Parliamentary Finance: The 2020 budget cannot be implemented and will be devoid of appointments

 
 
The Parliamentary Finance Committee ruled out the implementation of the budget bill for the current year 2020.

Committee member, Ahmed Hama Rashid, told Al-Furat News that "the budget was supposed to pass before the beginning of this year, but the government's resignation and its inability to deliver its draft law to Parliament as a caretaker government whose approval was delayed to this legislative term."
He explained that "the problem is that according to the law of the financial department, the government must start with the budget of 2021 from the middle of the fifth month (May), and now we are in the middle of the month and the government should start preparing it."
"As for the 2020 budget, the government should send the data to the House of Representatives for approval and authorize the Financial Supervision Bureau to start final accounts."
Rashid stressed "
"If the government does not legislate, the government will resort to the Financial Management Law regarding spending 1/12 of the previous budget for the previous year 2019," he said, adding that "even if the budget was enacted, then with my conviction, there are no appointments due to the large deficit in it."
It is noteworthy that the budget for the current year 2020 (according to the project proposed by the government) 162 trillion dinars (135 billion dollars), with a planned financial deficit of 48 trillion dinars (40 billion dollars), including three trillion dinars (2.5 billion dollars) to implement the projects agreed upon with China.
The government was late in sending the draft budget to include the reform decisions that cost the state more than ten trillion dinars ($ 8.3 billion).

The Parliamentary Finance Committee confirmed today, Tuesday, that a "very difficult challenge" facing the current government in addressing the problems surrounding the federal budget legislation for the current year in light of the current challenges and low oil prices, noting that the previous government did not listen to calls and warnings until the financial deficit reached about 70 Billion dollar.

 Committee member Ahmed Hama Rashid said in an interview with Alsumaria News, "One of the most important problems that we suffer from for a long time and to this day in the financial field is unilateral revenue, which remains hostage to fluctuating oil prices globally," noting that "the Iraqi economy has always been an economy Fragile, he is affected by all the changes that take place in oil prices. "
 

Rashid added, "The Financial Management Law, in its seventh article, stipulates that the budget deficit should not be more than 3% of the national product, meaning that if the national product was 250 billion dollars, the deficit should not exceed 10 billion dollars or 12 trillion dinars as a maximum." Pointing out that "the previous government did not hear the calls and warnings until the deficit reached 50 billion dollars, then when the price of oil was $ 53 a barrel, today, the cumulative deficit is increasing as a gap reaches 70 trillion dinars and more."
 
Rashid stressed that "the budget bill cannot be prepared in a way that violates the financial management law, or that contradicts the current reality we are living in, so the new government faces a very difficult challenge in dealing with these problems."

Finance member reveals a proposal to the President of Parliament to deduct a percentage of employee salaries
Member of the Finance Committee Jamal Kujer stressed the necessity of distributing employee salaries before Eid Al Fitr, while he revealed a proposal to the Speaker of Parliament to deduct 10% of employee salaries as compulsory savings at the end of the year.
"The salaries of the month of May are insured and the government must take into account the situation of employees and divorce them before Eid Al-Fitr, especially that the holiday will coincide with a very sensitive date, because the salaries of employees are divorced from 18 to 25 from the ministry and go to Local ".
 
He added that "the deductions, if they are completed, will be savings, which is the proposal of the Speaker of Parliament that deducts 10 percent of salaries as compulsory savings until the end of the year." Drafted by law that cannot be tampered with. "

  Article:   "Parliamentary Finance:  The budget will be semi-annual and will be allocated to 3" Quote "the Parliament Finance Committee announced Sunday that the draft budget law will be semi-annual."  Hmmm very very interesting.  If it's semi-annual that's once every six months and what do we know that's coming up here in June?  We know that the United Nations, the IMF, the United States are coming in to meet with the new government.  I wonder what they're gonna talk about Well we know what they are going to talk about - The security.  The protesters.  As well as the economy of Iraq.  Hopefully they'll have some good news going into the second half of this  semi-annual report...

With direct follow-up by the Prime Minister and Commander-in-Chief of the Armed Forces, Mr. Mustafa Al-Kazimi, and based on immediate investigations, the security forces carried out at dawn today a raid on a building in Basra Governorate from which live bullets were fired at the demonstrators, resulting in the death of one of them at the scene of the accident, and the injury of others.

The security forces arrested all those inside the building and confiscated the weapons and ammunition they were in possession of.
The defendants were referred to the judiciary for their fair punishment.
