The regional government delegation arrives in Baghdad to discuss the budget

A high-ranking delegation from the Kurdistan Regional Government headed by the deputy prime minister of the region, Qubad Talabani, arrived on Tuesday, in the capital, Baghdad. 

A spokesman for Deputy Prime Minister Samir Hawrami said, "The visit comes as an extension of the previous meetings between the Kurdistan Region and the federal government," according to "Rudaw".

He added that the discussions will revolve around the outstanding differences, including in particular the financial dues for the Kurdistan Region and how to fix them in the draft budget law for 2021. 

He stressed that the Kurdistan Regional Government has shown its willingness to reach an agreement with the federal government on oil and non-oil revenues and border crossings. 

The delegation will start its meetings today with the existence of sub-committees to discuss the legal details and find a way out of the controversial issues. 

So far, Baghdad and Erbil have not reached a definitive agreement, amid talk of several scenarios for an agreement. 

A member of the Parliamentary Finance Committee, Sherwan Mirza, said that there is a tendency not to rely on a percentage to determine the Kurdistan Region’s share of the budget because Baghdad had never previously committed to sending the specified rates. 

He explained that based on the population rate in Iraq, Kurdistan's share in the budget should not be less than 15%, but Baghdad has never sent this percentage of the budget during the past years, so the agreement will be on a specific amount of money instead of a percentage. 

Baghdad and Erbil previously agreed to send the federal government 320 billion dinars per month to the Kurdistan Region for the months of August, September and October until the 2021 budget is approved, in return for handing over 50% of the border crossing revenues to the region.

OPEC prices follow its theories and drop to $41.46

OPEC oil prices fell Tuesday, joining brent and U.S. crude to $41.46 a barrel.

"Opec's basket price of 13 barrels of crude was $41.46 per barrel," OPEC said in a statement to The Twilight News.

"The price was down from $43.42 last Friday, according to opec secretariat calculations," the organization added.

The ORGANIZATION of Petroleum Exporting Countries (OPEC) reference basket consists of: The Mix of The Sahara (Algeria), Gerasol (Angola), Orient (Ecuador), Zaveero (Equatorial Guinea), Rabe Lit (Gabon), Iran Iran), Basra Lit (Iraq), Kuwait Export (Kuwait), S. Seder (Libya), Bonnie Light (Nigeria), Arab Light (Saudi Arabia), Morban (United Arab Emirates) and Miri (Venezuela).


Finance: The 2020 budget contains a deficit of 80 trillion dinars

Today, Wednesday, the Ministry of Finance confirmed that the 2020 budget that the ministry sent last Wednesday to the government contains a deficit of "80 trillion dinars."

The Undersecretary of the Ministry of Planning, Maher Hammad Johan, said in a press statement, "The federal financial budget for the current year 2020, which the Ministry of Finance sent to the Council of Ministers last Wednesday, is the same budget that was prepared earlier and contains a financial deficit of 80 trillion dinars, and was approved For a total amount estimated at 146 trillion dinars. "

He added that "the budget has not undergone any change, as it also contained the launch of bonuses and promotions for all employees," noting that "the available job grades for retirement assignment have been added to the federal budget for 2021."

He pointed out that "the ministries of planning and oil, in addition to the Central Bank, the Customs Authority and the Public Debt Department, are currently reviewing the sums that could be supplied to the 2021 budget, which now lacks the existence of final figures."

Even 25 cents for the dong would be extremely high. 1.00 would be nothing short of one of the greatest miracles in history. At 1.00 the dong would far out perform the dinar. And I believe the dinar will absolutely be the big winner in my opinion

9-7-2020   Newshound Guru Pimpy   ...there's a lot of things happening in Iraq but you can almost sum it all up fairly shortly...a lot of it is redundant.  It's what we've been watching for...It's still good news, I just don't want people to get immune to the good news...we're seeming more now than every.  A lot more positive movement towards achieving our goals both long term and short term with Iraq....I thought 2019 was really kicking butt, no 2020 is way ahead of that ball game...

Prime Minister Mustafa Al-Kazemi chairs a meeting of the Supreme Committee for National Health and Safety

Today, Monday, the Supreme Committee for Health and National Safety held a meeting chaired by Prime Minister Mustafa Al-Kazemi.

At the beginning of the meeting, Mr. Al-Kazemi praised the efforts of the medical and nursing staff, and their dedication to standing in the first response to confronting the Corona pandemic, and providing medical assistance to the injured.

His Excellency stressed that the great challenges facing the country at the present time, foremost of which are the Corona pandemic, and its dangerous repercussions on various sectors.

