Al-Tamimi warns of a time bomb that could drop the government if it does not remedy the budget crisis

The Council of Ministers holds its second regular session, h eaded by Prime Minister Mustaf a Al-Kazemi
The Council of Ministers held its second regular session, to day, Tuesday, 12 May 2020, und er the chairmanship of the Pri me Minister, Mr. Mustafa Al-Ka zemi.
The Prime Minister opened the session with a speech in which he emphasized that this gover nment is the government of dif ficult challenges, the most important of which is the econ omic challenge, the fight agai nst poverty and unemployment among young people, and the fair distribution of wealth, calling on ministers and government officials to stay away from courtesies, favoriti sm, political interference and work to develop state inst itutions, not political action .
The Prime Minister reaffirmed his commitment to protecting t he right to demonstrate and no t tolerating any aggression ag ainst them, and that the gover nment aims to achieve their le gitimate aspirations.
His Excellency added: We will not compliment the citizen’s d ignity and the interest of the country.
We are working to save what ca n be saved, confront crises, a nd diversify state resources.
On the work of the armed force s, his Excellency stressed tha t the heroic army and security forces have endured a lot, and the prestige of the military and security institut ions must be restored.
The Cabinet issued a number of decisions, including: -
1. Reducing and rationalizing the administrative structures of the state by providing each government agency with its vi sion in this field.
2. Take appropriate measures t o legislate the laws required for the success of the e-gover nment, and for ministries and government agencies to expedit e their procedures to automate their work, especially in the area of customs and tax, and provide monthly reports on their rates of submission to the General Secretariat of the Council of Ministers.
3.Re-examination of the draft laws related to fighting corru ption, and by activating the m easures to combat it and stren gthening their effectiveness, and emphasizing on strengtheni ng the role of the institution s concerned with that from the Integrity Commission and the Federal Financial Supervision Bureau in coordination with the General Secretariat of the Council of Ministers.
4. Emphasizing the freedom to exchange information and the r ight to obtain it by expeditin g the legislation on the right to obtain information.
5. Assigning the Ministry of P lanning in coordination with t he concerned authorities to re view instructions for implemen ting government contracts to e nsure updating of the approved standards in the awarding of tenders, and also to update the approved standards in selecting investment projects.
6. Providing the Federal Servi ce Council with the appropriat e staffing for taking its role and exercising its duties.
7. Agreeing that the Reconstru ction Fund for areas affected by terrorist operations implem ent mobile hospitals to quaran tine and treat patients with HIV in the regions that are agreed with the Ministry of Health and the provinces throu gh the grant provided by the Federal Ministry for Economic Cooperation and Development through the German Development Bank of (15,000, 000) Fifteen million euros.
8. Accelerate the legislation of the general budget law in l ine with the requirements of t he financial situation, the lo w level of the oil price, and diversify the budget sources.
9. Urging the Ministry of Oil to expedite the completion of the draft oil and gas law.
10. The Ministry of Labor and Social Affairs, in coordinatio n with the Ministry of Plannin g and the Ministry of Finance, study the expansion of the base covered by the Social Protection Law by improving the inclusion mechanism through demographic targeting by adopting poverty and social research data and the study is presented within a period of one month.
11- Forming an emergency cell for financial reform, forming a cell to manage the financial situation in light of the cur rent financial crisis, and set ting the necessary solutions to achieve financial reform and improving the performance of financial institutions.
The cell is headed by the Prim e Minister and he has the auth ority to authorize the Ministe r of Finance to manage the ses sions in his absence and the membership of the Minister of Finance, the Minister of Forei gn Affairs, the Minister of Planning, the Governor of the Central Bank, the Prime Minist er’s advisers whom he calls His Excellency, the Secretary General of the Council of Ministers, and a representativ e of the General Secretariat of the Council Ministers,
The cell undertakes the follow ing tasks: -
1- Ensuring the provision of f inancial liquidity.
2- Take decisions regarding fi nancial reform by rationalizin g spending, maximizing resourc es, and reforming financial institutions, including restructuring them.
3- Establishing financing plan s for the reconstruction, deve lopment and investment project s, including financing resourc es and mechanisms outside of g overnment spending.
4- Improving procedures and au tomating systems in financial institutions.

Member of Parliamentary Financ e Committee MP Jamal Cougar, o n Tuesday, proposed 5 steps to alleviate the financial crisi s in the country.
Cougar said in a press intervi ew, "Iraq is going through a s tifling financial crisis, and this is something that two cannot disagree on, stressing that there are 5 important steps that must be adopted to alleviate the crisis that crea ted multiple factors, most notably the collapse of world oil prices."
Cougar added, "The steps that must be adopted are an attempt to postpone the payment of lo ans to be paid in relation to Iraq and to fight aliens and fake names as a national and moral duty and to end the file of multi-salaries and their numbers are not few and up to tens of thousands in addition to fighting financial and administrative corruption and ending the file of control of influential groups on border crossings ”
Cougar pointed out that "the f inancial crisis cannot be over come without firm solutions an d decisions that address all negative problems in order to ensure financial liquidity to secure salaries and the rest of government expenditures."
Iraq suffers from a stifling f inancial crisis that began to cast its shadows on many files , especially salaries, especia lly with the collapse of inter national oil prices, which secure the country’s treasury by about 90% of its financial revenues annually.

The head of the UNAMI mission in Iraq, Jenin Blackshart, sai d on Tuesday that the formatio n of a new government in Iraq after a long wait is very welc ome.
"Iraq needs a political will t o be more just and prosperous, " Blackshart said in a briefin g to the Security Council.
She added that "the situation of Iraq does not allow it to b e an arena for war or conflict from various forces."
Blackshart noted that "the for mation of a new government in Iraq after a long wait is very welcome," stressing that "the United Nations will continue to support the Iraqi people and the Al-Kazemi government." It indicated that "the aspira tions of the Iraqi Prime Minister, Mustafa Al-Kazemi, are worthy of attention and should be transferred to urgent measures."
She stressed that the politica l and security situation in Ir aq is not allowed to be an are na of open conflicts. Also in her speech, Blashardt said bef ore the Security Council: "One cannot exaggerate the magnitu de of the challenges facing Iraq, as the existing politica l, social, economic and securi ty crises have multiplied due to the Corona global epidemic and the significant drop in oil prices."
She stressed that "the priorit y (number one) remains to prev ent the rapid spread of the virus, and we continue to supp ort the authorities for that."
She called on political partie s and forces to "favor the sup reme interests of the country and the interests of the Iraqi people over narrow interests, " noting that "the formation of a new government is a long- awaited and welcome developmen t."
She stressed the need to exped ite the "naming of the rest of the cabinet members in the ne w government, while ensuring that women and minority repres entatives obtain positions in the state administration."
The UN representative said, "I raq must move away from managi ng endless crises to more prod uctive approaches and building resilience at the level of the state and society," noting that "political and pri vate accounts in the short ter m do not serve the interests of Iraq in the long run, but rather Quite the opposite. "
"The Iraqi economy is expected to contract by 9.7 per cent i n 2020, with poverty rates ris ing to about 40 per cent, and large losses in employment income are expected, as well as a decrease in economic opportunities," said Blasharat .
