The Information Office of the United Nations Secretary-General in Iraq, Jenin Hennes-Blaskhardt, confirmed in a statement to Obelisk, Monday, 2 March 2020, that the United Nations Security Council will hold a session dealing with the situation in Iraq.
“Obelisk” publishes the text of the statement:
The United Nations Security Council will hold a session on the situation in Iraq on Tuesday, 3 March 2020, at 10:00 am New York time (6:00 pm Baghdad time).
It is expected that the Special Representative of the Secretary-General of the United Nations in Iraq, Ms. Jenin Hennes-Blackshart, will give a briefing shortly after the session begins.  
The Special Representative, Ms. Jenin Hennes-Blackshart will give a briefing on developments in Iraq and the United Nations Assistance Mission for Iraq (UNAMI).

Reuters news agency reported on Tuesday that Iraq has strategic stocks that are enough for only two months.
The agency quoted sources in the Iraqi Ministry of Trade as having a strategic stockpile that is sufficient for only two months.
The sources assured the agency that "delaying approval of the Iraqi budget in light of the political deadlock hinders the signing of new grain procurement contracts."
Iraq is the "largest buyer of wheat and rice in the Middle East."
Thus, according to the sources, "the strategic wheat stocks are sufficient until the start of the local harvest in April."

Legal expert: Prime Minister's "voluntary absence" is unconstitutional  
Legal expert Ali Al-Tamimi confirmed, on Tuesday, that the "voluntary absence" announced by resigned Prime Minister Adel Abdul-Mahdi violates the Iraqi constitution in Articles 81 and 13 of the constitution, as it cannot be superior to the internal system over the constitution according to a rule that does not violate the minimum law the above.
Al-Tamimi told "Ain Iraq News" that "this absence violates articles 2 and 42 of the internal system of the Council of Ministers for 2019, which obliged the cabinet to continue to work until the formation of a new government as a caretaker, and the resigned prime minister cannot cost someone to head the council because it is not His validity according to the concept of conducting business, and this case is permissible only in limited cases such as illness and travel, and he is also resigned and his authority is not mandated to designate a representative for him, because that is outside the concept of conducting business. "   
The legal expert pointed out that "there is nothing in the constitution called a constitutional vacuum because this is in the absence of other institutions, and therefore this matter needs the referendum of the Federal Court."
The resigned Iraqi Prime Minister, Adel Abdul-Mahdi, announced on Monday that he will resort to "voluntary absence" from attending government sessions, after the deadline for the new constitutional deadline for the new parliament to be trusted.
In a message he sent to the Presidents of the Republic and Parliament, Abdul-Mahdi threatened "the possibility of resorting later to declaring that the position is vacant according to Article (81) of the Constitution, if the political and legislative and executive powers do not reach the contexts of the country emerging from its current crisis, according to Article (76) of the Constitution ".
Abdel-Mahdi confirmed that he would call "the House of Representatives to hold an extraordinary session to finalize the election law, electoral districts and the Electoral Commission," and suggested "on December 4, 2020 as the date for the elections."
And Abdul-Mahdi called for "the parliament to dissolve itself 60 days before the mentioned date, and to organize a referendum on constitutional amendments."
Abdul-Mahdi did not say what kind of constitutional amendments were intended, but said that parliament could propose them.
Abdul-Mahdi said that "he will assign one of the deputy prime ministers or one of the ministers the responsibility of managing the cabinet sessions and conducting daily affairs, adding that this is the measure that has been implemented since Muhammad Tawfiq Allawi was appointed to form the new government."
Abdul-Mahdi did not authorize another figure to exercise his powers as commander-in-chief of the armed forces, but he said that "the National Security Adviser will exercise the role of the secretariat of the Ministerial Council for National Security, organize his agenda, and communicate his decisions in accordance with established work contexts. On Monday, Iraqi President Barham Salih announced the start of his consultations to select an alternative candidate to assign him to form a government within a period of 15 days, within the scope of his constitutional and national responsibilities.
On Sunday evening, Muhammad Tawfiq Allawi announced his apology for the mandate to form the Iraqi government for the transitional period, to succeed resigned Prime Minister Adel Abdul-Mahdi.
The announcement came hours after parliament failed to hold an extraordinary session to vote to give confidence to his government.

