A "framework" dispute postpones the settlement of the "Al-Zamili" alternative and three candidates vying for the position
A source in the House of Representatives revealed today, Thursday, that the State of Law bloc led by Nuri al-Maliki submitted a request to postpone the vote on the position of the first deputy speaker of parliament, indicating "there is no agreement" between the framework forces on naming an alternative to the deputy from the Sadrist movement, Hakim al-Zamili.
A parliamentary source told Shafaq News Agency, "The State of Law bloc submitted, today, a request to the parliament presidency to postpone the issue of voting for the position of the first deputy speaker of the parliament until after the Eid al-Adha holiday."
The source added that "the reason for the postponement is due to the lack of agreement on a specific candidate, and there is no agreement within the coordination framework on a specific candidate for the position of first deputy," noting that "the current candidates for the position are: Atwan Al-Atwani, Muhammad Al-Sihoud and Adnan Faihan."
The Shiite coordination framework works in particular to name an alternative to the first deputy speaker of parliament for the Sadrist movement, Hakim al-Zamili.

Al-Rubaie said in an interview with Al-Information that “the Iraqi scene is going through a very sensitive stage, and the political blockage has been its most prominent advantages for months,” stressing that “after today’s session, the forces will be facing another stage, and it represents an important opportunity to move forward, especially as the country is going through suffocating crises.”
He added, "The formation of the next government may not take 3 months if it adopts 3 tracks, which are consensus, mutual concessions, and setting an agreed roadmap for running the country," noting "the importance of forming a government to solve crises, not a quota government that repeats previous mistakes."
Today, the House of Representatives holds an extraordinary session in order to vote on the replacements of the Sadrist movement, who submitted their resignations earlier.

Foreign workers raise unemployment among Iraqi youth and leak hard currency abroad
I just thought this was interesting
Foreign workers in Iraq crowd out graduates, graduates, and local energies, causing the .unemployment crisis to worsen Statistics indicate that more than a million and a half foreign workers are present in Iraq, and they work in the private .sector, contributing to raising the unemployment rate to more than twenty percent Journalist Mustafa Saadoun says in a tweet on Twitter, that there are a million foreign workers in Iraq, if we assume that each person has 500 dollars a month abroad. This means that 500 million dollars go out of the country every .month
He added: This is not the loss of job opportunities for citizens. This employment can be described as consumerism, so ?why is this excessively delegated to Iraq Employment offices and the absence of government oversight contribute to the entry of more than thirty percent of .foreign workers
The head of the Diwaniyah Federation, Trade Unions and Employees, Alaa Al-Mihna, says that Iraq is witnessing a .great recruitment of foreign manpower
The writer Amir Kazem calls on the Ministries of Interior and Labor to put an end to this real problem, adding: The .people of the homeland are the first to work
Concerning the multinationality, businessman Tahsin Jamal says (in the bike language): Before Jant, only Bangladesh, .now, it became Lebanese, Syrian, Egyptian, and even some restaurants came to Turks
The blogger, Amir Al-Fahd, supported this, saying: Foreign workers are not only Bengalis and Indians, but also from Lebanon, Syria and Egypt. They are employed in companies and restaurants by a business manager, restaurant manager or accountant with a salary of $2000 or more, and if an Iraqi works as an accountant or restaurant manager, .they give him $500
According to the Labor and Vocational Training Corporation in the Ministry of Labor, the ministry has formed a working .group to organize the entry of foreign workers, relying on a real work survey that shows the volume of labor required
Most of the workers enter as tourists, and then start work in Baghdad and a number of different provinces, while Iraq .intends to implement the labor law against all violators, especially those who circumvent the law and enter illegally
An expert advises the Iraqi government: Do not believe in the current oil prices.. Your decisions will be an adventure
The economist, Nabil Al-Marsoumi, warned today, Thursday, against taking decisions based on the current oil prices, considering this matter as “adventurism and economic absurdity.”
Al-Marsoumi said in a blog post seen by Earth News, "The current high oil prices include a war premium of no less than $30 a barrel," adding, "I mean, the current oil prices are artificial and not real prices - temporary prices and not permanent prices."
He continued, "Making decisions according to the assumption that the current prices will continue is a kind of adventure and economic absurdity."
The Iraqi parliament... Iranian loyalists grab the majority of al-
Sadr's seats
The "Coordination Framework" coalition, which consists of Shiite parties loyal to Iran, acquired the majority of the Sadrist bloc's deputies who collectively resigned from the Iraqi parliament, making it the first force in the parliament and allowing it to form the next government.
