Friday, March 23,Alsumaria News / Baghdad
MP on the bloc of change Hoshyar Abdullah, on Friday, the Iraqi government "to lodge a complaint" in the UN Security Council against the continued Turkish aggression on Iraqi territory, while stressing the need to "pressure" Ankara economically and commercially and waving the denial of investment in Iraq.
"In the past period, specifically two months ago, the Iraqi government warned us of the danger of the Turkish expansionist agendas in Iraq and the blatant interference under the pretext of the existence of the PKK," Abdullah said in a press release. "The violation of Iraqi sovereignty by Turkey Is in collusion with the Kurdistan Democratic Party, as there is a group of Turkish camps inside Iraqi territory in areas controlled by the Kurdistan Democratic Party in particular. "

He added that "the Turkish attacks amounted to a degree of persistence to the point of targeting innocent citizens went out for a walk and celebrate the holidays of Noorz in a civilian non-military," noting that "the Iraqi government and unfortunately did not deal seriously with these ongoing attacks, as we were waiting for apostasy A much stronger act by Prime Minister Haider al-Abbadi and the Ministry of Foreign Affairs and related parties through a complaint in the Security Council against the Turkish side and its obligation to respect Iraqi sovereignty. "
"The time has come to put an end to the partisan and family relations with the Turkish side, which caused these attacks and the continuous violation of Iraqi sovereignty, and caused the smuggling of oil in the region for the benefit of Turkey and the interest of Recep Tayyip Erdogan personally," he said, pointing out that " Turkey behind the scenes has pushed Barzani towards this step, which they publicly condemned, and as usual the only beneficiary is Turkey and Erdogan. Economism is defined as "holding money and locking it out of circulation." It may be that money is buried or kept in boxes inside the house and is not taken out to trade in money and capital markets.
The prevalence of the phenomenon of compactness in developing countries is due to the weakness of the banking culture, which generates a vicious circle of forces that are opposite to the movement of economic and social development. Data of underdevelopment widen the phenomenon of stagnation, which leads to a reduction in the volume of positive savings, , And the economic and social development movement necessary for the development of Third World countries.
One of the negative effects of hoarding and its impact on economic activity in developing countries is the division of income according to economic considerations into two parts: a section that spends on consumer requirements, and another goes to savings.
If, in the short term, income is assumed to be constant, the individual can only increase his savings by reducing his consumption expenditure.
In Iraq, the governor of the Central Bank Ali al-Aalak said that the phenomenon of financial strangulation outside the banking system is dangerous, as 77% of the currency traded outside the system of the banking system is in a state of exhaustion. In order to employ these resources and pay them towards savings and the direction of the banking sector, And wide at all levels. "
The economic expert Raed Fahmy, "Securing internal resources and mobilizing in the case of savings is very important, and this poses a serious risk and concern for the funds in the case of hoarding"
He pointed out that "the state of compactness means there is a lack of confidence in the banking sector in attracting deposits and this is a major challenge because it is not only a financial and administrative challenge, but also harms the economic reality and the security reality and the political reality.
The director general of financial operations and debt management in the Central Bank of Iraq, Dr. Mahmoud Dagher, said that the lack of confidence of the citizen banks face all backward countries, including Iraq, where private banks grew in an unstable situation and despite all the changes and improvements, but banks are still unable On the confrontation, and we are still witnessing the dominance of government banks such as Rafidain and Rashid, on most deposits and banking assets and therefore this created a dilemma for private banks to play their part.
Dagher pointed to "bank irregularities of the instructions of the Central Bank, especially in the sale of the dollar, pointing to the transformation of Iraq into a market economy, which of its conditions supply and demand.
He pointed out that there is high demand for the dollar because of instability and can not be restrained pointing out that previously the central bank before 2014 covers all the quantity and now we do not cover the amount required by importers or those with assets or foreign transfers and this pressure, the economy
The citizens' lack of confidence in banks is due to the following:
• The government does not pay the dues of the private sector, contractors and farmers, despite the passage of years of maturity, in addition to the lack of cash liquidity in banks, especially the civil ones, when reviewing the citizen to withdraw funds shocked the inability of the bank to meet its dues.
• The Iraqi citizen loses about 5% of his money because of exchange rate difference once deposit money in dollars in his bank account and then withdrawn, and this is a great suffering it, and the central bank to monitor the private banks and government in the installation and set a fixed ceiling for the amount of exchange foreign currency but note that there Manipulation and corruption in this matter.
• The most serious situation faced by citizens with private banks is that they close and close their doors without warning and without any legal accountability to them, so we see that most citizens have fled dealing with private banks.
• The delay in the service and not keep pace with some banks to modernity and routine in the private banking system, which was supposed to overcome, and these things have their role and impact.
• Lack of awareness among individuals of the importance of a private banking sector. This view means the need to expand the scope of financial coverage, which means the delivery of banking services to all citizens, whether in the government or private sector.
The financial and economic adviser, Dr. Mazhar Mohammed Saleh, said that the manifestations of the compactness in Iraq take different dimensions, namely: self-compactness such as gold, jewelry and precious valuables, and the Iraqi dinar, which accounts for 77% of the currency exported outside the Central Bank of Iraq.
The stifling weakens the strength of the national economy by diverting its savings, which support the income and production dues, to stumbling leaks, in the income cycle, or weaken production opportunities and sustain economic activity.
Here is the demand for cash or money-like wealth for the purpose of hedging "uncertainties".
The history of the Iraqi banking has witnessed during the last century the phenomenon of exchanging gold in paper currency by placing gold as a hostage at the jeweler, or moneylenders for a riba interest, as the demand for money here helps through the guarantee of gold by extracting formal money from the cycle of monetary leaks to the spending cycle, Economic, but with illegal market instruments, and thus demand for cash for purposes of transactions but for courses of income is not necessarily complete and does not lead to real economic balance.
Saleh pointed to an important event in the history of the Iraqi economy, in the sixties of the last century, was established a government bank called the Mortgage Bank / a legal and official alternative to the phenomenon of moneylenders and the whole market is illegal, which provides loans guaranteed gold guaranteed by the Bank of mortgages, To keep the gold held by the Borrower until the maturity of the Loan or to pay for interest charged by the Borrowing Bank to cover the operating costs and part of the risk of fluctuating the value of the same security of the jewelery and gold bars occupied.
Saleh highlights the bank's cancellation at the beginning of the 1970s for unknown reasons.
Banks remained in a semi-banking relationship with customers in the provision of services, as bank funds or personal bank vaults remained available to citizens and available for use within each bank, especially the government, including Rafidain and Rashid.
The citizen can keep his precious resources and important documents in safe places with 100% safety, for a monthly or annual fee.
The absence of this safe service cut off one of the bonds between the citizen and the bank as an entity that preserves the wealth of the society and strengthens the connection between the citizen and the bank.
Saleh called on the Iraqi Central Bank to conduct a study, grant a license to the Iraqi Bank of Mortgages, to mortgage gold and jewelry for cash money (which boosts bank credit and turns quasi-fortified wealth into a guarantor in generating demand for money for transaction purposes and supporting economic activity.
This promised one of the institutional channels in the elimination of the phenomenon of compactness like money and other, and maximize the atmosphere of confidence between banks and citizens, to receive their gold jewelry and other valuable valuables in the vaults at the banks for soft wages.
The citizens demanded the establishment of a deposit guarantee company to reassure their bank deposits of the risks of banks 'exposure and failures; because it reduces the demand for liquid cash as a catalyst, which is an unstable, highly concerned function that is highly correlated with the interpretation of uncertainty in individuals' demand for cash in its rolling form Or quasi-money, and to prevent the entry of the cycle of income and deprivation cycle of economic activity.

