and the region with the aim of implementing this agreement."

He explained, "On our part, as a federal government, we have informed the Turkish and Kurdish sides of our readiness to receive and export this quantity. I was in a meeting with the Turkish Minister of Energy. Turkey is ready to resume oil exports through the Iraqi-Turkish pipeline to Ceyhan, but we are waiting for our brothers in the region to deliver this quantity of oil so that it can be exported."

He pointed out that "the federal government is currently losing approximately 300,000 barrels, because the amount produced by the region is counted as part of Iraq's OPEC quota, even though the federal government does not benefit from this amount."

Economic expert Nabil Al-Marsoumi said on Saturday (July 12, 2025) that the current oil dispute between the federal government and the Kurdistan Region does not deserve to turn into a complex crisis, noting that the core of the dispute revolves around only 19,000 barrels of oil per day.

Al-Marsoumi said in a social media post, followed by Baghdad Today, that "the oil minister indicates that the dispute is limited to 19,000 barrels per day, while the regional government says it needs 65,000 barrels, while Baghdad offers to provide it with 46,000."

Al-Marsoumi added sarcastically, "This isn't a difficult problem. It can be solved very simply. Take ten from Baghdad and ten from the region, and (may God have mercy on your father)," calling for a swift settlement to end the suffering of the region's employees who are awaiting their salaries and continue to pray for someone to contribute to resolving the crisis.

Al-Jabal reveals details of the new "Engineer" card for disbursing salaries.

A responsible source in the Administrative and Financial Department of the Popular Mobilization Authority revealed on Saturday, July 12, 2025, details of the "Engineer" card, the new card designated for distributing salaries to the authority's members.

 

The source explained to the "Al-Jabal" platform that the "Al-Muhandis" card is directly linked to the administrative and financial department of the Popular Mobilization Forces, in coordination with the government-run Nahrain Bank. The source emphasized that the card is "local" and has no connection to the international "MasterCard" card or any other banks.

 

The source, who requested anonymity, added that employees will begin receiving their salaries next month via this card, through special outlets of the Nahrain Bank. He noted that there are 5,000 outlets available across all Iraqi governorates, with only five in Baghdad, and confirmed that work is underway to increase their number in the coming days.

 

On Friday, July 11, 2025, the Popular Mobilization Authority announced the commencement of the distribution of "Engineer" cards designated for paying the salaries of its members.

 

The authority said in a statement received by Al-Jabal, "The Administrative and Financial Department of the Popular Mobilization Authority began today, Friday, the process of distributing 'engineer cards' to the various formations of the authority and in all governorates."

 

The statement added, "The distribution process is proceeding smoothly and with precise organization, thanks to the efforts of the specialized committees to deliver the cards to all members without delay or obstacles."

 

According to the statement, "The Administrative and Financial Department will continue its work in the coming days, delivering cards to all fighters according to pre-arranged timetables and with high discipline, to ensure that financial dues reach fighters safely and without delay."

 

Last Wednesday, the General Administrative and Financial Department of the Popular Mobilization Forces announced the completion of printing the "Engineer" card. It also informed the organization's members about the process of issuing the new payment card, along with the "Ki Card" cards they already have.

 

The authority said in a statement received by Al-Jabal, a copy of which: “After continuous work at an accelerated pace, day and night, the General Administrative and Financial Department has completed the printing of the new (Engineer Card), and the card distribution committee cell has been completed in all Iraqi governorates by the department’s cadres, as the distribution of cards will begin starting from Friday, July 11, 2025, until the completion of the process of delivering cards to all members of the Popular Mobilization Authority.”

 

The statement added, "The handover process will take place within the brigades and directorates, where cadres from the General Administrative and Financial Department will be present, and the handover process will begin. We hereby remind our fighting brothers to bring their old K-Card along with their national ID card during the handover process."

 

Earlier, the commander of the Abbas Combat Division, Maitham al-Zaidi, confirmed that the US Treasury was the direct cause behind the delay in fighters' salaries. In a statement monitored by Al-Jabal, al-Zaidi explained that "the US Treasury informed the company responsible for the salaries of the Popular Mobilization Forces that it must withdraw or face sanctions."

 

Al-Zaidi added, "The company responsible for the salaries of the Popular Mobilization Forces informed Rafidain Bank and the authority that it would withdraw from the file and called for the matter to be addressed." 

 

Al-Zaidi attributed the delay in salary disbursements to the failure of "administrative and financial personnel within the Popular Mobilization Forces to address the problem quickly," noting that "the funds are secure, but the disbursement is facing a problem, and any company that takes on the Popular Mobilization Forces' payroll will be subject to US sanctions."

