Foreign Minister Dr. Ibrahim al-Jaafari received the Representative of the Secretary-General of the United Nations in Iraq, Mr. Jan Kubic, at the headquarters of the Ministry on 28 September 2017, to discuss the security and political developments in Iraq.

The Minister praised the broad international movement in the United Nations and the interaction with international issues, and gave Iraq a leading role in the issues at the table. "I hope that the United Nations will move from being a people's forum to a solution to the problems of peoples."

We are now focusing on the post-expulsion phase of the Al-Qa'ida gangs, which is the stage of construction and reconstruction of liberated cities," he said. "We want the international community to redouble efforts to help us at this important stage, especially on the humanitarian side." Bruce: Good Evening, Everybody Welcome to the Big Call. Here we are September 28th. At 6:22pm EST, there is an information blackout regarding the GCR and RV starting at 6:22pm EST for at least 24 hours. Did that keep Bruce from getting some Intel? NO, but it did take place at 6:22pm tonight and it will go for at least 24 hours.

Bruce: Has Iraq put out their new rate so the world can see it yet? No. Question, when will they do it? My understanding is it will happen sometime Sunday. I don’t know exactly when, but sometime Sunday. When I was told this, I was also told Sunday is the first day of their business week. Also, that it will be talked about with another announcement and put on their Jumbotron TV monitors in at least 9 provinces. That is going to be big time.

Bruce: Let’s go back here for a minute. What else is happening here? We know that the Fines and Penalties were supposed to have started this afternoon. Realize they need to go out and be paid prior to us being notified. We also believed the core groups under the Admiral need to be paid out as well. Our understanding is that is occurring and should happen late tomorrow afternoon. That is very positive. 

Bruce: When it comes to us, I am going to say it his way, Memos have gone out to the Redemption Centers with the exact schedule for redemption. I don’t know when they are going to start, but I can tell you when they are suppose to end. They are to end Sunday night October 15th at midnight when the Redemption Centers will stop doing exchanges unless a change takes place. John Q Public would start Monday, October 26th. That will be the start date for John Q Public

Bruce: We have the UN Operational rates in place, new Forex for the rates, and new rates for the public. Not the same rates we would have at the Redemption Centers, for the so called privately negotiable rates that we will see. Those rates were on the back screens this morning at HSBC. Then sometime early this afternoon at Wells Fargo, no rates were showing front or back screens. That tells you something there.

Bruce: We know the rates we saw earlier today were moving on up. They were hitting sort of the top end where they wanted to be for the ZIM, well in an advance of what we expected on the dinar. The dong is where it should be, very high, and so was the rupiah slightly below of the level of the dong. You know that we have not declared to the world we are asset back yet. We have not declared it to the world. We have had TRN that has been gold back for over a year. We have an USN that has been in place that is asset back for several weeks now, but we have not declared that yet to the world. When will that occur? I don’t know exactly when it could be. It could be as early as October 1, but could be later than that. I would say it is going to be important that the world knows we have an asset back dollar again, partially gold back but completely asset back. At that point when it is announced, the so called fiat dollar internationally it will no longer be taken and we will have opportunity to use our money, exchange the old dollars we have now and utilize the same time with the new money we will get, the USN notes which probably we probably transition in a month to two years time. As we receive paychecks, money at the banks we will get new notes. Our money will spend in the meantime. It will be a one on one exchange for fiat dollars to USN notes, 1 for 1.

Bruce: What other currencies are doing well right now that are gold back? Russian ruble and Chinese Yuan have gone up in value because they are gold back. Those two currencies are purchasing oil with their gold back rubles and Yuan. That gives value to those currencies. They no longer are having to use the petrol dollar to buy oil. Is the petrol dollar dead yet? I wouldn’t give it too long before it is gone.

Bruce: I think what is interesting is what should happen to us based on the information I have and knowledge of the Redemption Centers and their schedule for exchanges I would say we should have a wonderful weekend. That is what I am going to say about it. I am thinking this is going just about to the very end of the month. The first of October is Sunday. I think we are set to have a wonderful weekend. I think we need to see Fines and Penalties pay out, core groups pay out, and things are moving along briskly tonight and tomorrow. Thing are popping and happening.

Bruce: Large humanitarian sources have been told they will receive funds on Saturday. I think that is going to be an important day. You are in a great place to continue to have faith for this, to continue to believe and be part of a greater community. That is what I want to stay together and do projects together. I talked about Rebuild America and the Veterans Retreat Network. We have plans to get both of those underway and other projects such as community gardens, water filtration, all that needs to be done to rebuild America, Puerto Rico, the Virgin Islands, and any other islands that will have us. If we will be welcome without a ton of red tape we will help them. We have the knowledge, the technology, the where-with-all to get things going. I am serious about talking about homes that will last, hurricane proof, highly resistant to strong winds. Also build tornado shelters in those states that have a lot of tornadoes such as Alabama, Texas, Oklahoma, Kansas, etc.

