The Framework Announces The Move Towards Collecting Parliamentary Signatures To Change The Dollar Exchange Rate

link

The deputy of the coordination framework, Ibtisam Al-Hilali, revealed, on Tuesday, the framework’s move to collect parliamentary signatures to restore the dollar exchange rate to its previous rate, surprising at the government’s insistence on maintaining the exchange rate, especially with the recovery of oil markets during the past weeks.

Al-Hilali said in a statement to "The Information", "The coordination framework is moving towards collecting parliamentary signatures in order to restore the exchange rate of the dollar against the Iraqi dinar or reduce its current price."

She added that "the framework's movement in this regard is still continuing until the will of the Iraqi people, who were affected by the high exchange rate of the dollar, is achieved," noting that "the government raised the exchange rate in order to supplement the 2012 budget, and now it has obtained additional funds due to the high oil price."

And the representative of the State of Law coalition, Firas Al-Maslmawi, confirmed in a previous statement, that his coalition and a number of members of Parliament within the same direction will not allow the budget to be passed for the current year except after a reduction in the dollar exchange rate against the dinar.

Iraq.. Barham Salih is running for a second presidential term

link

In a televised speech, he pledged to contain conflicts and fight corruption

On Tuesday, Iraqi President Barham Salih announced his candidacy for the same position for a second consecutive term, pledging to contain conflicts and fight corruption in the country.

Saleh said, in a televised speech, reported by the official news agency, "Aware", that he is running for the post of President of the Republic "after we received him by an independent national decision, realizing that it is a great honor and a great responsibility."

He pointed out that "the president of the republic should be a symbol of the country's unity and sovereignty and a protector of the constitution, and that he should be the president of all Iraqis, not a subordinate."

He added, "We committed ourselves insistently to proceeding under the roof of patriotism in the course of my duties, and I did not allow under any circumstances, despite the various difficulties and pressures, to humiliate the position of the Presidency of the Republic," noting that "the circumstances of the country impose exceptional work, and before us are challenges that cannot be postponed."

Saleh noted, "The new parliament came with early elections in response to a popular youth movement that came against the background of a general feeling of grievances and the urgent need for a rule based on the will of Iraqis without value, guardianship or interference, and for the people to be their own master."

He continued, "We succeeded in overcoming many problems and challenges, and we were able to move in Iraq from an address of conflict to an address for the convergence of the countries and peoples of the region, and we will proceed on this path and will not deviate from it and will not retreat," stressing "the necessity of making constitutional amendments in the next stage."

Saleh said, "The dangerous scourge of corruption that works to perpetuate itself and influence the will of the Iraqis with the money of the Iraqis requires a decisive pause, and that the fight against corruption is truly a national battle that will not fix the country's situation without winning it, based on striking the sources of corruption and recovering what was looted and smuggled."

The Iraqi parliament is scheduled to elect a new president by a two-thirds majority on February 8, from among 25 candidates who applied to fill the position.

The data indicate that the competition will be limited to Saleh, who is the candidate of the Patriotic Union of Kurdistan led by Bafel Talabani, and Hoshyar Zebari, the candidate of the Kurdistan Democratic Party led by Massoud Barzani.

The National Union has held the position of president since 2006, while the Democratic Party's share during the last period was one of the sovereign ministries, either finance or foreign affairs.

Since 2006, the political custom in Iraq has been for the Kurds to hold the presidency, the Shiites to be the prime minister, and the Sunnis to head the parliament.

Parliament Presidency: The end of the preparations for the presidential election session.. No delay even for one hour

link

Today, Tuesday, the Second Deputy Speaker of Parliament, Shakhwan Abdullah, announced that all technical preparations for holding the presidential election session on the seventh of this month have been completed, stressing that the election of the presidency will not be postponed, even for one hour, from its scheduled date.

