Damaged and defective banknotes and replacement standards
Instructions and standards for handling and exchanging banknotes, and counting and sorting mechanismsThe Central Bank of Iraq, pursuant to its amended Law No. 56 of 2004, is responsible for determining the denominations, sizes, and shapes of Iraqi currency (paper and metal), printing banknotes, and minting coins. It is also responsible for their destruction, replacement, and identification of defective currency. The Central Bank may refuse to replace or confiscate such currency (paper and metal) if the conditions outlined in these instructions are met. Iraqi banknotes are uniform across all denominations, possess absolute legal tender status, and are accepted by the Central Bank of Iraq, its branches, banks, institutions, and the public. Discrimination between denominations by imposing a specific denomination on the public or refusing to accept a particular denomination is unacceptable and illegal. We urge all banks to adhere to the instructions and standards for the circulation and exchange of banknotes, as well as the counting and sorting mechanisms, as detailed below:1. Standards for the circulation of banknotesA- Banknotes valid for circulationThe banknote issued by the Central Bank of Iraq remains valid for circulation even if it is exposed to any of the following:First: If a tear or more occurs in it that does not exceed (3) cm and is repaired with transparent adhesive tape from one side or from two sides and does not affect its features.Second: If it has a cut in one of its corners by about (2) cm and it does not affect its features.Third: If signs of handling and use appear on it, and it has not suffered any harm or damage that affects its shape, color, and size.b) Banknotes that are not valid for circulationFirst: Banknotes are considered invalid for circulation if one of the descriptions listed below applies to them, and their holder shall be compensated for their full value [ except for damaged banknotes as described in paragraph (1/B/Second/3)] immediately upon their presentation to government and private banks and their branches. The banks shall subsequently deposit them with this bank or one of its branches, and the equivalent amount shall be credited to their accounts without imposing any penalty.
If the banknote is worn or damaged, even though it is not torn and no parts of it are missing. If the paper consists of two parts (different numbers) and its area is similar to the area of the original banknote and it is fixed with adhesive tape. If the banknote is secured with one or more transparent adhesive strips along its length or width. If the banknote has a cut in more than one corner. If the banknote is defective in printing (in terms of design, size, color, or other security features that a genuine banknote has). If it contains seals or writings that do not affect its external appearance. If the banknote loses less than 50% of its area.Second: Banknotes damaged as a result of burning, burial, or any other reason:Damaged banknotes resulting from burning, burial, or any other reason not mentioned in paragraph (1/b/First) shall be received exclusively by this bank and its branches according to the following mechanism:1. Required documents:A- Civil status ID, unified card, or department ID and residence card with the citizen's phone number.B- Support from the police station or a judicial authority in the event that banknotes are damaged as a result of being shot or contaminated with blood as a result of accidents.c) Providing proof of the source of funds, as follows:
Any amount exceeding (10,000,000) dinars (ten million dinars) up to (25,000,000) dinars (twenty-five million dinars) requires the submission of the department’s identity if the employee is employed, or a payslip showing the amount of income and length of service, or proof of an income source that corresponds to the size of the amount to be exchanged. The earner must submit proof of practicing his profession, such as a professional practice license from the competent sectoral authorities, a shop lease agreement, a production car annual certificate, or anything else that proves the existence of an income source that corresponds to the size of the amount. Any amount exceeding (25,000,000) dinars (twenty-five million dinars) up to (100,000,000) dinars (one hundred million dinars) requires the submission of property ownership documents, shares, a sales contract, or any official documents proving the legitimacy of the source of those funds (company ownership document, partnership, contract, or equipment contract) in accordance with the size of the amount submitted.2. If the required documents submitted are not satisfactory due to their lack of authenticity or their inappropriateness and the size of the amount submitted, the applicant shall be referred to the legal department for the purpose of submitting a written undertaking in which he assumes legal and criminal responsibility for the accuracy of the information submitted and that those funds came from legitimate sources and are not related to any illegal work or suspicious operations.3. A fine of (10%) of the value of damaged banknotes shall be collected in favor of this bank, due to their damage as a result of misuse, burial, burning, or