In Numbers... An Economist Reveals The Fate Of Last Year's Budget Surplus
The economic expert, Dia Al-Mohsen, confirmed, on Tuesday, the existence of corruption and failure of the government in managing the financial aspect and its failure to manage the country’s economy within the budget of the past year, describing its claim of a rise in the central bank’s reserves as a “lie.”
Al-Mohsen said in a statement to the "Information" agency, that "the data indicated the existence of failure, failure and great financial corruption by the caretaker government in managing the budget of the past year, since there were about 33 percent of the budget's funds of unknown fate," noting that "the government is responsible for the disappearance of those funds." money.”
He explained that "the budget of the past year was approved in the amount of 128 trillion dinars, and the actual expenditure for the investment and executive sectors was 90 trillion, which means that there is a surplus of 38 trillion dinars whose fate is unknown," wondering, "Are there final accounts prepared by the ministries with regard to expenditures within that budget and the ways of spending them?" “.
He pointed out that "the government's claim of a rise in the central bank's reserves of hard currency is a lie because it came through an increase in the dollar exchange rate in local markets, as well as an increase in oil prices in global markets."
Cougar expects the budget approval date..Does it include job grades?
A member of the former Parliamentary Finance Committee and the winning deputy, Jamal Cougar, suggested, on Tuesday, the approval of the draft financial budget law for 2022 next June, indicating that the budget will not differ from its predecessors.
Cougar said in an interview with the official "Al-Sabah" newspaper, "The lack of a budget for this year is incorrect, and the issue is far from the constitutional timing, because without a budget, it means that the new government will be a (caretaker) government and will not implement its government program, and if it does not implement it, it means that A quarter of her life has passed without implementing her government program, expecting that "the 2022 budget will be approved next June."
He added that "this year's budget will not contain anything new and will not differ from the previous one and will be similar to others, because the new government will not have room for creativity and the old government is the one who set the budget."
Regarding the Cabinet’s decision to create job grades, Cougar stated that “the funds for these grades are supposed to be included in the 2022 budget, but if the installation is according to (deletion and creation), it is possible, but any new installation is not possible.”

