Amid a complex regional situation and increasing economic and political pressures, Iraq held parliamentary elections described as the most sensitive since 2003, as they came at a stage in which the features of the region are being redrawn between the major decision-making capitals, and under the eyes of international observers who were watching to see if the Iraqi democratic experiment was able to withstand the accumulating crises.

Despite the security and economic challenges, the electoral process proceeded smoothly overall, with a turnout described as stable, at a time when expectations were rising regarding the shape of the next government and its political composition.

Political analyst and director of the Baghdad Today news agency, Saif al-Hashemi, said that “the initial results announced by the commission were 75 percent in line with the political estimates and readings that preceded the elections, which reflects a state of relative stability in the voters’ orientations.”

He added that “the outlines of the next government are drawn up in advance, and the expected disagreements will not be about the nature of the formation as much as they will be about the selection of personalities within the ministries,” stressing that “the next government will be more of a consensus government than a majority government.”

Al-Hashemi explained that “the upcoming challenges facing the government will be primarily economic, including rebuilding infrastructure, improving living standards, and supporting the Iraqi dinar, while maintaining balance in Iraq’s regional and international relations.”

In this context, the Independent High Electoral Commission announced today, Wednesday (November 12, 2025), during a press conference followed by Baghdad Today, that the manual counting and sorting operations were identical to the electronic results by 99.93 percent, confirming that the Reconstruction and Development Coalition, led by Prime Minister Mohammed Shia Al-Sudani, topped the results in a number of governorates, including Babylon, Karbala and Basra, as the most prominent political force in the current electoral scene.

In contrast, the Azm Alliance, led by Muthanna al-Samarrai, emerged as one of the new rising forces after achieving remarkable results in Baghdad, Nineveh, and Anbar, indicating a shift in the balance of competition within the traditional Sunni camps, and giving Azm an advanced position in the negotiations to form the next government.

Al-Hashemi concluded by saying: “We congratulate the winners, and we congratulate the Iraqi people on this stable experience, and we hope that tomorrow will be better than today, and today better than yesterday.”

An official close to the Prime Minister told   AFP   that the Development and Reconstruction bloc had achieved a remarkable success, while two other sources indicated that the list had won the largest parliamentary bloc with nearly 50 seats or more.

Sudani has emerged as a major political force in Iraq since coming to power three years ago, with the support of the Coordination Framework Alliance, which includes Shiite parties and factions close to Iran.

This success comes in the context of a tense political landscape, where different blocs are seeking to form alliances to secure a stable parliamentary majority.

The head of the Central Organization for Standardization and Quality Control, Fayyad al-Dulaimi, affirmed on Wednesday that the organization is working to protect citizens and enhance confidence in domestic products by implementing an electronic tracking system for goods in Iraqi markets. He explained that the QR code system will enable citizens to verify that goods conform to approved standard specifications, noting that this step represents a qualitative leap in ensuring product quality and protecting consumers.

Al-Dulaimi stated that "the decision issued by the Ministerial Council for Economy on December 23, 2023, which began implementation on January 7, 2024, represents a strategic step to protect consumers and enhance the quality of products circulating in Iraqi markets."

He added that "the decision was initially implemented on nine essential goods in its first phase, including refrigeration and air conditioning units, cookers, ovens, and cigarettes, in order to accurately assess the decision's impact and determine the technical and regulatory aspects before expanding to include other goods."

He added, "The decision was later expanded to include all electrical goods and products. September 15, 2025, was initially set as the start date for full implementation, but this was later extended to October 15, 2025, at the request of the industrial and commercial sectors, to ensure the completion of the necessary technical and administrative procedures."
The head of the agency pointed out that "the decision aims to achieve two fundamental protections: first, protecting the consumer from commercial fraud and goods that do not conform to Iraqi standards; and second, protecting domestic products and preserving their reputation in the market by ensuring that all goods bearing the Iraqi Quality Mark comply with approved standards and are suitable for the local environment."

Al-Dulaimi explained that "the Quality Mark represents a 'guarantee of trust' between the consumer and the producer, as no goods are allowed to enter Iraq or be manufactured domestically unless they conform to Iraqi standards, which are among the highest quality standards and are based on scientific references and expert opinions."
He revealed that "the agency is working on implementing an electronic tracking system (QR code), which will allow citizens to verify that goods offered in the markets conform to standard specifications," noting that "this technology will allow tracking the product from its country of origin until it reaches the end consumer."

He explained that "the agency's tasks are of a regulatory and technical nature, including inspecting products in cooperation with relevant authorities such as customs and inspection bodies in the country of origin," emphasizing that the agency does not have the authority to control unofficial entry points, but it closely monitors everything entering the markets through official channels.

Abdul said, "The Central Agency is not an executive body at the entry points, but rather the technical eye that monitors, analyzes, and ensures that what is offered in the market meets the safety, security, and public health requirements of the Iraqi citizen."
