World Bank's IFC calls for investment in Iraq reconstruction

KUWAIT, Feb 11 (Reuters) - The World Bank’s private sector arm urged international companies on Sunday to overcome concerns about funding reconstruction projects in Iraq and seize high-yield investment opportunities in the country. 
The International Finance Corporation’s (IFC) country manager for Iraq, Ziad Badr, was speaking in Kuwait ahead of an international conference this week for donors and investors to rebuild and revive Iraq’s economy as the country emerges from a devastating three-war against Islamic State. 
“I don’t think that in any other part of the world there are such investment opportunities,” Badr said in a speech at the Kuwait Chamber of Commerce and Industry, giving as an example a Lebanese firm making a 24 percent return on its stake in a luxury hotel in Erbil, the capital of the Kurdish region of northern Iraq. 
The IFC has about $1.2 billion in investments in different Iraqi ventures including banks, cement plants and telecommunications, and is preparing to announce a $250 million investment in a telecommunication venture, he said. 
The Iraqi National Investment Commission (NIC) last week published a list of 157 projects it will seek investment for at the Feb. 12-14 International Conference for Reconstruction of Iraq, estimated to cost about $100 billion in total.

Currency codes are the backbone of all financial systems. Every computerized accounting software operates on a base currency and once set that currency code cannot be altered. When a country needs to introduce a new currency, the code must first be issued by the ISO, accounting software needs to be amended and a new set of accounts created in the new currency. This is why I often remind people that a redenomination cannot happen overnight nor in secret. One thing you can be sure of is that Iraq, or any other country is not going to be introducing a new currency anytime soon. It should be noted that the introduction of alternative denominations is an addition to an existing currency and not a new currency.

  • It is all good.
  • Even though the IMF (International Monetary Fund) Instructed banks to release the 800#s they did not do it for the third time. The banks seem a bit afraid. Of what? That the process established over the years was changed by “newcomers” to the table and there is fear there will be chaos at the banks and it may trigger unrest.
  • The 800#s will be by districts within the 16 regions (1 in Canada, 1 in US). So each of many districts will accept calls only from area codes in that district. So those of you with area codes that do not match your location of residence will have an issue. It wasn’t discussed how that might play out. Once you are connected to a district successfully your zip code will be used to assign you to a bank; if you have accounts open at one bank they’ll try to select that bank for you.
  • The IMF also told the banks to notify tellers to be ready saying, “It’s real.” This follows years of banks telling employees that it was a scam! SO now all bank employees are getting onboard. That”readiness” will not likely occur until after close of business today.
  • The IMF and World Bank (WB) are involved in the publishing of international exchange rates tomorrow 2/13.
  • The IMF told all banks that they should be prepared to update their foreign currency exchange rates by 2/12. [I’d conclude in preparation for 2/13]
  • There was discussion of the timing and relevance of the budget in Iraq. See details below.
  • The USA and IMF wanted the rate “completed” by the Investors Convention in Iraq, going on now. As far as we know it didn’t happen. See below.
  • Tony stated that he personally thought we should be hearing something this week.
  • Only the ZIM rate was discussed. While it was 14.7C proceeded by 6 zeros Saturday it is now 11. The range is supposed to be between 11 and 22, so the rate for all Zim notes without any zeros being removed will be .00000011 to .00000022. It was suggested the rate would “trade up” for the first 10-12 days to about the .22 number.
  • There will be an NDA to be signed. That has had many faces over the years. The latest is that there won’t be much retaliation except if it can be shown that you are a player in financing illicit activity, such as the drug trade, human trafficking, and other such things.
  • After your exchange people are allowed to leave the banks with up to $7,000 cash, they’ll have a credit card with a high limit on it for most uses, and a supply of checks (I think). If you need to execute transactions like paying off a mortgage, buying a house, paying off large student loans, etc it is HIGHLY ADVISED THAT YOU REFRAIN FROM USING WIRES. The wiring process is highly manual and therefore prone to errors and delays and a huge volume is expected. Instead cashier’s checks, which are more easily traced, are recommended.
  • We are not exchanging with Iraq, so quit worrying about how much currency they have and their reserves. See below.
  • The investment conference going on right now in Iraq is an effort to get private investors (not countries) to commit to helping Iraq rebuild its country after the war. See below.
  • Keep in mind a few dates: Today 2/12 is the investors conference in Iraq; 2/13 is the date the international exchange rates are updated monthly.
  • Tony said, “YES this is a good week! I’m expecting its this week not this weekend.”
  • There are currently(this morning before call) NO rates being shown on any front screens or back screens at the banks.

