The US State Department affirmed that the Iraqi market offers promising trade and investment opportunities for American companies and exporters, noting that strengthening economic cooperation between the two countries requires improving the business environment and addressing regulatory challenges, in addition to implementing reforms that support Iraq’s path to joining the World Trade Organization.

The video for this my FX Buddies blog is posted below here:

The ministry stated that government contracts, particularly in the energy sector, provide opportunities for commercial and investment expansion, as Iraq seeks to attract foreign investment and strengthen local industries.

In a related context, data from the Office of the US Trade Representative showed that the volume of trade between Iraq and the United States declined to about $10.4 billion during 2025, compared to 2024, which recorded a higher level of about $1.6 billion.

Trade in goods between the two countries amounted to about $7.9 billion, distributed between US exports to Iraq worth $1.7 billion, and US imports of Iraqi goods worth about $6.3 billion.

U.S. imports of Iraqi goods fell by 16.8% year-on-year, while U.S. exports to Iraq declined by 1.2%, shrinking the U.S. trade deficit in goods with Iraq to $4.6 billion, a decrease of 21.2%.

As for trade in services, its volume reached about $2.4 billion, with US service exports to Iraq declining by 15.5% to reach $1.9 billion, compared to an increase in US imports of Iraqi services by 2.1% to $541 million.

The United States' surplus in services trade with Iraq also decreased by 21%, to about $1.4 billion during 2025.

The US State Department stressed that Iraq’s accession to the World Trade Organization requires fundamental regulatory reforms that would create a

business environment and expand the integration of the Iraqi economy into the global trading system.

Security stability is the key to economic recovery: A member of parliament reveals to Iraq Observer the gateway to attracting investments to Iraq

Iraq's ability to balance consolidating security and enhancing economic performance is crucial, given the interconnectedness and mutual influence of national issues. Sustainable security is a fundamental pillar for creating an attractive investment environment capable of drawing in companies and capital and driving development. Meanwhile, economic reforms require a stable political and security climate to ensure tangible results.
MP Taha al-Difai emphasized that security, political, and economic issues are closely intertwined, and a genuine economic revival cannot be achieved without political and security stability. He pointed out that providing a safe and stable environment would encourage local and foreign companies to enter the Iraqi market and invest their capital in projects that contribute to revitalizing the national economy.
Al-Difai told Iraq Observer, "The government has succeeded in working simultaneously to strengthen security and monopolize weapons in the hands of the state, alongside taking practical steps to stimulate the economy and attract investments, particularly in the energy sector, by providing suitable investment opportunities and offering the necessary facilities to companies wishing to operate in Iraq."

He added that “ensuring a stable business environment is a crucial factor in boosting investor confidence, paving the way for project implementation, job creation, and more effective economic activity,” emphasizing the importance of coordination between security and economic tracks to guarantee the achievement of development goals.
Given the challenges facing the Iraqi economy, there is a pressing need for a comprehensive government vision that links security stability with economic reform, translates the measures taken into tangible investment opportunities that positively impact citizens' lives, contributes to diversifying income sources, and reduces dependence on oil revenues, thereby enhancing the national economy's capacity for growth and sustainability.

Following his appointment as Deputy Prime Minister, a member of the US Congress attacks Laith al-Khazali.

US Congressman Joe Wilson on Thursday attacked the appointment of Laith al-Khazali as deputy to Iraqi Prime Minister Ali al-Zaidi, calling the move "outrageous, though not surprising."

Wilson said in a post on the X platform that "Laith al-Khazali is on the terrorism lists, and that Asa'ib Ahl al-Haq, which is led by Qais al-Khazali (Laith al-Khazali's brother), has killed Americans and Iraqis, and is no less bad than ISIS, and perhaps even worse."

He added that "the appointment of al-Khazali is outrageous, though unfortunately not surprising," considering that "the Iraqi people, in all their components, deserve a better situation."

Wilson called for "liberating Iraq from Iran".

Earlier today, the House of Representatives voted to elect Laith al-Khazali as Deputy Prime Minister.

An economist expresses surprise: The government raises prices while asking merchants not to raise them.

link

On Thursday, economist Nabil Al-Marsoumi expressed surprise at the demand for merchants not to raise the prices of their goods following the devaluation of the dinar, at a time when government institutions are raising the prices of their services.