any other reason, with the exception of banknotes damaged as a result of circulation, the details of which are shown in paragraph (1/B/First), which shall be replaced without imposing a fine.4. If it is not possible to count the damaged banknotes, they shall be estimated by a committee formed for this purpose, and the committee shall issue its decision within fifteen working days.2. Confiscation of damaged banknotes:Damaged banknotes deemed unfit for circulation, as described below, will be confiscated. The holder or the party who presented them will be notified of the confiscation decision. Those whose banknotes have been rejected and confiscated have the right to submit a request to the Governor or his designee, through the Director General of Issuance and Treasury or the Director General of the bank branch, to reconsider the decision. The decision of the Governor or his designee will be final.A- If changes are made to the external appearance of the banknote as a result of writing, drawing, printing, stamps, or if it contains an adhesive substance.B- If the banknote loses 50% or more of its area or is made up of two parts on one side, and in the event there is evidence that convinces the central bank that the missing parts of the banknotes have been completely destroyed, they shall be partially or fully compensated for.3. Confiscation of counterfeit and perforated papers:
The counterfeit papers are confiscated, and the person in possession of them is provided with a receipt confirming receipt of those papers by the cashier or a competent employee of the Central Bank of Iraq and its branches and all banks and their branches. The details (number of counterfeit papers, their denominations, the name of the depositing customer in whose deposits they appeared and his account number) are recorded in a register by the cashier. The confiscated counterfeit papers are stamped with the counterfeiter’s seal bearing the name of the bank and branch and sent to the central bank by way of an official letter containing the information in paragraph (a) above. Banks must act in accordance with our letter No. (9/4/551) dated 1/12/2024 in the event of discovering counterfeit papers. A banknote is altered to make it look similar to a real banknote by placing or attaching different parts of counterfeit or fake currency. Banknotes with four holes in each banknote that were leaked from the banknotes that were invalidated and prepared for destruction in our branch (Mosul) after the occupation of it by terrorist gangs in 2014, where the holes were glued on for the purpose of promoting them as shown in Appendix No. (1), are to be confiscated by the banking system and handed over to the Central Bank of Iraq.4. The mechanism for counting and sorting banknotes in banks
Banks must prepare counting and sorting centers with an area that is appropriate to the size of their deposits, and they must seek to acquire modern machinery and update it continuously to ensure the counting and sorting of banknotes that they receive from their customers, while employing qualified workers to do this, provided that we are provided with the number and types of machines used by the General Administration and its branches. Banks send their cash deposits to the vaults of this bank and its branches after counting, sorting, and separating any damaged banknotes. The deposits are then placed in well-sealed, high-quality bags using specialized bag-sealing machines. An additional strip of tape is added at the seam for extra durability, along with adhesive tape matching the color of the banknotes inside. An identification tag is placed on each bag describing its contents (banknotes), the bank's name, the denomination, the name of the person who packed the bag, and the deposit date (either on the bag or the identification tag). Ideally, each bag should be labeled with the name of a single cashier and contain 40 bundles of 1000 banknotes each, securely tied at both ends using specialized machines. Each bundle should contain 10 packets, and each packet should contain 100 banknotes. Two identification tags should be placed on the first 100 banknotes and the last 100 banknotes, stamped with the bank's name, the full name of one cashier, the denomination, and the date. If there is more than one cashier, the tags should be added. A box in a single bag or identification papers that do not belong to the depositor's bank, which records the differences to the bank. The name of the cashier cannot be determined for the discrepancies discovered in bank deposits if the counting and sorting operations in this bank were carried out through universal machines and the discrepancies are recorded on the bank. The packaging of one bag (40 bundles) is done in two ways, as follows:First: The denominations (250, 500, 1000, 50000) dinars are arranged vertically in (7) bundles for five rows, so the number becomes (35) bundles. As for the remaining five bundles, two of them are arranged horizontally on the sides and the remaining three are arranged vertically in the middle, so the number becomes (40) bundles.Second: The denominations (5000, 10000, 25000) dinars have a base of (4) bundles horizontally in two rows and a height of (10) bundles, so that the total number of bundles in the bag becomes (40) bundles.
