Iraq is far from bankruptcy, and its reserves are close to 70 billion dollars

link

"Raising the value of the Iraqi dinar will make it a competitive currency that will help lower the prices of commodities and foodstuffs in the markets.

The Central Bank of Iraq announced , last Sunday, that the cash reserves exceeded 70 billion dollars, while specialists confirmed that reaching the central bank reserves the threshold of 70 billion dollars, will strengthen the structure of the local economy and its global standing, but the challenge of unthoughtful and unproductive spending remains Iraq’s biggest economic challenges. .

The economic specialist, Malath Al-Amin, said that reaching the $70 billion mark in the Central Bank's reserves would strengthen the structure of the local economy and its global standing, reiterating his call to invest sums in agricultural and industrial projects in order to reduce dependence on oil revenues .

Al-Amin said in a press statement that "the central bank's cash reserve of hard currency at the threshold of $70 billion is a qualitative event, contributing to raising the level of the local dinar, as well as strengthening the structure of the Iraqi economy globally."

He stated that "raising the value of the Iraqi dinar will make it a competitive currency that will help lower the prices of commodities and foodstuffs in the markets," noting that "Iraq needs proper planning and management for these funds that can be invested in agricultural and industrial projects that return oil to the annual budget without relying on Oil revenues that fluctuate between declining and rising as a result of their exposure to sudden shocks caused by instability.”

Financial position

Is Iraq on the verge of declaring bankruptcy? The economic specialist, Nabil Jabbar Al-Ali, replied that "Iraq today is far from bankruptcy. The Iraqi financial position is very good, Iraq's reserves are close to 70 billion dollars, and external debt rates are up to 20 billion dollars, which is considered very good compared to its percentage of Iraq's gross domestic product, 180 billion dollars." dollars, representing only 11%.

Al-Ali added that "the growth expectations for Iraq are high during 2022, according to the data of international institutions, to approximately 8.9 percent. We also add that Iraq's credit rating is (B-) (stable) according to Fitch, according to the latest rating in April, which reflects Iraq's financial capacity as a result of improved oil prices and oil revenue rates.

But the challenge of ill-considered and unproductive spending remains Iraq’s biggest economic challenge, as the policy of wasting wealth still exists without significant improvements, as well as social indicators in the rate of unemployment and poverty are still increasing and rising, which reflects the negative economic and financial management, according to Jabbar Al-

Development of the country's reserves

Meanwhile, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, put forward mechanisms to address poverty, unemployment, inflation and price hikes.

Saleh told the official news agency, "The financial abundance achieved as a result of the rise in international oil prices, and then the increase in the country's oil revenues, will address the social and economic problems left by the current economic crisis and its inflationary repercussions on the local economy, especially its impact on social groups."

He explained, "The rise in food prices has had a significant impact on low-income earners, in particular, and has now constituted 80 percent of their income, which will lead to an increase in poverty rates in the country," noting that "monetary policy follows the performance of fiscal policy accurately and its role in raising income levels. and livelihood for the affected classes and the advancement of the policy of operating projects, which leads to raising population growth rates.”

He added that "indicators of poverty and unemployment can recede through 4 measures represented in supporting social welfare, supporting the components of the ration card, supporting the prices of agricultural crops and grains, in addition to operating important lagging projects," noting that "the role of fiscal policy lies in using the financial surpluses to the fullest extent." Even if there are some indications of a rise in prices, as long as the requirements for protecting the poor classes are provided by subsidizing incomes and prices, and providing real income that supports those affected social segments.

He added, "Fiscal policy is working to combat the repercussions of rising inflation, as monetary policy will have a broader role in the development of the country's reserves that support the purchasing power of the dinar, allowing the defense of monetary income and a broader purchasing power through a strict monetary policy."

