Saturday UPDATE for March 17, 2018

Iraqi TV is broadcasting payments for citizens in large volumes.
Iraqi News is showing the lifting of the international ban on all Iraqi stadiums.
March 21 is being determined a holiday, all Iraqis are being told they will have payments by this date.
Still no rates shared by those citizens who have received payment already.  Time Will Tell! 

Iraqi TV was broadcasting the House of Representatives stating that the Ministry of Finance will launch the 2018 Budget in four days.....just inside of the supposed 15-day deadline.

So far, three bank sources have reported seeing rear and "Front" screens populating with supposedly "live" rates. But, of course, all of the banks are closed for now.

Iraqi TV broadcasts the CBI has launched electronic banking throughout Iraq stating that all citizens will now be paid via this new system. Even the Kurdistan region has ceded its banking operations.

Written articles have surfaced stating the following:
  • The Budget will go forth as written, even if not approved by the President of the Republic, Faud Masoum.
  • The House of Representatives formally addressed the Ministry of Finance to launch allocations budget in 2018 after 15 days from the date of sending to the Presidency of the Republic [of course, we shared this earlier already smile ]
  • Warka Bank has informed its clients that they can now purchase Warka stock from the funds deposited in their bank accounts to participate in the Capital increase. The value will be (1) IQD per Warka share. [what could THAT possibly be worth?]
  • The budget will be posted in the Official Gazette fifteen days after the ratification.....the House of Representatives is considered to have ended the vote on the budget and there is no violation of the Constitution.

Abadi: Iraq will see an economic boom

Iraqi Prime Minister Haider al-Abadi stressed the need to provide job opportunities for Iraqi youth and reform the banking system after the salvation of 'terrorism'.
Abadi said after a meeting with a high-level delegation from the World Bank that what happened at the donors conference in Kuwait in February is a global demonstration to express confidence in Iraq, asserting optimism that Iraq will be an example in the region.
For his part, World Bank Vice President for the Middle East Ghanim Hafez said that the World Bank aims to work with the Iraqi government to achieve reconstruction and increase growth in all provinces of Iraq and provide thousands of job opportunities for young people.

(Baghdad: Al-Furat News) Prime Minister Haider al-Abadi called on conservatives not to make promises of employment on electoral grounds.

"Efforts should be focused on promoting victory, achieving security and stability, finding a sound base and a suitable environment for reconstruction, improving services and providing employment opportunities for young people and graduates by encouraging investments, attracting companies and supporting the private sector, which is an active partner in the Iraqi economy," the statement said. 
"We need serious cooperation and commitment to quotas, and we want to distinguish between governorates and others," Ebadi said, calling for cooperation, justice, fairness and good water management to make all provinces more efficient. 
"The elections are on the doorstep and we are keen on its integrity and to be conducted in a timely manner from all aspects of security and organizational." 
He called on conservatives to "carry out their duties in the service of citizens and not to make promises of electoral recruitment and maintain neutrality, as well as encouraging citizens to participate in the elections to choose their representatives properly."

The Central Bank of Iraq approved the participation of customers from depositors who have bank accounts in all branches to participate in the subscription of the shares of the bank amounts available in their accounts in whole or in part to increase the capital of the bank (Article 56 paragraph IV of the Companies Law Amended No. 21 of 1997).
 
The bank said in a statement that the subscription mechanism will be regulated by an instrument or authorization from the customer's account deposited to the subscription account. The depositor will be a shareholder in the bank's capital under the certificate of shares to be supplied to them which are negotiable in the Iraqi market for securities after completion of capital increase procedures Bank, and that the nominal value of the share is one dinar.
 
The bank said, according to the statement, wishing to do so to review the management of the bank within the period of 15 days from the date of this announcement, accompanied by the supporting documents. d

Baghdad Governor Atwan Al-Atwani on Sunday called on the federal government to develop solutions to confront the service crisis of the Baghdad belt. 
Al-Atwani described the service situation in the areas of the parties as "deteriorating," stressing that "the service problems in the belt areas of Baghdad are getting worse and that the patchwork solutions do not solve the situation." 
 
