The leader of the Sadrist movement Moqtada al-Sadr and leader of the National Wisdom Movement Ammar al-Hakim discussed Thursday the future of the political process in the light of the results of the parliamentary general elections.
"The dialogue between us is for Iraq and the next stage and to reach an end to the suffering of the Iraqi people. We are moving towards a new stage to build Iraq, a democratic paternalocratic government under the tent of Iraq," Sadr told reporters at the end of the meeting.
Hakim said: "We are ready with the blocks to formulate the program of the next government and be a government close to the people, and we build a state institutions and we will go hand in hand, and communicate with the winning lists within the constitutional bishop."
He added: "Souroun and the stream of wisdom represent two basic blocs through which we can start to consult with the winning lists and consider the need to form a strong independent national government in its political decision based on free national will and a transnational national approach to the components beyond sectarian trenches and start forming an Iraqi government."
On Wednesday, Shi'ite cleric Moqtada al-Sadr called on leaders of new electoral alliances to meet to form a government of honest technocrats.
He held telephone calls with the Prime Minister Haidar al-Abadi, the head of the National Coalition Iyad Allawi, the Kurdish leader Massoud Barzani, Osama Najafi, Hadi al-Amiri, Ammar al-Hakim, and close to Nuri al-Maliki, to discuss the future of the political process in the light of the results of parliamentary elections last Saturday .
How to form the coming Iraqi government?

According to Iraqi constitution, the Iraqi government, after declaring final electoral results, should be formed within 90 days.
The first step is outlined that President Fouad Ma’soum should call for convening the new parliament after 15 days of announcing poll’s results.
The members of the new parliament will elect, within 30 days, the speaker and two deputies with the majority of votes after the first session .
The speaker will entrust the candidate of the biggest bloc in the parliament to form the new government.
The entrusted premier will have 30 days to form the new government and suggest it before the parliament for approval.
The parliament should approve the governmental programme, as well as approving the ministers in a separate voting with the majority of votes.
If the entrusted premier failed to form an alliance government within 30 days, or the parliament rejected his proposed government, the parliament will propose another personality to form the government within 15 days.
Kurdish delegation to consult on coming Iraqi government denied
Sulaimaniya/ Iraq TradeLink: The Kurdish Patriotic Union Party denied sending any Kurdish
political delegation to Baghdad to consult on the formation of the new government.
MP Abdul Bari Zebari pointed that the party will consult other Kurdish political circles on joining any of political blocs in Baghdad.
He added that all the Kurdish parties, like others, are waiting the final results of the election and naming the new MPs to start their political negotiations.
Zebari elaborated that the Kurds will have a unified stand to support the biggest bloc in Baghdad, but this does not mean “reviving the Kurdish Alliance again”.
Iraqi election started on 12 May, 2018 amid strict security measures.
All media and political organs were busy to observe electoral violations in all Iraqi provinces.
The decline in electoral voting was attributed to technical problems, as well as general frustirations that the tradition political blocs will be chosen again. d
Iraq stops dealing with Hezbollah Mall
The Central Bank of Iraq announced the suspension of its dealings with the Islamic Bank of the country, after the US Treasury Department announced the status of the bank and its chairman, within the list of sanctions.
The Central Bank statement said that: "Based on the international agreements signed by the Iraqi side, and to preserve the integrity of the financial and banking system in Iraq, it was decided to prevent the Islamic Bank of the country, which is the financial path of Hezbollah from the window of sale and purchase of currencies, Basem Aras Habib Karim from the Iraqi stock market ».
On Tuesday, the US Treasury Department imposed sanctions on financial institutions and individuals in Iran, Iraq and Lebanon. Karim, who headed the NCP after Ahmed Chalabi's death, was also accused of helping the Iranian Quds Force with his bank to transfer money to Hezbollah.
Gorran Threatens Commissioner for More Parliamentary Seats: Official
ERBIL — The Change Movement (Gorran) has threatened a senior member of Iraqi electoral commission with death if he refuses to give the party three extra seats in the upcoming parliament, said an official.
During a roundtable debate on al-Sharqiya news channel, Karim Tamimi, a spokesperson for the Iraqi independent high electoral commission said that their senior member Saeed Kakayi was asked by Gorran to give the party two extra parliamentary seats for Sulaymaniyah and one for Kirkuk, or he will be killed.
He claimed that Kakayi had informed the commission about the issue personally.
Kakayi, who previously served as an advisor to Kurdistan Region’s Peshmerga ministry, was Gorran’s representative at the Iraqi electoral commission.
The commission previously called on the Iraqi government and Prime Minister Haider al-Abadi to protect Kakayi as the threats were serious.
Gorran is unsatisfied with its results in the Iraqi parliamentary election held on 12 May, believing that the Patriotic Union of Kurdistan (PUK) had influenced the results in favour of itself.d
Gorran Considering the Establishment of Military Base
According to the information obtained by BasNews, some senior Gorran officials are now supporting the establishment of a military base where a brigade of armed men could receive military training.
The idea has seemingly come to discussion after last week’s Iraqi parliamentary election when a group of Patriotic Union of Kurdistan (PUK) special forces attacked Gorran’s headquarter in Sulaymaniyah with heavy arms.
Shorish Haji, a senior Gorran official, has confirmed that some members of the party’s leadership believe that an armed force for self-defence is needed at this stage.
Salih Zhazhayi, deputy head of Gorran’s general assembly, told Bas newspaper earlier this week that the main policy of the party does not include armed forces, but there is a noticeable number of Gorran members who possess guns and are willing to form a brigade to protect their party.dd