The rise in oil prices and the level of poverty... are opposites in Iraq and the victim is the citizen

The rise in oil prices and the level of poverty... are opposites in Iraq and the victim is the citizen

At a time when global oil prices are witnessing an unprecedented rise, Iraqi society suffers from a high level of poverty without finding any governmental solutions, amid warnings that poverty levels may be more dangerous in the coming years

The government measures and decisions issued by the Council of Ministers did not contribute to addressing the poverty crisis that is increasing in the country, due to the continued rise in food prices associated with the devaluation of the dinar, in addition to the failure to compensate the poor classes with sums of money that would extricate them from their bitter reality.

The rise in global oil prices and the availability of strategic cash reserves for the government made it in a safe position to provide the basics of its work, but at the same time it did not take real measures to reduce the harm to the citizen, in light of the exceptionally high market prices, offset by the government’s dispersion in finding real treatments or exploiting abundance financial support for these classes

The series of measures and measures taken by the government from time to time to correct poverty rates, did not enable it to stop the escalation of those rates, which are now foreshadowing dangerous indicators, at a time when it was expected The Ministry of Planning The poverty rate will rise to more than twenty-five percent in the coming years, noting that the adoption of a food security law will address this problem, but this law still faces widespread parliamentary rejection to legislate it, because of its explosive materials, according to what parliamentarians confirmed

Between the rise in oil prices and the level of poverty, the citizen remains a victim of the accumulation of successive governments, which did not find solutions to lift the poor classes or try to get them out of the sea of crises.

Did Al-Kazemi succeed in creating the loophole required for the popular protest forces to enter the depth of the political process?

Some kept betting on the continuation of the state of political impossibility in Iraq, and the transformation of the popular protest against the ruling class into a violent clash. For those who wanted to push the country to slide towards violence and civil war.

This challenge with the inability of the political elite to propose a compromise solution that satisfies the people, and opens the window for dialogue, like an existential challenge to Iraq as a whole, and it almost destroyed the region as a whole. And the ruling elites, as the choice of Prime Minister Mustafa Al-Kazemi represented a successful step in order to secure an appropriate and honest channel of communication with the street, as well as a guarantee for him to continue the comprehensive political, economic and social reform approach, and thus we succeeded in crossing the stage of clash, to the stage of translating the popular protest into an effective and present political action. And here, the outcomes of the October 2021 elections were very appropriate, as the new and popular forces represented about 12% or more, and we saw for the first time an openness to the emerging forces, and the signs of peaceful change are still present. A radical that we will soon see in the political scene, announces the end of an era, and the beginning of a new era, its most prominent title,The citizenship-state project, and its main argument is the street, which has become the strongest player among all regional players and influencers.

Al-Kazemi led this important transformation, smoothly, patiently, and patiently, and he still plays a pivotal role in establishing new norms, and is trying to establish the pillars of a dynamic, dynamic, effective, interactive political system, and is also flexible to the point of allowing changes to occur that the street wants, and peaceful political action translates them, emphasizing

The tire and its allies are looking at Al-Maliki's house for a "road map" to end the blockage

The comprehensive coordination framework of all Shiite political forces, with the exception of the Sadrist bloc led by Muqtada al-Sadr, stressed, on Monday evening, the need to proceed with the presentation of a "road map" to bring about a breakthrough in the political process and form the new government.

This came during a meeting held by the coordination framework, with its allies (the Patriotic Union of Kurdistan) and (the Alliance of Resolve) this evening, in the office of the head of the State of Law coalition, Nuri al-Maliki, according to a statement received by Shafaq News Agency.

According to the statement, the meeting discussed developments in the political situation and outputs that would end the current political stagnation.

The gathered forces stressed the importance of "continuing efforts to find a way out of the political crisis, which requires all parties and national forces to give up their own interests for the benefit of the citizen and to proceed with a (road map) that will break the blockage, and move to practical steps to form the government and meet the demands of the Iraqi people."

The meeting stressed, according to the statement, the need to "accelerate the development of the broad outlines of the road map, and immediately start a dialogue with all political forces and sit at a dialogue table for the sake of understanding, strengthening the democratic process, protecting it from chaos and restoring the confidence of the Iraqi citizen in the existing political system."