Al-Marsoumi said in a statement received by Shafaq News Agency, “It is strange that we ask merchants not to raise the prices of their goods as a result of the devaluation of the dinar, while government institutions such as Iraqi Airways are raising ticket prices, and the Civil Status Directorate has raised the price of the electronic passport.”

He added that other government institutions "might" take the same step "in response to the devaluation of the dinar against the dollar."

The Central Bank of Iraq announced on October 6 that it had adopted a new selling price for the dollar to the public of 1,520 dinars instead of 1,320 dinars, which has been the price in effect since February 2023, with implementation to begin on October 7, 2026.

The Civil Status, Passports and Residence Directorate decided to raise the fee for the electronic passport to 101,000 dinars after it was 91,000 dinars, without an official confirmation from the directorate so far.

Iraqi Airways also raised ticket prices after the government ended subsidies for jet fuel in September, with the price per liter rising from 300 to about 1,500 dinars.

National Bank Opens Transfer Applications for Kurdistan Finance Employees

Gemini_Generated_Image_c0acoqc0acoqc0ac.jpeg

At a Glance

  • National Bank opened transfer applications for Ministry of Finance employees.
  • The bank seeks section heads and general staff members.
  • Openings cover all four Kurdistan provinces and four autonomous administrations.

National (Nishtiman) Bank has opened transfer applications for KRG Ministry of Finance employees seeking section head and staff roles across the Kurdistan Region's provinces and autonomous administrations.

Key Statements and Focus Area

  • In a statement obtained by Channel8, National Bank announced that employees within the general directorates of the Ministry of Finance and Economy may now submit transfer requests to work at its commercial branches.
  • The recruitment drive seeks section heads and staff members across the provinces of Erbil, Slemani, Duhok, and Halabja, as well as the independent administrations of Zakho, Soran, Garmian, and Raparin.

According to the bank's requirements, eligible Ministry of Finance employees must submit their transfer applications between the 18th and 22nd of this month.

Applicants are required to fulfill a specific set of pre-determined criteria to be considered for these roles.

FYI

This transition coincides with a major initiative to consolidate 94 public banks across the Kurdistan Region.

A limited number of branches will continue operating until all financial accounts and accounting units are fully reorganized and integrated under National Bank.

Following this restructuring, the Bank will become the fourth financial institution in Iraq to be officially recognized by the Central Bank of Iraq—joining Rasheed, Rafidain, and TBI—granting it full authority to issue public advances and access U.S. dollars at the official government rate.

As part of the regional integration plan, central Slemani will reduce its operational hubs to just four remaining banks (Bakhan, Azmar, Slemani, and Tanjaro) while border outposts like Bashmakh and Parwezkhan will temporarily persist to accommodate localized trade and retirement distribution networks.

The committee faces a massive administrative hurdle in auditing and transferring up to 95,000 individual citizen account profiles alongside approximately 100 billion Iraqi dinars in outstanding commercial loans before the new network can fully launch.

Financial authorities estimate the restructuring has created roughly 1,000 surplus employees, forcing the Ministry of Finance and Economy to design qualification-based placement plans and voluntary transfer paths to other government institutions.

US Sanctions Iraqi Bank Over Alleged Financial Links to Iran

The designation is part of Operation Economic Outcast, a U.S. campaign aimed at cutting off Iran’s financial networks and limiting its ability to fund its military and regional allies.

The U.S. Department of the Treasury on Thursday sanctioned Iraq-based International Development Bank (IDB), accusing it of facilitating Iran’s access to the international financial system and maintaining ties with Iranian government entities and Iran-aligned militia groups in Iraq.

The designation is part of Operation Economic Outcast, a U.S. campaign aimed at cutting off Iran’s financial networks and limiting its ability to fund its military and regional allies.

The International Development Bank rejects US Treasury accusations and affirms its commitment to protecting depositors' rights.

The management of the International Development Bank for Investment and Finance (IDB) rejected on Friday what it described as accusations by the US Treasury Department, affirming that it is handling developments related to this matter with the utmost seriousness, responsibility, and transparency.