For regulatory purposes, banks are required to notify the central bank of the date and amount of deposits in both currencies (local and foreign). Banks should open windows for the public to exchange damaged and worn banknotes, announce this through informational signs and advertisements, organize a special register for damaged currency, deliver it to this bank and its branches, promote the circulation of small denomination banknotes, and supply all bank branches with them. Banks deposit damaged banknotes received from their customers or from the general public, regardless of the quantity, even if it is a single banknote, provided that they are properly sorted and genuinely damaged. They are sent with letters indicating their condition and amounts, according to a delivery schedule determined by the Issuance and Treasury Department. If there are banknotes suitable for circulation in your damaged deposits and in large quantities, it is considered a banking violation for which the bank is held accountable. Those authorized to review this bank/issuing department and treasuries are nominated through the electronic platform dedicated to this purpose, as well as the names of the bank's employees used to transfer cash deposits into this bank, their addresses and identification documents, provided that they carry identification cards (badges) specific to the bank, otherwise the bank bears the legal responsibility. Correspondence with this bank shall be signed by the Director General of Government Banks, the authorized manager for private banks, and the regional manager for foreign branches, or their representatives in their absence.5. The mechanism for counting and sorting banknotes at the Central Bank of Iraq:
Fines imposed on discrepancies discovered in your Iraqi banknote deposits are calculated as follows:First: The discovered increase is recorded in the bank's current account deposits.Second: The discovered shortage in the bank’s deposits is recorded on his current account and a fine is imposed in the manner determined by the bank from the value of the banknotes (the shortage). The fine rate has currently been set at (100%) of the value of the banknotes with compensation for the shortage from his account.Third: In the event that counterfeit banknotes are discovered within the bank deposits (whether they are identical or different from the declared category), they are confiscated and a shortage is recorded in both cases (an increase or decrease of 100 banknotes), and the fine percentage is recorded in the manner determined by the bank. The fine percentage is currently set at (500%) of the value of the counterfeit banknotes discovered, with the shortage being compensated from the bank’s account.Fourth: When Iraqi banknotes appear that are in violation of the authorized banknotes, their number is recorded as a decrease in both cases (more or less than 100 banknotes) with the imposition of a penalty for the decrease at a rate of (100%) and the discovered banknotes (of different denominations) are recorded in the bank’s deposits to its current account.Fifth: When non-Iraqi currency denominations appear, they are handed over to the bank's authorized representative and a shortage is recorded in both cases (an increase or decrease of 100 notes) with the imposition of a penalty for the shortage at a rate of (100%) of the authorized denomination.Sixth: Banknotes perforated with four holes, as referred to in paragraph (3/e) and discovered within bank deposits, shall be confiscated and recorded as a shortage in both cases (an increase or decrease of 100 banknotes), with the penalty for the shortage imposed as in paragraph (5/a-second).
