Jubouri: decentralized federal system is not achieved by legislation and good intentions
Editorial Date: 2018/1/24 11:28 • 79 times scheduled
"Iraq, despite the great challenges it has undergone since 2003, has established an advanced and ambitious experience that reflects the will to build another Iraq, led by legislative, executive and judicial powers independent of each other in performance and jobs, Threatens the homeland and the citizen.
"We have been able to lay the foundations for building a state of constitutional institutions, which we find is the most powerful wall and the safest framework to prevent attempts to divide Iraq and dispersing its people and turning it into shabby political shops," he said at the International Conference on Governance and Decentralization.
"We have been keen to consolidate the foundations of the decentralized federal system to be wide-ranging for innovation in the field of diagnosing defects and shortcomings in the performance of executive institutions in all governorates of Iraq and in giving our people wide opportunities to manage its affairs in its provinces and cities away from the brakes of central authority"
"The decentralized federal system is not achieved by legislation, laws and good intentions, but with the services that it believes in and is striving to develop and adopt on every achievement."

Rouhani: Forex Reserves Sufficient to Stabilize Market
Wednesday, January 24, 2018
The president stressed that it is not in the interest of the government to let the foreign exchange rate surge to fund its expenditures
Another part of Rouhani’s comments concerned the row over unlicensed financial and credit institutions that had bothered the country’s financial system
President Hassan Rouhani said Iran has sufficient foreign exchange reserves to overcome any turbulence in the currency market and prevent the national currency from depreciating further.
During a live interview broadcast on state television late Monday, Rouhani responded to a question about the current forex volatility that saw rial sink considerably against the US dollar.
"The pledge of this government to the people is to provide the required foreign exchange for the country and luckily our foreign exchange income exceeds our expenditures," Rouhani was reported as saying by his official website.
The president added that when the current Iranian year comes to a close (on March 20), the country will have generated about $90 billion in forex revenues.
As with previous years, foreign exchange rates surged in December 2017, which also coincided with the end of the third quarter of the Iranian year when seasonal demand increases as Iranians travel abroad. However, this year's rally was both more intense and has lasted longer.
The rial dropped to around 46,500 against the dollar in the open market on Monday from about 45,750 on Sunday and 37,700 in mid-2017. This was particularly shocking, considering the Rouhani administration's pledge to keep the rial strong and stable against other currencies.
While market players cited a shortage of hard currency as the main cause of the volatility, others point to uncertainties over the fate of the nuclear deal Iran signed with world powers in 2015 in the face of US President Donald Trump's repeated threats to undermine it.
Some even blame the government for devaluing rial in order to plug its budget holes as the fiscal year draws to a close.
Facing the same question on Monday night from the interviewer–this time a celebrity talk show host, Rouhani said, "We have always had fluctuations but the Central Bank of Iran's officials are striving to end that. Therefore, these fluctuations will not prevail in the long run."
The president stressed that it is not in the interest of the government to let the foreign exchange rate surge to fund its expenditures.
On Tuesday, the market seemed to have finally bowed to CBI interventions and the rally lost momentum. The rial was quoted at 45,800 to the dollar at the day's close, according to Tehran Gold and Jewelry Union's website.
However, inquiries by Financial Tribune showed that some exchange shops had run out of hard currency in late trade and some had ceased trading altogether.
The benchmark Bahar Azadi gold coin lost ground by 0.59% after several days of rally and fetched 15.19 million rials ($331) by the day's close.
Monetary Market Regulation
Another part of Rouhani's comments concerned the row over unlicensed financial and credit institutions that had bothered the country's financial system and resurfaced after protests over the loss of money in these institutions led to nationwide street unrests over larger economic grievances.
These shadow banks, which were created in the 2000s and mushroomed in the its first decade by offering high interest rates, had ties to powerful military and religious organizations and disrupted the country's monetary market by acting as rivals of legitimate lenders and were finally dismantled or merged with other banks by the Rouhani administration.
The president said CBI has so far spent 115 trillion rials ($2.55 billion) to bail out depositors who lost their money in these entities.
"We have settled the accounts of 98% of these depositors by paying the original amount plus a reasonable interest," he said.
The president also revealed that he was behind the central bank's decision not to issue any permits to new private banks since unlicensed permits created problems.
Rouhan's first television appearance after this month's protests attracted a great deal of debate on social media, with some saying that the president should have addressed other economic, political and social problems in a more serious manner. These problems include high unemployment, high prices and regional tensions.

Trump’s Regulators Want to Kill a Key Financial Rule That Even Republicans SupportNew Republic
Conservatives who are working to undo Obama-era Wall Street reforms do have one regulation they’d like to keep in place: high capital requirements for financial institutions, so that big banks can pay for their own losses if they run into trouble instead of needing a government bailout. The House Republicans’ Financial CHOICE Act follows this model, gutting scores of rules created by the 2010 Dodd-Frank law in favor of a simple capital buffer. 1-23-2018 Newshound/Intel Guru Mnt Goat ...we know the 2018 elections are forthcoming, probably in May. These always impact the political situation and so I believe this year will be no different. We are also still waiting to see Article 140 law in parliament and to get this law passed and enacted. This is a huge contention for the KRG. I feel this would resolve a lot of the conflict with GOI. It could solve much of their differences. Could the USA reject the argument that Iraq is ready to re-instate their currency because of this Article 140 issue? Well…I know the US govt agreed already to let the RV go almost three weeks ago.