 

The Iraqi Parliament's Security and Defense Committee accused the United States of "exerting continuous political and economic pressure" on the Iraqi government, the Central Bank, and Iraqi banks, noting that this has "negatively impacted" the payment of salaries to members of the Popular Mobilization Forces.

When it found that Iraq was clinging to this organization, whose members had made enormous sacrifices to defend Iraq, and when the House of Representatives proceeded to complete the legislation to restructure the Popular Mobilization Forces, the United States began using the economic card to create chaos through which it could advance its agendas in Iraq and the region."

 

Al-Muhammadawi called on the Popular Mobilization Forces to "deprive Washington and those behind it of this opportunity" and to work to address the crisis urgently. He suggested "forming special committees to prepare lists of members' names and disburse salaries in cash as a temporary solution, in preparation for developing a plan to contract with local banks and disburse salaries electronically later, to ensure the independent disbursement of these dues, away from any external pressures."

Economists and the Iraqi street must urge current representatives and the government to end the 2025 budget schedule crisis. This small detail is the entire expenditure chain. A budget without schedules is like cultivating barren land. We will face difficult economic days for the state's general structure in 2026:

1- We will definitely enter 2026 without a budget.

2- The country will be ruled by a caretaker government, meaning a government that manages interests and not a decision-making government, which will hinder many necessary spending operations.

3- There is no optimal way to disburse public dues to the people.

4- An economic obstacle due to the inability to rely on the 2025 budget, which is deficient in spending wisdom due to the lack of tables specifying spending items.

Some will invent a solution to the problem by resorting to the 1/12 spending formula, but based on which budget? It's very possible to resort to a deficit budget, namely the 2024 budget, to adopt it as a management tool! This solution, in reality, turns the budget into a spending budget rather than a fully fledged control tool. Economists know how difficult it is to rely on spending on a budget that already suffered from a deficit, especially since our revenues are now less than in 2024. So what is the solution? Moreover, this is not a healthy situation at all, and has become a norm due to disregard for economic timing.

Since there is difficulty in approving the 2026 budget, due to the upcoming elections and the MPs will be busy with their election campaigns, the available solution now is to approve the 2025 schedules, and coordinate with the government as soon as possible and in the safest way, to send these schedules to Parliament for approval, then the caretaker government will have room to pay the dues of merchants and projects, etc. Based on the 1/12 principle, it is true that this is not a desirable solution, but it is the only available one under these circumstances. You will notice that many people will demand their rights and complaints will increase about this.

Furthermore, the contingency reserve allocations account is not used for spending on emergency situations that the country is likely to face until the 2025 budget schedules are approved, according to your letter No. (37609) dated April 28, 2025, regarding the Federal Board of Supreme Audit's memorandum No. (W/126/6) in April 20, 2025

Prime Minister Mohammed Shia al-Sudani confirmed on Saturday that there is no Iranian control over Iraqi affairs, while pointing to the possibility of an agreement between Iran and the United States.

Al-Sudani said in a television interview, "There is no Iranian control over Iraqi affairs, not even a part of them."

Regarding the possibility of a deal between Iran and the United States, Al-Sudani said, "Our impression from meetings with the Iranians is that they are eager to make an agreement."

He pointed to his government's "success in reducing corruption."

Firas Al-Maslamawi, spokesman for the Reconstruction and Development bloc in parliament, confirmed on Saturday that the new bloc, led by Prime Minister Mohammed Shia al-Sudani, is the largest in parliament. He explained that it will take the initiative to enact important laws during the current legislative session.

Al-Maslamawi told Shafaq News Agency, "The Reconstruction and Development Bloc submitted an official letter to the Speaker of Parliament today, accompanied by the signatures of 53 MPs, requesting that they join this bloc, thus making it the largest parliamentary bloc in the Iraqi parliament."

He added that "the bloc will take the initiative to legislate important laws, especially since it was formed with the goal of ensuring a real role for the House of Representatives in the current legislative session," indicating that "the bloc will take it upon itself to hold sessions during the current legislative session to pass laws of concern to the public."

He explained that "we are working to legislate laws that are not controversial or that achieve benefit for the Iraqi people, in all sectors, whether health, education, service, or other sectors that have direct contact with individuals, as well as the Popular Mobilization Forces Service and Retirement Law, along with other laws such as completing the National Security and Intelligence Service Law, laws pertaining to other security agencies, and any law that serves reconstruction and development."

Regarding the Khor Abdullah issue, Al-Maslamawi explained that “the Khor Abdullah issue was completely cancelled by a binding and final Federal Court ruling. Therefore, we visited the Speaker of Parliament and discussed the matter, and he, in turn, referred the issue to the relevant committees and the Advisory Board to study the agreement and determine whether it needs to be amended or its clauses added. In my opinion, the agreement law has been cancelled, and therefore a new agreement or law must be enacted regarding the Khor Abdullah issue in accordance with the legal context (first and second readings, and then voting on it), in a way that preserves Iraq’s sovereignty without compromising a single inch.”