AFTER THE WAR; No Electricity but Kuwait Reopens Its Banks

By DONATELLA LORCH, Special to The New York Times
Published: March 25, 1991
It still has no water and little electricity or food, but Kuwait revived its banking system today, introducing a new currency.
Banks reopened for the first time since Iraqi occupation forces shut them down in December. Thousands of people lined up to exchange their old Kuwaiti dinars for crisp new ones and to withdraw a limited amount of money.
Without electricity, the banks services were slow, limited to money exchange and withdrawal. There was no telex, no electronic money transfer and no telephones. The computers were unusable, so all transactions had to be entered by hand.
"It's like going back 20 years," said Mohammed al-Yahya, the manager of the Commercial Bank of Kuwait, the nation's second-largest bank. Seized Dinars Canceled.
The Central Bank is canceling the value of Kuwaiti dinars that were seized from the Central Bank and put into circulation by the Iraqis. The invalid serial numbers were posted today in front of all banks in the city.
All other old dinars can be exchanged for new ones on a one-to-one rate until May 7, when the old dinars become invalid. The new official exchange rate is 3.47 American dollars for one new Kuwaiti dinar.
Although it is severly handicapped without electricity, the Commercial Bank, like many other major banks, was able to open for business because its records had been saved from the Iraqis. Mr. Yahya hid the bank's balance sheets in his home and sent its computer records to London via Syria with an Indian employee, who packed the tapes into the back of a trailer.
The banks also face serious personnel shortages. Only 11 of the Commercial Bank's 35 branches opened today, with 137 out of 1,300 workers.
Before the Iraqi invasion, only 17 percent of the bank's staff was Kuwaiti. Many of the foreign workers -- Jordanians, Palestinians and Indians -- fled and now cannot re-enter the country.
For those exchanging money today, there was little they could buy in Kuwait. Many of those in line said they planned to use their money for vacations or for shopping trips to Saudi Arabia to buy generators and food.
"I need to get away from this pressure," said Abdul Mohammed Hussein, a computer engineer in his early 40's who said he was withdrawing 1,500 new dinars to take a vacation in the United Arab Emirates. "Everywhere you go you find lines. At the supermarket, you find lines. To get petrol for the car, you find lines."
Abdul Hamed al-Atar, a 50-year-old retired Interior Ministry official, said this was the first time he had set foot in a bank since September, and he seemed relieved. "Kuwaits always keep a lot of cash with them," he said as he was handed crisp new piles of money that he stuffed into a small bag. "It's a comfort to have money in my hands."

3-23-2018   Intel Guru Bruce   ...Iraq is done and they have everything moving and shaking.  They have been congratulated from a number of countries in the Middle East in having been put back on the world stage, having a currency to do business with.  Iraq did put their rate in the budget in their digital Gazette yesterday. I do not know if the printed version was shown.  We had all kinds of information coming in and confirmations that this was supposed to have gone down overnight last night. ...From what I understand it was in position and it was expected to. ...I don’t know what the reason is why it didn’t happen. ...Maybe the timing just was not quite right....but all the factors were in place. The military was ready to go with security.  The Treasury was on board ready to go. The President was on board expecting it to happen. ...We are in a sort of any minute basis, open window...

3-22-2018   Newshound Guru Adam Montana   [...Okay Adam when is the RV going to happen?...]  Fingers crossed, we are almost there!

3-22-2018   Newshound Guru mike  Article:  "The exchange rate of the dollar against the dinar throughout Iraq"   It's abundantly clear that the numbers are all over the place...there's confusion regarding the spread. Why? Because the CBI has decided to not publish the figures. Why? Who knows, but if I'm the CBI the logical thing to do is publish the spread figures which would reassure and provide additional confidence in the dinar. Why hide the success?   ...The markets are providing conflicting data, the only true measure of the spread is coming from the CBI, period...The facts are the CBI's not giving us the data. Speculating, hoping and posturing that the rate is within the 2% MCP band is unwarranted without confirmation from the CBI,  it's just wishful thinking.
3-22-2018   Newshound Guru Adam Montana   In a word: “No”.   It has been explained to me by multiple sources that banking hours are not federally mandated to be “9-5”, and in fact even if a State declares an “emergency situation” that would normally close most banks, our banks in the United States can choose to stay open or not. This also means they can operate 24 hours per day if they choose, or declare a “special situation” and grind through the night on "unusual business hours" to take advantage of a situation like this.   We are not the only ones who are anticipating a profit in this venture…the banks are, too.   So we can reasonably expect that if we get that call, whether it’s at 1AM or 3PM, we’re going to be looking at a timely process that enables us to cash in, the banks to profit, and business to happen.  [post 2 of 2]

3-22-2018   Newshound Guru Adam Montana
Here comes some speculation:  The CBI will announce this perhaps a day, maybe 6 hours ahead of the opening bell… but WHICH opening bell? My guess is the one closest to their time zone, with the largest trading capacity in the world – London. Keep in mind that London is 3 hours behind Baghdad, which means 9AM in Baghdad is 6AM in London. ...the question comes up a LOT: “When will we know?”  We have to take into account all major players in the FOREX market. Here are the top 6, in the order of their trading volume and the time it is in each location at 9AM Baghdad time:  1.     London – GMT (6AM)   2.     NYC – GMT -5 (1AM)   3.     Tokyo – GMT +9 (3PM) 4.     Singapore – GMT +8 (2PM)  5.     Zurich – GMT +2 (8AM)  6.     Hong Kong – GMT +8 (2PM)...  This puts us in the U.S. in a bit of a pickle, and it’s one I’ve discussed with several CEOs that know the finer details. “What happens if the RV is announced at 9AM Baghdad time, but our banks don’t open for another 8 hours? Will that cause a problem for us?”...  [post 1 of 2....stay tuned]