The bank has the right to object to the results of the counting and sorting within one week from the date of being notified of the results, and the bank's authorized representative is allowed to view the video recording made by surveillance cameras of the process of opening the bank's bags. Official communications and correspondence with the Bank Follow-up and Reconciliation Department, and sending the results of the counting and sorting operations and copies of the identification papers for the cashiers via email ( followup.iss@cbiraq.info ). The identification papers will be destroyed seven days after the bank is notified of the differences, and the bank has no right to claim them. The receipt and delivery of banknotes in both local and foreign currencies will take place during official working hours, currently set from (8:30-2:00). No vehicles or persons belonging to the banks will be allowed to enter outside of these times. These deposits and withdrawals will be transported and received by secure vehicles to or from this bank. If your deposits are delayed beyond the times mentioned above for reasons convincing to the management of this bank and its branches, these deposits may be received as a trust for a period not exceeding one working day, according to a trust deposit form. The amounts received must be packaged and sealed with the bank's seal in a way that ensures they cannot be opened except in the presence of an authorized person on the morning of the following working day for the purpose of withdrawing the trust and conducting the initial examination of it. The responsibility of the Central Bank of Iraq and any bank, cashier, or any person is at the point where the banknotes leave its possession. The person receiving the banknotes is supposed to not leave the point of receipt before verifying the amount. The recipient of the banknotes from this bank may request to have the counting operations carried out by him and whomever he wishes from his department’s staff, under the supervision of the Central Bank’s employees, including providing and preparing all the counting requirements of counting machines and bundles. After the counting process is completed, the bank becomes responsible for the banknotes it pays out, even if they bear the identification cards of the entities from which they were received . If the bank discovers an error in its deposits (an increase or decrease) and before the counting and sorting process of those deposits is carried out, it must inform the Issuance and Treasury Department at the end of the deposit day or at the beginning of the following day, by sending an official letter in which the amount of the error and the type of category are accurately specified. After the counting and sorting processes of those deposits, the difference amount is verified to match what is mentioned in the bank’s letter, in the presence of the authorized person, and the bank compensates for the decrease without imposing a penalty or delivers the increase, if any, according to an official report. If a bank keeps the identification cards of the central bank or another bank and includes its deposits and pays them for circulation in that manner, it is considered a violation for which the bank will be held accountable.6. Foreign banknotes
Cash deposits: This bank accepts deposits of foreign banknotes subject to a counting and sorting fee for all denominations and issues, according to the mechanism outlined below:First: Adherence to the official deposit times mentioned in paragraph (5/d).Second: Sending an official letter to this bank authorizing the bank’s employees to deposit foreign banknotes, and in accordance with the deposit slip, which shows the details of the amount and is stamped with the bank’s seal, the name of the authorized person and his signature.Third: Sending an electronic memory containing the numbers of the deposited banknotes along with a paper list of the numbers for every (100) banknotes. In case of non-matching numbers, the numbers recorded by the bank shall be adopted.Fourth: Banks send their foreign currency deposits (dollars and euros) after counting, sorting and packing them according to currency denominations to the vaults of the Central Bank of Iraq and packing them in good quality bags (thick nylon). Each bag contains (10) bundles (ten bundles) as a maximum, and each bundle contains (1000) banknotes (one thousand banknotes) tied tightly and distributed into (10) bundles (ten bundles). Each bundle contains (100) banknotes (one hundred banknotes) packed in nylon bags and sealed by heat ironing or sewing them with the designated machine after adding a strip to increase the bag's durability. An identification card is placed on the bag describing its contents of banknotes, the name of the bank, the type of denomination, and the date of deposit, along with including the name of the person who packed the bag.Fifth: The foreign banknotes deposited on the same day are counted and sorted. If there are any discrepancies, the bank's authorized representative will make the compensation directly. If it is not possible to count and sort them on the same day, they are deposited in the foreign currency treasury for counting and sorting, and the working date is determined later.Sixth: Counterfeit foreign currency (dollars and euros) will be confiscated, with the shortage being compensated by the bank's authorized representative.Seventh: In the event of a shortage in foreign currency deposits (dollars and euros), it will be compensated by the bank's authorized representative.Eighth: When an increase in foreign banknotes appears, they are delivered to the bank's authorized representative against a receipt.Ninth: When foreign banknotes appear that are different from the authorized banknotes, they shall be replaced with the same denomination and any shortage shall be compensated for by the authorized person.Tenth: Filling one bag involves placing two bundles horizontally in two rows, so the number of bundles becomes (8) bundles. As for the last two bundles, they are vertical to the third row, so the number becomes (10) bundles.Eleven: When damaged foreign currency deposits appear among the bank's deposits and are rejected by the counting and sorting machines, the bank has the option of either compensating for the number of notes or having this bank replace them through the Federal Reserve, provided that the bank bears the cost of replacement.Twelve: The bank shall be provided with a receipt of confirmation in the event that the accounting entry cannot be made, and it may be received as a trust as in paragraph (5/d).
