The total workforce in Iraq has reached nearly 11 million people in 2020, and is expected to reach 16 million people in 2030.

- Iraq must provide 5 million job opportunities until 2030, not by “employing” them or “contracting” them to work in state agencies and institutions, but rather by diversifying the economy and creating sustainable job opportunities.

- The number of permanent owners has more than tripled during the period 2004-2021 (the number increased from 1.047 million in 2004 to 3.263 million in 2021).

- The allocations of employee salaries to permanent owners amounted to 53 trillion dinars in 2021 (which is one of the largest salary allocations in any general budget in the world).

Second: Because what is mentioned in this book is nothing but a “typical” - traditional, and futile attempt (economically, socially, and “developmentally”), to distribute a portion of the oil revenue to the millions of unemployed people in the governorates of Iraq (to satisfy them and silence them.. now). Through the establishment of the “subsidies” approach for the unemployed, which was diagnosed by the Federal Minister of Finance (and only two years ago), as a temporary (short-term) “measure” that lacks “real” elements for the “sustainability” of individual income, Its sufficiency, and its “justice” .. which completely contradicts, and categorically, with the general directions of the “employment policy” contained in the “white paper”, in which the most important thing was that the public service system be radically reformed, and that the public service system be radically reformed. These are the "solutions" and "views" of the Federal Minister of Finance, and not "theories" or "judgments" that I or others put forward.. This can be clarified (and provided evidence for) through what is mentioned in the "white paper" itself, And as follows:

Among the most important objectives of the "White Paper" (which is supposed to implement all of its axes, in a coherent and integrated manner, within 3-5 years also from the date of its issuance and approval by the Council of Ministers in October 2020, nearly two years of which have passed, without decisive and tangible results).

Among the most important objectives of this paper, as stated in the first axis, are:
- Achieving "sustainable" financial stability and giving an opportunity to achieve other structural reforms.
Among the most prominent trends in this axis:
- Reducing the budget deficit from 20% to 3% of GDP, and reducing the percentage of "salaries expenditures" from 25% to 12.5%. (p. 50).

As for the second axis of the white paper, the goal was to achieve macroeconomic reforms based on “strategic” (and not temporary - immediate) foundations, prioritizing productive economic sectors and providing “sustainable” job opportunities. (p. 55) .. Not to provide “job opportunities” for a period of three years only, for the purposes of “training and development”!!!.

As stated in the white paper, this is achieved through the following:
- Activating public works with the aim of providing quick job opportunities, increasing the productivity of the public sector, and absorbing surplus labor and disguised unemployment. (p. 56).

The details of achieving this were provided through the “executive program” of the paper, as follows:
- Fifth / Public Works:
- Redirecting surplus labor to construction and infrastructure projects, and addressing “sagging” in state institutions, through:
• Creating legal and regulatory frameworks To activate Public Works Programs.
Attracting large numbers of low-productivity and low-paid "public sector employees", "redirecting" them to public works programs, and "providing job opportunities in public works for unemployed workers from low-income groups."
• Supporting "small-sized vital projects" in all regions of Iraq, to be implemented through "local institutions"... (and not by appointing them with temporary contracts in them).
• Financing public works separately from three sources, including: general government revenues, direct loans from the market with sovereign guarantees, and loans and grants from international agencies, amounting to five trillion dinars over five years. (p. 73)
The issue is not here, it is just the objection On what is stated in this book...because it is possible, very simply, to understand the "motive" behind it...
but...where is what was stated in the white paper, compared to what was stated in this "book"?

Is His Excellency the Federal Minister of Finance (along with His Excellency the Prime Minister) supposed to be “political”, as far as the situation is concerned with the “Emergency Support Law for Food Security and Development” .. and “economically” as far as the “radical” reform program is concerned ", as detailed in the "white paper"... and at the same time?

Is it assumed that there are well-established “institutions”, an important “sovereign” ministry, and a “professional” minister who has taken it upon himself to achieve what “others” were unable to achieve in difficult, bitter, harsh and “sensitive” circumstances.. Allawi added, “My job is to implement the law, not to break the law, and in the 2021 budget, there was a clear condition that the Kurdistan Regional Government must either deliver oil exports to SOMO or hand over the equivalent of the money, which did not happen, so the transfers to the government of The Kurdistan region as dues from the general budget are no longer valid.”

Allawi continued, “This time, if SOMO informed us that it did not obtain a legal basis, and that the Ministry of Oil did not find a legal structure to cover its ownership of that oil, then for us it basically means that this oil was seized and produced (illegally) and was exported by a regional government. Kurdistan (illegally) according to the interpretation of the Federal Court, which we consider at the federal level the highest legal authority .”

And Allawi said that "when we sent the money in the past, we were discussing this agreement on the basis that the oil belongs to the Kurdistan Regional Government and they have the right to extract it," explaining that "whether or not we agreed with oil contracts and participation contracts for extractive companies in Kurdistan, but this issue did not previously affected.”