The Sadrist Movement: We discussed with the leader Barzani and put the points on the letters
The Sadrist movement disclosed, on Tuesday, the details of its talks with Kurdish leader Massoud Barzani, during the meeting he held in Erbil.
The Sadrist movement said in a statement received by Shafaq News Agency, "The head of the Sadrist negotiating delegation, Hassan al-Adhari, met with Kurdish leader Massoud Barzani during an official visit to the Kurdistan Region. ?
The statement quoted Al-Adhari as stressing "the necessity of forming a national majority government with the participation of the winning parliamentary blocs, as well as creating a strong opposition under the dome of Parliament."
The statement pointed out that "the meeting took place in a positive and optimistic atmosphere, as well as the two parties' stress on the importance of putting points on letters and striving to save the homeland."
And earlier today, Tuesday, the Kurdistan Democratic Party, the largest party in the Kurdistan Region, mortgaged its position on forming the new federal government with the outcomes of the talks between the two political poles of the Shiite forces in Iraq represented by the Sadrist movement, and the coordination framework.
"So far, we do not support any party, whether the Sadrist movement or the coordination framework," party spokesman Mahmoud Muhammad said in a press conference held today after a meeting with the Sadrist movement's delegation.
He added, "The Sadrist movement supports the formation of a national majority government, and the framework is with a political majority, and we are waiting during these two days to where the results of their talks will reach."
Regarding the meeting to be held between the two main parties in the Kurdistan Democratic Region and the Patriotic Union of Kurdistan, Muhammad said: We have a common vision with the Patriotic Union and a common project, but we need to update relations to find a Kurdish working paper to discuss with the Sunni and Shiite parties in Baghdad.
On the positions, the KDP spokesman said that the issue of distributing them between the two parties is not within the powers of the committee that will meet tomorrow, but rather within the authority of the two political offices, and they will decide these positions, including the position of the President of the Republic.
Iraq: Iran's allies bargain to remove Al-Kazemi from the government
The area of differences between the Iraqi political forces is still wide over the formation of the new government and the nomination of the new presidents of Parliament and the Republic, with the influential parties in the political scene continuing to adhere to their positions, according to what three Iraqi political sources in Baghdad and Najaf confirm to Al-Araby Al-Jadeed, suggesting that new mediations will enter To put forward initiatives about the crisis in the next few days.
Expectations of an open session of the Iraqi parliament
Amid expectations that the first session of Parliament, scheduled for the ninth of this January, will turn into an open session that may last several weeks before reaching a comprehensive political agreement, the sources talked about the continued adherence of the “coordinating framework” forces to the conditions of a consensual government and the refusal to renew a second term for any of the three presidencies.
The "coordinating framework" includes the "State of Law" coalition led by Nuri al-Maliki, "Al-Fath" led by Hadi al-Amiri and other blocs usually described as close to Tehran.
On the other hand, the leader of the Sadrist movement, Muqtada al-Sadr, insists on the option of the majority government and that his bloc (the Sadrist movement) name the new government, according to the elections' due date, as he came first with 73 seats, far ahead of his closest rivals from the Shiite Arab political forces that have established political custom in the country. Since 2003 to be the prime minister of them.
The names are being put forward for the purpose of removing any chance of renewal for Mustafa Al-Kazemi
The past few days witnessed a wide political movement in both Baghdad and Najaf, between different political forces, with the aim of arranging a new meeting between Muqtada al-Sadr and leaders and representatives of the "coordinating framework" forces, in the coming days, in the hope of reaching preliminary understandings about the form of the new government, and the issue of the "bloc bloc". "The Greater" within the Iraqi parliament, which the constitution granted the right to form a government.
This move came after the failure of the second meeting between the two parties in the city of Najaf , last Wednesday, as it ended without any tangible results, and a press conference that was scheduled after the meeting, which lasted for about two hours, was canceled at Al-Sadr's house in the old Najaf.
Refusal to renew Mustafa Al-Kazemi
According to the same sources, the leaders of the "Coordination Framework" officially informed Al-Sadr of their refusal to renew the mandate of Prime Minister Mustafa Al-Kazemi, after indications by those forces that Al-Sadr does not oppose the renewal of Al-Kazemi's mandate, as he is a settlement candidate who is not affiliated with any political party.
A prominent deputy in Parliament, who participated in the first meeting held between Al-Sadr and the Coordination Framework Forces in Baghdad last month, told Al-Araby Al-Jadeed, "Any signs of understanding or agreement have not been nominated so far, and there is no validity for any mediation initiative, not from Najaf." The Marja’iya of Sayyid Ali al-Sistani), nor from Tehran.
The deputy, who asked not to be named, added that "the move must be to persuade al-Sadr to abandon the demand of the majority government, and to choose what everyone supports, and it is a consensual government in which the winning forces participate in a clear government program for four years," adding that "any government far from consensus, It will not last more than 6 months.
Another deputy confirmed, in contact with Al-Araby Al-Jadeed, that "so far, there is no agreement on any candidate for prime minister, but the names are being put forward for the purpose of removing any opportunity for renewal for Mustafa Al-Kazemi, who is rejected by political forces in the coordinating framework."
So far, there is no agreement on the name of any candidate for prime minister
The names circulated to take over the presidency of the Iraqi government
For his part, the leader of the "Al-Fateh" coalition (the political wing of the Popular Mobilization), Mukhtar Al-Moussawi, said in an interview with Al-Araby Al-Jadeed, "The most prominent names currently circulating to take over the presidency of the new Iraqi government are Haider Al-Abadi (former Prime Minister), and Asaad Al-Eidani. (Basra Governor) and Ali Shukri (former Minister of Planning) There are also political parties within the coordination framework that raise the name of Nuri al-Maliki."
Al-Moussawi explained that "these names, in order to be agreed upon, must be officially presented to the rest of the Sunni and Kurdish political forces, but so far there has been no agreement or official proposal for the name of any candidate."
Al-Moussawi added that "the agreement on the name of the prime ministerial candidate for the next phase will take place after agreeing on the form of the government. Especially since there is no political objection to these names."
The Sadrist movement insists on a majority government
On the other hand, the leader of the Sadrist movement, Riyadh Al-Masoudi, said in an interview with Al-Araby Al-Jadeed that "the Sadrist movement has not yet put forward the name of its candidate for prime minister, because dialogues are taking place and negotiations are still going on with all political parties regarding this matter. But the current has A lot of people are qualified for this position."
And Al-Masoudi indicated that "some political forces have put forward names for candidates for prime minister, such as Asaad Al-Eidani, Haider Al-Abadi, Ali Shukri and others, but the right to nominate the new prime minister remains for the Sadrist movement, as it constitutes the largest bloc so far and the party that won the highest seats in the new parliament."
He stressed that "the Sadrist movement is still adamant and is working to form a majority government, not a consensual government, and the prime minister will be chosen by the Sadrist movement and the forces that will be within its major bloc."
He pointed out that "the Sadrist movement is looking for a prime minister who is able to implement what he promises, and is not looking for the names of personalities who are satisfactory and supported by internal or even external forces."
Al-Moussawi: Agreement on the name of the prime ministerial candidate for the next phase will take place after agreeing on the form of the government
Burn the names of the candidates
In the context, the expert in Iraqi political affairs, Ahmed Al-Sharifi, said, in connection with Al-Araby Al-Jadeed, that "there are well-known political forces that put the names of some personalities as candidates for prime minister, in order to burn these names and prevent them from becoming prime minister, as they want a prior rejection of them." At the political or even popular level.
Al-Sharifi expected that "political parties will push the Iraqi street to demonstrate to reject some candidates for prime minister, especially since the names currently nominated were candidates in previous periods, but were rejected by the Iraqi street."
The disclosure of the names of some candidates for prime minister came after the Iraqi President, Barham Salih, called the new parliament to hold its first session on the ninth of this month, three days after the country's Federal Supreme Court announced the ratification of the election results

