A government source explained how to pay the Kurdistan region’s share of the federal financial budget for 2021. 

The source told {Euphrates News}, that “the amount will be an advance and for the purpose of addressing the suffering of the region’s employees who have not received their salaries for a while.”
The Prime Minister of the Kurdistan Regional Government, Masrour Barzani, announced this evening that he had reached an agreement with Baghdad regarding the region’s budget after his phone call with Prime Minister Mustafa Al-Kazemi.
Barzani said in a statement: “I am pleased to announce that an agreement has been reached under which the dues from the federal budget will be sent back to the Kurdistan region, with a retroactive effect, starting from January 2021.”
And he added, “During our phone call, I thanked him for his leadership, and I thanked the federal government for its support for this important turning point, through which we together overcame this difficult and long-standing obstacle.”
The Kurdistan Regional Government announced two weeks ago that it would send two important files to Baghdad related to “the region’s oil expenditures and non-oil revenues.”

And regarding sending the salaries of the region’s employees, the spokesman for the Kurdistan government, Jutiar Adel, suggested that “this issue will reach the implementation stage, and part of it has already reached the implementation stage, and in the near future financial dues will be sent to the Kurdistan region within the federal budget.”

It is noteworthy that the House of Representatives voted on March 31, 2021, to approve Article (11) of the Iraqi Budget Law for 2021, which is related to the Kurdistan Region’s share of the budget.
The Kurdistan region needs 895 billion dinars per month to distribute salaries without deduction, ie up to 10 trillion and 740 billion dinars annually.

He continued by saying: We wanted to know how much we pay from salaries and how to pay?, adding: We want to announce that soon we will distribute 475,000 “UPN” to employees.

He added by saying that: This will make it easier for us to eliminate those who receive two or three salaries at the same time.

He added: We want to speed up the process of registering companies, because currently the process takes between 28 and 31 days if you do not have any problems, but we seek to make the registration process within 24 hours, noting that this process may strike the interests of some parties or institutions, but we insist on Program implementation.

Democratic Party: The Baghdad and the region agreement began today and according to the budget items

Parliamentary: Kurdistan’s delivery of 200 billion is considered looting of other provinces’ funds

On Thursday, Representative Mansour Al-Baiji considered handing over to the Kurdistan Regional Government any amount of money outside the agreement that took place and was fixed in the current year's budget, as a looting of the money of other provinces.

Erbil: We are serious about committing to the financial budget and we have handed over all the required data

He added: Without calculating non-oil revenues, noting that, in implementation by the Ministry of Finance, 250,000 barrels at a price of 61 dollars are .calculated, so the federal government is requesting the region because this is in violation of Article 11 of the General Budget Law .

He continued: We will submit an appeal to the Federal Court

The region’s share in the draft budget is 12.67, in return for the region to ensure the delivery of 250 thousand barrels of oil per day to SOMO, in addition .to 50 percent of the imports of border ports in the region

On August 15, Baghdad and Erbil reached an agreement to send the federal government 320 billion dinars per month to the Kurdistan region until a vote .on the budget law, for a period of 3 months

1. a.  Operational expenses (9,00,913,9682) thousand dinars are distributed according to field (1, 2 and 3) of table (b) expenditures according to ministries, and the correct one is according to the total field (1) and a new additional operational field contained in table (b) expenditures by ministries annexed to this law. 

Second: As stated in the table published on page No. (9) regarding Paragraph (Third) Deficit 1 = (a + b) total revenue (320141984101) thousand dinars, which does not match the total of paragraph (a + b), and the correct one is (101320141984) thousand dinars  . 

Third: We attach the tables (A / D / How) amended for the purpose of publishing them in the Official Gazette, with the exception of tables (B) and (C) because they were originally published with the Federal General Budget Law No. (23) for the year 2021.  . 

Fourth: This statement shall be published in the Official Gazette.

An explosion targets a convoy of support for the American forces in southern Iraq

On Thursday, a security source said that an explosive device had exploded targeting a convoy of logistical support belonging to the US occupation forces in the Diwaniyah Governorate in southern Iraq.

The source told Shafaq News Agency, that an explosive device was placed on the side of a highway in Diwaniyah Governorate , and it exploded, in the early hours of yesterday night, when a convoy of US forces passed.

No further details were provided, so far, whether the logistical support column has suffered material or human damage.

Yesterday evening, a security force thwarted a detonation that was intended to target a convoy of logistical support for the American coalition, west of the capital, Baghdad.

In the past weeks, the frequency of attacks targeting the American occupation forces has escalated, as attacks have taken place on an almost daily basis.