The House of Representatives, which entered a legislative recess, held an extraordinary session, during which deputies took the oath.
64 substitute representatives took the oath collectively before the Speaker, while nine others were absent.
The 73 deputies of the Sadrist bloc submitted their collective resignation on June 12 in the midst of an ongoing political crisis since the early legislative elections in October 2021.
Parliament Speaker Muhammad al-Halbousi announced his acceptance of the resignations, saying in a tweet: "We reluctantly accepted the requests of our brothers and sisters, the Sadrist bloc's representatives, to resign from the Iraqi parliament."
The "coordinating framework" won 40 of the Sadrist movement's seats.
And the number of deputies for the coordination framework has increased to about 130, which makes it the largest force within the House of Representatives and allows it to appoint a prime minister and form a government in alliance with other parliamentary blocs.
Iraq is still unable to form a new government, eight months after the early legislative elections.
Before the resignation of its deputies, the Sadrist bloc was in conflict with the "coordinating framework" over who has a majority in the parliament, which includes 329 deputies.
Because of the political dispute and the inability of any party to resolve matters, Parliament failed three times to elect a President of the Republic, exceeding the deadlines stipulated by the Constitution.
To overcome the political blockage, options were put forward, including the dissolution of Parliament and the organization of new elections, but Parliament can only be dissolved by a decision of the Parliament itself.
The leader of the "Sadr movement" Muqtada al-Sadr had said in a speech two weeks ago: "If the survival of the Sadrist bloc is an obstacle to forming a government, then all the representatives of the bloc are ready to resign from the parliament and will not disobey me."
The Sadrist movement, which heads the "Save a Homeland" alliance with the Sunni "Progress" bloc led by Parliament Speaker Muhammad al-Halbousi and the Kurdistan Democratic Party, wanted to form a majority government, stressing that they had a majority in parliament (155 deputies).
As for the coordination framework, he used to say that he owns a bloc of about 100 deputies, and he pushed for the formation of a consensual government that includes all Shiite parties, as has been the political tradition in Iraq for years.
In light of the disruption, al-Sadr announced two months ago that he would turn to the opposition and called on his political opponents within the "coordinating framework" to form a government.
The framework includes Shiite blocs, most notably the "State of Law" led by former Prime Minister Nuri al-Maliki and the "Al-Fateh bloc" representing the pro-Iranian Popular Mobilization factions.
Despite the decline in the political bloc representing the Popular Mobilization factions in the recent elections, these formations, whose fighters are estimated at 160,000, remain an important actor on the security and political level in the country.
On the other hand, the resignation of the Sadrist bloc's deputies is not a complete withdrawal of the Sadrist movement from political life, according to analyst Hamza Haddad, who warned of "instability, especially if the Sadrists did not obtain positions within the executive authority."
The coordination framework announces the departure of the blockage and the initiation of the stage of forming the government after passing the replacements - Urgent
A leader in the coordination framework expected, Thursday, to announce the formation of the next government within days without obstacles, indicating that the inauguration session .of the replacements for the resigned Sadrist movement ended the political blockage
And the leader in the framework, Ahmed Al-Awadi, said in an interview with (Baghdad Today) that "the stage of political obstruction ended forever after the new deputies took the ". constitutional oath instead of the Sadrist bloc's deputies
He added that "the political forces have entered a new political stage after completing the numerical shortage in Parliament and the emergence of signs of comprehensive political ".consensus
Al-Awadi continued, "The signs indicate an agreement on women participants in the next government among the three components, and it may be announced during the final lineup ".in the coming days
The participating political forces had issued, in the parliament session, Thursday, a joint statement after the extraordinary session, during which the coordinating framework .announced its move towards a government of partnership, consensus and balance
The Iraqi parliament folds the page of al-Sadr..Who is the big winner?
On Thursday, the page of the Sadrist movement's presence in the Iraqi parliament was turned over after dozens of new parliamentarians took the constitutional oath as replacements for the Sadrist parliamentarians who had resigned earlier at the request of their leader Muqtada al-Sadr.
Observers unanimously agreed that the next stage of the political scene in Iraq, "difficult to expect", may be similar to what happened after the 2018 elections, when a government was formed that only lasted one year against the impact of popular protests.
The Sadrist bloc, consisting of 73 deputies, resigned on the 12th of this month after a months-long stalemate regarding the formation of a new government consisting of winners, as al-Sadr echoed, which was met by calls from the forces of the coordination framework backed by Iran to form a "consensual" government that includes everyone.
