link

The Kurdistan Democratic Party Parliamentary Bloc revealed, on Saturday, a preliminary agreement by the political forces to settle the oil and gas law in Parliament, before the end of its session.

The representative of the bloc, Diyar Barwari, told Shafaq News, that "the oil and gas law is one of the important laws in the House of Representatives, and there was a serious intention to head the parliament to vote on the law in previous sessions, but the postponement came as a result of Parliament's preoccupation with the general budget law."

Berwari added, "The political blocs, including the Kurdish one, submitted their observations on some articles of the law to the Parliamentary Oil and Energy Committee," noting that "there is confirmation of the remarks that they do not violate the constitution."

Berwari noted, "There is an initial agreement by the political forces to resolve the oil and gas law before the end of the parliamentary session, with a real desire to vote on the law during the upcoming sessions of the House of Representatives."

The ministries of oil and energy in the governments of Erbil and Baghdad are keen on the need to expedite the passage of the oil and gas law because of its importance in organizing the management of oil and gas wealth in Iraq.

An internal economic struggle in the Kurdistan Regional Government is similar to that of Baghdad and Erbil

The Financial Committee of the Kurdistan Regional Parliament announced that the local government in Sulaymaniyah Governorate does not send non-oil financial revenues to the treasury of the Kurdistan Regional Government, which causes the continuation of the deduction of salaries for workers in the public sector.

Hvidar Ahmed, deputy head of the committee, said in a press conference that Dohuk and Erbil receive the financial revenues generated from the border crossings to the regional government, and the latter informed the Sulaymaniyah administration that more people receive salaries, retirement, grants and financial aid in Sulaymaniyah.

He added that the regional government has informed the administration of the necessity to hand over $ 80 million a month, and although the governorate has seven border ports, it refuses to hand over the revenues.

Ahmed asked, saying: Where is justice in this case? Is it justice that we cut from the mouths of the citizens in Erbil and Dohuk and give it to Sulaymaniyah, and in return, the latter is not ready to hand over its financial revenues?

The Vice President of the Finance Committee indicated that the government spends 400 billion dinars per month to the departments of the governorates of Sulaymaniyah and Halabjah, stressing that Sulaymaniyah’s failure to send financial revenues caused the employees ’salaries to be deducted

Local circles confirmed that more than five 122 mm rockets targeted sensitive sites inside the Ain Al-Assad base in Anbar province, Monday.

A threat of "specific and unusual" attacks against the Americans in Iraq

Armed Shiite factions threatened to launch "qualitative, effective and unusual" attacks targeting US military convoys and bases in Iraq following the end of the "unofficial" truce, according to what was reported on Tuesday by the British Middle East Eye news site.

The British website, through a report translated by Shafaq News Agency, quoted a leader in one of the armed Shiite factions as saying that the Iranian-backed factions announced the end of the "unofficial" truce with the US forces and threatened to launch attacks targeting convoys and military bases.

This leader, whose name was not disclosed by the website, stated that the decision to end the truce that actually began last October came because of "the lack of seriousness on the part of the Iraqi government in scheduling the withdrawal of US forces from Iraq."

On Monday, three missiles targeted the Ain Al-Assad base in western Iraq, where American forces are stationed, but they did not cause any casualties.

The factions agreed to a ceasefire last October, at a time when former US President Donald Trump threatened to close the US embassy in Baghdad and attack Iranian targets inside and outside Iraq.

Since that time, the ceasefire has remained largely in place, with violations such as the missile attack on Baghdad airport earlier this month.

The negotiations of the strategic dialogue between Iraq and the United States reached a decision to withdraw the American combat forces from Iraq, and to transfer the military mission in Iraq from "combat" to "advisory."

However, a statement issued last Saturday by the "Iraqi resistance" indicated that it was given many opportunities to determine the fate of the foreign forces, but the results were bad, suggesting attacks to "push out the occupation that only understands the language of force."

The British website quoted a senior leader in one of the factions as saying, "All the factions agreed to escalate against the American forces and decided to carry out more attacks, some of which were not familiar in Iraq before."

"It was decided that the operations would be qualitative and effective," the commander said. "Some of them might be carried out using missiles, while others might be carried out by drones."

However, the website quoted a prominent leader in the Popular Mobilization Forces as saying that the crowd "has nothing to do with this escalation, and we will not be part of it."

Expectations of reaching $ 80 .. Oil is rising with the recovery of major economies

Oil prices rose on Monday, as evidence mounted that the US economy is recovering quickly from the epidemic that overshadowed fears that reviving the Iran nuclear deal would lead to an increase in global supplies.

The spread of the Coronavirus in the United States has slowed further as death rates continue to decline in France and Italy, which bodes well for energy consumption.

Crude oil has risen this year as investors bet that the introduction of vaccines will turn the tide against outbreaks in major economies, however, this rally has lost some momentum since March, as new waves of infections disrupted Asian economies, at the same time, the Iranian talks are making progress. , The Organization of the Petroleum Exporting Countries (OPEC) and its allies ease joint production restrictions.

West Texas Intermediate crude for July delivery was up 0.60% at $ 63.95 a barrel on the New York Mercantile Exchange at 05:26 GMT.