Al-Mashhadani said, "The House of Representatives will hold its first session on January 9 to take the constitutional oath and choose a president and his two deputies," noting that "there is no open session according to the decision of the Federal Court."
He added, "The parliamentary blocs will seek to choose the permanent speaker of the House of Representatives in the first session, and if we do not succeed in that and there were problems and the blocs did not agree, there must be a legal way out, which is to keep the session for deliberation without closing it until the political blocs agree," explaining that "the decision In the Azm bloc, to which we belong, is the election of the Speaker of the House of Representatives in the first session, as it is in the constitution.
He continued, "We have not yet taken a decision on whether to hold the session in the morning or in the evening," noting: "I have an upcoming meeting with the chief of the court to determine the features of the session."

A proposed roadmap for the economic reform of the new government
All of Iraq's political, security, economic and social problems lie in finding effective solutions to economic problems, and this means that the next government will be based on the adoption of clear foundations, policies and programs that are considered a roadmap for economic reform and a radical and comprehensive change to the previous methodologies for reform, most of which were diagnosed in the white paper and that these policies Unfortunately, nothing significant has been
achieved in the past years.
Therefore, we include below our proposals for the roadmap for the methodology of economic reform in the next phase of the new government:
First, the adoption of a new methodology for managing the economy and achieving the central goal of creating sustainable development, achieving diversity in
resources, and developing economic and human structures for the sound construction of the national economy and building introductions to the transition to a market economy social.
Secondly, relying primarily on the management and distribution of public money in a transparent and fair manner, provided that the beneficiary of the results and outputs is the citizen.