Abdullah added, in a statement to his party’s official website, seen by “Nass” (February 1, 2022), that “the parliament’s presidency is committed to the constitutional deadlines, and it is not linked to political disputes between the competitors, and it is proceeding with the constitutional entitlement, after announcing the names of the competitors and completing the technical preparations for the process.”

The Iraqi government reassures OPEC: There is no departure from the agreement except in this case

link

The Iraqi government reassured the Organization of Petroleum Exporting Countries (OPEC) about Iraq's commitment to the oil agreement.

The financial advisor to the Prime Minister, Mazhar Muhammad Salih, said in a statement that I followed (Al-Oula News), that "the questioning of Iraq's apology from OPEC and its exit from the oil agreement is out of the question, because this commitment is considered moral."

Saleh stressed, "It is not possible for Iraq to do such a thing unless it has strong excuses, in increasing its income, especially with the current rise in oil prices, but in general, Iraq is committed to the oil agreements without thinking of exiting from them."

And the (OPEC +) agreed during its meeting on January 4 last to increase its oil production by more than 400 thousand barrels per day according to the previously agreed schedule.

And OPEC announced that the share of Iraq's oil production will reach 4.325 million barrels per day during the current month of February, an increase of 44,000 barrels per day over last January, which amounted to 4.281 million barrels per day, and an increase of 88 thousand barrels per day over last December.

Oil Ministry: Revenues last month amounted to more than $8 billion

link

The Ministry of Oil announced the total exports and revenues achieved for the month of last January, according to the preliminary statistics issued by the Iraqi Oil Marketing Company “SOMO”, where the amount of exports of crude oil amounted to (99) million (286) thousand and (78) barrels, with revenues amounting to ( 8.27 billion dollars.

The statistics indicated that the total quantities of crude oil exported for the month of last January from oil fields in central and southern Iraq amounted to (96) million (430) thousand and (596) barrels, while from Kirkuk fields through Ceyhan port, the exported quantities amounted to (2) ) One million and (545) thousand and (656) barrels.
The average daily exports amounted to (3) million and (203) thousand barrels,
while the average price per barrel was (83,246) dollars.
It is noteworthy that the ministry, through its belief in informing the people of the export operations and the revenues generated from it, took this monthly measure.

The lack of approval of the 2022 budget and fears of recession

link

Article 57 of the Iraqi constitution indicated that the legislative chapter in which the general budget is presented does not end until after it is approved. In other words, the state’s general budget must be approved before the start of the new fiscal year, and that approval means the legislative authority’s ratification of the terms and programs of this budget so that the executive authority can work according to it ,

The lack of approval means the delay in the state of the market and economic activity in the country, which paves the way for the national economy to enter a stagnation stage. In addition, the failure to approve the budget on its known dates affects the investment programs and curriculum and creates a state of uncertainty.

investment program
The expert in economic affairs, Dr. Ahmed Al-Rawi, said: “The state budget is an annual plan by which the government aims to implement its service and security programs within a year, especially budgets.”
Countries that depend mainly on oil revenues, such as Iraq, as these budgets are characterized by allocating an investment program of no less than 30% of the budget size to implement development programs in the infrastructure of electricity, water, roads, transportation, education and health. Any delay in approving the budget has significant repercussions on the level of allocation and spending. Which negatively affects the implementation of service and development programs, as happened in the failure to approve the 2022 budget on time.

Define spending
He added, "We expected a delay in approving the budget for several months due to the delay in Parliament sessions and what accompanied them, and this delay will have negatives, including the work ratio of 1/12 in spending until the approval of the new budget, i.e. work on the spending rates that were implemented from each month of the last year, meaning that Spending is limited by the conditions of the previous year, and accordingly, it cannot include the developments that occur during the new year. Determining spending at a rate of 1/12 will be reflected on the level of employment for the required degrees and their appointment during the year. Rather, the promotions and bonuses that employees are entitled to during this year will stop until the approval of the new budget.

