What is the "suitable environment?" This phrase is a little more specific than Mike's question concerning a "condition" needed. A suitable environment could involve any of a number of factors. We know one of them: security. For well over a year this was what was holding up the implementation of the project. More recently, however, it seems that the security issue is now either solved or secondary. A second issue might be the coming election. After all, if Abadi doesn't win re-election then the suitable environment will clearly not exist, right? I personally don't see any other significant factor that would constitute a need for the creation of a suitable environment. The answer to that question, not surprisingly, is really quite simple. The one condition that is needed is the assurance that the value of the dinar will rise when they move to the international currency market and Article VIII. The problem with discussing "remove the three zeros" is that it is seen as an event...when in fact it is a process, as will be the case in Iraq. The ONLY way that the three zeros will be eliminated in Iraq is through a gradual rise in the value of the currency... It has been shown conclusively that the RV concept is not tenable because there is too much currency in circulation to effect an RV. The ONLY way to get to our goal is to see the currency move to a float and then see a gradual removal of the large notes as the value of the currency rises. Prime Minister Dr. Haider al-Abadi on Thursday chaired a meeting of the ministerial energy committee.
Where they discussed the assignment of service contract for the field of eastern Baghdad, the southern part was approved and referred to the Council of Ministers for approval because of its importance in the extraction of crude oil from the province of Baghdad, which in turn supplies power stations to the province without the need to transfer it from other provinces.
The committee also discussed the expansion of the field of Nasiriyah oil to increase production from 100 thousand barrels per day to 200 thousand barrels per day and directed the Ministry of Oil to complete all legal procedures to be submitted to the Council of Ministers.
They also discussed the formation of a joint committee of the ministries of electricity and oil for the purpose of considering the possibility of Iraqi private sector companies to set up a dry gas dump station, which in turn feeds the line that provides power plants with electricity.
The Committee also discussed a number of other topics on the agenda and adopted a number of resolutions, as well as follow-up to the directives and decisions taken at previous meetings.

The Ministry of Justice announced the end of all checks on the publication of the budget law in the Official Gazette.
"The ministry is in the final stages of preparing the special edition of the Official Gazette [the Iraqi facts], which will be published in the budget law of 2018 in the extension of the legal period and without the approval of the President of the Republic," Justice Minister Haider Zamili said in a press statement, As the Iraqi Department of the facts issued and each year a special edition of the budget law. "
He added that "the Iraqi facts department in the ministry has completed all the textual checks necessary for publication and will be held a joint meeting with representatives of the Ministry of Finance to audit the tables listed in the law and according to the regulations of the publication of the budget law every year."
The Presidency of the Republic has directed, on Thursday, to send the budget law for the year 2018 to the Ministry of Justice for publication in the Official Gazette.

BAGHDAD, March 29 (KUNA) - The President of the Republic, Fuad Masoum, directed the concerned parties in the Presidency of the Republic to complete the fundamental procedures for the publication of the Federal Budget Law for the fiscal year 2018 in the Official Gazette, "Taking this action is a diversion to the public interest and the protection of the rights of citizens and Iraq's international obligations as well as seeking to facilitate the work of state institutions throughout the country."
