UNITED NATIONS, Aug. 26 (Xinhua) -- A Chinese envoy on Wednesday asked the international community to help Iraq fight terrorism and rebuild its economy while respecting the country's sovereignty, independence and territorial integrity.

As Iraq is planning to hold early elections in June 2021, the political process in Iraq is at a crucial stage. The international community should respect Iraq's ownership and leadership in all its endeavors, said Geng Shuang, China's deputy permanent representative to the United Nations.

When lending a helping hand, it is important to first listen to the views of Iraq, respect its sovereignty, refrain from imposing solutions and interfering in Iraq's internal affairs, he told the Security Council.

Geng asked for support for Iraq's efforts to safeguard national security and combat terrorism.

"We call on the international community to continue to support Iraq in consolidating the hard-won results of counter-terrorism and addressing the issue of foreign terrorist fighters. We should also support Iraq in bringing terrorists to justice in accordance with its domestic laws, and reject double standards and politicization in counter-terrorism."

The international community should help Iraq address current challenges and boost socio-economic development, said Geng.

The war-torn country is now confronted with economic and fiscal hardships, exacerbated by low oil prices and the COVID-19 pandemic. The international community must intensify efforts to help Iraq carry out reconstruction, diversify its economy, create more jobs, eradicate poverty, and improve public services and livelihoods, he said.

Al-Fateh Alliance revealed, on Thursday, the most prominent files discussed in the meeting of leaders of political blocs with Prime Minister Mustafa Al-Kazemi, while Al-Kazemi pledged to take the necessary measures to impose security and stability and end the manifestations of chaos.

He continued, "The meeting discussed extensively the issue of early elections, as Al-Kazemi briefed the Shiite political forces on the most important obstacles that the government faces regarding the elections, as the two assemblies expressed that they would cooperate with the government in order to overcome these obstacles."

The acceptance that they are going to announce that they have a change in their exchange rate.  That they have added value to their currency That's the only reason why you see Donald Trump give all these contracts to Kazemi.  Why didn't they hand them out before?  The week before?  The month before?  The year before?  They didn't qualify for it.  The "white papers" have been all checked off.  Every benchmark on those "white papers" is done.  Now the question is Kazemi...Are you ready to make the announcement of everything that is in those "white papers"? ...we do not have the authority to tell them to raise the value of their currency.  Their bank.  Their government.  Their Prime Minister.  Their Leaders.  They're the ones that make that decision.

8-26-2020   Intel Guru Delta   What do you thin is the importance of Kurdistan traveling with Kazemi to come to Washington D.C.?  That's really significant...this is the first time I see Kurdistan traveling with the official government from central Baghdad...I think this is very huge...it gives you indication that there are unity between them.  You know if they're not happy you'll never see them traveling all the way down to the U.S...you know what's going to make them more united rightThe new currency...lower denominations...have the Kurdish language on it...that part too is going to unite the whole country...so this is a major and a huge significant part for them to join the government with the negotiation and those contracts with the U.S...

The Council of Ministers holds its regular session under the chairmanship of the Prime Minister, Mr. Mustafa Al-Kazemi

The Council of Ministers held its regular session today, Wednesday, August 26, 2020, under the chairmanship of the Prime Minister, Mustafa Al-Kazemi.

During the session, the Prime Minister gave a presentation on the results of the tripartite summit in which he participated in the Jordanian capital, Amman. Likewise, his visit to the American capital, Washington, and the bilateral understandings that resulted from it.

Al-Kazemi said: The departure from the policy of axes is the approach that Iraq has taken for itself, and that Iraq affirms the commitment to balance and moderation, as well as relying on cooperation and partnership in the economic and investment fields, as a way to build bridges of interdependence between the peoples of the region.

His Excellency also directed the ministers to intensify their meetings with their counterparts from Jordan and Egypt, in order to activate aspects of exchange and cooperation in various fields that serve the interest of Iraq, just as it serves the interests of other peoples.

The Minister of Health gave a presentation on the latest developments in facing the Corona pandemic, and ways to reduce the chances of transmission of infection and provide medical services to the injured,
The Council stressed the importance of the agencies in charge of the preventive measures, especially in connection with religious events and Ashura rituals.

In the energy sector, the Minister of Electricity made a presentation to the Council on the current reality of the system for the production and distribution of electrical energy, and the latest efforts made in this aspect to sustain production and provide the best services available to citizens.

The council discussed the issues and topics on its agenda, and took the necessary decisions and actions regarding them, and it came in its decisions:

1- Canceling the Council of Ministers Resolution No. 197 of 2015 related to the discharge of state employees when they join the ranks of the Popular Mobilization Forces, due to the absence of the need for it after the issuance of the Popular Mobilization Authority Law No. 40 of 2016, which took over the organization of the work of the employees of the aforementioned body.
2- Amortizing the amounts owed by the Army Department of Shops on the profits made for previous years in favor of the public treasury, and using an amount of two billion five hundred million dinars, for the purpose of the Ministry of Defense to pay the aforementioned amount to the company implementing the general hospital project for the armed forces with a capacity of 400 beds in Baghdad.
3- Authorizing the Minister of Finance the power to negotiate and sign a draft agreement, (avoiding double taxation and preventing evasion from paying taxes imposed on income and capital) between the government of the Republic of Iraq and the government of the Swiss Federation, as amended by the State Council, based on the provisions of Article 80 / Article Six of the Constitution.

Parliament Speaker Muhammad al-Halbousi received today, Wednesday, Minister of Culture, Tourism and Antiquities Hassan Nazim.

Al-Kazemi government is preparing a budget for only three months

The Iraqi government announced, on Wednesday, that it is working on preparing the general budget for the remaining three months of the current year.

"The 2021 budget is almost complete and upon completion, it will be voted on in the Council of Ministers and sent to the House of Representatives," said Ahmed Mulla Talal, a spokesman for the prime minister, at a press conference.

Talal pointed out that "the degrees of deletion and creation will be allocated to holders of higher degrees and employees with contracts and wages in state institutions."

It is noteworthy that the sending of the federal budget for the year 2020, by the government to the Iraqi parliament, has been delayed as a result of the continuous protests since last October, which led to the resignation of the previous government headed by Adel Abdul Mahdi and its transformation into a caretaker government whose powers are not to send the draft financial budget law to Parliament .

Earlier, the Iraqi Minister of Finance, Ali Abdul Amir Allawi, ruled out approving the general budget for the year 2020 and confirmed that his ministry is working on preparing the 2021 budget.

The fall in oil prices due to the Corona pandemic has caused a financial deficit, while the Parliamentary Finance Committee confirmed last July that the fiscal deficit of the 2021 budget bill is estimated according to financial revenues and oil prices.