His first task is to set policies and mechanisms to diversify the sources of financing the public budget and not rely on oil only.
Fourth ‐ Implementation of the principle (centralization of planning and decentralization of implementation), and this means that the Supreme Committee for
Economic and Financial Reform takes charge of drawing plans and policies centrally and approving them by the Council of Ministers and distributing their implementation to specialized councils for reconstruction, investment and implementation of development projects in the economic and human fields. These
councils are: ‐
* The Private Sector Council
* Reconstruction Council
* Small and Medium Enterprises Development Authority
* Public Service Council
* Council to support and protect the local product, as well as to achieve sustainable economic development, create and prepare the investment climate for local and foreign investors, motivate and encourage them, and guarantee their contractual rights to attract their capital and protect them from the pressures of spoilers.
Fifthly, providing soft loans to finance small, medium and large projects and establishing a legal and institutional system for their management, development and development, as well as issuing and amending laws of the legal environment to organize the economic process, which here means issuing new laws instead of the laws issued in 2004 by the American Civil Governor Paul Bremer.
Sixth - Activating investment in the agricultural and industrial sectors, energy, tourism, services and housing, as well as working on reforming, developing and developing the banking sector through monetary policy applications, regulating the relationship and restrictions that govern financial and monetary policies, as well as a serious approach to reforming the financial system, clarity of financial policies, and automation of the customs and tax sectors. A source reveals the names of the most likely candidates for the post of Prime Minister
A political source revealed, today, Tuesday, the most likely candidates for the post of Iraqi Prime Minister.
The source told "Earth News", "The most likely candidates for the position of Prime Minister are Haider al-Abadi, Muhammad Tawfiq Allawi, and Mustafa al-Kazemi."
The source added that "understandings and meetings are still continuing between the forces of the coordination framework and the Sadrist movement to form the largest bloc in Parliament."
And a political source said, earlier today, Tuesday, that the leader of the Sadrist movement stipulated several points on the leaders of the coordination framework for the purpose of forming the largest bloc, and while noting that the framework made pledges to al-Sadr, he suggested that the formation of an alliance between al-Sadr and the framework under the title “the largest bloc” was likely.
The source told "Earth News", "The framework forces pledged to the leader of the Sadrist movement, Muqtada al-Sadr, not to delay corruption files for more than 45 days, as part of their efforts to ally with the Sadrist movement and participate in the next government."
He added, "The response came from al-Sadr that the (factions) must be dissolved and the mobilization preserved, and that the prime minister be nominated alone, while giving the framework the right of veto against one of the five candidates, and if the framework is accepted, al-Sadr will accept the participation of all parties to the framework in the government."
The source indicated that "Al-Sadr was angry at the amendment of the paper that was submitted to the framework, but the discussion between the two parties ended in great agreement, which confirms the presence of great signs for Al-Sadr's prospects with the framework's forces to form the largest bloc.

