A member of the Parliamentary Integrity Committee, Tariq Al-Khikani, revealed, on Tuesday, that the House of Representatives intends to review the file of advisers in the Iraqi state to find out their true numbers .

Al-Khikani told Al-Sabah that, "After the fall of the former regime, Iraq suffered a great loss in the number of advisors and experts who do not give a single useful advice during their tenure in office, but rather consider the advisory job as a mere spoil for obtaining identities, money and cars ."

He explained that "there are hundreds, or even thousands, of (voluntary) advisors who do not have the legal basis that allows a head of a commission, a minister, or someone of his rank to appoint a voluntary advisor. Even the relevant ministries should have one or two advisors.

He added, "What we see at the present time is that the ministry and the entity that is not affiliated with a ministry, as well as the presidencies, include huge numbers of advisors, and they are in fact just names without the required specializations, and some of them have an initial university degree, that is, a bachelor's degree only," wondering: "How can this be? As a consultant, he only holds the initial certificate ?!

Al-Khikani called on all presidencies, ministries, and agencies not affiliated with a ministry to “review their work and the number and quality of their advisors. What matters is quality, not quantity .”

He pointed out that "there is a great tendency by the House of Representatives to review this file, as it is one of the important files that must be discussed to know the number of advisors in the Iraqi state, although some of them have pension salaries, and partisan and political accounts helped the presence of 

these large numbers of advisors. in institutions".

For his part, President of the Baghdad Chamber of Commerce Firas Al-Hamdani and Raad Brij presented the Chamber's interest and cooperation with the international trade and economic event and well-known international organizations, and a joint committee will be formed to work on further cooperation in the near future.

The House of Representatives evacuated its employees after the demonstrations in the Green Zone

 A security source said today, Tuesday, that the security forces evacuated the parliament building from its employees after demonstrations for contract holders in the Ministry of Electricity in the Green Zone.

The source told Earth News, "The evacuation decision came after a number of injuries were recorded among the demonstrators from electricity contracts in friction with the security forces near one of the gates of the Green Zone, after they were asked to install permanent owners within the food security law, which will be voted on tomorrow, Wednesday.

It is noteworthy that hundreds of contract employees in the Ministry of Electricity and from all electricity departments in Baghdad and the provinces today, demonstrated this morning in front of the Green Zone gate on the side of the Rashid Hotel, specifically opposite the parliament building.

The Parliamentary Finance Committee had announced earlier that contract employees would not be fixed on permanent owners within the food support law prepared by the committee, while it indicated that the Ministry of Finance did not respond to two official letters from the committee on how to deal with lecturers, contracts and daily wages and transfer them according to Resolution 315.

He explained that "this agreement comes within the framework of the Ministry of Finance's endeavors aimed at raising the efficiency and performance of all its institutions, as part of a series of reform measures for financial institutions adopted by the ministry by introducing modern systems and keeping pace with current international standards and with the supervision and support of experts, specialists and leading organizations in this sector."


Iran’s Central Bank Claims Highest Ever Foreign Currency Reserves

The Central Bank of Iran (CBI) claims it currently enjoys the highest ever foreign currency reserves in cash, saying it will utilize it to stabilize the market.

CBI governor Ali Salehabadi said on Monday that the bank has the largest cash currency reserve in the history of the country, “therefore we have no problem in balancing supply and demand in the foreign exchange market.”

His remarks came as the bank has reportedly started injecting cash dollars into the market to stop the current freefall of the Iranian rial as it has hit record lows against major currencies, while nuclear talks with the United States remain in limbo, prices are rising and popular protests continue.

Iran has increased oil exports despite United States sanctions since last year and claims to have been able to repatriate the revenues. However, it is not clear why the rial is falling and the economic crisis continuing if it has large foreign currency reserves.

The rial has been sliding since mid-March when year-long multilateral talks in Vienna to revive the 2015 nuclear agreement known as the JCPOA came to an abrupt halt. Washington and Tehran apparently were too far apart on some issues, including Iran’s demand that its Revolutionary Guard should be removed from the US list of terrorist organizations.

Since 2018, when Washington withdrew from the 2015 nuclear deal with six powers and reimposed sanctions, Iran's economic crisis has deepened with inflation rate reaching 50 percent and the rial losing over 75 percent of its value.

During a press conference in Baghdad today, Iraqi Prime Minister Mustafa Kadhimi said that he had come into office at a very difficult and complicated time, in terms of the economy, the COVID-19 pandemic and the conflict on Iraq soil.