The leader of the Sadrist movement, Muqtada al-Sadr, had set on March 31, a deadline of forty per day on what is known as the blocking third consisting of the coordination framework and allied deputies, to form a government independent of the Sadrist bloc.

Al-Sadr’s position came after the Iraqi parliament failed for the third time in a row to hold a session to elect a new president for the country due to the intensification of the dispute between the Triple Alliance (the Sadrist bloc, the Kurdistan Democratic Party, the Alliance of Sovereignty), and the coordinating framework that includes Shiite political forces.

For his part, the coordination framework responded, last week, to Al-Sadr's deadline, and indicated that he is not at all concerned with setting time limits that will only result in prolonging the political impasse and disrupting people's interests.

In a statement received by Shafak News Agency, the framework confirmed that it is striving with all its might to reach realistic understandings with other political forces away from exclusivity or exclusion and based on not making the largest component the smallest and weakest components

Al-Kazemi’s advisor explains: Where does the excess of oil price differences go?

link

Technical advisor to the Prime Minister, Haitham al-Jubouri, said that high oil prices do not necessarily benefit Iraq, while noting that the financial abundance of oil revenues was invested to cover the deficit in the 2021 budget.

Al-Jubouri said during his hosting in the program Under Two Lines presented by fellow Karim Hammadi, followed by "Nass" (April 18, 2022), that "the rise in international oil prices is not always beneficial to the Iraqi state, because 90% of the consumer is an importer, and therefore when oil prices rise globally. All the prices of imported commodities, whether construction, food, and others are also rising, for example, the price of oil did not rise due to the change in the exchange rate, but rather rose globally due to the rise in crude oil prices.

He added, "We do not have a financial surplus during 2021," noting that "the financial abundance of oil revenues was invested to cover the deficit in the 2021 budget."

He continued, "The government is obligated to disburse funds at a ratio of 1 to 12 because there is no budget for 2022," noting that "there is a difference between the amounts allocated in the budget and the actual expenditure.

The Central Bank reveals the amount of money in circulation: 80% of it is hoarded in homes for one reason

link

The Central Bank of Iraq revealed, on Wednesday, the volume of circulating funds, while indicating that 80% are stocked in homes due to the lack of high confidence in the citizen towards banks.

Ihsan Al-Yasiri, Deputy Governor of the Central Bank, said in an interview with our colleague Karim Hammadi, followed by “Nass” (April 20, 2022): “We have 76 trillion dinars as a source of circulation, 20% of which are deposited in banks, and 80% of them are hoarded homes, and this is a deprivation for society.” .

He added, "Hoarding money in homes, which is behind the mistrust of some citizens in banks, regardless of whether they are private or governmental, is a high risk, as these funds may be exposed to damage, burning or theft."

And he stated, "The Central Bank has set strict standards to control the behavior of banks and we are witnessing a development in performance, knowing that the banks' control has 3 tracks, the first is improving performance, merging the bank, or withdrawing the bank's license if the reluctance continues."

He said, "The government system acquires 85 deposits and the public," noting that "after 2003, we have a large number of banks, some of which are private, which are excellent and have reached stages in digitization and the digital economy."

He added, "We have supervision and an attempt to push some banks to be good and rise to the required level, as we focused on controlling the banks' behavior."

He continued, "We have 70 private banks, more than half of the number are excellent, while the government has seven banks, namely: Al-Rasheed, Al-Iraqi Trade, Al-Rafidain, Al-Nahrain Bank, which is a model for Islamic banking, and the Housing Fund, while the Industrial Bank is doing well."

Al-Yasiri stressed that “the enforcement of the law for loans confirms the existence of a guarantee for any dinar that is loaned, and the one who does not have an income from a fixed source must provide a guarantor - the cost of lending is very high, and when there is an interest of 8% on the loan, it is considered very expensive, but if the limits of risks are increased, the risks may be increased.” interest rate increases.

