Finance announces facilities provided by one of its banks

Today, Saturday, Al-Nahrain Islamic Bank, one of the formations of the Ministry of Finance, announced an increase in granting banking facilities during the month of December.

Director of the Finance and Investment Department, Diane Kazem Mahdi, said that "grant operations during the month of December increased thanks to the directives of the public administration, as the number of transactions granting funds according to Islamic formulas reached (199)."

She added, "These transactions were distributed among the bank's branches (the main branch, the Jihad neighborhood branch, the Salam branch and the Al-Farahidi branch), which included all the finances granted by the bank according to Islamic formulas, which include (real estate, cars, projects, marriage, goods, and education)."

She indicated, "The doors of the bank in all its branches are open to citizens in order to benefit from the funds granted by the bank in accordance with the approved instructions and mechanisms."

In the same context, Al-Nahrain Islamic Bank issued instructions (Murabaha for the purchase of real estate) for the initiative of the Central Bank.

Where the Director of the Studies Department, Lama Abdelaziz Mustafa, confirmed that "the instructions include financing the purchase of ready-made housing units or the purchase of units within residential complexes for employees of state departments and the families of the local police martyrs whose salaries are with the bank."

She added that "this matter is far from transparency and far from actual application and the actual need of citizens and humanitarian needs in a country that is threatened by the fourth wave of Corona and the need for vaccines and treatment," noting that "there are important issues that are suspended and they are life issues."

And she continued, "The problem that occurred and the lack of transparency in its treatment is represented in an important question: Where did the oil savings that came after the increase in oil prices, which were different at least by $ 25 per barrel fixed in the 2021 budget?, and therefore we do not know!".

She pointed out, "the absence of final accounts and the absence of real knowledge of the round of funds, in addition to the absence of an approved budget for the year 2022," noting that "Iraq is at the gates of the second month of 2022, and parliament's activity is still incomplete in order to approve the budget."

Sumaisem ruled out that "the parliament will complete and start its work during the current period until two months have passed from the current year 2022, and therefore the country will approach half the year until the 2022 budget is issued."

She pointed out, "The period from mid-2021 to mid-2022 is a period in which the rounded and final accounts are absent," asking: "Where do these surpluses go while we are in a country that needs humanitarian joints from providing the ration card, treatment, and Corona vaccines, and providing hospitals with facilities to accommodate those infected with Corona?" .

And the economic expert concluded, by saying, "Iraq is currently facing a humanitarian danger that must be addressed by decision makers wisely, deliberately and seriously, as the country is on the brink of a pit of health collapse."

Baghdad sends 200 billion dinars to the region to finance the salaries of employees

The head of the Kurdistan Regional Government’s representation in Baghdad, Faris Issa, said on Saturday that the amount of 200 billion dinars allocated by the federal government to finance the monthly salaries of employees and workers in the private sector will arrive this week.

In a statement to reporters today, Issa said that the procedures for sending 200 billion dinars, which are the salaries for the month of December last year, have been completed, and this amount will arrive this week. 

On Wednesday, the Kurdistan Regional Government announced the approval of the Federal Council of Ministers to send 200 billion dinars to finance salaries.

Saleh: The year of government formation is devoid of the annual budget

Every time, after any elections, Iraq enters a phase called negotiations, and this is what the political forces used to do after 2003.

The negotiation stage continues for several months, which may even penetrate the Iraqi constitutional timings, due to differences and the formation of the largest bloc and the selection of the three presidencies.

Economists expected that the current year will pass without a budget, similar to the years 2014 and 2020, amid expectations that the formation of the new government will be delayed, which will lead the government to rely on a ratio of 12/1 to facilitate financial matters, especially in the period of “conducting business.”

In turn, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, confirmed in a statement that he followed (the Iraqi Media News Agency / INA) that the legislation of the budget law for the year 2022 depends on the date of the formation of the government and the upcoming parliament in all cases.

According to political analysts, the formation of the new government will be much delayed because of the problems that the political process will go through in the coming days, as there will be disputes between the various political parties seeking to obtain the three presidencies.

And after the coordination framework objected to the outcomes of the first session of the House of Representatives and submitted an appeal to the Federal Court, which in turn issued its decision to temporarily suspend the work of the parliament’s presidency, which will lead to a delay in resolving the new government.

In this context, the economic expert, Hassan Al-Rubaie, said that the political aspect is still ambiguous and the current developments in the formation of the government are unknown, especially after the temporary suspension of the presidency of the parliament by the Federal Court, noting that the approval of the 2022 budget will depend on the course of the current political process and the matter is not linked at all to any economic file.

Saleh said, “The white paper is an economic constitution, which respects future economic life, it must respect what is stated in the paper.”

He pointed out that “the white paper needs an appendix to the policies and for the future on how to implement them. It is a correct and reform path. For the first time, it becomes an understanding and belief that the economy is reformed on the basis of a document that we call the economic constitution.”

He ruled out that “the next government will cancel the white paper and reforms and may amend and improve them or add other policies because they were established correctly.”
On the fate of the 2022 budget, Salih explained, “The budget awaits the integration of the legislative body and its committees, and I think that the first project that the new Iraqi parliament will study is the budget.”

He continued, “The budget is now with the Ministry of Finance and is awaiting the formation of the legislative and executive bodies to send it to Parliament,” stressing that “the vision exists and the next government will study it, and the next parliament will set its vision under the constitution.”