The number of deputies who took the constitutional oath reached 64, and nine deputies were absent for unknown reasons, according to the parliament's media office.
The coordination framework won 40 of the Sadrist movement's seats, according to a census prepared by AFP based on figures issued by the Electoral Commission.
This means that the number of deputies for the coordination framework has increased to about 130, which makes it the largest force within the parliament and allows it to appoint a prime minister and form a government in alliance with other parliamentary blocs.
The framework includes Shiite blocs, most notably State of Law, led by former Prime Minister Nuri al-Maliki, and the Fatah bloc, which represents the pro-Iranian Popular Mobilization factions.
In the opinion of Falah Al-Mishal, a researcher in Iraqi political affairs, "what happened today does not foretell the possibility of forming a new government soon."
Al-Mishal told Al-Hurra website that "there are major problems, both within the framework and its competing parties, and outside it as well, related to the other Kurdish and Sunni blocs that were allied with al-Sadr."
Al-Mishal adds that "these differences will certainly delay the formation of the government and the vote on choosing a new president of the republic."
Parliament failed three times to elect a new president, due to the inability to achieve the required two-thirds quorum in Parliament to pass the president, which plunged the country into a constitutional vacuum without a looming solution soon.
In addition, "Al-Sadr's exit from the scene will increase the complexity, in light of the presence of a stressful street filled with crises and the lost necessities of life, and this will complicate the scene further."
Al-Sadr tried during the last period to form a "majority" government with the "Save a Homeland" coalition, which includes Sunnis and Kurds. As for his opponents in the pro-Iranian coordination framework, they want a consensual government that includes all Shiite forces, as is the custom.
On Wednesday, Al-Sadr accused Tehran's "arms" of practicing "political violations" against the Iraqi judiciary in an attempt to "turn them in their favour."
Al-Sadr stressed that these forces, which he did not explicitly name, are "trying to exert pressure against other political blocs, whether independents or non-Shiite blocs" with the approaching date of an emergency session of Parliament.
On the other hand, political analyst Ghaleb Al-Damay said in an interview with Al-Hurra that "the chances of the framework have become very easy to form a government, despite the presence of internal differences within its ranks."
Al-Daami says: "In the end, the framework is controlled externally, not internally, and therefore the driving forces can distribute roles and solve these problems," referring to Iran.
Al-Daami believes that the coordination framework will form a new government “easily and impose its will on the Sunnis and the Kurds, and perhaps this will cause new crises,” adding that “the framework already has a Shiite crisis with the Sadrist movement, and there will be a crisis with the Sunnis and the Kurds, which means that the next government will It will have many obstacles."
Al-Damamy criticized Al-Sadr's recent move to withdraw from Parliament, adding that "the Sadrist movement handed over its weapons and power in Parliament and the government and presented it on a silver platter to its opponents."
He adds that "it would have been more useful for al-Sadr not to withdraw and instead turn to the opposition in parliament, after he failed to form a majority government, and therefore remains strong because he has committees and the position of deputy speaker of parliament and others."
However, Al-Damamy believes that the real reason for Al-Sadr's move is that he "wanted not to be part of a failed government and perhaps lose more supporters."
In an analysis published, Wednesday, on the website of the " Atlantic Council " think tank, the former US Deputy Assistant Secretary of State for Iran and Iraq, Andrew Peake, said that al-Sadr's decision to abandon his electoral victory and the collapse of his efforts to form a new government is a "gift to Iran."
Beck added that the move dealt a blow to ordinary Iraqis who demonstrated in 2019 in order to end the sectarian political system and were killed as a result.
It is also a blow to the United States, which had an opportunity to help significantly reduce the malign Iranian influence that has increased in Iraq since after 2003, according to Beck.
He concluded by saying, "This step was a loss for Washington, but it was a greater loss for the Iraqis and the majority who voted for change."
In the same context, the political analyst Al-Dawamy points out that "what the Sadrist movement depends on if the new government fails, and it is clear that it will fail, is to go to support the expected protests against it."
Al-Mishaal agrees with this proposition and believes that "all readings and indications confirm that any government formed by the coordination framework will be similar to the government of Adel Abdul-Mahdi, or perhaps worse."
Al-Mishal added, "Currently we see the same political forces recycling and producing them in a very bad way, and for this there will be very strong and angry popular reactions."
