Namely, the absence of the final accounts of ministries and government institutions, which are submitted in a comprehensive accounting report that the Ministry of Finance submits to the Federal Office of Financial Supervision to be audited and send its final copy to the House of Representatives.
He explained: The absence of these accounts before approving the state's general budget for the next year constitutes a clear constitutional violation and opens the doors extensively to financial and administrative corruption and the looting of the country's wealth without accountability or oversight. Documents.. A lawsuit to stop the assignment of Al-Sudani and prevent the confidence-granting session
On Tuesday, Iraqi lawyers filed a lawsuit against the coordinating framework candidate for the post of Prime Minister Muhammad Shia Al-Sudani, demanding that his assignment be rescinded and the convening of a session of granting confidence in his cabinet.
The lawsuit, which was filed by the lawyers (Ali Shamran Al-Quraishi, Ahmed Raed Al-Alusi, and Hazem Mazen Al-Badri), stated that the commissioner, Muhammad Shia Al-Sudani, and according to the Prime Minister’s Media Office page, confirms that the agreement between all the political blocs comprising the framework is the one who will put forward the candidates for ministerial positions, not the prime minister. The person in charge is free to choose, but according to the quota mechanism, the ministries are distributed among the political blocs according to the electoral weight, and this is in violation of Federal Court Decision No. 89/2019. The commissioner also stated the formation of a committee comprising consultants specialized in interviewing party candidates for ministerial positions.
The lawyers asked the Federal Court to invalidate the assignment of Muhammad Shiaa Al-Sudani, as he violated the constitution and the court's decision, according to a copy of the lawsuit published below by Shafaq News Agency.
The lawyers also called for the issuance of an urgent state order to stop the House of Representatives session to vote on the cabinet until this case is resolved.

The Central Bank of Iraq, earlier, resolved the controversy over the exchange rate of the dollar against the dinar, in response to a report by a member of the Parliamentary Finance Committee, Nermin Maarouf.
Nermin said in a statement that “Nass” received a copy of it (October 24, 2022), “A few days ago, as the Finance Committee in the House of Representatives, we asked the Governor of the Central Bank about rumors of a depreciation of the dollar against the dinar, in response to a report we sent.”
The deputy added, that the central bank replied, "that it does not intend to change the value of the dollar for several reasons, as the current exchange rate of the dollar achieved some positive results and reduced the government budget deficit to a good degree, although the government was able to pay off some of its internal and external debts."
The bank explained, according to the answer: "Changes in the dollar exchange rate in the near future will create a state of instability in the currency market and cause mistrust in the dinar and negatively affect economic activity and the investment situation and increase speculative activity in the currency."
The bank's answer also stated, "The devaluation of the dinar against the dollar will enhance the competitiveness of domestic products and reduce the demand for foreign imports."
“With regard to the negative impact of the current dollar exchange rate on people’s livelihoods, especially for the poor, the central bank believes that the government can provide aid and assistance to these groups and improve food stamps to mitigate the consequences of dollar appreciation rather than return it to its old value,” the bank stated.