  • Investors Conference: Tony made an interesting few comments regarding the rate and the Investors Conference. He said that he thinks he knows the rate and 1 or 2 days when it will be public. He also commented that if he were one of the Investors there would be no way he’d invest if he didn’t know his profits or Return on Investment. Iraq is asking these private people to commit to rebuilding its country by investing dinar and getting a bump when it revalues. By today there was a full $300M pledged and it was just getting started! SO Tony’s bet is all these guys have been told the rate. But if you were one of these wealthy people wouldn’t you want to see that the rate really does go public and that this is a legitimate deal backed by action? So most likely they ARE being told some details we do not have. They have to KNOW there’s a reward. Iraq had approached the USA asking for us to rebuild their country saying, “you did it for Japan and Germany. Why not us?” Trump’s answer was, “I'm not a nation builder. We need to see something for the Americans here.” The pitch suggested to Iraq was something like, “We removed ISIS for you all so now help us rebuild and we’ll make it worth your while.” So Tony thinks the investors know and it hasn’t yet been made public, but it is set and firm and a done deal.
  • EXCHANGING: Iraq is not paying every country $3.71 for each dinar. Went he [We the] USA are NOT exchanging with Iraq. We are exchanging with the US Treasury. They will print all the money they need to for physical dollars to support this thing; they won’t really need much of that because of the conversion from “real money” to "digital money.” What the US gets out of the exchanges is the right to buy oil from Iraq at $2 a barrel. So as the UST takes in money, those essentially become credits that will be redeemed with Iraq over time for cheap oil to repay the US for its blood and investments in the Iraq war. See TRUMPS USA. The specifics about returning dinars to Iraq or destroying them instead were not discussed today. The US Government also has a reported 4T dinar in a deal with Iraq made by Bush Jr to cover the war. That will be the treasure chest.
  • BUDGET IN IRAQ: The financial people and the international community are not necessarily in agreement. Does the rate define the budget or does the budget just apply the rate? Chicken or egg thing. Suffice it to say”The rate change is happening with or without the budget.” There IS agreement on the budget but there is also discord among Iraqi factions that seems to shift by the TOD. The CBI set the rate and the budget must adapt to that rate.
TRUMPS USA:
  • REBUILDING: Trump: “We have rebuilt many countries and they are better off than before. But we haven’t rebuilt our own. It’s time. Most countries we’ve rebuilt are more modern than we are. It’s our turn.”
  • USA’s plan for RV under Trump: Only those citizens with dinar (the government Itself, the elite, and the 6million of us) will know about this due to the NDA and the precautions. Keep clean and You are good. The current plan is the RV will be hidden from the general US population by crediting the Trump Tax plan for the inflow of money and the rebuilding our infrastructure. Tony himself said this is not politically new. Clinton did this in the 1990s and used the Kuwaiti RV plan devised by Sr Bush to accomplish what he did. The public will never know about the dinar and its ReValuation & its affect on the USA.
  • The stock market swings of late are not about companies. It is being manipulated to make room for this growth. It began to get “backed up” and that created another reason for this to RV to GO now. It was manipulated too much.
  • PTB: The PTB (Powers That Be) will make our exchanges behave as they want. If they want or need to cap the exchange rates to $12-$15 they will. They’ll do it by capping daily modifications of the rate, or whatever other mechanisms they have. They’ll keep it where they want it for the Big Picture. [But HEY…. We were only going to get $.10 and then $1 before Tony helped us out! So all is good.]
  • US$ VALUE: The US dollar will go down a little in this thing, but won’t drastically devalue by 30% or something. That would be an international economic disaster to let that h happen!
  • RV TIMELINE: The whole RV process is going to take until 2044 to complete. Now this is not the dinar, but all the other outlying countries not in the first basket or even second. The dong is still in the first basket. [WOW! News.]. The purpose of the “process to RV” is to level the playing field for various currencies and countries. There were supposed to be five IMF regions instead of only one, now domiciled in the USA. That plan changed to 7 IMFs. They are not implemented yet. There’s 25 years to make that happen. Remember discussions about removing the US$ as the World Reserve Currency? It’s back. There will apparently be these 7 IMFs and each will have its own real currency. So the planet earth is to end up with only 7 currencies worldwide. And there won’t be a need for a reserve currency anymore. It will just be an exchange among the family of IMFs.
SUMMARY:
  • Feb 15 is quickly approaching. Today is 2/12 and the International rates post tomorrow. Will the dinar be there??
  • All banking systems in first world countries and Iraq are connected and tested.
  • The US banks are struggling with the old processes established and the newly crafted ones and will have to release the 800#s soon. They’re updating their foreign currency exchanges, and have notified all down-level branches that it is real. So it is about to execute.
  • Iraq has done everything mandated by anybody, EXCEPT completion of the budget. The circular argument about the budget shows that either approach is adaptable.
  • Iraqi banks were told Saturday that the “rates are changing in a few days.”
  • The lower denominations are loaded into their ATMs again and some international people actually have LDs in their possession.
  • Things are the best Tony has ever seen.

The Court of Integrity, former Minister of Commerce Abdel-Falah al-Sudani, has been sentenced to 21 years in three of the eight cases against him.
An official said that the Integrity Court had convicted the Sudanese of three cases, "two on charges of negligence and their sentence 14 years, and the third on charges of exploitation and the rule of seven years."
The Sudanese authorities received the Sudanese convicted of financial corruption cases from INTERPOL on 25 of last month, after his arrest in Beirut last September.
Lebanese authorities arrested the Sudanese, at Beirut airport, against the background of an arrest warrant issued by the international police.
The Iraqi courts in 2012 sentenced in absentia to 7 years in jail for the Sudanese for administrative and financial corruption cases.
Al-Sudani belongs to the Dawa Party, the organization of Iraq, and was elected to the Iraqi National Assembly in 2005.
He was elected to the post of minister of education in the government of Ibrahim al-Jaafari. After the 2005 elections, al-Sudani was also elected to the post of Minister of Commerce. He took office in June 2006 with the formation of a new government headed by Nuri al-Maliki.