In a statement, the bank's management categorically rejected the information and allegations, emphasizing its full readiness to cooperate with the Central Bank of Iraq and the US Treasury Department through official and legal channels. The aim is to address the issue, clarify the facts, and defend the bank's reputation and the rights of all stakeholders.

The statement explained that the bank has worked for years to build a banking institution that contributes to supporting the Iraqi economy and operates under the supervision and oversight of the Central Bank of Iraq, adhering to banking laws, regulations, and approved compliance standards.

Management stressed the importance of not confusing the nature of the case and the procedures issued by the US authorities with the bank's financial position or its ability to meet its obligations. It noted its continued responsible management of resources and liabilities and its commitment to taking the necessary measures to address the operational and regulatory implications of the decision.

The bank emphasized that protecting the rights and interests of depositors and clients is its top priority, noting its work in coordination with the Central Bank of Iraq and relevant regulatory bodies to ensure the continuity of permitted banking services and the management of liquidity and financial obligations in accordance with applicable laws and regulations.

The bank's management concluded its statement by affirming its confidence in Iraqi state institutions and its commitment to cooperating with the Central Bank to safeguard depositors' rights and support the stability of the Iraqi banking sector.

On Thursday, the US Treasury Department announced new sanctions targeting Iranian networks circumventing international sanctions, including 16 individuals and 10 entities, among them the International Development Bank for Investment and Finance, headquartered in Iraq.

Washington accused the bank of facilitating Iranian financial transactions and securing access to US dollars, as well as maintaining ties with Iranian government entities and armed groups allied with Tehran within Iraq.

According to the Treasury Department, IDB has used Iranian capital to conduct business and allegedly transferred profits back to Iran in U.S. dollars. The department also accused the bank of exploiting Iraq’s former U.S. dollar wire auction system to facilitate financial transactions for Iran.

The Treasury said IDB was initially established by Iranian companies to support Iran’s economy and provide it with access to U.S. dollars. It also alleged that the bank received capital from the now-closed Bank Melli branch in Iraq following U.S. sanctions against the Iranian lender.

“The noose is tightening around Iran’s economy, and not even Iran’s so-called allies can save it,” U.S. Treasury Secretary Scott Bessent said, vowing to continue targeting financial channels that support Iran’s military and allied groups.

In a related move, the U.S. State Department designated Cuba-based Banco Internacional de Comercio S.A. (BICSA), citing its provision of services to Iran’s sanctioned Karafarin Bank since at least 2022.

The Treasury said the measures also target Iran-linked shadow banking networks, offshore institutions, and front companies allegedly used to evade sanctions, move funds internationally, and finance military activities.

Washington announced Operation Economic Outcast on August 24, warning that entities facilitating money laundering or sanctions evasion on Iran’s behalf risk losing access to the U.S. financial system.

Wealth Investment Management in Iraq

link

Iraq possesses vast natural, human, and economic resources that enable it to build a strong and diversified economy. However, the true value of these resources is not realized simply by possessing them; rather, it depends on how they are managed, invested, and transformed into productive projects that create jobs, improve services, and raise citizens' incomes. Therefore, managing these resources becomes a national responsibility that requires sound planning, legislative stability, and cooperation between the government and the private sector.

The Iraqi government has made significant efforts to improve the investment climate by supporting major projects, developing infrastructure, and expanding economic ties with international countries and companies, while also focusing on transportation, energy, road, and new city projects. These initiatives represent a crucial step toward repositioning Iraq as a promising market and an economic hub capable of connecting the countries of the region.

The management of Iraq's wealth should not be limited to oil alone, despite its importance in financing the general budget. A portion of its revenues should be directed towards developing the agricultural, industrial, tourism, technology, and financial services sectors. Iraq possesses vast agricultural lands, important religious and archaeological sites, diverse mineral resources, and a young, capable workforce eager to learn, innovate, and establish businesses.

Attracting investment requires stable laws and swift, transparent procedures, along with providing guarantees for investors and facilitating company registration, licensing, land acquisition, and access to services. It also necessitates developing the banking system, providing project financing, expanding the use of electronic payments, and enhancing banks' capacity to finance real economic activity rather than relying on limited traditional transactions.

Conversely, the private sector has a responsibility to submit serious projects, adhere to professional standards, develop employee skills, and enter into partnerships that contribute to the transfer of knowledge and technology to Iraq. Iraqi companies can also play a greater role in project implementation, youth employment, supporting local production, and reducing reliance on imports.