Iraqi-Syrian intelligence cooperation continued for months
Baghdad/ Iraq TradeLink: Within one week, many Iraqi air raids against Da’ish (ISIS) organization in
Syria took place through Iraqi-Syrian intelligence cooperation.
The first operation was prominent in arresting five leading members, four Iraqis and one Syrian, while the other air raids resulted in destroying meeting centers for Da’ish organization that led to tens of casualties, as officially reported.
Chairman of the Iraqi Parliamentary Foreign Relations Commission Abdul Bari Zebari disclosed that the Iraqi intelligence concentrated its cooperation with the Syrian during the past few months that resulted in arresting and killing tens of Da’ish senior personnel along the Iraqi-Syrian borders.
On the other side, Jordanian sources reported that the government had talks with the Iraqi government to hand over the suspect for burning the Jordanian pilot Ma’ath al-Kasasba, according to legal agreements between the two sides.
Iraqi strategic analysts described this operation as “an important intelligence work in Iraq in a trans-borders operation in cooperation with international security sources”.
The analysts believe that this operation was done with the cooperation of the Russian sources in Syria and the American sources in Iraq.
The talks concentrated on handing over Da’ish member Saddam Omar al-Jamal who was arrested by the Iraqi intelligence, with four more, who is regarded one of the responsibles for the burning crime.
Pilot al-Kasasba, born in 1988, was arrested by Da’ish organization on 24 December, 2014 after the crash of his F-16 jet in a military operation against Da’ish members in Raqqa province, north of Syria, within the military operations of the International Coalition, headed by the United States.
In addition, the Iranian National Security Secretary General Ali Shamkhani charged USA as the main organizing organ for the terrorists in the Middle East, Iranian Mehr news agency reported.
Fleeing Iraqi capitals hinder investments

According to Turkish statistics, the Iraqis bought about 348 real estates in March, 2018, with an increase of 15.8% in comparison for February, 2018.