3-2-2020   Newshound/Intel Guru Walkingstick   As a caretaker government Mahdi and his cabinet cannot issue bills to parliament but they can issue directives to other branches of the government. ie: release of funds to citizens, claim a holiday, etc..These do not require a vote in parliament...I agree, and yet the CBI has been prepared for quite some time... An event, Mahdi failed twice in its implementation...Myself, I put no faith in their abiding by their constitution... They opt to select when to abide by it when it's in ones best interest... In the years since it was voted on, all sitting governments have been in violation...   IMO...Too much, focus...on Allawi...Keep in mind, whether...Allawi is seated or not...Iraq, does have...a seated and functioning government/cabinet in place...which, continues to convene and issue directives under Mahdi...Mahdi and his cabinet (form) nothing more then a care-taker government...Yet, they are in fact a seated government... Nor, can they now or have they ever had the authority to vote on a bill, to become law...The PM and his cabinet propose bills, which...in turn, are forwarded to parliament for a vote, which are then voted on...becoming law, or not...  Parliament, on the other hand... is not, part of the executive branch... Any bill that has reached parliament, sitting in parliament (100's ) or was approved prior to Mahdis resignation can be voted on in parliament. ie: 2020 budget..  Parliament must also vote on the acceptance of a cabinet put forward by any PM...  [post 1 of 2....stay tuned]

3-2-2020   Newshound Guru Vital Brad  ...Allawi's government did not pass and the deadline was today to make it happen...what does this mean?  What happens now?  ...there's been talks about having a final session to pass Allawi's government but Haibousi, he's the speaker of parliament, he reminds me of Adam Schiff or Nancy Pelosi, he's trying to stop this at all costs.  He's come forth and said times up.  He's unsuccessful.  Game over.  This is what he wanted all along...Allawi officially apologized for the failure and announced his withdrawal.  He wrote a letter to the President of the republic...Article Quote:  "Saleh will begin consultation to select an alternative candidate within a period of 15 days."  15 days will put us at the 17th or 18th of March... 

3-2-2020   Newshound Guru Jeff  ...remember they...play a ton of games regarding their politics in the media.  So be careful how you receive that [the prime minister tentatively resigning]...Even with what's going on they still have a stable enough government to change the rate.  Remember, the CBI never said they needed to have a fully completed seat of government.  What the CBI said before they agree to delete the zeros they said Iraq needs to remove their corruption...the corruption is gone...I'm not worried about the formation of the government.  That's why I don't put a huge emphasis on it...

Honorable Speaker of Parliament, gentlemen and ladies, Vice-Presidents and respected members of the Council

Peace, mercy and blessings of God,
I announced on February 19, 2020 that "the constitutional deadline of 30 days to gain the confidence of the House of Representatives in the new government and its ministerial platform expires on March 2, 2020" and stated that with the end of this period, "I will have no choice but to resort to the solutions stipulated in the constitution or the internal system of the cabinet."
I express my deep regret at the failure of Brother Muhammad Tawfiq Allawi in his mission to form the new government, which requires us to take the appropriate position. I announce today before our honorable people and before you that the most dangerous thing that we currently face is the occurrence of a constitutional and administrative vacuum, and the best solution is to adhere to the relevant constitutional articles, the prevailing laws and the articles of the internal system of the Cabinet issued on March 25, 2019 published in the Official Gazette in issue 4533, which was based on the constitution according to Article (85) from it. Accordingly, after consulting with constitutional and legal experts from the specialists, I announce a decision that I have taken, which is to resort to (voluntary absence) as the Prime Minister with all the resulting procedures and contexts, and I will explain some of them below.
This position does not mean that it is not possible to resort later to declaring that the position is vacant according to Article (81) of the Constitution, if the political forces, the legislative and executive powers do not reach the contexts that the country emerges from its current crisis, according to Article (76) of the Constitution. In implementation of the decision taken, we will start in accordance with the constitutional, legal and regulatory powers granted to us immediately by:
1- Inviting the distinguished parliament to hold an extraordinary session to finalize the election law, the electoral districts and the electoral commission. We propose on December 4, 2020 as the date for the elections, and to provide the Commission with all the requirements that enable it to hold free and fair elections on the proposed date. And that the distinguished parliament dissolve itself 60 days before the mentioned date. And that another fund be organized alongside the ballot boxes or on the back of the election coupon to conduct a referendum on constitutional amendments, that the esteemed parliament may approve according to its mechanisms before dissolving itself.
2- Assigning one of the deputy prime ministers or one of the ministers the responsibility of managing the cabinet sessions and managing daily matters, according to Article (3) of the internal system of the cabinet. It is a measure that we began to implement since Professor Muhammad Tawfiq Allawi was tasked with forming the new government.
3- The internal system of the Council of Ministers specifies, in particular, Articles (20) and (29) and Order No. 68 of 2004 that the Ministerial Council for National Security is responsible for "facilitating and coordinating the national security policy between ministries and institutions of the Iraqi government charged with national security issues" and operates under the control and control of a president The Council of Ministers is the Commander-in-Chief of the Armed Forces. Deputy Muhammad Iqbal said that "[voluntary absence] from the position was not mentioned in the constitution," referring to the announcement by the head of the caretaker government, Adel Abdul Mahdi, to leave the post this evening.

Al-Haddad calls for a national dialogue between the blocs and demonstrators to end the government formation crisis