The Prime Minister, Mr. Mustafa Al-Kazemi, called on the Ministry of Health and all the authorities supporting it to make utmost efforts, in order to provide the best services to the injured patients, and stressed the continuation of preventive awareness campaigns for citizens, and urged them to adhere to them.

The Minister of Health and Environment presented a detailed report on the general health situation, and the measures taken by the ministry to confront the Corona pandemic, especially with regard to increasing the number of daily examinations to many times what it was previously, with a significant increase in recovery cases, in the face of the high number of injured.

The director of the World Health Organization’s office in Iraq, Dr. Adham Rashad Ismail, praised the government’s efforts to confront the pandemic, and the measures taken by the Ministry of Health, which were the reason for reducing the death rate to (2.9%), which is less than the global percentage, and its efforts to achieve a significant increase. In cases of recovery, the provision of medicines and supplies necessary for treatment, and overcoming the scarcity of some of them during the last period.

The committee discussed the topics on its agenda and took the following decisions:

First / Approval of the following:

a. Launching youth and sporting activities and events in various fields (without an audience), while adhering to preventive health measures, starting on 9/12/2020.

B. The Ministry of Health issues the conditions to be followed in these activities.

Second: Approving the opening of restaurants as well as the opening of the halls and tourist facilities of the five-star hotels, provided that health preventive measures are applied to ensure their safety from the Coronavirus that was prepared by the Ministry of Health.

Third / Approval of the opening of the land border crossings to commercial traffic (exclusively) throughout the week, to secure the needs of the local markets in accordance with the health preventive measures mentioned in paragraphs (1 and 2) of the Supreme Committee for National Health and Safety Resolution (61 of 2020).

Fourth / The official working hours in all governmental institutions are 50%, and the minister or head of an entity not associated with a ministry or the governor is left with the power to estimate the actual need.

Fifth / Approval of the Ministry of Health signing a document with Zain Al-Abidin Hospital of the Hussaini Holy Shrine to provide medical services for sick cases covered by medical evacuation that cannot be treated in government hospitals, to be treated by experienced foreign staff, as well as training for Iraqi doctors and fellowship students.

Sixth / Approval of the removal of the Ministry of Health's hand from the Al-Bataween Residential Buildings Complex in Baghdad Governorate, in order to establish hospitals for communicable diseases within the Baghdad Health Department.

Seventh / Approval of the following:
A. Allowing the High Elections Commission to open registration centers to target voters for their biometric registration and distributing biometric voter cards.
B. Exemption of staff of the High Electoral Commission from the ban procedures.
C. Excluding the transfer of materials for the Independent High Electoral Commission from the ban procedures

Baghdad and Washington stress the importance of moving towards an effective partnership that respects the sovereignty of Iraq

Foreign Minister Fouad Hussein and US Ambassador Matthew Tueller stressed, on Monday, the importance of moving forward in achieving an effective partnership characterized by respect for Iraq's sovereignty and dedication to common interests.
The ministry said in a statement. "Foreign Minister Fouad Hussein met with the Ambassador of the United States of America to Baghdad, Matthew Toller," indicating that "the two sides discussed ways to improve the horizons of bilateral and strategic relations between Baghdad and Washington, and the importance of activating means of bilateral cooperation in order to achieve the interests of both friendly countries."
She added, "The two sides discussed the results of the visit of the Prime Minister and his accompanying delegation to Washington," noting that "the importance of moving forward in achieving an effective partnership characterized by respect for the sovereignty of Iraq and the dedication to common interests.

The Kurdistan Democratic Party (KDP): The coming period will witness the solution of all problems between Baghdad and Erbil

Deputy of the Kurdistan Democratic Party Mahdi Abdul-Karim, on Monday, suggested that the coming period will witness the solution of all outstanding problems between Baghdad and Erbil.
And Abdul Karim explained, "a specialized delegation headed by the deputy head of the regional government will visit Baghdad to lay down the mechanisms for all the articles that have been agreed to develop working mechanisms and proposed solutions for them."
He pointed out that "the Kurdistan Regional Government does not have any problem, and that it has a sincere intention to solve all problems whose continuation does not harm the interest of the region or the center." A decisive solution to all outstanding problems between the two parties, "explaining that" all outstanding problems will be solved during the coming period.

A parliamentary committee submits a proposal to cancel the Sabbath holiday

The Parliamentary Education Committee announced the submission of a proposal to cancel the Saturday holiday in schools during the new academic year.
Committee member Abbas Al-Zamili said, according to the official agency, that "there are several proposals regarding the new school year, including the abolition of the Saturday holiday in schools."
He added, "The proposal to cancel the city holiday comes in order to distribute students on weekdays in order to reduce the numbers."