3-22-2018   Newshound Guru Kaperoni   Article:  "The exchange rate of the dollar against the dinar throughout Iraq"   The...article states 1214 to $1.  That is within 2%.  I wouldn't expect it to vary much each day with daily auctions of 180 million +...

3-22-2018   Intel Guru Frank26   Right now the reinstatement is key; nothing else in between matters; we are waiting for the announcement of the reinstatement; what matters is the article we are waiting for...Will be 1:1 in-country; believe they are going back to Shabibi days...back to the "GLORY DAYS"...What we are seeing is a synchronized launch of two currencies (Siamese twins) IQD vs New USD...What we are see is a synchronized launch of two countries...USA and Iraq...New Day=New Beginnings=New Horizons...   [post 2 of 2]

3-22-2018   Intel Guru Frank26  [via Mana'olana3]   A "NEW DAY' is here...with New Beginnings.... "We did it!" Everything done 3-20-18...A prerequisite to a successful reinstatement of their currency...Platforms conducting rigorous testing of their systems; must not fail; will incur significant financial implications and ramifications, i.e. financial collapse of CBI...Platforms testing different numbers of the IQD; they don't know the true rate...Platforms testing all the decimal places. They are not testing the rates because they do not have it, yet...Platform testing, what we are seeing is not a glitch; it is not an error; from Trillions to Billions, because it is a "NEW DAY"...   [post 1 of 2....stay tuned]

3-21-2018 Newshound Guru Adam Montana Back to the rate showing up in different places at different rates… does Google know something we don’t? It’s certainly possible, but there’s probably no way to know for sure. Another important point… there will be no RV without HCL. The timing of this Google rate thing is extremely suspect when you factor in this: Article: "March 29, the latest session of the parliament" They are specifically mentioning HCL being addressed on the 29th – 8 days from now. That’s precisely the kind of window I’d be expecting to allow the major banks and trade centers time to prepare for a massive influx of a new currency! [post 2 of 2]

The first Iraqi official speaks Kurdish .. congratulations Abadi deserve the approval of the Kurdish street

BAGHDAD (Reuters) - March 22 - Iraqi Prime Minister Haidar al-Abbadi congratulated Kurdish Kurds on the occasion of the Noorz celebrations, a sign of improved relations between Baghdad and Erbil.
Abadi spoke at a press conference with Kurdish words in which he congratulated the Kurdish people. Although his words were brief and completely inconsistent, his initiative won the admiration of the Kurdish street, which he recorded as the first time an Arab official in the Iraqi state has ever spoken in Kurdish.
It seems that Abadi wanted to send a message on the improvement of relations between his government and the territorial government, especially after initiatives to dampen the relationship between the two parties, most notably the opening of airports in the region to international aviation. Flights to Erbil and Sulaymaniyah airports began yesterday, about five months after they were banned, following a referendum on the secession of the Kurds on September 25.

International Energy warns of high carbon emissions

LONDON, March 22 (Reuters) - The International Energy Agency (IEA) warned of global energy-related carbon emissions, rising to a record 32.5 gigatonnes last year after stabilizing over three years.
"Emissions have risen as a result of rising demand and slowing efforts to improve energy efficiency," the agency said.
Global demand for energy rose 2.1 percent last year to 1,405 million tonnes of oil equivalent, more than double the rate of the previous year, boosted by strong growth, the agency said.
Energy demand rose 0.9 percent in 2016, and for itself the average in the previous five years.
Global carbon dioxide emissions also increased by 1.4 percent in 2017 to 32.5 gigatonnes, a record high, as energy efficiency slowed last year.
"The significant growth in energy-related CO 2 emissions in 2017 shows us that current efforts to combat climate change are far from adequate," said Fatih Birol, executive director of the International Energy Agency.
"Carbon emissions have not risen everywhere, most major economies have seen increases, but Britain, the United States, Mexico and Japan have seen declines and the biggest decline in the United States as a result of the expansion of renewable energy use," he said.
