Iraqi Finance Minister Ali Allawi announced that the 2022 budget, which the ministry began preparing a few days ago, will have a reform dimension, as it “different from previous budgets” and reflects “the reality of Iraq’s obligations.”
The minister explained in press statements that the ministry will seek to submit this new budget to parliament before the early parliamentary elections scheduled for October, adding that it will be a “reform budget, but it may be politically difficult.”
He said that the ministry “tried in the previous budget to do a similar thing,” as it “presented the budget in a way that shows officials the size of Iraq’s real obligations without paying it into arrears corners, so the number came to a large, and was not politically acceptable, so it was amended and the budget was issued” in its current form.

The value of the deficit in the 2021 budget, as approved by parliament, amounted to 19.8 billion dollars, compared to 23.1 billion dollars in 2019, knowing that Iraq did not approve the 2020 budget due to political tension.
The total value of revenues in the 2021 budget amounted to about 69.9 billion dollars, calculated based on crude oil export on the basis of a price of 45 dollars per barrel, and an export rate of three million and 250,000 barrels per day.
As for the value of the 2021 budget, it amounted to $89.7 billion, about 30% lower than the last budget approved in 2019.
Allawi explained that the price of a barrel in the new budget will be $50, which is an adjustable figure, but the value of a barrel of oil in the market is currently higher. Much more than 60 dollars.

The Minister of Finance to “Economy News”: Our understanding with Iran is to pay the debts within 3 years

Mustafa Al-Kazemi’s government began its negotiations with the International Monetary Fund since its formation, in order to borrow to support the financial budget, with the World Bank supporting strategic projects in Iraq, but it stumbled due to the changes made by the Parliamentary Finance Committee on some items in the 2021 budget.
Allawi noted that the Kurdistan region did not contribute to the federal budget, because the agreement with him includes the delivery of 250,000 barrels per day with part of the collection wages, and the Ministry of Finance owns statistics on the region's oil exports, explaining that the Council of Ministers decided to grant 200 billion dinars to Kurdistan because it suffers Economic problems caused humanitarian problems for the people, but this decision will not be automatically renewed every month, but it must be considered again by the Council of Ministers.
Erbil and Baghdad have witnessed financial disputes since 2012, as a result of Erbil exporting oil independently from the center through Turkey, in addition to non-delivery of non-oil revenues, for which the Financial Management Law stipulates that Baghdad receives half of it, which led the Ministry of Oil to file a lawsuit with the The International Chamber of Commerce Court on the State of Turkey, and compensated Baghdad in the amount of 26 billion dollars.
The Minister of Finance stated, "The ministry has nothing to do with this file, but rather it is for the Ministry of Oil, but I hear that Iraq's position is strong and it may issue a decision in its favor during the coming period, or a settlement process with Turkey is underway."

The reform curriculum set by the government, which is called the White Paper, needs cadres to implement it, as Iraq has more than 3 million employees working in the public sector.
He said, "The competencies in the public sector are buried, and we in the white paper want to give them a role and highlight them, and link them with global competencies, and we will also bring in consultants from abroad, as we found a good executive director to implement the reforms, and we have ministries that are currently working well to implement the reforms in the white paper such as Ministry of Oil, there will be resistance to reforms by some departments and institutions that have adopted the wrong work for many years.”
The Ministry of Finance has been working with the World Bank to restructure government banks since 2012, but this project largely failed due to great challenges, but it was reactivated during the current government through the white paper.
The minister stressed, "We have started restructuring government banks, and the problem we have is 80% in Rafidain Bank. We are working to change the internal system, cut the link between the Ministry of Finance and the bank, and change its board of directors, and this is in coordination with the Central Bank, with the introduction of governance," noting that we are in the process of choosing a manager. Allawi said, "We have an understanding with Iran currently, to pay the arrears during the next 3 years, and I do not think that our dependence on Iranian gas will decrease during the next two years, because the alternatives are still few, as linking Iraq's electricity with the Gulf countries so far is incomplete, and we have not given it Contracting to any company.

8-8-2021 Newshound Guru Breitling Statement: "These guys are so corrupt. It's never going to revalue." It's completely opposite. If they were so corrupt they would have revalued it, got as much money as they can, exchanged it for another currency and got out of the country. It's a completely opposite situation. I don't know where people are getting that - speculation? Or they're just frustrated. I don't know but it doesn't make any sense. They would have revalued a long time ago if they were corrupt...

They can't say directly to you, 'This is the new exchange rate.' But they don't have to. Every action being taken...is a reflection of both of the reforms...all the minutia, the details, to the smallest dot dotted to the biggest T crossed, every detail is in the White Papers and so is the new exchange rate.

8-8-2021 Intel Guru Frank26 When they introduce the new exchange rate and when they introduce the new small category notes they are preparing the money exchangers in Iraq to do away with the black market...basically to do away with Iran...who owns the money exchangers in Iraq? Iran! Every money exchanger is literally sponsored by a parliamentary agent...they're getting rid of the profiteering...I love what I'm seeing! There's so much authority. So much sovereignty. So much control. So much security. So much stability. So much value coming soon!