He pointed out that "we in the Reconstruction and Development Bloc proceed first from citizenship and second from the fair distribution of wealth and services across all governorates, preserving everyone's rights. Therefore, the door is open to all MPs whose orientations are close to or in line with the goals of the Reconstruction and Development Bloc. The number of members of the bloc may rise to 60 in the coming days."

For his part, Nazim Al-Shabli, a representative of the Reconstruction and Development bloc, told Shafaq News Agency, "The bloc announced   today is a project for a new alliance."

He continued, "The Reconstruction and Development bloc has not yet agreed on a leadership committee, but everyone agrees that any individual within the bloc is capable of managing and leading the bloc in the coming period." He explained that "the bloc's approach and its work procedures are clear, as can be seen in the nominations, and the bloc's steps were announced at the press conference held by the bloc in the House of Representatives."

Al-Maslamawi announced in a press conference on Saturday the launch of a parliamentary bloc called "Reconstruction and Development" within Parliament, noting that 50 MPs will participate in it .

Al-Maslamawi said in a press conference held at the parliament building, attended by a Shafaq News Agency correspondent, that "the bloc carries in its narrative a project to rebuild the Iraqi state and build a mature political system as a new national project, and it believes that the next phase of stability, provision of services, and the advancement of Iraq begins with real reconstruction, development, and a fair distribution of wealth ."

He added, "The bloc believes that reconstruction is not a technical term or an electoral slogan, but rather rebuilds and restores the prestige of institutions and builds infrastructure. It also aims to legislate laws that support development and infrastructure in all governorates, draft economic legislation that restores balance to the economic and industrial sectors, activate the oversight and accountability role in monitoring government performance, combating corruption, protecting public funds, enhancing legislative and political stability in the House of Representatives, representing the moderate national voice based on solutions and the state's path, and supporting the government in reform measures."

Prime Minister Mohammed Shia al-Sudani affirmed on Saturday that the government will continue its work to meet citizens' needs and requirements, while committing to implementing the basic principles of the government program, which include reducing unemployment rates, addressing poverty, combating corruption, providing services, and achieving economic reform.

The Prime Minister's media office said in a statement that "Prime Minister Mohammed Shia al-Sudani received the president and members of the new council of the Iraqi Writers Union."
It added that "al-Sudani congratulated the attending members on their victory in the Writers Union elections. He also praised the efforts of the members of the previous session of the Writers Union, commending the role of the union in spreading literature, culture, and awareness, in addition to its prominent role in political life since the founding of the modern Iraqi state."

Al-Sudani stressed, according to the statement, that "the government will continue its work to meet citizens' needs and requirements, while committing to implementing the basic principles of the government program, which include reducing unemployment rates, addressing poverty, combating corruption, providing services, and achieving economic reform."

He pointed to "the role of writers and authors in defending Iraq and protecting its sovereignty and independence, by presenting balanced and rational ideas and opinions to confront various challenges, especially in light of the events and repercussions witnessed in the region."

In appreciation of their efforts and prominent role, the Prime Minister agreed to "grant serviced residential plots to the union members and to all its branches across the country, and to open a channel for creative graduate studies, and to grant it 10 seats for literary and critical studies outside Iraq within the Higher Education Initiative, in addition to agreeing to make 2026 a special year to celebrate the centenary of the birth of the icons of contemporary Iraqi poetry, Badr Shakir al-Sayyab, Abdul Wahhab al-Bayati, and Buland al-Haidari, as well as to support the convening of the next meeting of the Arab Writers Union in the capital, Baghdad."


The statement added that "the union members expressed their thanks and appreciation to al-Sudani for the government's efforts and support for cultural affairs and the union over the past two years, and for contributing to presenting products that are commensurate with Iraq's civilizational, cultural, and literary status."

Basil Hussein, head of the Klawada Center for Studies, said that the actual governing equation for selecting the three presidencies in Iraq can be summed up as the "Najaf-Tehran-Washington trilogy." He emphasized that these forces combined represent the largest parliamentary bloc that will determine the identity of the prime minister, the speaker of parliament, and the president of the republic.

Hussein said in a post on the (X) platform, which was monitored by the “Jarida” platform , that “the Najaf authority will have the greater role in the decision-making process this time, compared to the American or Iranian roles,” adding that “the results of the elections in Iraq have never been the decisive factor in determining the identity of the prime minister.”

He explained that "ballot boxes have often been emptied of their content due to extra-electoral balances," noting that "Iyad Allawi won in 2010 but was prevented from forming a government due to an Iranian veto. Maliki was prevented in 2014, despite his victory, by a decision from the religious authority. The Sairoon list also topped the list in 2018 and 2021, without securing the prime ministership."

