A member of the Parliamentary Finance Committee, Ahmed Hama Rashid, explained today, Friday, the reasons that led to the postponement of the decision on the appeals submitted by the government to the Federal Court regarding some articles of the federal budget for the current year.

Rashid said in an interview with Alsumaria News, "The appeals submitted by the government to the Federal Court towards some items of the budget were not justified, given that all the amended articles were discussed with the government," noting that "the government, as it seems, has interpreted the amended articles incorrectly

Rashid added, "When the Finance Committee worked to clarify these amendments to the government, it may have led to the government's retraction in some appeals," noting that "on the other hand, the Iraq Heading to elections, therefore, any amendment to the budget paragraphs will not be in the government's interest, just as legislating a budget for the next year during the current session is impossible with the approach of elections

He pointed out that "all these reasons, according to our view, were the reason for the delay in deciding on the appeals submitted against these articles

The First Deputy Speaker of the House of Representatives, Hassan Al-Kaabi, confirmed, on Tuesday, that changing the dollar exchange rate is a government decision, and the House of Representatives has nothing to do with it.

Al-Kaabi said in a televised interview, which was followed by (Baghdad Today), that "the upcoming elections are one of the challenges facing the political process, as the Iraqi political system based on democracy requires the existence of elections," noting that "the election law was definitely not the desire of the political blocs."

He added, "Changing the electoral system affects the voter on the one hand and the candidate on the other. The current electoral system achieves more justice, in addition to the fact that the small constituency will be reflected on the citizens in terms of providing services."

Al-Kaabi called "the candidate to believe with his voters after winning," noting that "his bloc is working to translate the reform advocated by Muqtada al-Sadr."

He pointed out, "The current electoral system does not help to form alliances during the electoral process, but after the elections there will be a new map of alliances, as our democratic system requires that decision-making be with the participation of others."

He pointed out, "The House of Representatives was and still wants to embody the saying "Made in Iraq and planted in Iraq," accusing ambassadors of countries of interfering to prevent the implementation of the national project "Made in Iraq and Sowed in Iraq."

And he expressed his conviction that "the head of the next government will either be a Sadrist or the Sadrists will bring him, as our next project is to form a strong government in consultation with our partners in the country."

The Kurdistan Democratic Party suggested, on Friday, the return of its party and political headquarters to the disputed areas before the end of this year, while confirming the existence of full agreements and understandings for the gradual return of the party's headquarters to those areas.

The Kurdistan Democratic Party was forced to leave its headquarters in the disputed areas covered by Article 140 of the Constitution after the military campaign launched by the Iraqi forces backed by the Popular Mobilization following the independence referendum held by the Kurdistan Region in September 2017.

Article 140 provides for the removal of demographic policies conducted by Saddam Hussein's regime in the disputed areas in favor of the Arabs at the expense of the Kurds, and then census the population before the last step, which is to hold a referendum according to which the population will determine whether they wish to join the Kurdistan Region or remain under the administration of Baghdad .

WASHINGTON, BAGHDAD AGREE TO REDUCE US TROOPS IN IRAQ

Baghdad and Washington agreed on reducing the US combat troops in two military bases in Iraq by the end of September.

According to an Iraqi army statement on Friday (September 17), the decision was made during a meeting of the joint military committee in Baghdad on Thursday, which also considered shifting the international coalition in Iraq to a non-combatant role by the end of this year.

The troops will be reduced in the US bases in the western Anbar and Kurdistan Region's Erbil provinces.

He added during his speech at the first annual international scientific conference “Reform of the insurance sector in Iraq, challenges of reality and future opportunities,” which was held under the slogan (economic reform is our way to improve the performance of financial institutions), that “the insurance work environment must be transparent and clear, and be based An informative media campaign targeting all segments of society.

 
The head of the Insurance Bureau, Israa Saleh, confirmed that “the insurance sector is supportive of all sectors,” noting that “this sector was negatively affected by the policies that Iraq witnessed and by the wars and siege, which led to the leakage of insurance competencies outside the country, as Iraq was one of the insurance pioneers in the Arab region.” .
Saleh pointed out that "this sector needs to rehabilitate its human resources through specialized institutions, especially since this sector needs a lot of work in order to advance, and that the white paper referred to the development of the insurance sector's performance."

The first session of the conference, which was chaired by Prof. Dr. Falah Hassan Thuwaini, included the presentation of seven research papers. The second day of the conference included two sessions. Mustafa Muhammad Ibrahim said that “the role of the insurance sector in the Iraqi stock market is evident through the market value of shares, and its comparison with the banking sector, which competes with it in achieving a continuous return for this sector, in order to achieve a high return for financing economic activities, as well as spreading insurance awareness among The public and focus on this sector because of its important role in achieving the economy sustainable.”

At the conclusion of its work, the conference recommended restructuring the insurance sector in Iraq towards increasing its effectiveness and competitive capabilities, by ending the monopoly of government companies on insurance activity, and building and developing a dynamic model that suits Iraqi insurance companies, accommodating environmental changes in the local and international insurance sector.
In addition to the adoption of the concept of strategic thinking by senior administrative leaders, because of its importance in the insurance industry and achieving leadership in business, selecting administrative leaders according to the criteria of merit and efficiency, and activating the concept of social responsibility for organizations as an ethical approach to advancing society at all levels.

The recommendations stressed the need to adopt innovative marketing strategies and use technology-based promotional methods modern.