Cash payments:First: Cash payments via the foreign currency buying and selling window:
Providing the bank with a written undertaking upon receiving the subscription amount for the foreign currency buying and selling window, obliging it to distribute the share of the companies participating with it according to the electronic distribution of this bank and sending the undertaking within (48) hours.Second - Cash payments from the bank's balance with this bank:
The bank is committed to providing Excel spreadsheets with the numbers of foreign banknotes received, distributed to the last beneficiary in installments or a single payment. If the bank does not distribute all or part of the amount, we are notified in an official letter showing the amount remaining in its vaults. The bank is not allowed to submit more than one withdrawal request per day. The criteria used to reject foreign banknotes (dollars and euros) during counting and sorting operations if they meet one of the descriptions detailed below:First: If it has a cut in one of its corners, or it has been gnawed, or it has lost any part of the paper area.Second: If it is torn and repaired with transparent adhesive tape from any side.Third: If it contains a large seal or several small seals that affect its features.Fourth: If signs of wear and tear (deterioration) appear on it, affecting its shape or features.Fifth: If foreign materials stick to it and affect its features, such as inks, dyes, glues, ground, cooked, pasteed materials, fats, or oils.Sixth: If it is stored in incorrect storage conditions, which leads to it turning yellow or emitting a musty smell.7. Mechanism for transferring cash depositsAll banks must use their own armored vehicles or those of entities specialized in transporting funds for the purpose of transporting cash deposits to and from this bank and between banks, and provide us with the types and numbers of the armored vehicles or the entity responsible for the transport.8. Compliance with the instructions outlined aboveIf banks fail to comply with the applicable instructions, repeat banking violations, and fail to respond to our letters when requested, the Issuance and Treasury Department will recommend referring the violating bank to the Committee for Determining the Sanctions Imposed on Banks and Non-Bank Financial Institutions in accordance with the Central Bank of Iraq Law.9. The US Treasury lifts restrictions on a number of Iraqi exchange companies - Breaking News
The US Treasury lifts restrictions on Iraqi exchange companies
The US Treasury Department has lifted restrictions on a number of Iraqi exchange companies, after verifying that they meet the compliance standards approved by the Central Bank of Iraq, allowing them to return to participating in dollar sales to travelers.
This step comes as part of strengthening compliance with regulatory controls and organizing foreign currency sales operations in accordance with approved frameworks.
Swift credits reach local banks, but traders are stuck between two exchange rates - Urgent

The SWIFT transfers of foreign credits arrived at the local banks on Sunday, but the local banks are still refraining from releasing them to traders and importers, amid uncertainty about the approved exchange rate.
A source told Baghdad Today that private banks attribute their refusal to the lack of clarity regarding the final pricing from the Central Bank, and whether the dollar price will be calculated on the basis of 132,000 or 152,000 dinars per 100 dollars.
He added that the Central Bank of Iraq noted, in a letter dated October 7, the adoption of the previous exchange rate for amounts deposited before the change in the dollar exchange rate.
The source pointed out that the delay in launching the SWIFTs and the ambiguity regarding the exchange rate coincided with a noticeable rise in the dollar prices in the parallel market.

Licensed banks under pressure from the Central Bank: 4 days to complete foreign transfers - Urgent
The Central Bank of Iraq directed licensed banks on Sunday to complete foreign transfer operations within a maximum period of four days, warning of punitive measures against banks that exceed the specified deadline.
A source told Baghdad Today that the Central Bank sent a strongly worded letter to all licensed banks, stressing the need to adhere to the specified timeframe for completing any banking transaction related to foreign transfers, and confirming that banks that violate this will face the prescribed penalties.
The source added that the directive comes in support of import operations, and within the framework of the Central Bank’s efforts to reduce speculation and control the parallel currency market.
