The President of the Republic, Barham Salih, at the Peace Palace in Baghdad on Monday morning, discussed with the Speaker of the House of Representatives, Mohamed Halbousi, the development of the ongoing discussions to form the next government and the importance of adherence to the constitutional times.
The two sides stressed "the need to mobilize efforts to form a strong and efficient government capable of overcoming obstacles and challenges," a presidential statement received by the agency {Euphrates News} a copy. 
"The meeting also focused on the President of the Republic and the House of Representatives on ways to strengthen cooperation and coordination between the legislative and executive authorities to legislate and approve the necessary laws in all areas and mechanisms to activate economic agreements with all countries and international bodies." 
 
FY2019 budget to be passed by parliament at end of 2018

The Council of Representatives of Iraq will pass the budget bill for fiscal year (FY) 2019 by the end of this year, according to Fatah Coalition MP Amer al-Fayez on Sunday.
 He affirmed that the former government has drafted the budget, to be handed to the new one for amendments and submitting it to the parliament.

The budget for FY2019 is ready, waits for the formation of new government to make amendments and submit it to the parliament,” al-Fayez stated on Sunday.
 The new government should make amendments according to its vision and reform plan, then submit it to parliament for approval.

The newly-appointed PM Adil Abdul Mahdi is tasked to form a new government within the next 30 days of his appointment, according to the Iraqi constitution.

{Baghdad: Al-Furat News} Economic expert Louay Khatib called for the destruction of the new currency and correcting its grave error. 
"The Central Bank of Iraq issued a statement on the new version of the Iraqi currency signed the name of Acting Governor Ali Mohsen Ismail in a dangerous precedent and a violation of all contexts universally recognized and Iraqi, except dictatorships," Khatib said on the site of social access (FIBSOC) today. 
"The dollar, for example, is signed by the secretary of the treasury and the treasurer without mentioning the names, as is the case for the sterling pound signed by the treasurer, Chief Cashier, without the name." 
Khatib said, "So as an Iraqi citizen, I request that the signature of the Iraqi currency by the Minister of Finance by the title without mentioning the name, and the withdrawal and destruction of this new version and correct this grave error." 
He called on all Iraqi people "to participate in this corrective action to be the beginning of the reform process in all aspects of government work and its contexts." 
The Central Bank of Iraq issued its second edition of the banknotes of the categories {25000, 10000, 1000, 500, 250} dinars, indicating that the variables on the above categories were as follows, for the categories {25000, 10000, 500, 250} The name of the governor instead of signing it in the old version, in line with what is now practiced in other countries, and the dates Hijri and Gregorian dates were amended to {1440 - 2018 AD}.

BAGHDAD / The company announced the distribution of petroleum products, Sunday, the launch of fuel card No. 10 for the processing of citizens white oil product in Baghdad, "noting that" the processing will be 100 liters per card fuel. "

"

The meeting, according to a statement issued by his office, received a copy of it, "activation of intelligence and fellowships, stressing the need to activate the frameworks of cooperation in the face of terrorism, especially in the exchange of security and intelligence information between Iraq and Ukraine.

He added that the subject of fellowships between the two sides and overcoming the obstacles faced by Iraqi students in Ukraine were discussed.

He pointed out the importance of deepening aspects of common interest and developing parliamentary relations with regard to the friendship committee between the two sides. He called for "the development of cooperation in the commercial, economic, military, security and cultural fields.

Turkish truckers frustrated with double tariffs on route to Iraq

IBRAHIM KHALIL, Kurdistan Region – Truck drivers from Turkey are frustrated about being hit with customs taxes twice on the route to Iraq.
 
Their loads are taxed when they enter the Kurdistan Region and again when they pass into areas under federal Iraqi control.
 
“We don’t know where this money goes. They don’t give us a receipt. They don’t tell us whether this goes to Iraq or another place,” said driver Ahmed Bashir.
 
This has led to a 40% drop in trade, according to figures from officials at the Ibrahim Khalil border gate.
 
Control of borders and customs has been a longstanding dispute between the governments in Erbil and Baghdad.
 
The issue came up again during talks to ease tensions after the independence referendum and Iraqi forces returning to the disputed areas.
 
“Iraq and the Kurdistan Region are working on unifying the customs fee and the decision has been made,” director general of customs in the Kurdistan Regional Government. Samal Abdulrahman, told Rudaw in June.
 
Previous agreements on customs have fallen apart over the issue of who gets the revenue.
 