Brent added in the July settlement 0.61 percent to $ 66.76 a barrel on the European Futures Exchange.

Goldman Sachs Group said that the price hike "continues", and expected Brent crude to reach $ 80 this year even if Iranian supplies were restored, and said in a note that the recovery in developed market demand helps offset weak consumption in South Asia and America. Latin.

The rise in oil will not provide money for Iraq, and the financial surplus will go to the "hidden partner" .. Accounts unravel the mystery

link

Since oil prices began to rise steadily, and the price of a barrel of oil was fixed in the budget at $ 45 despite the oil prices reaching between $ 60-65, representatives have moved on the need to raise the price of a barrel of oil in the budget or to conduct a supplementary budget to take advantage of the surplus funds. Formed by the price difference between the budget and the real price.

With no step taken from the above, observers and specialists confirm that the money achieved from the price difference will be invested in one way or another to fill the deficit in the budget, as the price difference between recorded in the budget, which resulted in a deficit in the budget of approximately 15 billion dollars, as Iraq It is assumed that more than one billion barrels of oil will be exported during the current year, and with the difference of the price of a barrel of 15 dollars between the proven budget and the currently achieved exceeding 60 dollars, Iraq will achieve an additional 15 billion dollars to fill the deficit.

However, the "hidden" detail that observers and specialists always miss is that the revenues do not mean the profits, related to the cost of extracting a barrel of oil, this detail that will destroy hopes of obtaining a financial surplus from high oil prices, as it will go to companies and not to the state treasury and cannot be used. In the plug.

A member of the Finance Committee, Jamal Cougar, said in a press statement, "International oil prices at this stage are very normal compared to the price in the federal budget, and it is not possible to talk about the existence of a surplus between the two prices, based on many considerations, including that the prices are currently approximately $ 66 per barrel. The one is Brent. As for Iraqi oil, it is two dollars less or a little more, and the net price in the budget is $ 45.

And he indicated that “Iraq's sale of oil at $ 62 a barrel is not considered a net amount for the country's treasury, given that the licensing rounds take between 14- 16 trillion dinars, and for each barrel at least two dollars are given to companies, which means that the disbursements of each barrel are an estimate of up to 15 dollars, which means The surplus, even if it is present, will be very small. "

Cougar added, “In the event of a rise in global oil prices during the next few months, it is possible to benefit from it within the main chapters, the first of which is the preparation of a supplementary budget, given that holding elections next October will make it difficult for the next government and parliament to prepare a budget for the next year, which makes us need To a supplementary budget, "pointing out that" the other door is the possibility of benefiting from the expected surplus to pay off outstanding foreign loans that were due to be paid and were postponed in the budget, including the prices of gas exported from Iran to Iraq to operate the power stations.

A deputy identifies 3 reasons for the demonstrations today, the most prominent of which is the government's failure

MP for the Al-Hikma bloc, Abbas Sarout, today, Tuesday, identified three reasons for the departure of the Baghdad demonstrations.
In an interview with "the information", Sorout said, "By reading the general Iraqi scene, there are 3 reasons behind the return of the demonstrations in Baghdad, the most prominent of which is the deteriorating economic situation and its repercussions on large segments, in addition to the fact that the budget that was approved has not been any activation of the project file and the movement of construction and reconstruction amid unemployment This is a major reflection of the government’s failure to perform directly, in addition to the delayed announcement of the results of the investigations into the assassinations that have struck several governorates in recent times.
Sorout added, "The return of the demonstrations calls for a reading of the situation and finding solutions to the country's crises, and that the government is aware of the existing mistakes and seeks to address them according to methods that give justice and fairness to all segments that raise legitimate demands."
Baghdad is witnessing peaceful demonstrations with the influx of hundreds of demonstrators from various governorates of the country.

Oil prices rise as expectations diminish for the return of Iranian oil

Oil prices rose for a third day, on Tuesday, as they stabilized near their highest levels in one week after jumping more than 3% in the previous session, as investors softened their previous expectations of an early return of Iranian oil.

Brent crude futures rose 11 cents, or 0.16 percent, to $ 68.48 a barrel (as of 05:15 GMT) after jumping 3 percent on Monday, while West Texas Intermediate crude futures rose 8 cents at $ 66.13 a barrel, after rising. By 3.9% in the previous session.

Indirect negotiations between the United States and Iran are due to resume in Vienna this week, amid concerns that Iran will soon start selling oil if an agreement results in the lifting of the United Nations Security Council resolution and other sanctions on crude exports that caused prices to drop earlier, but the talks did not. Be critical.

However, the global recovery from the COVID-19 pandemic is incomplete, indicating a mixed outlook for oil demand.

Parts of Europe and the United States are recording fewer injuries and deaths, prompting governments to ease restrictions, but in other regions such as India - the world's third largest oil importer - rates are still high.

Parliamentary Finance shows the impact of the increase in oil prices on the economy

A member of the Parliamentary Finance Committee, Jamal Cougar, pointed out, on Tuesday, to the most prominent doors that the financial surplus can be directed to from the global price difference of a barrel of oil.
