The delay has caused financial chaos despite record oil revenues, affecting businesses that hoped surging oil income would boost consumer spending and public sector investment.

 

More importantly, the budget delay is impacting efforts to improve services such as electricity and water provision as Iraq enters another hot summer.

Iraq's fiscal year runs from January 1 to December 31.

In the meantime, the caretaker government's monthly spending is limited to a twelfth of the previous year’s budget amount. Last year's budget was 130 trillion Iraqi dinars ($89.65 billion), with an estimated deficit of 28.7trn dinars.

Protests continue as electricity shortages loom

Desperation for work has been a key driver of protests across the country since October 2019, unrest which has seen at least 500 demonstrators killed by security forces. Protests under the government of Prime Minister Al Kadhimi have been met with a less violent response, but demonstrations are still met with tear gas and occasionally live fire.

Protests continued across Iraq on Saturday and Sunday, with thousands of people outside government buildings in Baghdad and Nasiriyah demanding employment.

The teachers of Sulaymani University in the Kurdish region have been protesting long-delayed salaries, amid erratic fund transfers to the semi-autonomous Kurdish region by Baghdad, due to an ongoing dispute over Kurdish oil exports.

Protests outside energy facilities in Iraq are also frequent, especially in oil-rich parts of the country’s south where the oil and gas sector is Iraq's biggest employer.

The leader of the State of Law coalition, Wael Al-Rikabi, told Shafaq News Agency, "Al-Sadr's going to the parliamentary opposition is a new opportunity or deadline for all forces, including those that were allied with him to form the new government, away from any political intersections."

Al-Rikabi added, "The coordination framework will hold an important meeting tomorrow, to deliberate on the Federal Court's decision and its repercussions, as well as the position of the leader of the Sadrist movement and the opposition's decision, to reach agreements that define the subsequent steps that the framework will adopt in its future movement."

He explained that among the steps "the movement towards the forces allied with al-Sadr (the Sovereignty led by Khamis al-Khanjar, the Democratic Party led by Massoud Barzani) as well as the rest of the other forces, will also be preceded by moving towards al-Sadr and discussing with him about his recent decision and the proposed solutions mechanisms to get out of the political impasse, Especially since the coordinating framework agrees with al-Sadr in forming a national majority government without excluding a political party or blocs.

Al-Rikabi suggested that Al-Sadr’s latest decision came against the background of “the last meeting that brought together the poles (save the homeland), and according to the data there were points of contention between the parties to the coalition, and perhaps Al-Sadr’s decision was an opportunity for them (the sovereignty and the Democrat) to engage in new talks and form alliances from It will speed up the formation of the next government."

The leader of the State of Law coalition concluded by saying that "the coordination framework will begin its discussions with the political forces during the next week to get out of the political blockage."

On the other hand, a source in the Sovereignty Alliance confirmed that "Al-Sadr's decision carries several goals, including liberating his allies from any agreements that prevent them from engaging in new alliances with other powers, as well as revealing the reality of the cohesion of the coalition forces (save the homeland)."

The source told Shafaq News Agency that, in addition to what was mentioned, Al-Sadr wanted to "expose the inability of all forces to come up with effective solutions that end the crisis of forming the government, and thus threw the fireball at the allies' stadium and the coordination framework."

It is noteworthy that the leader of the Sadrist movement, Muqtada al-Sadr, launched two initiatives to form the federal government, one of which announced its failure, which he granted to the coordination framework at the beginning of last April, and the other he launched to independent representatives on the third of this month, giving them 15 days to carry out the task of forming the government in cooperation with allies. Oil expert: An international resolution will support Baghdad in controlling the region's oil next July

The oil expert, Nabil Al Marsoumi, revealed a decision by the International Commercial Court that will support Baghdad in controlling the oil of the Kurdistan region next July.

He added, "The oil and gas law of the region legislated that oil exports must be delivered to the center, and the decision of the Federal Court regarding the region's oil obligates the Federal Oil Ministry to take measures, including freezing the region's financial balances in international banks." 
Al-Marsoumi pointed out, "The decision of the International Commercial Court will issue a ruling next July, and we believe it will be in favor of the center."  

He continued, "The decision of the Federal Court to hold matters between Baghdad and Erbil, meaning if the ministry does not take a decision, things will remain unresolved, and I imagine the region technically unable to deliver Baghdad one barrel because of the partnership contracts subject to the management of foreign companies."

Al-Marsoumi went on to say, “The share of the Kurdistan region is less than half, and the share of foreign companies is up to 54%,” adding, “Israel imports from Kurdistan 62,000 barrels of oil per day, according to international reports, directly, and it is a fact.

He stressed that "there is no solution but to have a joint administration of the oil fields in the region, as well as the gas fields. It is shameful for Iraq to import gas and the region to export it."

 Al-Marsoumi added, "The gas file is one of the most dangerous energy files, and we fear that the Kurdistan region will enter security, and if gas enters Turkey and compete with Iranian gas in the Turkish market, there will be security risks, and the region must think well about this security and integration with Baghdad, because the issue concerns Iraqi national security before economic security."