Hussein concluded by saying, "The elections are merely a formal façade, ultimately subject to the logic of internal and external settlements, with each party's relative weight varying in each election cycle."

Arrest warrants have been issued, and cases have been referred to criminal and misdemeanor courts according to the legal classification. She pointed out that the Public Prosecution is following up on investigations and appealing rulings when necessary. She added that the investigations included money transfers through the currency auction without customs permits, which resulted in rulings being issued against a number of customers and banks. Fictitious companies that submitted forged invoices were also uncovered, and those responsible were referred to the judiciary. 

In the forgery case, Lehims revealed networks manipulating state and private property, which were dismantled after coordination with the Central Investigation Court. The defendants' assets were seized and confiscated, affirming the Public Prosecution's continued oversight role in protecting public funds and strengthening the rule of law.

Iranian Foreign Minister Abbas Araqchi said on Saturday that his country would accept the resumption of nuclear talks with the United States if there were guarantees that it would not be subjected to further attacks.

In a speech to foreign diplomats in Tehran, reported by the Associated Press, Araghchi said that Iran has always been ready and will be ready in the future to hold talks on its nuclear program, but "guarantees must be provided that if talks resume, this approach will not lead to war."

He explained that if the United States and other parties wish to resume talks with Iran, "first, there must be a strong guarantee that these actions will not be repeated. The attack on Iranian nuclear facilities made reaching a negotiated solution more difficult and complex."

Araghchi stressed that cooperation with the International Atomic Energy Agency (IAEA) has not ended, according to Iran's IRNA news agency, but that all activities related to the IAEA will be referred to Iran's National Security Council.

The minister continued: "The agency's requests will be studied, evaluated, and responded to individually, with regard to Iran's interests."

Araghchi concluded by saying, "The risk of the spread of radioactive components and the explosion of munitions left over from the war at the attacked nuclear sites is great."

The Central Bank of Yemen in Sana'a announced on Saturday the minting of a new coin, which will enter circulation starting tomorrow, Sunday, July 13, 2025.

The Central Bank explained in a statement that this coin is in the 50 riyal denomination, and its minting comes as part of the bank's efforts to find solutions to the problem of damaged banknotes and enhance the quality of circulating currency.

He added that this step affirms the bank's commitment to strengthening community confidence in the national currency and implements its previous announcement when it introduced the 100-riyal coin. This move is a deliberate and responsible measure to replace damaged banknotes of the same denomination, without resulting in any increase in the monetary supply or any impact on exchange rates.

The Central Bank of Yemen confirmed that this coin was designed and minted according to the highest technical and security specifications to ensure its durability and efficiency in circulation.

The statement added that the Central Bank has designated exchange centers at its headquarters and branches in the governorates to facilitate the exchange of damaged banknotes for new coins for all citizens and relevant entities during official working hours.

In March 2024, the Central Bank in Sana'a announced the issuance of a new 100-riyal coin for the first time since the takeover of the capital, Sana'a, and most of Yemen's northern governorates.

According to the list of specifications published by the bank on its website, the new coin has the following specifications:

Front face:

• The name of the Central Bank of Yemen is written at the top in Arabic.

• Below is the release date 1446 AH - 2025 AD.

• In the middle, 50 riyals are written in Arabic.

Back side:

• In the upper frame, the phrase “Al-Eidaroos Mosque” is written in Arabic.

• In the lower frame, the name of the city, Aden, is written in Arabic.

• In the middle is a drawing of Al-Eidaroos Mosque.

The question that comes to mind is: Is this a train bloc or a project bloc? In other words, have the religious representatives who joined this bloc been influenced by Al-Sudani's political discourse, or do they see it as a transit station and a train to rejoin Parliament?

There is a perception that this bloc is a discourse influenced by Al-Sudani's leadership, and that Al-Sudani has influenced these representatives with his wisdom, effectiveness, and progress in government work.
This is countered by another sharp perception, that this project, from both sides: Al-Sudani and his representatives, is a project for a second term, and that it will become a mirage, just as "victory" under Haider al-Abadi's leadership became a mirage in the 2018 elections.

This perception is supported by the fact that a significant portion of Al-Sudani's bloc's representatives are known for frequently moving between the walls of other political blocs!

In general, there are questions that time, Al-Sudani, and the framework will answer:
• Did Al-Sudani announce this bloc as a renunciation of the framework?
• Will the framework align with itself, or will it disintegrate and join Al-Sudani? Are Al-Ameri and Al-Hakim expected to join Al-Sudani after the elections?
• Will the framework continue to support the government, or will it activate its oversight role?
• Iraqis are demanding change. Will this bloc meet the aspirations of the people?
• If Al-Sudani were not prime minister, would he have been able to establish this bloc of representatives?!
