The Prime Minister, Mustafa Al-Kazemi, received today, Saturday, the ambassadors of the countries of the Economic Contact Group in support of Iraq.

During the meeting, he reviewed the latest developments related to government steps in the field of economic reform, the completion of the white reform paper, and the inclusion of related concepts in the general federal budget law that is now before the House of Representatives.

The Prime Minister stressed the importance of government measures to address the chronic problems plaguing the Iraqi economy, and their link to corruption and mismanagement.     

He said: The reform paper carries a future vision towards building an advanced Iraqi economy that stimulates local production in the industrial, agricultural and other sectors, provides job opportunities, and optimizes Iraq’s human and material energies.

He also indicated that the government is taking steps to combat corruption despite the great pressures that hinder this file as a result of harming the interests of those who have been living illegally on state resources for many years.

He stressed the need to activate the outputs of the international conferences held in this regard, in order to turn into concrete steps that would benefit the Iraqi economy, and provide a decent life for the citizen.

The ambassadors of the Economic Contact Group, chaired by Germany and the European Union, in addition to the World Bank, praised the importance of the steps taken by the government to implement reform, and expressed their willingness to work according to the priorities set by Iraq to support the reform process and efforts to combat corruption.

The Parliamentary Economic and Investment Committee suggested that the vote on the budget law will take place in the middle of this week.

Committee member Mayada al-Najjar said, "The atmosphere so far is positive for voting on the draft general budget law," according to the official news agency, INA.

It was agreed on the content of the draft budget bill, leaving nothing but "the share of the Kurdistan Region and some tables," according to Al-Najjar, and it is likely that "the two days of the law’s presentation for voting and passing it this week will be on Monday or Tuesday."

In the context, Deputy Mansour Al-Baiji called on the Presidency of the House of Representatives to set a date for a session to vote on the current year’s budget law and not to delay its approval any longer, considering that the share of the Kurdistan region is "the eternal problem of the budget law, and it must be submitted to a vote on it by the political majority."

Al-Baiji said in a statement seen by "Al-Eqtisad News", that "the amendments made to the budget law by the Finance Committee are significant, and they have changed a lot in the content of the budget and are ready for voting, according to the statement of the Finance Committee, except for the paragraph of Kurdistan Region’s share, which is the only problem with the budget.

Hama explained that "the government did not record any observations on the region’s share and the objection within the Shiite blocs.

Al-Taie said in a statement to "the information", that “determining the value of the exchange rate for the dollar against the dinar is one of the exclusive powers of the Central Bank of Iraq, as it is responsible for the monetary policy in the country and the law according to its various contents allows it to regulate and determine the exchange rate for economic requirements, whether its decision is correct or wrong, as it is He is the one who bears responsibility and is entitled to be questioned by Parliament, as it is the highest legislative body in the country and has the right to monitor all state institutions, including the financial ones.

Al-Taie added, "It is not possible to file a lawsuit against the Central Bank to return the exchange rate of the dollar to what it was, because determining the price is an exclusive right of the bank, such as the exercise of a ministry or a specialized sector body concerned with its powers, that is, the matter is related to the exclusive powers and it is the right of the central bank."

He pointed out that “the Iraqi judiciary intervenes through the existence of a case, and the latter must have a legal basis if it does not exist and is missing basically how will the judge rule,” noting that “even if it is lifted, the response of the Central Bank or its representative will have exercised its exclusive powers according to the law. He did not violate its provisions.

The central bank had suddenly raised the exchange rate of the US dollar against the Iraqi dinar, without prior warning about a month ago from now, which led to confusion in the markets.