Bruce: Intel wise rates are high. Intel is nonexistence for 24 hours since 6:22 pm EST. I think we are in great shape. Silence is golden. Don’t be sucked into fake news or Intel you read.     Politically Iraq could in-fact fall apart and end up with an internal civil war with Kurdistan. Remember the Kurds hold 1/3 of all political positions within the GOI.  I am hopeful that the new democracy is strong enough and they will not resort to forceful civil unrest or war. But there is still way too much POLITICAL and SECURITY instability to even think they would push out a reinstatement of their currency at this time.  Do they need a higher rate to their currency?  This is a loaded question and is hard to define. Yes – many economists believe the currency SHOULD be valued much higher than it is (and I agree)...  Are they ready to RV as far as the reforms and what the CBI has done to set them up? Yes – they are fully ready, but it is these factors now that plan a major role in triggering the final part of the process of the “project to delete the zeros”. Meanwhile what will be the GOI response? How about the response of its neighbors? There will be many impacts all around. We are told it will not be pleasant...the Kurds will not be allowed to leave peacefully. The Kurds overwhelmingly voted for the referendum and got over 60% turnout for the vote and the voting process was a huge success.  Iraq is now experiencing major crises and this is disappointing as we really don’t know how this is all going to turn out.   [post 1 of 2....stay tuned]

  [Not real sure about the numbers, but I think I've seen that the Kurd province produces 12 percent of all Iraqi oil and represent 17 percent of the Iraqi population.  Wouldn't be better for Iraq (and us) if the Kurds cecede?]   If the Kurdish region went Independent, Baghdad (Iraq) would lose their northern border with friendly Turkey and gain a new border with less agreeable tenants (the KRG)... so no, I don't think that is something they want. They also have to address Article140, which neither side wants to cave on. And even if it is "just 12%" of their production/revenue... That is a pretty significant number. So overall, I don't think Baghdad will want to let this happen. Would it be better for us? I don't think it would further the HCL agenda, it might even hurt it. The Kurds would create their own new currency, and we'd still have IQD with less chance of an RV. So in my opinion, nope. Not good for us if they secede.

Washington confirms the survival of the US consulate is open in Kurdistan

WASHINGTON, Sept. 29 (Xinhua) - The US consulate in Erbil will remain open, a spokeswoman for the US State Department said on Monday.
"The US consulate in Erbil, the capital of the Kurdistan region, will remain open and will not close," Heather Naewert said in a press statement.
This confirmation comes after the Iraqi parliament asked the government to work to close the consulates and foreign representations in Kurdistan, in response to the referendum on independence.
"America is ready to facilitate negotiations between Baghdad and Arbil," Toner said.

Turkey Calls For Summit With Iran, Iraq Over Kurdish Independence Vote

Turkish Prime Minister Binali Yildirim said on September 28 that he wants to hold a summit with Iranian and Iraqi leaders to coordinate their response to the Kurdish vote for independence in Iraq. "We are planning to come together in the near future to coordinate the steps to be taken for the next period," Yildirim told reporters in Turkey. "We want a three-way summit," he said.
Yildirim's office said he discussed the referendum in a phone conversation with Iranian First Vice President Eshaq Jahangiri on September 28. Iran, Iraq, Syria, and Turkey all have sizable Kurdish populations and have had to deal for years with Kurdish restiveness and calls for autonomy.
The biggest share of the approximately 30 million Kurds in the region live in Turkey, which for decades has battled the PKK Kurdish militant group fighting for independence within its borders. Although the Kurdish region in northern Iraq already has a considerable degree of autonomy from Baghdad, its voters this week endorsed a nonbinding resolution calling for independence by a margin of 92.7 percent.
Baghdad, Ankara, and Tehran have refused to recognize the results of the vote and are now seeking to pressure the Iraqi Kurds to back down on their bid for independence by cutting economic ties and isolating the region.
Turkey has threatened to shut its border with Iraq's Kurdish region and halt the flow of oil from that region through a pipeline to Turkey's Mediterranean port of Ceyhan. Iraqi Prime Minister Haidar al-Abadi's office said on September 28 that Turkey also agreed to deal only with the Baghdad government in the future on crude oil exports.
Iraqi Kurdish officials say they can withstand an economic blockade because they are self-sufficient in power generation and fuel supply, and have fertile agricultural land. They also say that most of the trucks crossing the Turkish border are only traveling through the Kurdish region on their way to territory controlled by Baghdad, so any blockade would hurt Turkey's and Iraq's economy as well as the Kurdish region.

Turkish Deputy Prime Minister Bakr Buzdag said his country's armed forces had stopped training Iraqi Kurdish Peshmerga forces, stressing that his country would take further steps in response to the referendum on secession.
"Turkey is determined to conduct its dealings with the central government in Baghdad after the Iraqi Kurdistan referendum," Buzdag, a government spokesman, said in an interview. "The prime ministers of the two countries, Ben Ali Yildirim and Haidar Abadi, will meet soon."
"Turkey, Iraq and Iran may hold a tripartite meeting to discuss the Kurdistan referendum," Yildirim said, adding that he agreed with Abadi to coordinate economic and trade relations with the central government in Baghdad after the Abadi government seized control of the border crossings with Turkey.
The Turkish Foreign Ministry called on its citizens to leave the Kurdistan region before the suspension of flight tomorrow.
The administration of Erbil airport announced the suspension of all international flights as of Friday evening, after a decision by the central government in Baghdad.

Iraq today receives three F16 aircraft, bringing its squadron to 21 fighters
