Parliamentary legal stresses work to find a formula for budget legislation

Today, Saturday, the Parliamentary Legal Committee confirmed the possibility of legislating the 2022 budget law under the caretaker government, noting that the House of Representatives is working to find a legal formula that would allow it to be passed.

The head of the age of the Parliamentary Legal Committee, Muhammad Anouz, told Al-Iraqiya News, and it followed (Al-Oula News), that "the dialogue is still continuing within the committee and the rest of the House of Representatives in order to find a sound legal formula that allows receiving the 2022 draft budget from the caretaker government."

He added, "The House of Representatives is the supreme legislative body, and it can provide a legal and legislative cover that allows meeting the needs of citizens, especially as the wheel of the economy awaits the financial allocations necessary to run the daily lives of citizens."

He added, "Any talk about the possibility or inability to submit the draft budget, does not stand in front of the necessary need of the Iraqi society, especially since there is a need to launch job opportunities and sectors awaiting solutions for budget legislation."

On the legality of enacting the budget law under the caretaker government, Anouz affirmed that, “there is no violation of the law, and what was stated in the caretaker government’s interpretation of the inability to legislate it does not mean that it is a law, as there is hierarchy and the constitution defines in its eighty-fifth article the process of submitting the budget from Before the Council of Ministers, the formula of the constitutional text was absolute and general and did not specify that it is possible or not possible, and what is meant by conducting daily business has to do with the budget because the lives of citizens depend on its approval.”

The Parliamentary State of Law bloc announced, on Saturday, an upcoming meeting of the heads of political blocs to get out of the "blockage", noting that it may be held before Eid al-Fitr.

And Radi said, "The heads of the political blocs may hold a meeting to come up with a positive result during the month of Ramadan and before Eid al-Fitr."

During the past few days, the coordination framework conducted an intensive movement on all political forces, including the Triple Alliance, and handed over the framework's initiative to end the political blockage.

Representative Ahmed Al-Rubaie of the National Nahj bloc confirmed today, Saturday, that the key to the current crisis is the selection of the President of the Republic, and this matter needs political consensus.

The Central Bank resumes its financial dealings in Kirkuk after an 8-year hiatus

The Central Bank of Iraq agreed to resume its dealings with exchange companies and money transfers operating in Kirkuk, after eight years of suspension due to the repercussions of the ISIS war.

For his part, the owner of an exchange company in Kirkuk, Nariman Nasr Al-Din, said since 2015, we ask the Central Bank to do so constantly, but the bank expressed its approval after eight years.

Iraq admits it is under pressure to raise oil production outside OPEC

The Iraqi Oil Minister did not clarify who is pressuring his country to raise production, but observers believe that the pressure is related to the repercussions of the Russian war on Ukraine

Iraqi Oil Minister Ihsan Abdul-Jabbar revealed today, Saturday, in an interview with Al-Hadath TV, that Iraq was under pressure to increase its oil production outside the scope of OPEC's production policy, apparently from the repercussions of the Russian war on Ukraine.

The minister added that OPEC is committed to providing the necessary oil supplies to make up for any shortfall in crude oil.
Although the Iraqi Oil Minister did not clarify who is pressing for his country to raise oil production, the West, led by the United States of America, wants to raise production to put pressure on Moscow to push it to stop fleeing from Ukraine.
And it is not only Iraq that is under pressure, as a number of Gulf countries such as Saudi Arabia and the United Arab Emirates are under the same pressure.

After the Russian invasion, Saudi Arabia stressed the importance of the OPEC + agreement for the stability of global oil prices, stressing its commitment to the agreement reached by the Organization of Petroleum Exporting Countries (OPEC) and ten producers from outside it, led by Russia.

The Kingdom and the UAE have previously announced their commitment to the oil cartel agreement (OPEC +), and the latest announcement comes as Western pressure continues on Saudi Arabia and the UAE to raise oil production, while prices record record jumps , and
Riyadh and Abu Dhabi can pump about 2.5 million additional barrels per day, but the two Gulf countries are committed to the OPEC agreement. + By gradually increasing production for the oil cartel at a rate of 400,000 barrels per day.

With the West losing hope that Riyadh and Abu Dhabi will raise production, attention is turning to Iraq, which is one of the largest oil producers, to raise production outside the framework of the OPEC agreement.

On the other hand, the Iraqi Oil Minister revealed that the Oil Ministry intends to sign a contract with the American company Halliburton to verify the volume of oil and gas reserves in the western desert of the country before entering into negotiations with international companies interested in investing in this region.

The minister added in an interview broadcast on Friday with Iraqi "Al-Furat" TV, that the Ministry of Oil is currently conducting studies and investigations regarding the availability of oil and gas in the Western Desert, before entering into negotiations with Saudi Aramco and Chevron to invest in this sector.

He said, "The Ministry of Oil has preliminary studies indicating that the quantities in this area are low, and Iraqi exploration teams were sent to verify these studies. In addition, we have decided to work with the American company Halliburton to drill a number of medium-sized wells."

He explained that work is underway to activate the contract with the company after the Eid al-Fitr holiday so that, according to the results of the expected studies, negotiations with Chevron and Saudi Aramco will be resolved.
He stressed that the Ministry of Oil is proceeding with its projects to verify Iraq's gas capabilities in the Western Desert, so that the picture is clear to those interested in investing in this field by Chevron and Aramco, and that the exploration operations by the Iraqi teams are proceeding in parallel with the activation of the contract with the American company Halliburton.

Minister Abdul-Jabbar said regarding the negotiations between the federal government and the Kurdistan region on the oil file, that the negotiations on resolving the Kurdistan contract crisis in accordance with the Iraqi constitution and the decision of the Federal Supreme Court in Iraq need a mutual concession from the two parties