The Iraqi resistance factions had announced earlier that they would target US forces if they did not schedule their withdrawal from Iraq.

A member of the Parliamentary Finance Committee, Jamal Kougar, confirmed today, Thursday, that the government has only two ways to address the economic crisis and ensure that it does not recur in the future.

🔵 We open, with God's blessing, the Samarra power station, and the first phase of the station has been completed despite all the present challenges, especially the economic crisis and the effects of the Corona pandemic.

🔵 The second phase will be completed during the remaining months of this year, and we will enter it into the national network.

🔵 The station will supply the national production network with up to 1260 megawatts of electricity, and will serve the regions of northern Baghdad and Salah al-Din governorates with more electric power production.

🔵 We are working hard to develop the Samarra station with a new contract within the Chinese agreement to add a third phase to the station.

🔵 The station will provide job opportunities for more than 1,400 Iraqi citizens with specialization and experience.

🔵 Lagging stations were a challenge for us over the past year, and we worked hard to complete them.

🔵 We opened a few days ago the Nasiriyah power station, and today we are opening the Samarra station, and there are new station projects in the south, center and north.

The President of the Republic, Barham Salih, confirmed, on Wednesday, that Iraq is resilient to sedition.
The Presidency of the Republic stated in a statement, "The President of the Republic, Barham Salih, visited today, Wednesday, June 16, 2021, the cities of Kadhimiya and Adhamiya, and was honored to perform the visit ceremony to the shrine of the two imams Musa Al-Kadhim and Muhammad Al-Jawad (peace be upon them), praying to the Almighty to protect Iraq and its people from all harm." Pointing out that "Saleh stressed the great and prestigious position of the city of Kadhimiya, and its role in strengthening the bonds of brotherhood, equality and tolerance among the components and spectra of the Iraqi people, and its impact on strengthening social ties and consolidating unity among Iraqis."

He added, "Saleh was honored to visit the shrine of Imam Abu Hanifa al-Nu'man (may God be pleased with him), in the city of Adhamiya, and his sovereignty begged al-Bari to grant Iraq security, stability and peace."

The President of the Republic indicated, according to the statement, that "the city of Adhamiya has a rich history throughout the time, as it is a point and hub for fraternity, solidarity and a meeting place for science and scholars," recalling "the tragedy of the Imams Bridge for the honorable visitors who were visiting the two Imams, and the sacrifice made by the martyr Othman Al-Obaidi ( May God rest his soul) from Al-Adhamiya for saving visitors from drowning, as he was martyred for his brothers.”

He stressed that "the two loving sister cities, Al-Kadhimiya and Al-Adhamiya, have a prominent role in taming sedition, confronting deviant extremist ideas, and consolidating the values of love and harmony, as they are a symbol of unity and cohesion among Iraqis," stressing that "Iraq is a capable, sovereign state, and it will remain disobedient to those who want to stir up sedition or from He is trying to tamper with his security and stability, through the cohesion and unity of his sons and his national forces, and their insistence on achieving reform, curbing corruption, and meeting the legitimate demands of the mass and popular movement.

Parliamentary Finance calls on the Council of Ministers to adhere to the literal texts of the budget regarding the entitlements of Kurdistan

The Parliamentary Finance Committee, on Wednesday, June 16, 2021, called on the Council of Ministers to adhere literally to the provisions of the Federal General Budget Law for the year 2021 regarding the mechanisms for disbursing the entitlements of the Kurdistan region, as there is no jurisprudence in the text resource.

A statement by the committee said, "The budget law has drawn clear mechanisms that are not subject to interpretation or courtesy to deal with this issue, as it identified the obligations of the regional government and the federal government in this regard."

The statement held "those violating the provisions mentioned in the budget law legal responsibility for any violation in this regard."

On Wednesday, June 16, 2021, the President of the Kurdistan Regional Government, Masrour Barzani, announced that an agreement had been reached with the federal government, according to which the dues from the federal budget would be sent back to the region with a retroactive effect starting from January 2021.

Barzani said in a blog post, "I spoke with Federal Prime Minister Mustafa Al-Kazemi within the framework of the ongoing negotiations and commitment to making the relationship between Erbil and Baghdad more clear."

Barzani continued, "I am pleased to announce that an agreement has been reached under which the dues from the federal budget will be sent back to the Kurdistan Region, with a retroactive effect, starting from January 2021."

According to the post, Barzani stated that "during our phone call, I thanked him for his leadership, and I thanked the federal government for its support for this important turning point, through which we together overcame this difficult and long-standing obstacle."
