  • Iraqi TV aired footage of US troops patrolling downtown Baghdad today
  • Iraqi TV is reporting that the budget will be printed in the gazette "in the next two days" and will be enforced immediately upon its printing.
  • US Banks are reporting an "expectation" of exchange activity possibly as early as Monday. Reported IQD screen rates are varying from $4.43 to $4.60...depending on the source.
Trying to confirm a possible rumor of exchange activity across the Pond........standby for that one, it could take a while.

BAGHDAD / The Ministry of Finance on Saturday called on the representatives of ministries and non-linked bodies to review the ministry to receive a copy of the amended and approved budget law.
 
The ministry said in a statement that "the Ministry of Finance in the federal government, invite representatives of ministries, provinces and councils, and non-linked to the Ministry, to review the Ministry of Finance to receive a copy of the amended budget and approved."
 
She pointed out that "the instructions to implement the law from the budget department, began from next Monday and the days following the week." Finished

International Monetary Fund: Oil exporters have not fully recovered from the shock of 2014

International oil exporter Christine Lagarde said on Saturday that oil exporters did not fully recover from the oil price shock of 2014 and that the future is largely uncertain despite modest growth.
"Due to the decline in revenues, the fiscal deficit is slowly easing, despite important reforms on both sides of spending and income, including the introduction of VAT and production taxes," Lagarde told a conference in Dubai. 
"This has led to a significant increase in public debt from 13 percent of GDP in 2013 to 33 percent in 2018," she said. 
She pointed out that there is scope for improving financial frameworks in the Middle East with some weaknesses resulting from "focus on short-term projects and insufficient credibility".

Allawi arrives in Cairo to participate in Arab leaders conference

Iran, Iraq Deal to Boost Cooperation in Electricity

High-ranking officials from Iran and Iraq on Friday signed two memorandums of understanding (MoUs) and a contract to boost cooperation between the two countries in the electricity industry.
At the end of his three-day visit to Iran, Iraqi Minister of Electricity Luay al-Khatteeb signed two MoUs and a contract on the electric industry with Iranian Energy Minister Reza Ardakanian.
Speaking at the signing ceremony, Ardakanian said, “What is happening today as a result of the Iraqi minister of electricity’s visit to Iran and the negotiations that took place during this visit is the beginning of a new chapter in the comprehensive cooperation between the two countries in the field of electrical industry.”
“Within the framework of this cooperation, we intend to not only continue electricity exports as long as and as much as required by our Iraqi brothers and sisters, but also cooperate with them in technical terms… in the field of electricity,” he added.
The agreements came as governors of the central banks of Iran and Iraq signed an agreement to develop a payment mechanism aimed at facilitating banking ties between the two neighboring countries.
The deal on the payment mechanism was signed in a meeting between Iran’s Abdolnaser Hemmati and Iraq’s Ali Mohsen al-Allaq in Baghdad on Tuesday.
In addition to natural gas and electricity, Iraq imports a wide range of goods from Iran including food, agricultural products, home appliances, and air conditioners.
Speaking at a joint press conference with Iraqi President Barham Salih in Tehran in November, Iranian President Hassan Rouhani said the value of trade and economic interaction between Tehran and Baghdad stands at around $12 billion, adding that the two neighbors have the potential for a $20-billion trade target.
Rouhani hoped that cooperation between Tehran and Baghdad would contribute to regional security and stability.

Morocco investigated with an Iraqi accused of collecting and smuggling money to the terrorist

The Moroccan authorities said that the investigations carried out by the National Police Police Division in coordination with the General Directorate for Monitoring the Moroccan National Territory concerning the Iraqi citizen who was arrested last Wednesday in the city of Casablanca, confirmed his involvement in the collection and smuggling of important amounts of foreign currency outside Morocco illegally.

Moroccan media reported on the statement of the Directorate General of the National Security of Morocco that the suspect opened several bank accounts in Morocco, in parallel with the creation of fictitious companies and exchange offices in order to receive money for commissions, before conversion for the benefit of Moroccan fighters loyal to the terrorist gangs in Syria and Iraq. 
According to the statement, the arrested Iraqi citizen was able to fabricate a complex financial network with extensions in many countries in Asia and the Middle East, which he used to smuggle foreign currency through the hawala system or through intermediaries.

A security force on Friday arrested a financier of ISIS terrorist group in the West Bank of Mosul, according to a statement by the security media center.

The arrested terrorist had been funding ISIS by smuggling oil and its derivatives, adding that an arrest warrant has been issued against him earlier over terrorism charges.

Accusations are flying about oil smuggling in Iraq's Ninevah province, and many accusers say government officials, armed factions and other powerful parties are involved, Iraqi author Adnan Abu Zeed said.

Representatives of the province, including parliament member Ahmed al-Jabouri, have said recently that oil is being smuggled from the Ninevah wells.

That news coincided with Osama al-Nujaifi, head of the Iraqi Decision Coalition, telling the media Feb. 1, “Security forces sent out military vehicles to halt the smuggling operations, but armed parties controlling the wells stood in the way.”