He pointed out that "the Rafidain Bank granted loans to large institutions, and there is a loss of up to 6 trillion dinars in these loans due to the pressures of increasing the interest rate, but part of the risks of non-payment are avoided through them."

The Deputy Governor of the Bank talks about the moment of 2014. A terrifying collapse that we overcame with two measures

link

The Central Bank of Iraq revealed, on Wednesday, new details about the economic crisis in 2014 and the roles it took to control the situation and prevent its collapse.

Ihsan Al-Yasiri, Deputy Governor of the Central Bank, said that "the Central Bank did not print a new currency, it only printed 2014 securities."

He explained, "We had a double suffocating; terrorist attacks and the oil crisis, and the central bank was faced with two options: the first, to stick to the known traditional roles, or to go to another option, which is to secure the operational requirements."

He added, "In 2014, there was uncontrolled extravagance, billions were spent in incorrect paths, farmers demonstrated, unemployment became terrifying, and there was a housing crisis, and the Rafidain Bank was burdened with debts, and the citizen was returning the borrowed amount at an interest rate of 50%, and the critical issue was the payment of obligations. The state, therefore, the Central Bank launched two major initiatives in 2015: a small initiative of 1 trillion dinars for private banks, and the other initiative of 5 trillion dinars for specialized banks, and currently we have launched another trillion, the initiative of 5 trillion dinars increased to 9 trillion, all of our initiatives have reached 15 trillion dinars.

He also stressed that "the central bank is prohibited from lending to the government, even the financial facilitation that was provided to banks to discount government transfers is called the secondary market."

Among Al-Yasiri, "We did not buy the remittances directly, but they were submerged with government banks, and this is considered a legal trick because the state would have stopped and had the Central Bank not intervened, the economic situation would have been close to collapse," explaining, "In 2015 there were options to reduce salaries and disburse them for only 9 months from year, but the central bank intervened, and this is his duty.

Because of the living conditions, and the political blockage.. Activists and specialists expect the Iraqi street to return with force to protest

link

Activists and observers of political affairs have warned that the treatment of leaders of blocs, political parties, and legislative and executive bodies with semi-sterile methods and mechanisms to solve the accumulated crises in the country will push the street to protest and an uprising more fierce and larger than the previous one in October 2019, indicating that the deteriorating living and service conditions The current political impasse and the politicians’ failure to listen to the people’s demands may lead to ominous consequences.

Civil activist and communist figure Dr. Jassem Al-Halfi said in an interview: “The word of the people will be more powerful and more informed than the previous October uprising, in light of the political blockage from which there is no way out, the inability of the influential forces to get the country out of the crisis, and the outrageous high prices of foodstuffs, especially The basics of citizen’s livelihood, the decline in services, and the absence of a horizon of stability for development, construction and problem solving.”

He added, "The factors that led to the outbreak of the October uprising are still present. The comprehensive general crisis strikes in all directions, whether political, economic, financial or social, and the high rates of unemployment and suicide among young people, and the huge gap that is widening day after day between those who own billions. And the segments, some of which live on the landfill.”

As for the writer and journalist Ziad Walid, he stated, “The individual demands protests related to services, prices and unemployment may escalate in the coming period if the executive and legislative authorities do not remedy the situation, in addition to the factional protests related to specific groups demanding employment or something related to this matter.”

And he indicated that “the survival of the current conditions and their meeting with favorable future conditions without direct solutions may cause a state of rebellion different from Tishreen in terms of its cruelty and violence,” expressing his hope that “the main parties will be alert to the risks with the presence of record financial returns for the state that may reach 200 trillion dinars, according to expectations.”

For her part, activist Amira Al-Jaber predicted that the next few months would witness a strong protest movement.

She said in a press statement: "The high prices, the political blockage and the consensus that will bring the political process back to square one are all reasons that will fuel the street."

And she warned that "the collapse of the economic situation in the country may reach what happened in Lebanon, with the rise in the value of the dollar against the Iraqi dinar, all of which are reasons that may make the coming days difficult and warn of many events."