Iraqi Kurds Look to Open New Chapter With Iran

I raqi Kurds are opening a new chapter in their relations with Iran seven months after a foiled independence referendum in the Kurdish region.
The Kurdistan Regional Government hosted an Iranian government trade delegation in Erbil during the fourth economic conference between the two parties on May 2-3 to discuss ways of expanding ties.
“This conference was an important gathering to expand economic relations between Iraq and Iran and in particular the Kurdistan Region of Iraq,” said Hassan Danaiefar, the former Iranian ambassador to Baghdad and the current head of the committee to expand economic relations between Iran and Iraq, reads an article published by Al-Monitor. Iran’s Minister of Industries, Mining and Trade Mohammad Shariatmadari, who attended the conference, said an agreement was signed between Erbil and Tehran to expand relations and to form a committee to deal with obstacles that slow down bilateral trade.
“I think all the parties, including the KDP [Kurdistan Democratic Party], the Patriotic Union of Kurdistan and others, have understood that the role of the Islamic Republic is critical and they should have taken into account its demands and suggestions,” said Nazim Dabagh, a veteran KRG representative in Tehran, on May 2.
“We could say that they [Iranians] had informed the Kurds that the referendum would bring disaster for the Kurds. Now all the [Kurdish] parties are trying to improve their relations [with Tehran].”
Once the Iraqi Kurdish leadership came to terms with the fact that Iran is the real power broker in Iraq, a delegation headed by KRG Prime Minister Nechirvan Barzani visited Tehran in January and agreed to cooperate with Iranian officials.
The KRG delegation agreed with Tehran’s demand for a halt to illegal smuggling from Iraqi Kurdistan. In return, both parties agreed to expand their economic and trade ties.
The Kurds and Iran are currently implementing an agreement that will see, on the economic front, the KRG expand the capacity of the current border crossings and will open more crossings. This has led to protests and strikes in the Kurdish areas on the Iranian side, as the crackdown on smuggling has put thousands of cross-border porters, locally known as “kolbar”, out of work.
An Iranian Kurdish legislator last month complained in parliament that 75,000 kolbars have lost their jobs as a result of the government policy in the last Iranian year, which ended on March 20, 2018.
The Iranian authorities now say reforms are being pursued to put these porters back to work, albeit via new arrangements.
In the border hub of Baneh, officials say local traders’ demand of a 50% exemption from customs tariffs, which is more than twice the current discount of 20%, cannot be accommodated.
On the Iraqi side, more border checkpoints are set up to stop traders from providing goods to porters.
“We are here to stop the smuggling of goods,” said a Kurdish officer in the border area near the town of Khurmal in Iraq’s Sulaimaniyah Province on April 25.
The steps taken by KRG to boost bilateral trade and keep a lid on militancy in its territory signal that the Iraqi Kurdish leadership has realized that it needs to be on good terms with the Iranians, not merely to survive in the volatile region, but also to be accepted once again in the Iraqi capital.d
Iran Set to Create Bank for European Transactions

Tehran has taken preliminary steps to establish a bank for transactions between Iran and the European Union in euro to settle all financial issues that might arise after Washington's recent decision to withdraw from the Iran nuclear deal, Iranian Ambassador to Germany Ali Majedi said on Monday.
"We have not waited for others to take this move and adopted some measures to set up a euro-based bank … Europe should establish a euro bank to continue banking cooperation with Iran … Certainly, a bank that only works with euro will strengthen euro," Majedi was quoted as saying by Fars News Agency.
"The creation of such a bank would allow Europeans to continue trade with Iran, as well as with Russia, which is also under the US sanctions."
The Iranian diplomat suggested that this bank could be private, added that it would be based in Germany, Sputnik reported. d

5-18-2018 Newshound Guru Kaperoni The CBI stated a year or so ago, once they start it could take 2 years to delete the zeros. What that means is that the dinar will appreciate gradually (float) as stated in the IMF Article IV Consultation. My view is that once the conditions are met, They accept Article VIII, and move to a float, it could take another 2 years to raise the value of the dinar to a value where the zeros are gone. Not saying it will take that long but it is a directly related to investment. This is why the IMF stated the Balassa-Samuelson effect in the 2012 Article IV. The truth is, if investors are lined up to participate in Iraq, it should happen fairly quickly. But it is up to Iraq to create the right environment for the value to rise. At that point all we can do is hope that investors come to Iraq, begin the substantial rebuilding and investment phase creating inflationary pressure on the CBI to raise the value. [post 2 of 2]