Turkey is the Kurdistan Region’s biggest trade partner. Construction is underway for a new border crossing between Kurdistan’s Erbil province and Turkey’s Hakkari.
 
World Bank to Allocate Nearly $2 Million to Help Iraqi Women
According to a statement by the international bank, $ 1.95 million have been allocated for women in Iraq, including the women rights organizations, saying that the funds have to be utilized to strengthen the power of women based on women's equality and liberality in the community.
The World Bank Regional Director, Saroj Kumar, expressed happiness in a statement to assist the Iraqi women in coordination with the Canadian government.
He noted that the project will also include helping poor women in Iraq.

{Baghdad: Al-Furat News} Economic expert Louay Khatib called for the destruction of the new currency and correcting its grave error. 
"The Central Bank of Iraq issued a statement on the new version of the Iraqi currency signed the name of Acting Governor Ali Mohsen Ismail in a dangerous precedent and a violation of all contexts universally recognized and Iraqi, except dictatorships," Khatib said on the site of social access (FIBSOC) today. 
"The dollar, for example, is signed by the secretary of the treasury and the treasurer without mentioning the names, as is the case for the sterling pound signed by the treasurer, Chief Cashier, without the name." 
Khatib said, "So as an Iraqi citizen, I request that the signature of the Iraqi currency by the Minister of Finance by the title without mentioning the name, and the withdrawal and destruction of this new version and correct this grave error." 
He called on all Iraqi people "to participate in this corrective action to be the beginning of the reform process in all aspects of government work and its contexts."

Call for Establishment of Iran-Iraq Joint Bank

10-8-2018   Newshound Guru Kaperoni   CBI gets ready to introduce replacement currency 250, 500, 1000 dinars.   This new currency only makes sense if they expect them to be in circulation for a while.  No overnight event!  The dinar will only rise gradually via a float. That is how monetary policy works.  Raising the value of the Iraqi dinar is part of a much bigger process...integrating Iraq's financial system into the worlds banking system.  That process includes the CBI accepting Article VIII of the IMF charter and moving to a new exchange rate regime.  The reason the CBI must move away from it's current exchange rate regime (peg) is to counter inflationary pressure created when large amounts of capital and investment comes into Iraq.  The new exchange rate regime will be a float allowing the CBI to counter this pressure by gradually raising the value.  The good news is as I have said before is that I expect that process to start very soon.  
 
10-7-2018   Newshound Guru Bloodloch   ...Until they release new classes of VLD (Very Low Denomination) currencies, in the range of 1 dinar to 100 dinar notes, the working theory I've been hinting about is on hold. This does not mean they won't do as much soon, but I must admit I was hoping to see something along the lines of VLD with these new predicted currency releases. Still, the fact that they have yet to breach this VLD range means the potential for such an issue remains viable. When it does finally happen, and if must if they plan to ever have the IQD achieve equality with the USD, it will be a surprise event. It's just not the sort of thing they would telegraph ahead of time.

"At the outset of the meeting, Ambassador Masjadi conveyed congratulations to President Barham Saleh and congratulated him on the performance of his duties," a presidential statement said.
The president praised "the bilateral relations between Iraq and Iran and its role in supporting stability and peace in the region, especially the role of the Islamic Republic in supporting Iraq in its fight against terrorism and defeating the terrorist advocate." He also reviewed the historical relations between the two neighboring countries, Stressing "the importance of advancing them to the highest levels to serve the interests of the peoples of the two neighboring countries."

The Pentagon is preparing to form an army of insects!

Can a band of insects carrying genetically modified viruses save America's farms? Or are they uncontrollable biological weapons?
This is the debate on a controversial new research project at the Pentagon called the Associated Bug, funded by the US Defense Advanced Research Projects Agency (DARPA), according to the scientific "Live Science" website.
The project involves the use of gene-editing techniques to infect insects with modified viruses that can help make America's crops more resilient if an cornfield is unexpectedly dehydrated or suddenly succumbed to a disease. For example, Corn plant.
According to the DARPA website, these targeted therapies could come into effect in one growth season and could potentially protect the US crop system from food security threats such as diseases, floods, frosts and even threats by state or non-state actors.
But members of the scientific community are skeptical. In a research message published yesterday, a team of five scientists expressed concern that the project could easily be used as a biological weapon.
"In our opinion, the justifications are not clear enough, for example, why do they use insects? They can use spraying systems," says the co-author of the letter and professor of international law at Freiburg University in Germany, Selga vonicki. "The use of insects as a channel for disease transmission is a biological weapon classic".