32 Iraqi banks under dollar restrictions... Will US sanctions expand?

The Iraqi banking sector is entering one of its most sensitive phases, after years of measures that restricted dozens of banks' access to US dollars, amid accusations of the existence of networks to transfer funds out of the country, and fears that Iraqi financial institutions are being used to circumvent sanctions imposed on Iran.
According to a review by the Independent Press Agency of the official list published on the Central Bank of Iraq’s website in February 2026, 28 banks appear on the list of banks restricted from dealing in dollars, and four banks appear on a separate blacklist, bringing the total number of banking institutions mentioned in the document to 32 banks.
But the figure needs an important clarification: not all of these banks are necessarily subject to the same US sanctions, and restricting dollar transactions does not automatically mean closing the bank, freezing its customers’ deposits, or preventing it from dealing in Iraqi dinars.
28 banks restricted to the dollar
4 banks on the blacklist
32 Total published list
The figures are taken from a document published by the Central Bank of Iraq in February 2026, and are not a new count of US sanctions issued in October.
Concerns increased after the US Treasury Department announced, on October 15, 2026, sanctions against the International Bank for Development, Investment and Finance, as part of a US operation targeting what Washington describes as the financial infrastructure that helps Iran access dollars and finance its external networks.
The US Treasury Department says the bank facilitated financial transactions linked to Iran, used Iranian capital, and sent dollar profits to Tehran. These are official US allegations, not the findings of a published Iraqi judicial investigation.
This escalation raises a central question: Are the US measures limited to specific banks, or is Iraq moving towards a broader phase of restructuring its banking sector, which may include new restrictions and stricter regulatory measures?
First: What does it mean to prevent the bank from dealing in dollars?
One of the common mistakes in dealing with the Iraqi banking file is treating the terms “dollar ban”, “American sanctions”, “guardianship”, and “license cancellation” as identical procedures.
In fact, these are different procedures in their causes and legal and financial implications.
Type of procedure | What does this mean in practice? |
Dollar restriction | The bank is prohibited from participating in designated dollar channels, and this may extend to direct and indirect dealings. |
US OFAC sanctions | Restrictions on funds and transactions may apply depending on the type of listing, and may include asset freezes and bans on US transactions. |
Banking guardianship | Supervisory intervention in the management of the bank or oversight of its management in accordance with Iraqi law. |
Withdrawal of leave | Termination of banking license in accordance with legal procedures |
Ban on bank correspondence | Transfers could not be made through a correspondent bank or in a specific currency, either due to a regulatory decision or risk management. |
The Central Bank of Iraq clarified in an official statement dated July 20, 2023, that banks prohibited from dealing in dollars can continue to provide their services in Iraqi dinars, as well as conduct international transactions in other currencies within the applicable regulations.
He also confirmed at the time that the external transfer requests from banks affected by that round of restrictions did not exceed 8% of total transfers. This percentage pertains to the period covered by the statement and should not be generalized to the current transaction volume in 2026.
Second: The official list of banks restricted from dealing in dollars
These are the names of the 28 banks listed in the first section of the Central Bank of Iraq document, along with their bank identification numbers as published in the document. These codes are not bank account numbers or numbers related to US sanctions decisions.

No sé. Pierdo...7:53
Oh, definitivamente. Dense hype al video.9:26
Um, podrían ir a “buy me a coffee”, que definitivamente... Oh, tengo.
Oh no. ¿Saben qué? Puede que me haya olvidado.10:43
[resoplido] Oh, espera. Creo que está al final. Creo que está al final.10:46
Bien.
Me...12:36
parece un poco sospechoso. [risa] Bien.
No sé.
tablas y gráficos y preguntas y respuestas.
No debería decir...18:20
Bien. Bueno, me alegra haberlo probado. Oh, espera. Dice vista previa.18:42
¿Por qué dice vista previa? ¿Eh?18:51
Y estaba relativamente estable. No sé qué pasó. Algo...21:20
Bueno, pretendo volver. Bien. Gracias de nuevo.
