BAGHDAD, IRAQ: Muqtada Al-Sadr, the volatile Shiite cleric who once sent his supporters into battle against US troops, has emerged as the unlikely kingmaker in Iraq’s parliamentary elections.
With his black turban, short grey beard and heavyset build, Sadr’s imposing presence looms over Baghdad literally and metaphorically as the final votes from this week’s poll are counted and campaign posters litter the streets.
Full results are due to be announced later on Thursday and if, as expected, the political bloc led by the 44-year-old comes out on top, it will mark an extraordinary transformation for a man best known for his ferocious opposition to the US occupation.
While Al-Sadr remains inextricably linked with his violent past, the steadfast loyalty of his supporters has enabled him to benefit from the low turnout that hindered his rivals in Saturday’s election.
For his legions of devoted admirers, the cleric’s reputation for independence and his status as the scion of one of Iraq’s most notable Shiite families are more important than his policies.
Ahmad Al-Anbaki, a 28-year-old Al-Sadr supporter, told Arab News: “We are Sadr’s followers. We do what he says without arguing or thinking.
“If he says die, we will die for him. If he says fight, we will fight under his banner. And if he says be peaceful, we will be peaceful. Al-Sadr’s orders are non-negotiable.”
With 92 percent of the votes already counted in 16 of Iraq’s 18 provinces, Sadr’s Sairoon alliance is on course to gain dozens of seats in the country’s 329-seat Parliament.
The cleric owes much of his strength to the legacy of his father, Grand Ayatollah Mohammed Mohammed Sadeq Al-Sadr, a vocal opponent of former President Saddam Hussein, who was assassinated with two of his sons in 1999.
Building on his father’s reputation as a defender of the poor, the young Al-Sadr emerged on Iraq’s political scene after the 2003 US-led invasion.
His militia, the Mehdi army, fought pitched battles against American troops in Baghdad’s slums and the holy city of Najaf. It also struck fear into many Sunni Iraqis and was accused of carrying out kidnappings, torture and extrajudicial killings.
But when Al-Sadr began to distance himself from Iran, he found himself sidelined by fellow Shiite politicians more closely aligned with Tehran and his influence dwindled. He has participated in previous elections with limited success.
Saturday’s vote, however, could leave him with a key role in forming the largest parliamentary bloc, which has the right to nominate Iraq’s prime minister and form a government.
Abdulwahid Tuama, an Iraqi political analyst, told Arab News: “Sadr’s strength lies in the blind obedience of his followers. They are ready to follow him anywhere and do whatever he asks them to do without discussions.”
The Sairoon alliance includes Iraq’s Communist Party and is anti-Iranian but also anti-American, while Al-Sadr portrays himself as a nationalist keen to bridge the sectarian divisions of old.
Voter turnout was just 44.52 percent on Saturday, down 15 percent from the previous parliamentary election in 2014.
Second place in the election seems set to go to the Iranian-backed Al-Fattah alliance, which is supported by armed Shiite factions. Another grouping, the Al-Nassir coalition of current Prime Minister Haider Al-Abadi, is likely to come third.
Al-Sadr’s supporters, meanwhile, are preparing to celebrate his extraordinary victory.
“I completely trust him,” Haider Al-Fraidawi, a 40-year-old voter, told Arab News. “I believe he is able to decide the best for this nation.”