Al-Sadr's departure from the government formation process may "throw the Iraqi political scene into the unknown," according to an analysis published by the " Washington Post " newspaper, prepared by Renad Mansour, a researcher at the Carnegie Middle East Center and a fellow at Danish Aarhus University, Benedict Robin Dcruz.
The analysis quotes interviews conducted by the researchers with prominent figures within the Sadr group saying that the leader of the Sadrist movement may now focus on leading the protests against his opponents.
He adds that senior Sadrist leaders believe that their main opponents, such as al-Maliki and leaders of the Popular Mobilization Forces, are unlikely to get enough support from other parties to form a government in his absence.
And he continues, "Even if Sadr's opponents succeeded in forming a government, the Sadrist leaders say that the Sadrists can overthrow it through protests."
However, the two researchers believe that Sadr's popularity in the street is not what it used to be, especially among protesters, who believe that Sadr's followers violently suppressed the protests in 2020.
Therefore, this matter may complicate al-Sadr's efforts to return to the street again, and the Sadrists may find it difficult to win over the protests in their favour, according to the analysis.
The Washington Post analysis concludes by saying that "Al-Sadr may soon feel that this is the wrong time to get away from Parliament and return to the streets."
Al-Zubaidi: Biden's upcoming visit will witness building an alliance in the Middle East.. What about Iraq?
Former Interior Minister Baqir Jabr al-Zubaidi published today, Thursday, his expectations about US President John Biden's upcoming visit to the region, which he said comes to build a defense alliance in the Middle East, to confront the attacks of drones, missiles and suicide boats.
Al-Zubaidi wrote a lengthy post seen by Earth News: “The collapse of the new alliance.. US President Biden’s upcoming visit to the region, specifically Israel and Saudi Arabia, is in order to build a defense alliance in the Middle East, aimed at stopping the attacks of drones, missiles and suicide boats, and it will be led by America and Israel.” Its members, however, are expected to include the UAE, Bahrain and Egypt, while Saudi Arabia is still procrastinating to enter this alliance directed primarily against Iran and its allies.
He added, "Not entering Saudi Arabia means the coalition will collapse before it begins because the joining countries will refuse to pay the bill for financing the coalition alone. Riyadh, which benefited from the truce with the Houthis, believes that diplomatic solutions with Iran are better and that the American policy toward it changes with the change of the president."
He pointed out that "Iran is capable of deploying a million diverse naval mines, closing Hormuz and Bab al-Mandab, which is under the control of its allies in Yemen, and raising the price of a barrel of oil to more than $300 a barrel, in addition to its African relations capable of stopping navigation in the Cape of Good Hope."
He also indicated that "Iran has endured harsh sanctions, is not afraid of closing the Strait of Hormuz and is ready to close it if it is attacked, which means the bankruptcy of the Gulf oil and gas exporting countries and the emergence of a global energy crisis that may cause the global economy to collapse."
Al-Zubaidi continued, "The last message sent by Tehran when three Iranian boats approached two American military ships, the warship (USS Sirocco) and the military transport ship (USNS Choctaw County) while they were crossing in the Gulf, was enough for everyone to know the strongest player in the Gulf and that Tehran is ready to escalate if the provocations continue.
He stressed that "there will remain in front of Israel only shadow wars and assassinations, which is what Tel Aviv has pursued in the past months, and despite the attempt to coordinate between America and Israel in this file, a number of members of Congress reject this matter and demand to stay away from the quagmire of the Middle East and focus on American internal files, especially the crisis." Energy and food because of the Ukrainian war, Israel will not succeed in dragging the Gulf states and America into a losing war. The big three (Iraq, Iran and Saudi Arabia) are the energy axis in the world if the file was dealt with a sophisticated policy, which reminds me of what happened during the 1973 war when the Arabs cut off oil from America and became They are the real forces in the world.”
He pointed out that "the current Iraqi government had a major role in the success of the Saudi-Iranian negotiations and achieving advanced results for the benefit of the three countries and the region."
Bearing the phrase “The alternative is coming” .. Unidentified publications found east of Baghdad
The security forces found, today, Friday, leaflets bearing the phrase “the alternative is coming” in Sadr City, east of Baghdad, without knowing who was behind them.
A security source told Earth News, “Noting leaflets affixed to the walls of the clinic for the disabled near the control of the Dawa Party at the entrance to Al-Falah Street in Sadr City bearing the phrase (the alternative is coming).”
He added, "They were removed by the detachments with the holding pieces, while the idea of these leaflets was not recognized."