He added that "Today we are witnessing the exit of a thousand citizens to demonstrate demanding the reform of the reality of service in the belt areas of Baghdad, and we as a local government to support these demands as we have ongoing meetings with the committees organizing these demonstrations and briefed us in detail on the demands of the people involved in providing services and the most basic rights of those cities, The reality of service is clearly declining and the problem has become cumulative because of the neglect experienced by those areas during previous periods. " 
Al-Atwani said that "the province of Baghdad prepared a plan in advance to promote the reality of services in preparation for the launch of the implementation of projects pressing, which agreed to the implementation of the Prime Minister," asserting that "Today we stand by our citizens who went out to claim their rights in the areas of factories and Nahrawan and Husseiniya and Diyala bridge and the government must respond Quickly ".

The Kurdistan Regional Government (KRG) announced on Sunday that it would suspend official work in the region for three days starting from Tuesday on the occasion of the Norouz holidays. 
Government spokesman Sven Dezi said in a press statement: It is hoped that« this holiday is a step for stability and prosperity and overcome the problems and crises ». 
He added that «this occasion will disrupt the official working hours in all government institutions» explaining that the holiday will begin on Tuesday 20 March and also include 21 and 22 of March, and will begin the official working on 25 
2018. 
It is noteworthy that many people in the Middle East salute Norouz holidays such as Iran, Afghanistan, Pakistan and Tajikistan

The Undersecretary of the Ministry of Electricity for Distribution Abdel-Hamza Mahmoud that the supply of Basra electric power during the summer will not be less than 20 hours a day, according to the directives of Prime Minister Haider Abadi.


He expected 'to increase the hours of processing in the province if the first phase of the Rumaila investment station to work and scheduled during the summer, producing a thousand megawatts ruled out the fears of the assistant governor of Basra for energy Munther Nima from the low hours of power supply to citizens to 16 hours a day during the summer and reflection of the entry Rumaila investment station negatively on the reality of current in the province. 

Mahmoud said that part of the capacity of the Rumaila investment station once it enters the work will be added to the province of Basra, which is likely that the minimum load during the peak time of 3000 MW. 

As the Undersecretary of the Ministry of Electricity for Distribution pointed out that the cadres of his ministry carried out the maintenance and rehabilitation of all the units that required this in Basra, he called on the people to rationalize as the only solution to provide them with hours more than electric power as well as pay lists of current consumption in time.

Iraq calls on foreign companies and investors to build and operate two new refineries

 
The Iraqi Oil Ministry announced on Sunday that it has invited foreign companies and investors to build and operate two new refineries in the south of the country.
 
The ministry said that 'the first refinery will be built in the province of Wasit production capacity of 100 thousand barrels per day and the second in the province of Diwaniyah with a capacity of 70 thousand barrels per day.'

The meeting discussed the position of the security audit of the staff of the liberated areas (Nineveh) and directing the ministries to prepare a statistical on the personnel who did not proceed and guidance to resolve the security audit as soon as possible.

He also presented to the Council the annual report on stability in Iraq (criteria of fragility) and the great improvement of Iraq according to the level of the International Classification and work to raise it to a higher level and issue a set of directives on this matter.

The memorandum of understanding on cooperation and intelligence coordination with the Islamic Republic of Iran was voted on.

The implementation of previous decisions was also followed up and a number of other topics on the agenda were discussed.

Dr. Haidar al-Abadi stressed the importance of cooperation and strengthening relations with the EU countries, indicating that we are trying to be our relations with all countries on the basis of common interests and non-interference in internal affairs.

He pointed out that the Kuwait conference was successful in giving a message that the world extends its hand to Iraq for its reconstruction and stability after it has won the support of the terrorist.

Dr. Haidar Al-Abadi said that we have other challenges after we succeed in overcoming the challenge of terrorist gangs, including the reconstruction of the country and the provision of employment opportunities, and we will change these plans and stimulate the private sector.

He pointed out that our forces currently enjoy high professionalism and have operations to track terrorist cells after the liberation of all Iraqi territory, stressing that the work is continuing to limit weapons to the state.

Meanwhile, ambassadors of the European Union countries praised the steps taken by Dr. Haider al-Abadi, the reformist and the victory over the terrorist gangs, stressing the continued support of their countries for Iraq and its reconstruction and stability.