Brainworks to test investors' appetite for Zimbabwe with fund raise
Following the 2017 change in government, Brainworks' chief executive believes Zimbabwe is primed to be a key investment and tourist destination
Brainworks Limited (JSE:BRA) is refocusing its attention on its core assets of real estate and hospitality as it plans to dispose of its financial services arm as part of a restructuring.
Brett Childs, chief executive of the Zimbabwe-focused group, said financial services had already returned around twenty-times its initial investment and the group had decided to “take the money off the table”.
Following the November 2017 coup in which President Robert Mugabe was ousted by the Zimbabwe military and replaced with former first vice-president Emmerson Mnangagwa, Childs believes the country is primed as a key investment and tourist destination, which has driven the decision to regroup around hospitality.
The firm’s initial fundraising plans when it floated on the Johannesburg exchange in October 2017 were scuppered by investor scepticism, given political uncertainty in the country, but given the recent changes, this attitude could be on the turn.
“I think the President is saying the right things, that the country is open for business, and after the inauguration there was an immediate reaction from the investment community” Childs told Proactive.
“We’ve seen the interest pick up tremendously. If the next set of elections are verified by the EU, IMF and other global organisations, we will see Zimbabwe take off as an investment destination.”
Childs added that trading had already improved: “The last quarter at the end of March, which is generally our low season has been our best quarter for a number of years” says Childs.
“In Victoria Falls we have 3 hotels, around 750 beds, and over the Easter weeks we had 94% occupancy, so it is an exciting time to be involved in tourism” he adds.
The company is eyeing up a fund raise
Childs said: “We are looking to bring in US$15mln into the market, as sort of a test to see how investors are viewing Zimbabwe following the changes.”
The fund raise will also allow Brainworks to pay down some debt and give a small war chest to go after some opportunities that are here in Zimbabwe, he added.
The capital raise is expected to close around mid-June of this year.
Acquisitions might include third-party providers of guest activities at its hotels, such as tours and safaris.
“We have already picked out a couple of the best opportunities in our supply chain and we would like to go after those,” says Childs.
“We pick up a commission of about 20% for each guest that books with them, so we think why not pick up 100%?” he adds.
At last close, shares in Johannesburg-listed Brainworks stood at R7.5, with a market cap of around R647mln.

Always wanted to spot one of the Big Five? Then you need to try a game drive.
The parks here have lions, leopards, rhinoceros, buffalo, elephants and much more.
Or take a boat ride on a river to see hippos.
On safari, wear neutral colours like beige, brown or olive to help you blend in.
Stay alert in the bush. Creatures may be in the vicinity – even in your room.

US Dollars are the preferred currency. But there is a shortage, so try to bring enough for your stay.
You can withdraw $20 – $100 a day from a bank but you'll need $55 on entry to buy a Visa.
Credit cards can also be used.
In destinations like Victoria Falls you can pay for an excursion, like a helicopter ride, with a credit card.
But then for the Zambezi Park fee, you will need cash ($15).
7. Malaria zones
Some areas of Zimbabwe have a high risk of malaria.
This includes Victoria Falls, the Zambezi River, Lake Kariba and the centre of the country.
It's not worth taking any risks, so use insect repellent and talk to your GP or travel nurse about anti-malaria tablets.
8. Chibuku is an acquired taste, but Zambezi beer is fine
Chibuku is an African beer made from malted sorghum and maize. Cheap but really awful (yes, I've tried it).
Opt for Zambezi beer instead, which is quite refreshing.
Chicken and oxtail are popular dishes, but there are also vegetarian options, including corn on the cob, Sadza (cooked maize), butternut squash and Zimbabwe greens.
Locals also eat dried caterpillars from the Emperor moth called mopane worms.