service projects
Al-Rawi added that “the delay in approving the general budget extends its negative impact on the level of implementation of service projects to be implemented from the previous budget and which will continue to be implemented for subsequent years, and that delaying the budget means disrupting the investment program and this disrupts the development activity that negatively affects economic activity in general, especially In the transport, employment and services sector, and that the failure to approve the general budget represents a restriction on the government in implementing its programs that it promised its citizens, which puts it in a critical political, moral and social position.

investment spending
In the same context, the expert in economic affairs, Dr. Amr Hisham, stated that “the failure to approve the general budget was repeated and not passed.”
For a full year in the 2014 budget and the 2020 budget, in general, the general budget is divided into two parts: the current or operational spending budget and the investment spending budget. The question of salaries, which constitutes the most important paragraph of
Paragraphs are not affected by the lack of approval of the budget, and the effect falls on the non-approval of upgrades, promotions, transfers and deletions and creation.”
He continued, "The problem is usually in investment spending, as the issue of releasing financial payments to contractors in investment projects is affected, which generates a loss of confidence by contractors and local and foreign companies and raises fears of recession. economic".

thrift and hoarding

link

Saving is one of the very important variables in the economy, as it is one of the most important sources of funding for investments in the existing economic activity. As for the concept, saving is (temporarily refraining from spending part of the available income), and this common concept in scientific sources contains a problematic overlap between its two sides. With the concept of (hoarding), which is an undesirable economic behavior, and therefore a distinction must be made between them.
market.
As for saving, it is a desirable economic behavior and treated in economic theory, and it is one of the investment portfolio options as it achieves a return on the saved financial resources. Income, on the other hand, the economic activity will receive these deposits as they are financial resources that can be converted into other assets that stimulate the real aggregate supply and investment demand as well, and herein lies the role of (credit policy).

In the end, it is necessary - in addition to the concept referred to - to distinguish saving from hoarding, and the concept of saving can be formulated as (it is one of the investment portfolio options represented by a temporary refrain from spending part of the available income to achieve a return).
And speaking of the structurally dysfunctional Iraqi economy, the story has complex dimensions and problems. The improvements in income after 2003 did not have a developmental impact on reality and did not provide us with a correct picture of the economic variables. Perhaps saving is one of those axes, as the monetary mass that it issues The Central Bank, which has grown significantly as a result of income improvements, is supposed to be an important part of it turning into savings through the adoption of policies that stimulate it.

But the indicators say otherwise. The average percentage of the currency issued by the Central Bank of the banking sector did not exceed 12%, meaning that what the public holds (cash in circulation) is at an average of 88%, taking into account that the investments are very weak, and this is what it shows. The GDP map, the contribution of the industrial sector did not exceed an average of 2% and the construction and building rate was 5%. As for the tourism sector, its contribution is so weak that no field was singled out for it on the map, and this means that cash in circulation was distributed between consumer spending and hoarding.

The result is that the largest percentage of improvements in income went towards hoarding and not saving, noting that the relationship between saving and the interest rate is inflexible despite the rises from time to time in the interest rate on bank deposits, but without a significant effect in return (consecutive increases) in income most of them I went to (marginal propensity to consume) and not (marginal propensity to save), which showed us economic activity in its current form weak investments and a significant increase in imports
consumerism.
Changing this equation is linked to the public’s confidence in banking institutions and general economic activity. banking.

The coordination framework is engaged in a new round of talks on the impact of Barzani's initiative and is preparing a paper on "critical" guarantees

link

The Coordination Framework will hold a new round of talks today, Tuesday, to discuss a political initiative submitted by Kurdish leader Massoud Barzani, to resolve the dispute between the leaders of the framework and the leader of the Sadrist movement Muqtada al-Sadr, less than a week before a crucial session of the Iraqi parliament to choose a president. And then assign a candidate to form the new government.