And the oil expert concluded, "Baghdad has very effective means of pressure on the region, including in the event of winning a lawsuit to prevent Turkey from using the oil tanker line to Kurdistan by the International Commercial Court in July, then there is no outlet for it to export.

The World Bank launches its grant to support higher education projects in Iraq

On Sunday, Minister of Higher Education and Scientific Research, Nabil Kazem Abdel Sahib, announced the launch of a World Bank grant to support higher education projects in Iraq.
In a speech followed by Mawazine News, during the launching ceremony of the project to support education in Iraq in cooperation with the World Bank and in the presence of university presidents and representatives, Abdel-Saheb called for a review of indicators and financial allocations for universities, explaining that the university educational environment is witnessing a remarkable expansion and demand due to the rapid population growth rate. The financial aspect represents a challenge for the Ministry of Higher Education and Scientific Research and its university institutions, which work on parallel tracks to achieve simultaneous goals based on community service, quality of performance and outputs.

He explained that the Ministry of Higher Education and Scientific Research identified, within its strategy extending until 2030, an urgent goal related to the need to create specialized scientific universities that suit the labor market and to benefit from partnership and coordination with international donors.

The Minister of Education renewed the demand to give the education file a top priority in the financing file, pointing out at the same time that public budgets indicated diminishing financial allocations for this file over the past years.

In turn, Andreas Blow, Director of Education Practices at the World Bank in the Middle East and North Africa, said that the World Bank has worked with its partners in the Iraqi government over the past two years to prepare support for higher education, which represents an important sector in Iraq known for its history and educational and scientific status.

He added that the five million dollars granted by the World Bank will contribute to providing training environments in universities and new laboratories and providing society with priority disciplines, especially renewable energies, health, agriculture and electricity, stressing that the World Bank is committed to this support to develop and improve the quality of education.

Parliament’s talk about its intention to issue a decision obligating the government to send the 2022 budget bill to the House of Representatives met with varying reactions between supporting this step and rejecting it as a violation of the constitution and the laws in force.

The current parliament cannot impose a decision on the current government to send the federal budget. This was the vision of a leader in the rule of law, in which he indicated the possibility of sending the government to the budget, but according to its vision and not obligating Parliament

While an economic expert stressed the importance of expediting the legislation of the federal budget for the fiscal year 2022, to address many problems related to the size of the government's financial spending.

Leader of the State of Law Coalition Jassim Muhammed JafarAl-Bayati stressed that the current parliament cannot impose a decision on the current government to send the federal budget.

Al-Bayati said in an interview with Alsumaria News, "The current parliament does not have the right to follow up or hold the government formed by the previous parliament to account. The current parliament cannot impose the will and dominance over the budget,” noting that “we are surprised at the government’s insistence not to send the federal budget to Parliament.

Al-Bayati added, "The current parliament is in a state of vacuum that makes it embarrassing in front of the Iraqi street and the voters," noting that "the Council of Ministers must send the budget in full because of its importance, even though the current government is for the conduct of business, especially since the House of Representatives can grant legitimacy. for the budget term and to proceed with the legislative procedures through the first and second readings and then vote on it instead of waiting for the formation of the new government because it will be delayed then and the Iraqi people need it.”

He continued, "If the new government is formed, it is possible for it to make some reforms in the matters it deems necessary for it, and then return it to the House of Representatives to vote on it in a short time, whether as a supplementary budget or completely changing the budget according to the government's vision and government program," stressing that "in general The current parliament cannot impose sending the budget on the current government.”

Safwan QusayHe stressed the importance of expediting the legislation of the federal budget for the fiscal year 2022, to address many problems related to the size of the government's financial spending.

Qusay said in an interview with Alsumaria News, “The lack of a federal budget makes Parliament weak in monitoring the government’s performance. Therefore, there is a need to expedite the legislation of the budget law, especially since the 2021 budget was set with modest goals as a result of the drop in global oil prices, which made the actual volume of spending At that time, it did not exceed 100 trillion, compared to today we are witnessing an increase in prices globally with a high rate of unemployment and poverty, which makes us need to redraw the map of goals and open a window to achieve the goals of the White Paper.

Qusay added, "There is a need for a sovereign investment fund through which public spending can be structured and self-financed projects can be established, and therefore the budget legislation will address these problems, especially since the current spending is suffering from suffocation and the government cannot spend more than 8 trillion and 500 billion dollars per month. In contrast, imports are much more than this amount and may even double."

He pointed out that "the law on emergency support for food security facilitates the government's task almost in some bottlenecks, but it does not address the problem in a general way, and there is nothing wrong with passing it in this circumstance to achieve food security in light of the rise in food prices globally and the need to provide sufficient amounts to cover the items of the ration card and social care. His approval to provide protection for a segment of Iraqis who are at risk of starvation.

And he added, "The other thing that requires speeding up legislation is the food security law and what is related to global energy prices, especially gas, which also rose and it needs to provide sufficient amounts for it, in addition to the health sector," stressing that "the budget legislation means the implementation of the white paper and all other goals. Such as eliminating corruption and governance and linking with the countries of the region, and the youth looking for work is awaiting the approval of the budget to provide job grades for this segment.