Current government efforts offer a genuine opportunity to shift from managing resources to investing them, and from consumer spending to productive development. The success of these efforts requires continuity, measuring results, addressing obstacles, and strengthening trust between the state, investors, and citizens. Iraq does not lack resources; rather, it needs effective management to transform these resources into sustainable value, successful projects, equitable opportunities, and a more diversified and stable economy for future generations.

Sanad told Al-Sabah: The fifth generation is about to be launched

link

Communications Minister Mustafa Sand stated that the next phase will witness the introduction of 5G services to the country. Sand told Al-Sabah newspaper, "The fifth generation (5G) represents additional services and is used in various technologies, development, industry, security, and other sectors."

Minister Sand added, “The state’s responsibility is to create a suitable, harmonious, and stimulating environment for investment, and not to obstruct it intentionally or otherwise, because the conflicts between companies and regulatory bodies are what caused the early demise of the fifth generation,” stressing that “the environment is now better for launching fifth-generation services in Iraq.”

For his part, Ahmed Al-Khafaji, a specialist in communications and cybersecurity, said that Iraq is well prepared to move to 5G services.

Al-Khafaji added to Al-Sabah that the success of this step depends on completing the development of the infrastructure, especially fiber optic networks, increasing connection capacities, upgrading networks and increasing transmission sites in a way that ensures the quality and stability of the service. It is best for the launch to be gradual, starting from the most ready and densely populated areas and then expanding to the rest of the governorates.

He explained that the fifth generation should not be viewed as just an increase in internet speed, but rather as an essential part of the digital transformation, and can support in the future smart cities, government services, industrial sectors and modern applications that need high speed and stability in communication.

Communications to launch first satellite ground station next Sunday

link

Communications Minister Mustafa Sand announced on Thursday that the capital, Baghdad, will witness next Sunday the official launch of the first Iraqi ground station for dealing with satellites (Teleport), stressing that the project comes within an integrated plan to consolidate the country’s digital and space sovereignty.

In a press statement received by (Al-Mada), Sand explained that the new station was specifically designed to handle satellites located in geostationary orbit (GEO), noting that it constitutes a fundamental pillar for securing national data traffic and developing the infrastructure of the communications sector.

The Minister of Communications called on all security and service institutions, government ministries, and private sector companies to adopt the national satellite gateway (Gateway) as a main station for sending and receiving data, as an alternative to relying on international infrastructure located outside the scope of national sovereignty.

Sand pointed out that the opening of this station paves the way for the direct transition to the next stages of the national space sovereignty project, adding that the ministry will reveal the technical and executive details of those stages at a later time.

Tienen centros comerciales espectaculares,
2:55
tiendas reales, supermercados modernos, ¿verdad? Tienen todo eso también. Pero
3:02
Me disculpo,
3:27

No, no, no. Van a
12:07
12:15
Bien. Bien. Así que me disculpo. Voy a
13:22
No sé.
14:07
Pero esta es una de las facciones. Queremos que se vayan.
14:12
Sí, ese es su hermano.
14:19

19:15
¿Podemos llegar a la próxima etapa?
19:18
Vamos ya. Bien. ¿Saben qué? Voy a pausarlos. Esperen.
19:23
Estoy de vuelta. Déjenme ver. ¿Dónde está mi micrófono? Eso ayudaría, ¿no?
19:30
Sí. Muy bien. Así que tuve que
19:36
dar las gracias. Gracias. Gracias. Gracias a
19:42
mi gente que me mantiene cafeteada. Mi… Felicia’s Fabulous Jewelry Boutique.
19:52
Gracias. Gracias. Qué bueno oír de ustedes.
19:55
Estamos creyendo por Open Doors October, ¿verdad? Open Doors October.
20:01
Miren, ni siquiera puedo leer mi escritura. mis amigos afortunados, mis amigos grandiosos,
20:09
y CM, gracias. Gracias a todos ustedes. Me ayudaron a mantenerme cafeteada, y lo
20:16
aprecio mucho.

No suelen decir toda África, ¿verdad? Bueno, esa es mi
22:55
24:27
No sé.