As for the politician and academic, Dr. Kazem Al-Sahlani, he saw in his speech, “The passage of six months after the elections without there being a government; It disrupted a large part of the interests and rights of the people.” He added that “what is happening at the political level gives the impression and perception that these forces are unable to engage in a smooth and flexible political process.”

He continued: "The reality gives the impression that the protests are coming again with their big waves, because the reasons are the same and were not addressed, but rather deepened and gave indications of a failure to manage the country," noting that "the political forces, if they do not pay attention to the depth of the crisis, it widens the gap and the mistrust between them." and among the citizens.

The 2022 budget .. “ambiguity” surrounding the draft law and calls to amend the exchange rate

link

A report is still awaiting the completion of the draft financial budget for the year 2022, hoping to include what the citizen aspires to, at a time when calls are rising for calls to restore the exchange rate of the dinar against the dollar to its previous era.

With calls from economists to amend the dollar exchange rate in the current year's draft budget law, sending the draft to Parliament is still surrounded by "ambiguity", after government statements indicated that the current government could not prepare a draft budget law

Economic researcherAli Al-JawadiHe stressed that one of the most important priorities of the upcoming budget, according to global oil prices, is to adjust the value of the dinar against the dollar, and to provide investment projects that contain unemployment among young people.

In an interview with Alsumaria News, Al-Jawadi said, "There are many priorities that the government and the legislature within the parliament should take into consideration when voting on the 2022 budget."

And he indicated that "these priorities are parallel in terms of their importance in terms of their relationship to the life of the citizen, including adjusting the value of the Iraqi dinar against the dollar, in addition to all kinds of investments to attract unemployed youth, and the risks it creates, most notably drugs and crime.

Al-Jawadi added, "The thing that most affected the citizen's life during the past year and harmed his living situation is the devaluation of the dinar against the dollar, and he is waiting for the next budget to adjust the value of the local currency with the rise in oil prices globally, and the economy gradually recovering, and the Central Bank announced that His hard currency assets rose comfortably."

He pointed out that "returning the wheel of industrial and agricultural development should have priority in the current year's budget, in addition to maximizing investment allocations for its development, providing additional resources to supplement the budget in the coming periods."

He continued, "What we expect is that the fiscal deficit in the budget will be by a very small margin, as a result of two factors, the first of which is the rise in global oil prices and also the devaluation of the dinar, in addition to recent talkpetrol MinistryOn setting the speculative price of a barrel of oil in the budget at $50 a barrel, which means that there is a clear difference in the financial surplus between what is estimated and what is actually on the ground, and we may witness a supplementary budget as a result of these differences.”

He stressed that “those situations may be an opportunity for a bold start . The next government should be the beginning of reform to advance the basic sectors and actually provide a decent life for the citizen.”

As for the economist,Safwan QusayIt is likely that the 2022 budget will witness an increase in investment allocations, especially with regard to projects by Chinese companies.

Qusay said in an interview with Alsumaria News, "There are steps for OPEC and its partners in order to reconsider the quotas for member states that could contribute to increasing Iraqi exports, which in 2019 were more than 3 million and 880 thousand barrels per day, as for the return of the amount of Iraqi production. According to the current oil prices, it will give Iraq an income of no less than 120 billion dollars as a possibility available to cover public expenditures.

And he indicated, "The 2022 budget may witness an increase in investment allocations, especially with regard to projects by Chinese companies, and there is a strategic agreement with Chinese companies amounting to 10 billion dinars, so it is possible that the financial surplus will be allocated to transfer to the joint fund."

Qusay added, "The government suggested that the estimated price of a barrel of oil in the budget would be $50, but we believe that this price is very low, and the concerned authorities should reconsider this price. Sovereign Wealth Funds and Chinese Enterprises.

He pointed out that "there is a need to reconsider the salaries of grades five and below, in order to confront the high prices, in addition to reviewing social welfare salaries and expanding the circle of those covered by more than 500,000 new people."