Al-Fayyad arrives in Erbil and immediately meets Masoud Barzani
The Kurdish leader, Masoud Barzani, met today, Wednesday, the head of the Popular Mobilization Committee and the leader in the coordination framework, Faleh Al-Fayyad, in Salah al-Din to discuss political developments.
A source in the media office of Al-Fayyad told Shafaq News Agency, that the latter had arrived earlier today in the city of Erbil, the capital of the Kurdistan Region, and then went directly to the residence of the leader Barzani.
Since the approval of the Federal Supreme Court - the highest judicial authority in Iraq - on the results of the early elections that took place in October of the year 2021, the political forces in the country, including Shiites, Kurds, and Sunnis, have embarked on talks to form the federal government through meetings they gathered in Baghdad, Najaf and Erbil. .
The leader of the Sadrist movement, Muqtada al-Sadr, whose bloc won the highest seats in the recent elections, wants to form a national majority government, while the coordination framework that includes Shiite political forces rejecting the election results rejects the formation of a consensus government similar to previous governments formed after 2003.
The Kurdish and Sunni political forces refuse to support the position of one of the Shiite poles represented by the Sadrist movement, and the coordination framework at the expense of the other, and demand the necessity of agreement between them to proceed in forming the new federal government.
Al-Sadr presents in front of the frame five candidates for prime minister.. Three of them exited the competition, and only two remained.. Who are the two candidates?
Iraq is witnessing an unexpected political breakthrough, after Muqtada al-Sadr lowered the ceiling of his political vision to meet the next stage.
A "road map" was drawn up, which he and the other Shiite parties followed to raise the chances of the success of the Iraqi parliament meeting on the ninth of this month, to take the oath and prepare for the selection of the council's president and his deputy, and the nomination of the next president of the republic.
Al-Sadr presented the names of his candidates for prime minister, as he holds the largest number of parliamentary seats among the new Shiite bloc, which will include all Shiite parties that choose the prime minister of Iraq.
... On Monday night - Tuesday, a meeting was held, attended by the majority of Shiite leaders, to discuss the proposals submitted by Al-Sadr and exchange ideas presented by the "coordinating framework" that represents the majority of other Shiite parties.
A leading source in Baghdad who participated in the meeting said that al-Sadr had presented a vision of 12 items related to fighting corruption, the fate of the armed factions, the future of the Popular Mobilization Forces and unarmed weapons.
The "coordinating framework" discussed all the items, responded to them, and found al-Sadr attentive, who said that he would amend his reform paper to suit everyone.
The leader of the Sadrist movement and other Shiite parties agreed to go to Parliament by consensus to announce the largest bloc supported by all Shiite parties involved in political work.
This gives the Shiite coalition the right to name the prime minister and agree with the Sunnis to elect the speaker of parliament, and with the Kurds to choose the president of the republic, who will assign the largest bloc to appoint the new prime minister.
The "coordinating framework" agreed to al-Sadr's request that he choose the next prime minister, provided that he submit five names for discussion, one of which is agreed upon by all the gathered Shiite parties. It featured Asmaa Mustafa Al-Kazemi, Muhammad Tawfiq Allawi, Haider Al-Abadi, Ali Douai and Hamid Al-Ghazi. However, the last two names owe to belonging to the Sadrist movement, and therefore they are almost certainly not approved by the other Shiite parties.
As for Allawi, it is certain that Nuri al-Maliki refuses to name him because of the strong dispute between the two, which gives the great fortunes of Abadi and Al-Kazemi.
It seems that Al-Kazemi is the one who got the most votes so far after Al-Maliki visited him and announced his approval of him more than any other candidate, and therefore matters are related to Al-Sadr's presenting other names or being satisfied, by the "coordinating framework", with the name that everyone agrees on.
The political process is proceeding according to the framework set for it, and consequently, it is expected that political matters will ease as long as the Shiite leaders agreed not to fight each other and to go under one umbrella to Parliament in its first session after the approval of the results of the parliamentary elections.
Undoubtedly, the supreme authority in Najaf, blesses the removal of the Shiite-Shiite dispute that has escalated in the recent period and the agreement on the program to end corruption and fight it and make power in the hands of the state exclusively after the departure of all foreign forces from Iraq... But the lesson remains in performance and application and the ability of Sadr On the success of the next government and the achievement of the desired goals promised to the Iraqi people and its voters.

Oil is falling as US fuel stocks rise
Oil prices fell on Wednesday, with a rise in fuel stocks in the United States, which raised fears of a decline in demand in the world's largest oil consumer amid a massive escalation in cases of the Covid-19 virus caused by the Omicron type.
The American Petroleum Institute (API) reported late Tuesday that US gasoline stocks rose by 7.1 million barrels in the week ended December 31, and distillate stocks rose 4.4 million barrels in the week.
Rising inventories undermined bullish expectations from investors during the previous session when the price rose more than 1% as market participants took the decision by major producers to add supply next month as a sign of confidence in a rising COVID-19 situation that won't hurt demand for long.
Brent crude futures were down 22 cents, or 0.27%, at $79.78 a barrel at 04:54 GMT after reaching $80.26 a barrel, while US West Texas Intermediate crude futures were down 24 cents, or 0.31%, at 76.77. dollars per barrel.
As expected, the Organization of the Petroleum Exporting Countries (OPEC), Russia and its allies, together called OPEC+, agreed on Tuesday to add another 400,000 barrels of supply per day in February, as they have done every month since last August.
The decision to stick with increased production reflects the group's view that Omicron will have a short-term impact on global energy demand.
"The plan to gradually restart production can move forward as OPEC+ anticipates a tighter market in the first quarter," said Edward Moya, an analyst at OANDA.

And the report added, “The mission of the American forces in the country shifted from fighting to providing advice and assistance two weeks ago under an agreement between the United States and Iraq. However, the forces that advise and assist the Iraqi forces are at risk.
Kirby added that "the strikes on the missile launch sites were not air strikes, and US forces bombed the sites to ensure that no missiles were fired at coalition forces," he claimed, "noting that" it is clear that our men and women are still in harm's way. We must take this threat seriously. We always have the right to self-defense.”
He continued, "We are still seeing threats against our forces in Iraq and Syria from the factions, but again, I do not have a specific backing on who is responsible for these exact locations, but they constitute a source of concern to us about the safety of forces in the region."