A leading source in the coordination framework told Shafaq News Agency, "Yesterday's meeting of the framework leaders did not produce specific outcomes, because the initiative of the leader of the Democratic Party, Massoud Barzani, did not reach its details officially, which necessitated the completion of the meeting for the next day to lay down a number of important points that will be written down. Later, as a partnership contract between the framework and the Sadrist bloc, and with its signature by the two parties, matters will proceed towards dissolution and the formation of the government comfortably, without affecting the program of the national government.”

He added that "today's meeting will also discuss setting points or obtaining guarantees to proceed with the implementation of the initiative with al-Sadr, and if it is approved by the latter, it will be unified with the paragraphs of the Kurdish initiative, in other words, the ball will be transferred from the framework square to the allied forces square to form the government." .

He continued, "If al-Sadr refuses this, the framework has no choice but to go to the opposition. The matter remains subject to the agreements of the framework's leadership."

The coordination framework meeting comes in the wake of an initiative launched by Kurdish leader Massoud Barzani, which led to the meeting of the Triple Alliance, in Al-Hanana (Sadr’s residence in Najaf), which included Nechirvan Barzani, President of the Kurdistan Region (the Democratic Party), and Khamis al-Khanjar and Muhammad al-Halbousi for (sovereignty), with the chest.

The Iraqi parliament is scheduled to hold a session, the second of its legislative life, next Monday, in which it chooses the president.

Most of the odds indicate that Hoshyar Zebari, the candidate of the Kurdistan Democratic Party, will be president of the republic, and that the latter will assign the Sadrist bloc's candidate to form the Iraqi government.

In terms of numbers, the tripartite alliance (Al-Sadr, the Democratic Party and the Sovereignty) constitutes about two-thirds of the parliament’s members, as the Sadrist bloc has 73 seats, the Democratic Party has 31, and the Sovereignty Alliance has 67 seats, bringing a total of 171 seats out of a total of 329 deputies.

Deputy: Parliament will hold the caretaker government accountable for approving projects outside its powers
Politician
01/31/2022 | 6:01 pm

The representative of Basra Governorate, Rafiq Hashem, confirmed, on Monday, that the caretaker government has approved the “Aqaba Pipe” project in the absence of the House of Representatives, which is a violation for which it will be held accountable.

Hashem said in a statement to the "Information" agency, "We in the Parliament do not allow the wealth of Iraq to go abroad, and the Aqaba Pipe will stand against it in Parliament and we will hold everyone involved in it accountable," noting that "the Aqaba project was approved in the absence of the House of Representatives."

He added that "the caretaker government cannot ratify projects that pertain to the country, and the House of Representatives is concerned with that," noting that "the Aqaba pipeline project will be reviewed again in the current parliament session."

He pointed out, "We in the House of Representatives will hold all parties involved in the Aqaba pipeline accountable, as it is a project that serves foreign interests and has no financial returns."

The economic analyst, Younis Al-Kaabi, had confirmed, earlier, that the extension of the Aqaba pipeline from Basra to Jordan, Egypt and then the Zionist entity came in response to American, regional and Arab pressures, while noting that Iraq is the biggest loser of the project.

Arthritis can be controlled by making changes to your daily diet. For arthritis, avoid sugar and sugary foods, and stay away from processed meat and all kinds such as sausage. Avoid gluten-rich foods and include more gluten-free foods in your diet to help relieve arthritis symptoms. Processed foods, such as breakfast cereals and baked goods, are dangerous for these patients.

Stay away from alcoholic beverages, use less salt, and reduce frying your food as much as possible. Eat plenty of healthy fruits and vegetables. Don't forget that your arthritis risk factors are modifiable. Making lifestyle changes not only reduces the likelihood of developing arthritis itself, but also reduces its exacerbation.

Common modifiable risk factors include excessive drinking, smoking, and obesity. Age, gender, and heredity are constant. In other words, if your relatives have had arthritis, you are more likely to experience it. It is very important to monitor your diet and exercise. Diagnosed early, arthritis is easier to manage and less pain.