1-23-2018 Intel Provider RayRen98 The most exciting news over the weekend was banking people seeing the lower denoms at their facility, although they have yet to be released. Just that they are there, ready… Also, the US banks were on high alert regarding forthcoming activity. We heard that the tier 1 banks were supposed to receive rates on Friday, so we really thought that those rates might be live. We’re still waiting for some of that information to come in. We also had some reports that banks could see rates on the front (retail) screens as well as the back screens, although they were not live yet.

Bank Story Continuation from CC/UPDATE 1-23-18
FUZE - Date: 11:11 AM Jan 19, 2018
3.) UPDATE: January 23, 2018.
I followed up as I said I would by calling the same WFB this morning, to have an order processed for VND and rupiah.
This time I got a third foreign currency teller; whom I also have had to process orders for me. She said "I'm sorry, Mr. ______, our systems are still being converted over." She asked me to hold for a second while she inquired about the system being ready to process.
When she returned, she said "please call back in a few days". I then asked, "How long have you been trained in processing foreign currency?" She said "2 year"s.
I then asked "Have you ever seen anything like this before with your foreign currency system?"
She said "NO! Never! They just keep telling us 'the system software is being changed over'"
I told her "Thanks, I'll check back in a few days."
Guys - when you factor this lead bank local level activity in, with all of the surrounding Intel, I'm getting more excited by the hour.

1). Hello TNT...on Tuesday of last week, I called my local foreign currency branch, of the "lead bank", I'm in the southeast USA. I called to inquire about purchasing a little more vnd and rupiah. The foreign currency teller who is very familiar with me as a customer of previous purchases; explained that she could see the current rates (same old rates, she's a foreign currency teller only), however, she said we can't transact any exchanges due to a "system change over". She said we should be back up and running Friday the 19th, so call or come in and I'll place your order. Of course I asked is it just your branch? She said no, it's bank wide. She then volunteered, "but i don't think it's a rate change".

2). Well I called today, she was out on break so her manager took the call. The manager informed me they were notified last night that bank wide the systems will be back up, this coming Tuesday. She then apoligized and said teller should have notified me.
Has anyone else had this experience, with WF. Remember one of the bank stories from last week, where a member was told by some rather obscure branch manager in a Walmart Store, who said to the member, I'll see you on the 24th? Is it possible, the little guy got it right? The 23rd, 24th? Time will tell..

BREAKING: FISA Memo Released, Bombshell Disclosures Reflect Conspiracy of Sedition by Nation’s Top Law Enforcement
Here is the 99 page text of the FISA memo (full size)
The FISA Abuse Memo Unveiled; What Exactly Is In the Memo, According to Intel Insiders
Posted on January 22, 2018 by Investigative Bureau
Here is what we now know, per intelligence gleaned form federal law enforcement sources with insider knowledge of what amounts to a plot by U.S. intelligence agencies to secure back door and illegal wiretaps of President Trump’s associates:
- Six U.S. agencies created a stealth task force, spearhead by CIA’s Brennan, to run domestic surveillance on Trump associates and possibly Trump himself.
- To feign ignorance and to seemingly operate within U.S. laws, the agencies freelanced the wiretapping of Trump associates to the British spy agency GCHQ.
- The decision to insert GCHQ as a back door to eavesdrop was sparked by the denial of two FISA Court warrant applications filed by the FBI to seek wiretaps of Trump associates.
- GCHQ did not work from London or the UK. In fact the spy agency worked from NSA’s headquarters in Fort Meade, MD with direct NSA supervision and guidance to conduct sweeping surveillance on Trump associates.
- The illegal wiretaps were initiated months before the controversial Trump dossier compiled by former British spy Christopher Steele.
- The Justice Department and FBI set up the meeting at Trump Tower between Trump Jr., Manafort and Kushner with controversial Russian officials to make Trump’s associates appear compromised.
- Following the Trump Tower sit down, GCHQ began digitally wiretapping Manafort, Trump Jr., and Kushner.
- After the concocted meeting by the Deep State, the British spy agency could officially justify wiretapping Trump associates as an intelligence front for NSA because the Russian lawyer at the meeting Natalia Veselnitskaya was considered an international security risk, and prior to the June sit down was not even allowed entry into the United States or the UK, federal sources said.
- By using GCHQ, the NSA and its intelligence partners had carved out a loophole to wiretap Trump without a warrant. While it is illegal for U.S. agencies to monitor phones and emails of U.S. citizens inside the United States absent a warrant, it is not illegal for British intelligence to do so. Even if the GCHQ was tapping Trump on U.S. soil at Fort Meade.
- The wiretaps, secured through illicit scheming, have been used by U.S. Special Counsel Robert Mueller’s probe of alleged Russian collusion in the 2016 election, even though the evidence is considered “poisoned fruit.”

MacJedi: Funny thing this Kim is... She is supposed to be the trustee of the funds of the Kingdom of Manna which is located on the Los Negros Island.
Been there... and there is no kingdom on that or any surrounding island. If there is a kingdom there, it would have to be cloaked by an invisibility shield and I am pretty sure that is not in the bag of tricks.
Kim is more apt to qualify for the negative press that is presented on her worldwide, than to actually be what she claims, as there is no real proof of any of her claims at least non that I have ever discovered and believe me I have looked deep.
If you want Qanon’s explanation of what’s in the memo, this is excellent.
It also covers the 16 point plan, and all of the 4 Q Anon drops yesterday.