The plan at this time is to go GLOBAL immediately with an impressive rate of over $6.00 US...

1-4-2022 Newshound Guru Kaperoni An article came out tonight referencing Iraq's economic successes in 2021. Primarily Iraq still has not achieved any significant steps to diversify their economy. Until that happens, there will be no change in the dinar...Iraq could be many many months away from changing the current monetary policy. Until a new government is in place, Iraq passes the laws necessary for foreign investment, and until they continue to build a diverse economy there will be no change.

1-4-2022 Intel Guru Frank26 Article: "Likely to change the dollar exchange..Saleh: the government will amend the 2022 budget," It's nice to see this same individual no longer spreading lies that it's never going to happen - you're [Iraqi's] never going to have purchasing power. This canary is singing a new tune.
1-4-2022 Newshound Guru Petra Why they had to do two weeks of inventory right before the end of the year? ...the banks have been closed the last two weekends. The bank people had to be there to do "inventory" but it's a joke. Something is being hidden because something is being done in the background to true-up so that when the new rate does come out they're ready to rock and roll to exchange the old currency for the new...I think that's what's being lined up IMO... [Post 2 of 2]
1-4-2022 Newshound Guru Petra [Iraqi banks have been closed the past two weekends] Banks at the end of the day ledger-up all their funds. Every teller goes and takes their drawer and they go and count it, rectify it and make sure there's nothing short. They put those drawers in the vault and ready for the the next day. That information is sent to the Central Bank...For people to say we're going to take 2 weeks off to do all this accounting? Friends that accounting is done every day...Now they have a quarterly but it's all electronic now. It happens in one day... [Post 1 of 2....stay tuned]

It looks like Al-Kazemi is going to get back in there.
1-4-2022 Intel Guru Frank26 [Iraq boots-on-the-ground report] FIREFLY: Saleh on the news today saying that the next government will make changes to the exchange rate. He also said the 2022 budget is waiting for the next government to be seated and that will be the very first thing we're going to do...even if approval is delayed current payout will stay until the new exchange rate is presented by the government. FRANK: I mean talk about a confession...there will be a new exchange rate, they will change the exchange rate that they have when the budget is done and when they sit the 3 presidents...the change is coming...the CBI gave the GOI the new exchange rate. That's why you're about to see the new small category notes because the exchange rate will follow right behind it or right next to it.

Will 2022 Be Without A Budget?
The previous Parliamentary Finance Committee denied, on Tuesday, statements that talked about the expectation that the current year 2022 will be free of the budget due to the delay in Parliament and the absence of a government, likely to be approved in the month of next June.
And the former member of the Finance Committee and the winning representative for this session, Jamal Kougar, said in an interview seen by / the information /, that “the absence of a budget for this year is incorrect, and the issue is far from the constitutional timings, because without a budget it means that the new government will be a (caretaker) government.” It will not implement its government program, and if it does not implement it, it means that a quarter of its life has gone without implementing its government program,” he said, expecting that “the 2022 budget will be approved in next June.”
He added that "this year's budget will not contain anything new and will not differ from the previous one and will be similar to others, because the new government will not have room for creativity and the old government is the one who set the budget."
Regarding the Cabinet’s decision to create job levels, Cougar stated that “the funds for these degrees are supposed to be included in the 2022 budget, but if the installation is according to (deletion and creation), it is possible, but any new installation is not possible.”
He explained that "according to the statements of the Minister of Finance that Iraq will lay off its employees after ten years, this means that the numbers are large, and according to international standards, the number of employees in Iraq is eight times the rest of the countries.

1-3-2022 Newshound Guru Breitling There's always going to be turmoil in Iraq. So you can't be hyper sensitive and any bomb that goes off 'Oh my God Iran's about to take over.' You can't do that. You have to look at what parliament, the Ministers of Planning, The Ministry of Finance, what they're doing/what they're setting up. Internationally they're setting their currency up. That's a big indicator. That's how you know...