“Before this government, the Iraqi economy was on the verge of collapse," Kadhimi said. “We had no cash to pay salaries.”

“However, Iraq has over $75 billion in reserves in its central bank now and this is expected to increase to over $90 billion by the end of this year."

Kadhimi said Iraq was an isolated country before he came to the office, but now it is the centre of the region, hosting several regional dialogues.

“Iraq has hosted five different dialogues in these two years, of which Saudi–Iran talks are just one,” Kadhimi said, emphasizing that the “Iran-Saudi talks have made remarkable progress."

Kadhimi said the while the white paper prepared in 2020 (with 600 proposals for reform) contributed to economic reform and had been praised by international economic organizations, there is still a long road ahead for the Iraqi government in this area.

Iraq is spending $7 billion monthly on public servant salaries, costing the country's budget $84 billion annually, Kadhimi said, emphasizing that Iraq cannot rebuild its economy and move toward development in this way.

He said the government has a plan for the Iraqi economy, as stated in the white paper, and it already started implementing it, but the plan has been stopped following the elections, since the caretaker status of the government gives it only the authority to deal with everyday issues.

In regards to the political deadlock, Kadhimi accused the political parties of preventing the government from carrying out its reform plan, as the caretaker government cannot present a budget to the parliament.

“The government proposed the food security law to address the food and the electricity issues in the country."

Iraq has been facing rises food prices following the Russia–Ukraine war, alongside electricity cuts in the hot summer.

The food security law proposed by the government was nullified by the federal court last month. The parliament has worked on a different version and it has been scheduled for discussion tomorrow, but it is still not certain that it will pass — or that the federal court won't cancel it again.

Kadhimi said his government has paid all its debt to Iran for imported gas and electricity, but Iran is asking for the remaining debt from the previous governments, something this government is not able to pay without an official budget.

Iran last week cut its daily gas supply from 40 million cubic meters to 30 million cubic meters, something that has already affected electricity supply in the country.

Kadhimi slammed the former governments for establishing gas-based generators while Iraq does not have gas for these generators to operate, claiming that this has made Iraq dependent on Iran.

He said his government worked on clean energy and made several deals for solar energy and also is working on grid connections with Saudi Arabia, Turkey and Jordan.

He added that the government is working on developing another reform plan for the environment and improving Iraqi agriculture, calling it a “Green Paper.”

Iraq is negotiating with Turkey to get its fair share of water, and the region needs more cooperation in dealing with environmental challenges, he said.

Kadhimi emphasized that his government realized a great achievement in organizing the recent elections, as the United Nations and other international organizations praised the election's integrity.

Al-Araji called on the United States of America to pressure countries to withdraw their nationals from the al-Hol border camp, and that there be a real will for countries to receive
them.

The US ambassador stressed the importance of countries receiving their nationals who are in the al-Hol camp, noting that her country is aware of the extent of the problem and its complexities, calling on those countries to work to change the extremist ideology carried by these nationals, stressing the continuation of cooperation with Iraq in this field.

Mazhar Muhammad Salih, the financial advisor to Prime Minister Mustafa Al-Kazemi, praised the parliament's approval of the emergency support law for food security and development.

The House of Representatives voted in its session this evening on the proposal of the Emergency Support Law for Food Security and Development, allocating 25 trillion dinars to different pieces, after which it raised its session and entered into a legislative recess for a whole month.

The leader of the Sadrist movement, Muqtada al-Sadr, proposed, on Wednesday, the formation of a parliamentary oversight committee to prevent fraud in the implementation of the Food Security Law.  

  

Al-Sadr said in a statement, a copy of which was received by "Nass", (June 8, 2022), that "Parliament's approval of the Food Security Law is another victory for Fustat Al-Islah. It has proven to everyone the unprecedented strength of the Iraqi parliament in the past years."  

  

However, he added, "But the concern is all about the corrupt domination of this law and its application, so it should not be overlooked that the presence of the Sadrist bloc currently does not go beyond Parliament and does not exist in the current cabinet formation."  

He added, "From here, I propose to form a parliamentary oversight committee and one of the specialized and relevant committees to prevent fraud and corruption in the implementation of the provisions of the Food Security Law, or else the people's summit will be lost again. I will not be negligent in exposing everyone who begs himself to manipulate the people's power and summit."