Iran Set to Create Bank for European Transactions
Tehran has taken preliminary steps to establish a bank for transactions between Iran and the European Union in euro to settle all financial issues that might arise after Washington's recent decision to withdraw from the Iran nuclear deal, Iranian Ambassador to Germany Ali Majedi said on Monday.
"We have not waited for others to take this move and adopted some measures to set up a euro-based bank … Europe should establish a euro bank to continue banking cooperation with Iran … Certainly, a bank that only works with euro will strengthen euro," Majedi was quoted as saying by Fars News Agency.
"The creation of such a bank would allow Europeans to continue trade with Iran, as well as with Russia, which is also under the US sanctions."
The Iranian diplomat suggested that this bank could be private, added that it would be based in Germany, Sputnik reported.
"At present, Iran and the EU, as well as Russia and China, are facing an important test to show to the world through cooperation that in some areas things can be done without the US," he said.
Majedi emphasized the importance of the commitment of Iran and the European states to uphold the Iran nuclear deal, despite the US unilateral withdrawal.
Arash Shahraeini, a board member of the Export Guarantee Fund of Iran, told the Persian newspaper Ta'adol that the establishment of a special bank for Iran would help bypass US sanctions.
"This is perhaps the first time in history that Europe is trying to come out of the US sphere of influence and act independently. It appears that Europe has become the moving engine of JCPOA," he said.
The Joint Comprehensive Plan of Action is the formal name of the Iran nuclear deal.
EU measures follow the recent US pullout from the nuclear deal five other world powers signed with Iran, citing alleged flaws and demanding the inclusion of non-nuclear provisions.
Other signatories—China, France, Germany, Russia, the United Kingdom, and the European Union—have opposed the US move.
European politicians, in particular, have opposed the US diktat that EU companies toe the American line and shun Iran.
Since the Iran nuclear deal was signed in June 2015 and came into effect in early 2016, many large EU companies, such as Airbus, Total and Volkswagen, have engaged in deals with the Iranian companies.
Shielding European Firms
The EU is also considering how to protect its companies in Iran as well as retaliatory measures in the wake of the US pullout from JCPOA, French National Assembly member Delphine O said in remarks at the Atlantic Council on Tuesday.
"There are a number of options that we are looking at and I think those options fall into two categories. First category would be how do we simply protect our interests? How do we allow our companies to continue to do business in Iran [and] to invest in Iran?" the lawmaker said.
"How do we shield them from the secondary sanctions?"
The second category, she added, is how to retaliate against US actions that affect European companies and whether the EU should also put in place extraterritorial measures.
O stressed that the message that they would like to convey is that the EU would rather focus on the first category and not have to resort to the second.
Delphine O also told Sputnik that Tehran's idea of settling transactions with the EU in euro was worth looking at in light of the US government’s withdrawal from the Iran nuclear deal and reimposition of sanctions.
Asked if Iran’s initiative was worth considering, O said, "Yes, we will look at any mechanisms that would allow us to trade in euros and not in dollars in order not to be affected by the [US] secondary sanctions … We would look into European Investment Fund that would also protect our companies. So, we would look at all sorts of options."
US President Donald Trump announced his withdrawal from JCPOA on May 8 and outlined plans to reimpose sanctions on Iran, which had been lifted as part of the accord. Other signatories to JCPOA, however, criticized Trump’s decision to unilaterally pull out.
The JCPOA requires Tehran to curb its nuclear program in exchange for sanctions relief. Iran has been in full compliance with the terms of JCPOA as verified in 11 International Atomic Energy Agency inspection reports released since the deal’s inception.

I don’t understand it all, unless that was the plan to start with. I’d think there is some reason Abadi took the chance, but in any case Abadi is still the PM until 1. July, and he can ask the CBI to release the new rate at any time. The government still operates during Ramadan, so I don’t think that’s an issue. There is nothing holding this back: no laws are needed, Article 140 is not really relevant, and so we are just waiting. [post 2 of 2]

Essentially, nothing has happened and nothing will happen until after that count. Sadr says that he doesn’t want to be PM, and he will talk to anyone (although he has been backing Abadi for the last few months). Sadr does have some conditions, and nobody knows what they are yet. Abadi has already said he is going after the corrupt, so that probably won’t be one of the conditions. The only condition I think Sadr can make is the timeframe of the RV, because Abadi is already doing everything else Sadr is likely to ask for. So we are not concerned until the official numbers and the conditions are announced. Then we’ll probably know how much longer we have to wait. An unexpected candidate once again makes it to the top. ...So the results are in from the “formal” election process: the “Sadrist movement” will get to nominate the next prime minister under Al-Sadr’s terms. Now we have to move towards the final “official” results which could take a week or more. ...How likely is it that Al-Abadi will be the next prime minister? ...We...know that these men have been meeting and al-Sadr has been campaigning for al-Abadi. They were exposed where people could see that the dinar had value and they could see the value of it before they voted. So they knew under Abadi the dinar had revalued...Also at that time which was Sunday, the first business day of the week over there, they were able to begin to use the ATM machines, and see the lower denominations and have it up and running. Where that was sort of the big reveal so the people would know the value and the rate in country, evidently it still hasn’t been put out for the international world to know it yet...We know what the rate is. Their election for Prime Minister was Saturday. ...about...4 days prior to the Election Day, they were busy, the military and some of the other people who were chosen, to help set up billboards and increased the number of billboards in Iraq ...and they added a number of digital billboards to that number and came up with just under 8,000 total. You say So What. What was on the digital billboards was pictures of the lower denominations and ...they also had a rate of the dinar as compared to the US Dollar....whether it was a 5, 10, 20, etc....It had a relative value in US Dollars.
