Why does America insist on funding "only" minorities in Iraq?

Northern Iraq.
The deal came more than two months after US Vice President Mike Pence announced that the United States would stop funding "ineffective" UN relief programs in Iraq and provide more direct aid through the US Agency for International Development and religious groups.
The United States pledged $ 150 million to the Iraqi stabilization fund last July. USAID officials said the funds would be split into two tranches worth $ 75 million, with the second tranche of funding contingent on UNDP improving accountability. And transparency in the Stabilization Fund.
The agency said it was moving ahead with mechanisms to allow the agency to ask proposals from outside groups on how to facilitate the return of ethnic and religious minorities to their homes in Iraq. China’s foreign exchange reserves rose in 2017 to $3.14 trillion, the first annual increase since 2014. The rise is a mixed bag: perhaps an indicator of the effectiveness of capital controls, and certainly an indicator of the tumbling dollar. 1-10-2018 Newshound Guru MilitiaMan Articles “Know Your Currency” The article showing security features of their currency at this time frame is if not one of the two articles we seek, it sure is a contender for one of them, imo.! For the 250, 500 and 1,000 note to be openly used by the CBI noted in the article for security features, is for a good reason that we all should see right out the gate...There is no reason to worry about those notes with present 1184 program rate, now add the international calculation into the mix and you have a very valid reason to make people aware for what they have and own... And if one is a veteran in this investment, one better have had that on ones mind a long time ago! imo. In another article, we see the CBI talk about the "next period" going all electronic transactions, yet today they are telling citizens to make sure you are not using counterfeit currency. Operation Disclosure GCR/RV Intel Alert
January 8, 2018 - 07:49:00 AM
Multiple sources have confirmed a massive threat appeared yesterday, Jan. 7 and was neutralized by the Alliance.
The RV release that was scheduled yesterday was military deception.
A threat appeared and it was neutralized, the cabal fell for the bait as expected.
There's only so very few of cabal remaining, eventually, there won't be any more of them.
The RV is once again scheduled for release today.
Military deception again or not? Nobody knows... [but] that's the point.
If no more threats appear, the Alliance will begin the transition event, starting with the RV, then the GCR, and [then] GESARA.
Victory is on the horizon.

Exchange of accusations between the Arabs of Kirkuk and its Kurds by taking over land and villages in the district of Dibs
KIRKUK, Iraq (AP) - January 10 - In the past few hours, Kurds and Kurds in Kirkuk have been accused of trying to seize agricultural lands and houses in the Dabas district. Local government members in Kirkuk have confirmed that the governor is trying to Arabize the judiciary by bringing Arab families to the region. 13, the governor said it was time for the return of those displaced families.
A member of the provincial council and official of the office of Article 140 Babeker friend said that Jubouri worked to move the Iraqi army to seize the houses of Kurds and their agricultural lands in the areas of Sarkran and Balkana.
"The current situation in Kirkuk is unstable as a result of a letter from the governor of Kirkuk to the governor of Dabas district and to Salahuddin's operations, in which he requests the support of Arab expatriate families to return to their areas," he told a news conference.
According to the accusation, the security forces have already moved in both directions to seize the houses and lands of the Kurds, and moved pieces of the army and Salahuddin operations to support the incoming Arabs
More than 4000 Kurdish families were displaced from this area of Sarkran in the time of the former regime as a result of the policy of Arabization and returned to their original areas and residences in Kirkuk after 2003 according to the Kurdish side, which confirmed that the governor, after the events of November 16, sent official books to Arab Shamr, A letter to Saddam Hussein, demanding the ownership of those areas of the displaced Kurds and supply them with weapons to maintain them.
Rakan al-Jubouri responded to these accusations by saying that the Arab families were displaced from the district of Dibs 13 years ago and now they returned to it, stressing that saying that everyone should be subject to the law or jurisprudence will raise a problem.
He pointed out that these villages include land and houses still registered with the names of displaced families that have been prevented from returning over the past years, and today the administration of the province seeks to restore things to normal after the imposition of the law.
There has been no comment from Baghdad so far, but the head of the Kurdistan government, Nigervan Barzani expressed concern about attempts to Arabization ongoing in Kirkuk, and called on the Iraqi government to put an end to the problems in them. Finished (1)

World Health News Video game disorders are classified as disease
2018/1/7 23:57
[Ayna-Baghdad]
The World Health Organization (WHO) said "video game disorders" will be recognized as a disease later this year after experts have agreed on the risks of their addiction.
Tariq Jasarevic, a spokesman for the organization, told reporters in Geneva that the unrest would be included in the 11 th edition of the International Classification of Diseases.
The International Organization carries out the task of updating Category 11, which includes contributions from a large number of physicians around the world.
"The definition of unrest that the organization is now trying to define is" a pattern of behavior that can be played by electronic games or video games, characterized by low control over the exercise of play, and the tyranny at the expense of other activities to the degree of other concerns " .
He added that other symptoms of the disorder include "continuing to play games and even increase the degree of exercise despite the occurrence of negative results."
"The interim guidelines indicate that a person must show an abnormal attachment to video game play for at least one year prior to being diagnosed with the disorder, which will be classified as" addictive behavior, "Jasarevich said.
Some undocumented evidence suggests that the disorder is disproportionately affecting younger people who are more closely associated with the constantly expanding online video game world.
But the WHO spokesman warned it was too early to speculate on the extent of the problem. Game disruption was a relatively new concept, and epidemiological data available at the population level had not yet been identified.
Despite the absence of documented information, "health experts basically agree that there is already a problem" and believe that the official integration of the disorder into the International Classification of Diseases (ICD) is the next appropriate step