He continued, "To support the local industrial and agricultural product, we believe that there is a need to have a subsidized dollar, whose price is different from the market price, and is allocated to import fertilizers, seeds and raw materials for local industries, in addition to reducing the tax base for these materials."

The economist concluded his speech by saying: "The more the financial situation improves in the 2022 budget, the more possibilities there are for direct support, with the need for a representative of the regular private sector in the Council of Ministers to defend their rights and support mechanisms for them in a way that supports the economy and comprehensive economic reform."

A member of the Al-Fateh Alliance, Khaled Al-Saray, said in an interview with Earth News, "In recent days, meetings and consultations have increased, and it is hoped that in the coming days there will be a political breakthrough that will bring the parties and parties together to find out the truth, and each party will take its electoral right and its electoral seats."

He added that "the political trends will be according to the data determined by the victory of the political blocs, what they obtained in the elections and the seats they have," stressing that the past few days have witnessed meetings between many opponents, even if they were undeclared, whose goal is to come up with a specific vision to resolve crises.

He pointed out that "everyone wants the participation to be broad because the Iraqi situation is understood without excluding any party to the other."

Various political forces continue their meetings and dialogues in order to reach understandings regarding ending the political blockage and expediting the selection of the President of the Republic and the formation of the new government

4-18-2022   Intel Guru MarkZ   [via PDK]  There is all kinds of  back and forth coming from Iraq. Basically in a nutshell they are saying there will be political breakthrough at the end of Eid Al Fitr. So between now and May 2nd they are looking for it I think it’s all theatre because they have filed all the necessary paperwork with the UN, World Bank etc…but the chatter from Iraq is to expect something between now and May 2nd. I am still believing its much sooner than that …at any moment.

[Follow up to Guru Kaperoi's 'Discovered new dinar research document" Post 4-15-2022]   If this event occurs, Iraq will make citizens exchange 1,000 current Iraqi dinars for one new Iraqi dinar. That one new Iraqi dinar would be worth approximately $0.50. In other words, about $500 per million of the current dinar.  The research paper published and proposed to the central bank for the currency change in Iraq discusses the specific conditions for the implementation. Those conditions are met therefore it recommends the beginning of 2023.  This plan is a neutral currency swap at 1000 current dinar to 1 new dinar.  Iraq is discussing a new currency, in essence a re-denomination.  Not a RV!

4-18-2022   Newshound Guru Pimpy  The faster they get away from depending so much on oil the faster they can create more jobs for the Iraqi people, the faster they can get more people off government assistance the better.  Then if they get to stabilize their government I don't think it'll be too long after that we'll see something change in the dinar rate...

4-18-2022   Intel Guru MarkZ  [via PDK]  Looks like President Saleh and Prime Minister Al-Kazemi will continue their roles in Iraq... I am told Kazemi sticking around could speed up the Rv.  Also cause more clean-ups of corruption in Iraq. I am told the budget will get done this week and they have worked out the interim government.

4-18-2022  Newshound Guru Godlover   I do not care if the budget is sent to parliament immediately. I do not want the 2022 budget opening before a new government seating & neither should you.

4-18-2022   Newshound Guru MilitiaMan  Article:  "Iraq.. Expose the reasons for the demands to withdraw the hand of the director of customs"    No wonder there is movement on the borders to get compliance, the ISO20022 [electronic data interchange between financial institutions] is in the making already. It has been long over due. This article supports that the time is now not next year...The world is not looking back nor are they waiting much longer for significant change. There no more procrastination and Iraq has shown they know it and have had to react. This is a very good sign... imo..

4-18-2022   Intel Guru MarkZ   [via PDK]   Article: “The World Bank announces in numbers the recovery of the Iraqi economy”  They go into great depth on just how recovered and how flush and fluid Iraq is…. These dollars will not do them any good in the existing structure or value of the dinar…they really need a value change.
